  • Background and Aims: Herbal drugs and traditional medicines have lately attracted considerable attention by global pharmaceutical corporations because the conventional chemical drugs didn't work well for many chronic diseases or intractable diseases. The government of Korea is also supporting to develop the new drug which is high value added product, and the natural medicine including herbal medicine(or Traditional Korean Medicine) have a significant presence in this field. non-clinical pharmacology/toxicology study and clinical trial are the two major criteria which estimate efficacy and safety for registration of new drugs. All of the pharmaceutical companies producing herbal medicine and the academic and the academic world of Tradition Korean Medicine have the will to develop new herbal drugs, but there are obstacles that they have neither experience nor guideline about clinical trial. Therefore for developing new herbal drugs, it is necessary to research the present conditions and comprehensive systems about clinical trial in Northeast Asian countries China, Taiwan and Japan because they have the common background with Korea in traditional medicine fields. Methods : The present state of clinical trial for herbal medicine in Korea was investigated. And then, those in China, Taiwan, Japan was also investigated. Results and conclusions : There are significant differences among 4 Southeast Asian countries Korea, China, Taiwan and Japan each in present condition, purpose, involved comprehensive system including legislation, and actual operation of clinical trial for traditional medicine.

  • This study discusses the long-term deformation monitoring and shape sensing of bridge girder surfaces with an automated extraction scheme for point clouds in the Region Of Interest (ROI), invariant to the position of a Light Detection And Ranging system (LiDAR). Advanced smart construction necessitates continuous monitoring of the deformation and shape of bridge girders during the construction phase. An automated scheme is proposed for reconstructing geometric model of ROI in the presence of noisy non-stationary background. The proposed scheme involves (i) denoising irrelevant background point clouds using dimensions from the design model, (ii) extracting the outer boundaries of the bridge girder by transforming and processing the point cloud data in a two-dimensional image space, (iii) extracting topology of pre-defined targets using the modified Otsu method, (iv) registering the point clouds to a common reference frame or design coordinate using extracted predefined targets placed outside ROI, and (v) defining the bounding box in the point clouds using corresponding dimensional information of the bridge girder and abutments from the design model. The surface-fitted reconstructed geometric model in the ROI is superposed consistently over a long period to monitor bridge shape and derive deflection during the construction phase, which is highly correlated. The proposed scheme of combining 2D-3D with the design model overcomes the sensitivity of 3D point cloud registration to initial match, which often leads to a local extremum.

  • Background: Accurate statistics on the cancer burden are essential, both for purposes of research and for setting priorities in healthcare management. So that in vast countries with partial registration coverage, such as Iran, local data are more useful. We here estimated the incidence, prevalence and mortality time trend of four major cancer site, lung, stomach, breast and prostate, over the period 2001-2010 and provided short-range projections to 2015 in Isfahan. Materials and Methods: Estimates were derived by applying the mortality-incidence analysis method, a back-calculation approach to estimate and project incidence, prevalence and mortality of chronic degenerative disease, starting from knowledge of mortality and relative survival information. Results: Age adjusted incidence, mortality and prevalence rates in Isfahan exhibited a clear upward trend for all four sites during the period 2001-2015, with marked increasees in prostate and breast predicted for the future. Difference in incidence trends between males and females might be attributable to the difference in risk factors specific to certain cancer sites, with smoking being the main risk factor. Conclusions: In this study, males and females displayed an increasing pattern for incidence and mortality rate over the entire study period until 2015. This information can be used as basis for planning healthcare management and allocating recourses in public health.

  • This paper analyzed the background and status of studies for WRC-15 agenda item which considers additional frequency allocations to the fixed-satellite service in Ku-band and considered national future countermeasures. Satellite frequency can be acquired through compliance with the Radio Regulations for international registration and it has been recognized as the limited natural resource, and which leads to intensifying the competition among countries for the preoccupancy of it. Under the circumstances, WRC-15 is going to consider additional allocations to the fixed-satellite service in Ku-band and it is necessary to cope with the situation taking into account adequate protection of the existing services and future plan of frequency usage by the fixed-satellite service.

  • Port State Control (PSC) is the inspection of foreign ships in national ports for the purpose of verifying that the condition of the ships and its equipments comply with the requirement of international conventions and the ship is manned and operated in compliance with applicable international laws. On the other hand, check items in PSC are nearly similar to periodical survey of Classification Societies, because they have the same background regarding safety and maritime pollution prevention. The purpose of this study is to develope computer-aided information system for ship inspection item which is useful for effective implementation of Port State Control. For this work, the status of PSC is reviewed, and the related scheme of ship survey system in Classification Societies is investigated. On these bases, a computer software integrated database system and object-oriented technique is developed. The developed system is expected helpful to establish and maintain an effective system of Port State Control.

  • Background: The completeness of cancer registration is a major validity index of any reported cancer incidence. The present study aimed to evaluate the esophageal cancer incidence registered in the Tehran Metropolitan Area Cancer Registry. Materials and methods: The data on esophageal cancer abstracted from three sources of 1) pathology departments, 2) medical records, and 3) death certificates during 2003 till 2007 were utilized. The completeness of the data sources were evaluated using coverage (defined as the proportion of a community population with esophageal cancer identified by the source) and density (defined as the proportion of non-empty fields of the data by source). Results: A total 1,404 cases of esophageal cancer were reported for the duration of the study. Pathology provided 771, medical records 432, and death certificates 609. The coverage was 0.55 for pathology, 0.31 for medical records, and 0.43 for death certificates. The respective density values were 0.82, 0.96 and 0.98, respectively. Pathology (0.45) was the most complete source followed by medical records (0.42), and death certificates (0.29). Discussion: A low degree of completeness dictates putting more effort into case finding plus abstracting data more thoroughly.

  • Background: Ovarian cancer is an important cause of mortality in women. The aim of this study was to evaluate the incidence and mortality rates and trends in the Iranian population and make predictions. Materials and Methods: National incidence from Iranian annual of National Cancer Registration report from 2003 to 2009 and National Death Statistics reported by the Ministry of Health and Medical Education from 1999 to 2004 were included in this study. A time series model (autoregressive) was used to predict the mortality for the years 2007, 2008, 2012 and 2013, with results expressed as annual mortality rates per 100,000. Results: The general mortality rate of ovarian cancer slightly increased during the years under study from 0.01 to 0.75 and reaching plateau according to the prediction model. Mortality was higher for older age. The incidence also increased during the period of the study. Conclusions: Our study indicated remarkable increasing trends in ovarian cancer mortality and incidence. Therefore, attention to high risk groups and setting awareness programs for women are needed to reduce the associated burden in the future.

  • Multi-view video consists of a set of multiple video sequences from multiple viewpoints or view directions in the same scene. It contains extremely a large amount of data and some extra information to be stored or transmitted to the user. This paper presents inter-view correlations among video objects and the background to reduce the prediction complexity while achieving a high coding efficiency in multi-view video coding. Our proposed algorism is based on object-based segmentation scheme that utilizes video object information obtained from the coded base view. This set of data help us to predict disparity vectors and motion vectors in enhancement views by employing object registration, which leads to high compression and low-complexity coding scheme for enhancement views. An experimental results show that the superiority can provide an improvement of PSNR gain 2.5.3 dB compared to the simulcast.
