An Experimental Study on the Design of the Korean Ballot Paper - Problems of the Regulations of the Public Official Election Act - (한국 투표용지 디자인에 관한 실험 연구 - 공직선거법 규정에 대한 문제제기 -)

  • Rather the ballot paper design could influence voting behavior, there is less study upon the designing ballot paper and the importance of information design. This study examines the possibility of error occurring in the ballot paper design under the rules of Public Official Election Act. To do this, we conducted a heuristic evaluation method to review regulations, and an empirical experiment with closed groups. From this, we found that (1) diverse cases of ballot paper can be produced, and (2) various fonts, sizes, and materials can be used. Accordingly, it is inevitable to deliver regulations on (1) the usage of chromaticity and image, (2) the applying universal designed-typography, and (3) the margin for the spacing between ballot boxes. This study, at the end, suggests institutional measures for securing the validity and legitimacy on the decision-making process to remove latent ambiguity in ballot paper designing.

A Study on the Early Computer Utilization in Korean Broadcasting: Focusing on the History of Election Broadcasting(1985-1992) (한국 방송에서 초기 컴퓨터 활용에 관한 연구: 선거 개표방송 변천사를 중심으로(1985년-1992년))

  • Today, each broadcasting station makes the best use of CG (computer Graphics), which is the latest technology in election broadcasting, and competes to attract the eyes of viewers. This paper investigated the history of CG technology and design transitions in election ballot counting broadcasts from the perspective of CG designers. From the 1980s, when computer-based election ballot counting began, to the full-scale use of virtual studios, the image and technology produced by CG while watching the ballot-counting broadcast video of general elections, presidential elections, and local elections. We analyzed the utilization from various angles. In Korea, we started with the EDDS (Election Data Display System) developed in-house, created a database using a computer, and introduced manual animation CG every day from that time. After that, broadcasting stations focused on diverse and gorgeous CG image competition, and CG images were expanded from 2D to 3D while technology and design developed together. From 1985 to 1992, Korean broadcasting can be seen as a transitional period in which the image changes due to the emphasis on information power while utilizing digital technology.

POTENTIAL APPLICATIONS FOR NUCLEAR ENERGY BESIDES ELECTRICITY GENERATION: A GLOBAL PERSPECTIVE

  • Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will be developed. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source tree of Greenhouse gases emissions. The ANTARES module produces 600 MWth which can be split into the required process heat, the remaining power drives an adapted prorated electric plant. Depending on the process heat temperature and power needs, up to 80% of the nuclear heat is converted into useful power. An important feature of the design is the standardization of the heat source, as independent as possible of the process heat application. This should expedite licensing. The essential conditions for success include: ${\bullet}$ Timely adapted licensing process and regulations, codes and standards for such application and design ${\bullet}$ An industry oriented R&D program to meet the technological challenges making the best use of the international collaboration.   • This paper is designed to search the new alternatives to supplement the inconvenience of the traditional written ballot method which is executed every early semester to select the class board at the school. It is prepared on the based the results of the design and implement of the wired/wireless inter-working mobile electronic voting system where the students can participate in the real-time class board selection and the decision-making utilizing the mobile phones, PDA and PC they commonly have. It is time when we should consider introducing the electronic voting system, to minimize the students' inconvenience and the subsequent missing class, having to wait in the long line in the designated place to select the class board at every election season. This system enables the students to participate wherever they are other than the common place as well. Further, this research will provide the opportunity to think over the new school election culture in line with the age of Ubiquitous, as well as the useful means in the field to promote the active participation of the parents and students in the students' self-administration, decision-making necessary at the schools.
