School facilities are in 2000, diversification, mechanized and 'green' change rapidly. School facilities Maintenance, however, maintains a simple maintenance practices in the past. Fortunately, in 2005, from BTL maintenance practices in the private sector has introduced changes in business with the advent of school facilities continues. Thus, facilities maintenance practices that are dotted throughout the country, human resources, dear, detailed by the managing body by operations, facilities maintenance to restructuring the system. Effective the presentation of Improvement is needed.

This study examines public libraries being built using the BTL (Build-Transfer-Lease) method, which is one type of Private Finance Initiative, in order to investigate effective ways of building public libraries in Korea. A literature search, field research and interviews were the methods used for the study. One library was built and eight other libraries are in the process of construction using the BTL method in six cities in Korea in 2008. The study revealed that the bigger libraries are being built using the BTL method. The study suggests that in order to effectively increase the public library infrastructure within a short period of time in Korea, smaller libraries should be built using the BTL method.

This study is VE LCC case analysis on two school BTL projects which is constructed by Private sector and rented to government. Then private sector payback their initial cost and profit by rental fee from government. The VE in Korea, revised by the method of the Construction Technique - Enforcement Ordinance in 2005 is applicable to construction business which size is over 10 billion won. The VE well known as a way of productivity elevation is already proven and outstanding management method In construction industry inside and outside of the courtly. As its unique personality of BTL business, VE workshop period is too short. There is a few accomplished BTL project and data base, because BTL business begun from year of 2006. So we are trying to proof effect of VE LCC through case study of school BTL projects.

Recently, Korean government promotes BTL(Build-Transfer-Lease) for their public construction project to apply private sector's experience and finance initiatives. Many of public buildings and civil infrastructure projects were planned to be delivered by BTL and it helps to continue public projects under tight budget conditions. Since the characteristics of BTL projects, creative ideas for the project function, performance and its LCC (Life Cycle Cost) become more important than usual public work project. This paper introduces the systematic "VE job Plan" application techniques for BTL project and shows the process. This study shows the application of "VE job Plan" for BTL project to help decision making and value improvement. Also, Project cost was estimated by LCC (Life Cycle Cost) analysis. Technical "FAST diagram"was developed and used to find major functions of the project. So, it helps to improve performance of functions and make creative ideas. FAST diagram also help to find relationships between functions and cost. A case study (Daegu Art Gallery BTL Project) was conducted using proposed "VE job Plan. Study demonstrates how value management helps save money and increase functional performance. Researcher found that project can save cost and improve performance of functions significantly by using appropriate VE analysis process at appropriate time.

PFI(Private Finance Initiative) for suppling SOC and public facilities instead of Government Infrastructure Project introduced from 1994. BTO(Build-Transfer-Operate) project had been major type of PFI system from 1994 to 2005. But after changed the Law of PFI on SOC, the BTL project newly introduced. In BTO system, the Government retrieves the investment through the operating income, but in BTL system, the government lease the facilities. As the BTO and BTL projects are widely adopted and implemented to ease the fiscal burden of government, but it has caused the tremendous fiscal burden each year over the period operation. Therefore this study attempted to analyze the question, that is, why government fiscal burden tipping? Hence, this paper, compares the difference of business structure between BTO and BTL project and explore the vicious and virtuous business structure, with the method of circular causal loop analysis. As a result, it has shown that there are some positive feedback and negative feedback loops cause the tipping and easing of government fiscal burden.

It is Increasing that requirements of social infrastructure which includes educational, welfare, cultural facilities for public. Government introduced BTI(Build-Transfer-Lease) as a PFI(Private Financial Initiative) system. This research is about BTL projects in small public educational facilities. Some problems when BTL system is applied to small public educational facilities are identified, and the reason of those problems are examined. This research proposes alternatives in a institutional way and it proposes improvements in contractual structure of consortium when BTL system is applied. Based on reasonable system, it promotes creativeness and effectiveness of a project, and it makes local minor construction companies participate in BTL project without difficulties as mentioned.

The BTL (Build-Transfer-Lease) contract of construction project serves as a part for early establishment of industrial foundation for social overhead capital. However, project cost of BTL contract is focused on initial construction cost. Accordingly, operation cost is lowly evaluated because there is no standard criterion for estimating maintenance cost for the facility. The low operation cost can be a factor that reduces service quality of facility operation. This study suggests a resonable method for estimating cost and manpower in the operation phase by using the existing practical data for wastewater treatment plant by BTL contract. The results of the study can be used for evaluating rough operation cost and manpower of similar plant project by facility size.

The BTL project, 4 years since its operation. has benchmarked the PFI Project in Japan and has been introduced. Given the evaluation step to select a preferred bidder, in a technological factor, the basic plans are corrected and complemented, whereas in a price factor, the low price bidding system is being enforced. There is concern that how to select preferred bidders and how to operate project costs during operation and management period may be problematic. Thus, in this study, using the Analytic Hierarchy Process, the method of deciding the priority to select preferred bidders in an early stage of the project and the evaluation model to evaluate the validity of BTL project expenses in process of project enforcement are established. Targeting the group composed of experts who have experiences in the BTL project. Then, the levelling of evaluation factors and grouping have been carried out as following : LCC analysis and disbursement for government including two more detailed factors.

This study is a LCC case analysis on the school one of the BTL projects which is constructed by private organizations and rented to government. According to the RFP to make out documents, it is performed the case analysis based on the results of LCC calculation about maintenance & conservation costs; repairing costs and replacement costs. It is analyzed LCC on maintenance & conservation costs for 20 years(rent period) and 65 years(life cycle). As a result of LCC analysis, about more than 50% of total LCC are architectural works and the rest of them are machinery works, electric works, and civil works in the order. And it is also suggested some problems and their solutions to perform LCC analysis on the current BTL projects of school.

본고에서는 먼저 재개발사업, 최저가낙찰제 확대, 임대형민간투자사업(BTL), 대규모 개발사업 등 2006년 건설산업 및 건설경기에 영향을 미친 주요변수들의 움직임을 중심으로 건설동향을 파악하였다. 그리고 각각의 변수들이 2007년에는 어떤 모습으로 전개될 것인지를 중심으로 2007년 건설경기를 전망하였다. 아울러 2006년 시멘트를 비롯한 주요 건설자재의 동향과 더불어 2007년 예상되는 국내 건설경기가 시멘트업계에 미칠 영향에 대해서 개괄적으로 살펴보았다.
