It requires an interim performance assessment for BTL business of the sewerage rehabilitation which continues from 2005 till now. Means, It is necessary to make an interim performance assessment and an analysis of an business effect of the sewerage rehabilitation BTL projects which still continues, and we presented an improvement method of the new sewerage rehabilitation project in future. This paper has conducted an analysis of the business effect for 3 local government BTL projects which are completed and under operation as of now in Jincheon-Gun, Cheongju-Si and Gangjin-Gun. As a method of business effect analysis, we conducted a business effect of the 3 places using the index set which we previously set for the business effect analysis. The index set in this research was sectionalized to an improvement effect of operating wastewater treatment plant, an benefit effect of the direct cost, an benefit effect of the indirect cost and an environment friendly effect. We, in this paper, conducted an business effect analysis for 3 sewerage rehabilitation BTL projects which are completed or under operation recently as a demonstration, however we judge that an business effect analysis shall be conducted in a stage that a significant time for operation has passed since the completion of the construction in order to induce an actual business effect of the sewerage rehabilitation BTL project.

BTL business-related systems were developed by the Ministry of Education, Korea Development Institute, Korea Education Development Institute. These systems were effectively support to BTL projects schools that expanding in size. However, compatibility of information is difficult between systems that specific information system developed for the purpose of functional redundancy. In this study, operational readiness, facility management, operations and the assessment phase are divided in the BTL school projects process. And the business functions were analyzed in the related systems. In addition, we are contributed to improve standards and the school BTL business processes to improve the reliability of the process.

2005년 1월 민간투자법 개정과 함께 도입된 새로운 민자사업방식인 BTL(Build-Transfer-Lease) 방식은 최근 2년간 11조원 규모로 성장하였으며 그 대상 시설도 확대되고 있다. BTL시장이 확대되고, BTL방식이 새로운 공공 조달시스템으로 자리매기 하면서 건설시장에 PM사(社)라는 새로운 비즈니스 형태가 등장하였다. BTL사업에서 중요한 역할의 한 축을 차지함에도 불구하고 BTL시장의 역사가 짧아 PM사에 대한 이해는 그다지 높지 않고 관련 연구 역시 아직은 미진한 상황이다. 본 연구에서는 BTL사업 PM사 특성을 정체성, 주요 고객, 활동 시기, 업무, 단계별 역할 특징, 책임의 여섯 가지 관점에서 분석하였으며, 이를 통해 PM사에 대한 종합적인 이해를 높이고자 하였다.

본 연구는 BTL 사업의 현황 및 사례분석을 통해 BTL 사업의 특성 및 개선방안을 도출하고, BTL 사업과 프로젝트 금융의 결합 방안을 제시하는 것을 목적으로 한다. 연구의 주요결과를 요약하면 다음과 같다. 현황분석 결과 BTL 사업은 2005년 이후 학교, 국방, 하수관거, 의료복지 등의 시설을 중심으로 빠르게 성장하고 있으며, 1,000억원 미만의 중규모 사회기반시설이 주 투자대상이 되고 있다. 다음으로 BTL 사업의 개선방안으로, 첫째, BTL 사업에서 공공부문의 재정부담 및 시장위험 부담의 일정 부분을 민간사업자에게 분담시키는 방안, 둘째, BTL 사업자 선정방식의 개선 방안, 셋째, 지방사업의 증가에 따른 장기적인 지방재정의 부담을 경감시킬 수 있는 방안을 도출하였다. 이에 따라 BTL 사업에서 정부의 재정부담을 개선하고 BTL 사업의 활성화를 위한 BTL 사업과 프로젝트 금융을 효과적으로 결합하는 방안으로, 첫째, 자산유동화 기법을 프로젝트 금융에 결합하는 방안, 둘째, BTL 사업의 진행에서 건설단계에서의 민간투자사업 법인과 운영단계에서의 민간투자사업 법인을 분리 운영하는 방안, 셋째, 프로젝트 금융의 구조화 과정에서 BTL 사업의 이해당사자간 위험을 배분하는 방안을 제시하였다.

본 연구는 BTL 사업 중 학교시설에 대한 VE LCC를 적용한 결과에 대한 효과를 분석한 것이다. BTL 사업은 민간사업자가 자금을 투자하여 공공시설을 건설 한 후 시설의 소유권을 정부에 이전하는 대신 일정기간동안 시설의 사용 수익권한을 획득하여 그 권한을 정부에 임대하고 그 임대료로 투자비를 회수하는 사업방식이다. 정부는 건설기술관리법 시행령 제 38조의 13 '설계의 경제성 등 검토'를 제정하여 100억 이상의 건설공사에 경제성 검토를 실시하도록 법적으로 제도화하였다. 학교시설 BTL 사업은 2006년부터 시작되었지만, 학교시설 BTL 사업의 특성상 사업실적이 적고, VE 워크샵 수행기간도 짧고, VE 적용 후 데이터베이스 구축이 타 사업에 비하여 적은 실정이다. 따라서 본 연구에서는 최근 학교시설 BTL 사업 설계 VE 사례분석을 통하여 VE LCC의 효과를 분석하고, VE 데이터베이스로 활용하고자 한다.

본 연구의 목적은 BTL사업의 재무모델 민감도 분석을 통하여 우선 협상자 선정시 문제점을 분석하고 민간사업자가 사업 제안 시 효율적인 사업전략을 제시하는데 있다. 이를 위해 BTL사업 중 부속시설사업의 순이익을 고려하지 않는 학교 시설물을 대상으로 각 사업지구를 선정하여 사업비용 분석 후 재무모델의 민감도를 분석하였다. 이와 같은 목적과 방법에 따라 진행된 본 연구의 결론을 요약하면 다음과 같다. 첫째 재무모델 민감도 분석결과 요구수익률은 0.10 % 증가 시 평균 2.28점 감소를 보이며, 공사비와 운영비는 10억 증가 시 평균 10.73점, 6.22점씩 감소하는 것으로 분석되었다. 둘째 재무모델의 민감도 분석을 통한 BTL 사업의 문제점은 가격담합 및 저가투찰, 평가항목기준의 미비로 인해 공사비만으로 평가되는 정실평가가 이루어지고 있다. 상기에 문제점을 보완하기 위해 공사비보다 운영비의 점수 감소가 상대적으로 낮으므로 공사비증가 보단 운영비를 증가 시켜 제안하는 것이 사업성공에 효율적인 것을 제시하였다.

최근 국가의 경쟁력 확보를 위하여 사회간접자본시설에 대한 투자가 급증하고 있으나, 민간투자사업은 정부의 재정부담 증가, 잘못된 수요 예측 등 여러 측면에서 많은 문제점을 드러내고 있으며, 이러한 문제점들은 결국 민간투자사업의 확대 및 성공적 추진에 걸림돌이 되고 있다. 이러한 환경 속에서 최근의 국내 건설업계는 제한된 공공부문의 턴키와 BTL 사업을 두고 매우 치열한 수주경쟁을 벌이므로써 건설업계의 경영난을 가중시키고 있다. 더욱이, 이러한 경쟁은 업체 간의 건설원가에 대한 가격 경쟁까지 야기시키므로서 BTL사업 시 기본적으로 고려해야 할 원가의 정확한 견적, 업체의 능력, 공기 등 사업의 성공여부를 판가름하는 기본적인 검토사항마저 무시되고 있는 형편이다. 이에 본 연구는 BTL사업의 핵심성공요인과 효율적인 운영방안을 제시함으로서 국내 건설기업이 BTL 사업 참여시 합리적인 전략을 수립하는데 기초적인 자료를 제공코자 한다.

2005년부터 사회기반(SOC)시설에 대한 높은 수준의 공공서비스 제공과 필요시설 조기 확충의 일환으로 미국 등의 PFI(Private Finance Initiative)사업을 벤치마킹한 BTL(Built-Transfer-Lease) 민간투자사업이 국내에 도입되면서, 사업초기 재정투자사업 대비 민간투자사업에 대한 적격성 조사(VFM : Value for Money)의 필요성이 부각되었다. 이에 BTL 사업현황을 분석하고 실무자 입장에서 바라본 사업추진단계별 경제성 분석 방식(VFM분석, 추정사업비 산출, 입찰가격평가 등)의 적정성, 개선필요성 및 대안을 분석해보고자 설문조사를 실시하였다. 실무자 직군별, BTL사업 추진단계별, 개선대안별 교차분석과 상관관계분석 등을 수행한 결과, 사업비용 대비 표준화된 서비스 수준과 운영비 산출 및 평가 기준이 마련되어야 하며, 투자 적격성 조사의 정량적 분석(LCC분석)에 대한 필요성을 토대로 운영관리비, 유지관리비 산출 근거도 마련되어야 한다. 또한 업무의 효율화를 위하여 국내 BTL환경을 고려한 신뢰성 있는 경제성 평가 시스템이 구축되어야 하겠다.

In this study, were prepared after statistical analysis was conducted of assessment items and marks distribution for the selection of executors of the BTL project. When tests of the degree of dispersion and degree of appropriateness for each assessment item were analyzed, it was found that the degree of dispersion among assessment points has the power of discrimination since it is highly marked in the design field and operation management field. In contrast, 'business management plan' and 'investment composition for economic quality assessment' have a low level of the power of discrimination since points given to them have smaller difference between business projects.

This paper aims to suggest a validity analysis model that would be helpful for local governments considering u-City construction projects and a methodology for them to promote build-transfer-lease (BTL) u-City projects. This methodology mainly uses quantitative and qualitative analysis based on the Value For Money (VFM) designed by the Public and Private Infrastructure Investment Management Center (PIMAC) under the Korea Development Institute (KDI). BTL projects requires a large amount of capital and involves long-term investments. Therefore, multi-faceted validity analysis is required for the success of a project. This study will enumerate various factors to be considered in the pre-analysis of validity of BTL projects and suggest a methodology to verify them. A case study of a BTL project promoted by Ansan City assisted in designing this study in detail.
