Policy Integration as A New Approach of Policy Coordination: The Case of Science, Technology and Innovation Policy (정책 조정의 새로운 접근으로서 정책 통합: 과학기술혁신정책을 중심으로)

  • Recently policy coordination and integration have emerged as core challenges as complexity and uncertainty of policy. Especially as innovation and environment policy is expanding and its position is being further elevated within policy hierarchy, policy integration has emerged as core governance challenges for nation states. OECD countries emphasized the need of coordination and integration of policy by introducing concepts such as 'Environmental Policy Integration', 'the Third generation innovation policy', 'integrated innovation policy'. This study analysed the background, concepts, objects, mechanisms, and major issues of integrated innovation policy and various attempts for integrate innovation policy by policy level and cycle. Developing integrated innovation policies has become increasingly important for the EU and OECD countries in recent years. OECD countries including Finland have developed broader policy agendas for balancing policy objectives and aims of other policy sectors and horizontal relationships with other policy sectors. Policy integration helps to reorient policies where related policies are in conflict and to ensure coherence across different policy areas. Policy integration emphasizes long-term policy adjustment and adaptation based on social agreement and common vision.

An Application of loop-loop EM Method for Geotechnical Survey (지반조사를 위한 loop-loop 전자탐사 기법의 적용)

  • Loop-loop electromagnetic (EM) survey in frequency domain has been carried out in order to provide basic solution to geotechnical applications. Source and receiver configuration may be horizontal co-planar (HCP) and/or vertical co-planar (VCP). Three quadrature components of mutual impedance ratio for each configuration are used to construct the subsurface image. For the purpose of obtaining the model response and validating the reasonable performance of the inversion, we obtained each responses of two-layered and three-layered earth models and two-dimensional (2-D) isolated anomalous body. The response of 2-D isolated anomalous body has been calculated using extended Born approximation for the solution of 2.5-D integral equation describing EM scattering problem. As a result of the least-squares inversion with variable Lagrangian multiplier, we could construct more resolvable image from HCP data than VCP data. Furthermore, joint inversion of HCP and VCP data made better stability and resolution of the inversion. Resistivity values, however, did not exactly match the true ones. Loop-loop EM field data was obtained with EM34-3XL system manufactured by Geonics Ltd. (Canada). Electrical resistivity survey was conducted on the same line for the comparison in advance. Since the constructed image from loop-loop EM data by 2-D inversion algorithm showed almost similar resistivity distribution to that from electrical resistivity one, we expect the developed 2.5-D loop-loop EM inversion program can be applied for the reconnaissance site survey.

  • The period from 1946 until his retirement from Department of Forest Resources, Seoul National University was a time of research and professional activity on many fronts for Korean Plant Taxonomy. From 1952 to 1984, he travelled south Korea and collected more than 70,000 specimens. Working out of this project, Dr. Lee developed the SNUA herbarium (Herbarium of The Arboretum of Seoul National University) as the best University herbarium in Korea for the modem floristic work. Dr. Lee's first interest rests on his contributions to our understanding of the twig identification in early 1950. Asian deciduous oak taxa have attracted particular focus to him late 1950 and early 1960. Accordingly Dr. Lee has been one of the specialists on systematic study of Asian oak which is a basis of identification in eastern Asia now. Dr. Lee's contributions concerning rare and endangered plants in Korea provide a tremendous information after a Japanese taxonomist, T. Nakai did in early 1920 to late 1930 in Korea. During his fourteen year career from 1970 to 1984, Dr. Lee spent time to investigate flora of many local and National Park sites. Much of his effort was directed to the voucher specimens for which he worked for the Illustrated Flora of Korea and also served as a field collector. These collections at SNUA enabled us to extend our educational outreach from the local to the national flora research. Although Dr. Lee has been and continues to be the soul of SNUA, collection records about his purpose and aim for each trip are not well documented except date and field studied sites. This lesson enables us to tackle the same issue of balancing quantity and quality with well documented specimens now.

Structure and Control of Smart Transformer with Single-Phase Three-Level H-Bridge Cascade Converter for Railway Traction System (Three-Level H-Bridge 컨버터를 이용한 철도차량용 지능형 변압기의 구조 및 제어)

  • This paper proposes the structure of a smart transformer to improve the performance of the 60Hz main power transformer for rolling stock. The proposed smart transformer is a kind of solid state transformer that consists of semiconductor switching devices and high frequency transformers. This smart transformer would have smaller size than the conventional 60Hz main transformer for rolling stock, making it possible to operate AC electrified track efficiently by power factor control. The proposed structure employs a cascade H-Bridge converter to interface with the high voltage AC single phase grid as the rectifier part. Each H-Bridge converter in the rectifier part is connected by a Dual-Active-Bridge (DAB) converter to generate an isolated low voltage DC output source of the system. Because the AC voltage in the train system is a kind of medium voltage, the number of the modules would be several tens. To control the entire smart transformer, the inner DC voltage of the modules, the AC input current, and the output DC voltage must be controlled instantaneously. In this paper, a control algorithm to operate the proposed structure is suggested and confirmed through computer simulation.

A Study of Developing Collaboration Between Teacher Librarians and Parents to Increase Students' Ego-Resilience (학생의 자아 탄력성 신장을 위한 사서교사와 학부모의 협력 관계 활성화 방안에 대한 연구)

  • Collaboration between teacher librarians and parents is one of the very important elements for school library management in characteristics of learning communities and expanding its' administration. These partnerships are necessary to relieve stress and risk conditions and improve ego-resilience of students. This study analyzed cases of student guidance within the partnerships between teacher librarians and parents and then inquired into formal or informal communication channels for their partnerships through written interview with 10 teacher librarians. The results of analyses teacher librarians have appreciated the necessity of collaboration with parents, and they have experienced student guidance, career guidance, reader's advisory and balancing acts between classroom teachers and parents. It turns out that reading programs with parents are formal communication channel rather than institutional committee such as School Library Council and Parents' Library-Assisting Volunteers and Parent Association and Training in the school library are informal communication channels. The teacher librarians also provide periodic reading events and training for parents and they utilize the School Homepage and Educational Newsletters as the main ways of public relation. In order to promote students' ego-resilience through their collaboration, parents should involve in School Library Council as an essential way for formal communication. And parents' role in school library management should be expanded from offering helping hands to activities to read book, library instruction, assisting teacher librarians in the Library-Assisted Instruction and production of teaching mediums.

A Software Method for Improving the Performance of Real-time Rendering of 3D Games (3D 게임의 실시간 렌더링 속도 향상을 위한 소프트웨어적 기법)

  • Graphics rendering pipeline (application, geometry, and rasterizer) is the core of real-time graphics which is the most important functionality for computer games. Usually this rendering process is completed by both the CPU and the GPU, and a bottleneck can be located either in the CPU or the GPU. This paper focuses on reducing the bottleneck between the CPU and the GPU. We are proposing a method for improving the performance of parallel processing for real-time graphics rendering by separating the CPU operations (usually performed using a thread) into two parts: pure CPU operations and operations related to the GPU, and let them operate in parallel. This allows for maximizing the parallelism in processing the communication between the CPU and the GPU. Some experiments lead us to confirm that our method proposed in this paper can allow for faster graphics rendering. In addition to our method of using a dedicated thread for GPU related operations, we are also proposing an algorithm for balancing the graphics pipeline using the idle time due to the bottleneck. We have implemented the two methods proposed in this paper in our networked 3D game engine and verified that our methods are effective in real systems.

Effect of Korean Red Ginseng on Sleep : A Randomized, Placebo-Controlled Trial (고려 홍삼이 수면의 질에 미치는 영향 : 무작위 위약-대조군 연구)

  • Objectives: Ginseng has a long history of being used in insomnia treatment and there is some evidence from animal studies of its sleep-enhancing property. From this, it can be assumed that ginseng has sleep-promoting effect in humans. The purpose of this study was to investigate the effect of Korean red ginseng on change of sleep architecture in humans. Methods: A total of 20 healthy young males with regular sleep and wake habits and without any psychiatric nor cognitive problems were selected based on review of sleep questionnaires and sleep diaries they completed followed by an interview with a board-certified psychiatrist. The subjects were randomly assigned to red ginseng or placebo for 2 weeks of trial. The total daily dose of ginseng was 4,500 mg. The polysomnographic recordings were made at baseline and at 2 weeks after. The effects of red ginseng and placebo on sleep were assessed by comparing the changes in polysomnographic variables between the two groups. Results: A total of 15 subjects, 8 from red ginseng group and 7 from placebo group, were included to undergo polysomnographic procedures. The red ginseng group showed tendencies to increase stage 3 sleep (p=0.087) and to decrease stage 2 sleep (p=0.071) from the baseline compared with the placebo group. Conclusion: Korean red ginseng tends to increase deep sleep and decrease shallow sleep. Our result is in line, at least in part, with previous findings that Korean red ginseng increased total and NREM sleep in rats. Further studies with higher ginseng dosage, larger sample size and longer trial duration should be conducted to confirm the sleep stabilizing and balancing effects of Korean red ginseng.

Slope Failure Along the Weathered And Mobilized Foliation Plane : Studies for Causes of the Failure and the Supporting Methodologies (풍화된 엽리면을 따라 붕괴된 대절토 사면의 붕괴요인 분석과 보강방안에 대한 연구)

  • Weathered foliation could act as a critical failure plane because this type of plane tend to have low roughness and long extensions. A big constructed slope at $\bigcirc\bigcirc$ road construction site was failed due to the block movement along a fault zone which is parallel to foliation. Tectonic activity reactivated a fault zone parallel to foliation, and the fault clay within the shear zone metamorphosed retrogressively to chrolite. The failed block moved when the block weigh lost the balancing with the resisting force of the retrogressively metamorphosed chrolite. Evaluating the three dimensional distribution of the foliation was critical for establishing a plan for the stabilization of the slope. For this purpose, 10 boreholes were drilled as a lattice distribution, and the BIPS analyses are performed at each boreholes. The fractures measured in the boreholes are projected into 15 cross sections and their distributions are analysed, using Fracjection software. The projection analyse show that the strike of the foliation gets dipper towards left side of the slope. This geometry indicates that there are more failure block geometry at left side of the slope. Potential failure planes are searched using the projection method, and these information are provided for further support design.

Live Lines Tracing Method in Power Distribution System with 3-phase-4 wires (삼상 다중 접지 배전계통에서 활선로 추적 방법)

  • In city, tracing of power transmission lines is difficult due to compound installation of overhead and underground lines, transposition, bad view caused by trees or big buildings. It is hard problem for electrical technician on site to trace power transformers or power lines to serve customers in 3 phase -4 wires power distribution systems. It is necessary that the correct and fast tracing method is required for load balancing among distribution lines. Old technology use to trace off-lines with high power impulse injection. Our proposed method use to trace live lines with very small power high frequency signal injection. Typical power transformers in the distribution system prevent propagating the higher frequency carrier signal. The proposed method uses the limited propagation ability to identify the power transformer to serve customers. Two end communication terminals are required to be synchronized between them for determination on electrically same phases. Challenging issue is to achieve synchronization without GPS providing synchronizing time. A novel power transformer and wire identification system is designed and implemented. The system consists of a transmitter and a receiver with power-line communication module. Some experiments are conducted to verify the theoretical concepts in a big commercial building. Also some simulations are done to help and understand the concepts by using MATLAB Simulink simulator.
