How to Fiscally Manage the BTL Type Project (BTL(Build Transfer Lease) 사업의 재정관리 방향 -국가부채 여부에 대한 판단기준 및 재정 측면에서의 관리방안을 중심으로-)

  • This paper studies the fiscal issues with regard to BTL (Build Transfer Lease) scheme projects, a newly introduced type of PPPs (Public Private Partnerships) in 2005 and tries to provide some policy options. More specifically, we make suggestions to work out the issues such as how to account for BTL transactions and whether to introduce annual budget ceiling system for BTL payment, while we introduce and analyze the experiences of some other advanced countries and international institutes.

  • Since 'Act on Private Participation in Infrastructure' were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation in Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of Promoter. However, score for cost is likely to influence selecting Promoter to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for selecting Promoter in BTL projects, and proposed improvement factors by doing questionnaire over specialists of each field.

A Study on the Building Process of Public Libraries Using the BTL Method (임대형 민간투자(BTL)방식에 의한 공공도서관 건립에 관한 연구)

  • This study examines public libraries being built using the BTL (Build-Transfer-Lease) method, which is one type of Private Finance Initiative, in order to investigate effective ways of building public libraries in Korea. A literature search, field research and interviews were the methods used for the study. One library was built and eight other libraries are in the process of construction using the BTL method in six cities in Korea in 2008. The study revealed that the bigger libraries are being built using the BTL method. The study suggests that in order to effectively increase the public library infrastructure within a short period of time in Korea, smaller libraries should be built using the BTL method.

  • Koran Government introduced BTL(Build-Transfer-Lease) to provide convenience through early supplying infrastructure and plans to invest 8,315million dollar to 84 projects of 15 BTL type involving official residence and railroad. But some of construction company hates to invest BTL projects because of its low earning rate. In addition if we correctively apply project which partly has profitability to BTL, the earnning rate declines more seriously. So this paper presents BTL+BTO model which operates BTL in the non-profitable parts to improve convenience of users and BTO in the profitable parts to improve earning rate. BTL+BTO model based on operate period was presented and its suitability was confirmed by applting 00 region official residence project.

  • This paper proposes a way to a risk quantification of public sector comparator in the value-for-money test of the BTL (Build-Transfer-Lease) scheme in rail investment projects. Two principal risks that are project delay and budget increasing costs are identified and are empirically quantified with a case study of the Haman-Jinju link. The methodology suggested is expected to be a good reference for the similar research afterwards and also to help in settling down the scheme that is only an early stage.

  • The Build-Transfer-Lease (BTL) projects have rapidly increased under the Government support during recent years. This paper presents the risk analysis of factors affecting BTL projects in the initial phase. This study resulted in 10 significant risk factors influencing on each phase of BTL projects and then factors were grouped into each phase. The sensitivity analysis was also performed to identify risk factors with more significant influence on BTL projects. The results may useful to practitioners in order to cope with risks in initial phase of BTL projects. The paper resulted in the distribution of risks to project parties, thus it can be used as standards for risk assignment to competent authorities and private enterprises of BTL projects.

  • In 2005, the revision of the Private Investment Law made the private investment objectives to extend a new area, such as institute and well-fare, military facilities by BTL(Build-Transfer-Lease). This revison will cause budget extension from 1.3 trillion to 1.6 trillion in military facilities BTL project Therefore, it is necessary to analyze the general problem of BTL and its cases. And then to be successful project, the problems must be improved. This study was focused on the improvement of regulations and analyzed the general problem from previous studies and the military projects. And then it conducted survey to soldiers for severity and performance. Finally it suggested the improvement of regulations of military facilities in BTL scheme from FGI.

  • In 2005, the government introduced BTL(Build-Transfer-Lease) projects as one of the methods of private investment in infrastructure. In a BTL project, a private company builds a public facility and leases it to the government to withdraw its invested capital. But there appear several problems with it due to a short period of preparation and lack of experiences. Specifically, private companies that plan to participate in this project have to take a risk since serious problems are likely to take place because of unrealistic estimation of construction costs, etc., and they finally avoid participating in this project. A case study was made over advanced countries, Japan and the United Kingdom, to find out how to resolve the problems, and rational 7 improvement method were presented from a perspective of Special Purpose Company (SPC), which could be accepted by both of SPC and government agencies. The findings of the study are expected to provide workable solutions to BTL projects from a standpoint of private companies to facilitate the rational improvement of BTL projects, and this study is ultimately expected to stimulate the active participation of SPC to make a contribution to the vitalization of domestic BTL projects.
