A Life Cycle Cost Case Analysis on the Build-Transfer-Lease(BTL) Projects of School (학교 임대형민자사업(BTL)의 LCC 사례 분석)

  • This study is a LCC case analysis on the school one of the BTL projects which is constructed by private organizations and rented to government. According to the RFP to make out documents, it is performed the case analysis based on the results of LCC calculation about maintenance & conservation costs; repairing costs and replacement costs. It is analyzed LCC on maintenance & conservation costs for 20 years(rent period) and 65 years(life cycle). As a result of LCC analysis, about more than 50% of total LCC are architectural works and the rest of them are machinery works, electric works, and civil works in the order. And it is also suggested some problems and their solutions to perform LCC analysis on the current BTL projects of school.

  • As BTL(Build-Transfer-Lease) private investment business benchmarking PHI(Private Finance Initiative) of USA and Japan is introduces to Korea since 2005, as a part of supplying high leveled public service and early expanding required facilities for SOC, Value for Money on private investment business from treasury investment business at the beginning gets to be needed. Accordingly, this survey has been conducted in order to analyse BTL projects status, propriety of economic analysis method(VFM analysis, calculation of estimated business expenses, valuation of bidding price, etc.) by business advance phases from the viewpoint of person in charge, necessity of improvement and alternative plants. As the result of conducting cross tabulation analysis and correlation analysis by occupational group, BTL project advance phases and alternative plans for improvement, it is necessary ye prepare standardized service level against business expense and basis for calculating and evaluation operation expenses. Based on the necessity of quantitative analysis (LCC analysis) of VFM, standard for calculating management, maintenance and administration expenses is required. In addition, reliable economic valuation system considering domestic BTL environment should be setup, for business efficiency.

하수관거정비 개선 BTL방식으로 가속화된다

  • 하수관거는 생활환경의 개선, 공중위생의 향상, 침수의 방지, 공공수역의 수질보전 및 건전한 물순환 등을 유지하기 위하여 반드시 필요한 도시기반시설이다. 우리나라는 도시민의 쾌적하고 안전한 생활을 확보하기 위하여 하수관거를 지속적으로 부설하였지만 '03년말 기준 전국의 보급률이 65.8%에 불과하고, 설치된 관거도 8.6m당 1곳이 불량하고, 하수관 유량의 31%가 침입수여서 하수관거 개선이 시급한 실정이다. 정부에서는 하수관거정비 종합투자계획을 수립ㆍ하수관거 개보수사업을 적극적으로 추진하고 있다. '07년까지 5조 6천억원을 투자하여 하구관거보급률을 75%수준으로 향상시켜 하수처리장 운영효율 제고 및 수계별 목표 수질 달성에 기여 할 것으로 전망하고 있다. 하수관거정비는 시민 및 사회단체의 환경을 향상시키는 반면에 많은 예산과 장기간이 소요되는 사업이다. 그동안 민간자본을 이용하여 하수처리장 건설 등 환경기초시설 설치 등에 활용되어 왔던 BTO 방식에서 탈피하여 BTL(건설-이전-임대)방식을 도입하여 추진하게 된다. 이에 본지에서는 하수관거정비사업의 현황, 향후 추진방향 등에 대하여 자세히 살펴 보고자 한다.

  • School facilities are in 2000, diversification, mechanized and 'green' change rapidly. School facilities Maintenance, however, maintains a simple maintenance practices in the past. Fortunately, in 2005, from BTL maintenance practices in the private sector has introduced changes in business with the advent of school facilities continues. Thus, facilities maintenance practices that are dotted throughout the country, human resources, dear, detailed by the managing body by operations, facilities maintenance to restructuring the system. Effective the presentation of Improvement is needed.

  • As with the January 2005 amendment of the Act on Private Participation in Infrastructure, schools are now included in the scope of privately-funded infrastructure projects. According to the announcement made by the Ministry of Education, Science and Technology in 2007, a total of 1.1 billion-won stimulus package has been proposed and is being implemented to operate private investments in social infrastructure helping to secure sufficient educational facilities for a period of five years from 2005 to 2010. Private participation offers first-priority infrastructure in a timely manner, raises efficiency with creative project conception and design, and stimulates economy by tapping into unemployed fund. This study limited its scope to new school construction projects in Gyeonggi Province which have been implemented via BTL system since January 2005. And using field-inspection and interview techniques, the study proposed improvement schemes applicable to the field. The results will be fully incorporated into new school construction projects to be carried out in the future, to help build creative learning space-student-oriented quality structures-where in Korea's leaders of the 21st century knowledge-based society will be educated.

  • Recently, most developed countries use the evaluation system about Life Cycle Cost(LCC), and KOREA is beginning to introduce the system to reduce construction expenses. And the introduction of "Technical Proposal Type Bid", which is a new procurement method of Korea government, has made needs for the price-valuation way to evaluate facilities LCC. These days, LCC has been being evaluated by BTL and turnkey project in KOREA, which is suffering from difficulties in evaluating it, because evaluation elements and standards are vague. In addition, LCC evaluation in public construction business except BTL and turnkey is not carried out. Therefore, this paper is to develop a new evaluation index to evaluate LCC both systematically and objectively. The results of this paper are as followings. (1) Necessity and problem analysis of LCC evaluation index, (2) LCC evaluation index deduction from the technical report and question analysis, (3) Application and evaluation method suggestion to practice.

A Study on Risk Sharing of PPI Project Demand Risk (민간투자사업 수요위험 분담 방식에 관한 연구)

  • One of key success factors in PPI(Public Private Investment) is the structure of risk sharing between the public and the private, and the determination mechanism of fair return to private participants relative to the risk that private participants undertake. In Korea, two basic types of PPI exist. One is BTO and the other is BTL. In BTO, most risks are taken by the private whereas the opposite is the case in BTL. No intermediate form exists. As a result, BTO type projects had difficulty in attracting private participants because of the excessive risks. In this study, one intermediate form is studied where demand risk is shared between the public and the private. In the setting where the public authority takes all the project revenues and then pays ladder type payments to private participants depending upon the level of project revenues, appropriate level of fixed payments is endogenously derived using the real option pricing model. From the fixed payments, expected investment returns are calculated based upon a certain distributional assumption. The results of this study is expected to help introducing diverse forms of PPI in Korea.

  • The PPPs(public private partnerships) which was introduced in the later part of the 1990s has grown since 2005, with the beginning of BTL(Build Transfer Lease) type which retrieves the investment by receiving the lease payment from the government. As application areas and scale of the PPPs have been further expanded, it is expected the demand on special purpose facilities will be increased. We do know only successful foreign practices of the PPPs but have rarely consider the failure cases. Therefore, this paper derives implications by analyzing the case of National physical laboratory project which is known as a typical failure case of UK's PFI. We find that from the perspective of governance, the reasons leading to the failure of business are an insufficient of technical rationality, unsettled social relationships and inefficient risk management. Based on the case study, this study shows how to improve management system for special purpose PPPs business in Korea.

A Case Study of maintenance cost estimation for military official residence building in BTL project (BTL사업 군관사 건축물의 유지관리비용 산정에 관한 연구)

  • The purpose of this study is to predict the maintenance cost for military official residence building projects which were ordered for five military official residence building. In conducting this study, the adapted research method was to classify initial investment for each construction of the military official residence building and to estimate maintenance cost. This study was analyzed by studying the estimation of maintenance cost in the apartments and present value analysis method. The results of this research are as follows. 1) The initial investments was analyzed that the total construction cost would be 1,683,286 thousand won ; construction(79%), civil(3%), landscaping(2%), MEP(5%), heating and hot water supply system(5%), and water supply and sanitary system(6%) per square meter. 2) Based on the result analyzed above, the maintenance cost of the apartments was analyzed and then estimated the proper maintenance cost by using maintenance cost estimation method and present a value analysis method.
