Extensive laboratory tests were conducted to investigate the effect of load amplitude, geogrid position, and number of geogrid layers, thickness of ballast layer and clay stiffness on behavior of reinforced ballast layer and induced strains in geogrid. A half full-scale railway was constructed for carrying out the tests, the model consists of two rails 800 mm in length with three wooden sleepers (900 mm × 10 mm × 10 mm). The ballast was overlying 500 mm thickness clay in two states, soft and stiff state. Laboratory tests were conducted to investigate the response of the ballast and the clay layers where the ballast was reinforced by a geogrid. Settlement in ballast and clay, soil pressure and pore water pressure induced in the clay were measured in reinforced and unreinforced ballast cases. It was concluded that the effect of frequency on the settlement ratio is almost constant after 500 cycles. This is due to that the total settlement after 500 cycles, almost reached its peak value, which means that the ballast particles become very close to each other, so the frequency is less effective for high contact particles forces. The average maximum vertical stress and pore water pressure increased with frequency.
In order to assess the survival success of microphytoplankton species in ship ballast water, we examined microphytoplankton diversity from international commercial ships berthed at Ulsan and Pyeongtaek Ports, Korea, and also subjected them to laboratory studies. The ages of ballast water in each ship ranged from 1 to 365 days. Vessels originated from coastal China (Weihai, Lianyunsang and Shanghai), Chile, and from the Yellow and Pacific Oceans. The numbers of species and phytoplankton standing crops in uploaded ballast water were significantly related to the age of ballast water. The most diverse taxonomic group was diatoms. In the laboratory study, the value of in vivo fluorescence in M/V Spring Lyra gradually increased with increasing nutrients such as nitrate and phosphate. Phytoplankton in new (9 days), medium (31 days) and old (365 days) ballast water successfully survived under typical nutrient condition of port water and F/2 medium at $15^{\circ}C$ and $20^{\circ}C$, whereas phytoplankton in ballast water treatment did not survive, regardless of optimal temperature. Colonization process was dominated by diatoms; Skeletonema coastatum for M/V Spring Lyra, Thalassiosira pseudonana and Thalassiosira for M/V Han Yang, Thalassiosira pacifica and Odontella aurita for M/V Modern Express, and Chaetoceros pseudocurvisetus and Pseudo-nitzschia seriata for M/V Asian Legend. The successful establishment of non-native species was also related to nutrient richness. Our laboratory design can be applied as a practical tool to assess the survivability of invasive microphytoplankton introduced into local waters of Ulsan and Pyeongtaek.
선박평형수 및 침전물 관리에 관한 국제협약은 IMO에서 2004년 외교회의를 통해 채택되었다. 선박평형수 관리협약의 준비를 위해서는 처리장치, 형식승인, 위해도 평가 및 국내 법제화를 지원하기 위한 기술 자료 등의 기반기술이 개발되어야 할 것이다. 위해도 평가를 위해서는 선박평형수 배출량에 대한 샘플링 조사를 수행하여야 한다. 선박운항 및 선박평형수 배출량 정보는 선박 및 대리점 방문을 통하여 수집하였다. 97척의 화물 적하역과 선박평형수 입배출량의 관계에 대한 선종별 특성해석을 통해, 국내 각 항만에서의 선박평형수 입배출량을 추정하였다. 이로부터 부산항, 인천항, 광양항 및 울산항에서의 선박평형수 총 흡입량은 약 7천만톤으로서, 총 배출량의 3배 이상이 되는 것으로 나타났다.
선박의 항해 안전성을 유지하기 위하여 평형수 탱크에 주입 배출되는 선박평형수는 그 안에 포함되어 있는 각종 수중생물로 인하여 지역 해양 환경에 부정적인 영향을 주고 있다. 국제해사기구(IMO)는 선박평형수를 통한 수중생물의 이동을 막기 위해, 2004년 선박평형수와 침전물 통제 및 관리를 위한 국제협약을 채택하고 2016년 9월에 발효하여, 2017년 9월 이후 정기검사가 도래하는 모든 선박은 선박평형수 처리장치를 설치하도록 하였다. 선박평형수 처리 방식에는 활성물질을 이용하여 처리하는 전기분해식, 오존식, 약품식과 물리적인 처리방식인 필터, 자외선식 등으로 나누어 지며, 두 가지 방식을 혼용하여 사용하기도 한다. 일반적으로 비용과 효율 면에서 전기분해방식이 우수한 것으로 알려져 있다. 본 논문에서는 직접식 전기분해 선박평형수 처리장치의 기본 원리, 구성 요소, 육상 시험 내용을 고찰하였다. 육상시험은 정부시험 시설이 설치되어 있는 KIOST 거제분원에서 $300m^3/h$ 처리 용량의 장치로 수행하였다. 이 육상시험을 통해 직접식 전기분해 선박평형수 처리장치가 IMO에서 제시하고 있는 기준을 만족하고 다른 방식에 비해 효율적인 것을 확인하였다.
최근에 "선박의 밸러스트수와 침전물의 제어 및 관리를 위한 국제협약"이 채택되면서 국내에서도 이 국제협약을 수용하기 위한 방안이 필요하다. 외국의 밸러스트수 제어/관리 제도를 살펴보고, 국내의 환경관련법규들을 비교$\cdot$검토함으로써 밸러스트수관리협약을 수용하기 위한 국내 입법화 방안을 제시하였다.
최근에 "선박의 밸러스트수와 침전물의 제어 및 관리를 위한 국제협약 "이 채택되면서 국내에서도 이 국제협약을 수용하기 위한 방안이 필요하다. 외국의 밸러스트수 제어/관리 동향을 살펴보고, 국내의 환경관계법규들을 비교$\cdot$검토함으로써 밸러스트수관리협약을 수용하기 위한 국내 입법화 방안을 제시하였다.
Reballasting at sea, as recommended by the IMO guidelines, currently provides the best-available measure to reduce the risk of transfer of harmful aquatic organisms, but is subject to serious ship-safety limits. It is therefore extremely important that alternative, effective ballast water management and treatment methods are developed as soon as possible, to replace reballasting at sea. Filtration-Ultraviolet radiation-Electrolytic process (FUE) was evaluated for disinfection of seawater used In ballast water Optimal current density and UV light intensity were 2.0A/dm$^2$ and, 220㎼/$\textrm{cm}^2$/m with which 100% reduction time was 2sec in a Ultraviolet radiation-Electrolytic process. This study showed that FUE process was effective for the disinfection of commonly isolated bacteria and bacillus from ballast water.
It is usual practice to ballast a sip to maintain requires operational safety at sea. However, excessive ballasting may reduce the operational economy of a ship. Therefore, The determination of the optimal location and quantity of ballast water is one of the important works at the preliminary design stage. To provide a convenient tool to ship designers the program for the determination of the optimal location and program the effect of the change of ballast water quantity in each tank on some characteristics of a ship, such as trim, initial stability and heel, is investigated and the minimum quantity of ballast water for each tank which satisfies the operational safety requirements is calculated.

Ballasting and deballasting of shipping vessels in foreign ports have been reported worldwide as a vector of introduction of non-native aquatic plants and animals. Recently, attention has turned to ballast water as a factor in the global increase of harmful algal blooms (HABs). Many species of microalgae, including harmful dinoflagellate species, can remain viable for months in dormant benthic stages (cysts) in ballast sediments. Over a period of four years, we surveyed ballast water and sediment of ships docked in two ports of Tampa Bay, Florida, USA. Sampling conditions encountered while sampling ballast water and sediments were vastly different between vessels. Since no single sample collection protocol could be applied, existing methods for sampling ballast were modified and new methods created to reduce time and labor necessary for the collection of high-quality, qualitative samples. Five methods were refined or developed, including one that allowed for a directed intake of water and sediments. From 63 samples, 1,633 dinoflagellate cysts and cyst-like cells were recovered. A native, cyst-forming, harmful dinoflagellate, Alexandrium balechii (Steidinger) F. J. R. Taylor, was collected, isolated, and cultured from the same vessel six months apart, indicating that ships exchanging ballast water in Tampa Bay have the potential to transport HAB species to other ports with similar ecologies, exposing them to non-native, potentially toxic blooms.
IMO 선박평형수 관리 국제협약의 원활한 이행을 위해서는, 선박평형수와 관련된 다양한 정보의 수집과 관리가 필요하다. 선박평형수 위해도평가 및 국외의 선박평형수 정보시스템을 바탕으로 국내 선박평형수 관리 통합정보시스템을 구축하였다. 본 정보시스템은 선박평형수 관리에 필요한 다양한 정보들을 구분하여 4개의 데이터베이스(DB)로 선박운항 DB, 선박평형수 DB, 항만별 환경 DB 및 생물 DB로 구성하였다. 선박운항 DB는 항만운영정보시스템(Port-MIS) 자료를 통해 구축하고 있으며, 선박평형수 DB는 협약이 발효되기 전이기 때문에 Port-MIS 자료로 부터 화물물동량을 통한 추정식에 의해 구축하고 있다. 항만별 환경 DB 및 생물 DB는 참고문헌, 기존 모니터링 자료 및 실측 모니터링 자료들을 통해 구축해 가고 있다. 이러한 자료들을 바탕으로, 본 정보시스템은 각종 선박평형수 관련 정보의 검색, 통계자료분석 및 위해도평가까지 수행할 수 있으며, 협약 발효시 국내 선박평형수 배출 및 항만 관리에 활용될 수 있는 관리 통합정보시스템의 역할을 충분히 수행할 수 있을 것이라 판단된다.
