Recently many companies has implied the measurement system to measure the organizational and personal performance. For that purpose the measurement system based on Balanced Scorecard(BSC) is broadly implemented. For the successful and effective measurement of performance measurement the design of measurement methodology and indicators should be carried out by experts in this field, and "the objectivity" should be kept in the whole process. But due to the financial difficulties many of the companies have relied on the standard (performance measurement) software, which is avaliable in the market. In this paper the performance measurement. Indicators has been presented for the small and medium sized manufacturing company. As the result of this research the presented performance measurement indicators for administration, operation and R&D part are statistically verified as it is effective.

Recently the construction industry in Korea is facing problems such as low productivity, contraction of the domestic construction market, growing competition, and so on. To enhance the competitiveness continuously through efficiency in this business environments, construction companies need to make efforts to measure and accumulate performance data based on the strategic factors. When analysing performance of construction projects, the unique characteristics of each project should be considered properly, by which the managers can identify current status of project in various perspectives. This study proposes the performance analysis system using the concepts of balanced scorecard and data warehouse technology. The suggested system provides the management with the flexibility in analyzing performance data by applying the pre-defined key performance indicators and the function of multi-dimensional analysis.

In this paper, we proposed a simulation model to which apply the AAL 2 (AAL type 2) between BSC and MSC in the cellular mobile communication systems. We suggested the frame structure of processing the packets of short length and the scheme which multiplex to one or more ATM cell. Also, we analyzed the performance of the APR, transmission delay, and channel transmission efficiency used in the packetized voice traffic and the low bit-rate data traffic such as fax. From the simulation results, the maximum number of users are 47 users without using AAL 2 multiplexing, but the maximum number of users are 70 (Non-Overlapping scheme) users, 110 (Overlapping scheme) users, respectively. Thus, we knew that the Overlapping scheme is more efficient than the Non-Overlapping scheme. Finally, we showed that the optimum transmission buffer size is 4 ATM cells in the cellular communication systems with the bandwidth of 2 Mbps.

This study attempts to investigate the IT utilization and e-business level of the small and medium companies in order to facilitate their e-commerce efforts. Results show that they have basic IT infrastructures such as internet and PC, but they use their IT resources mainly for office automations. Major problems with such low level of IT utilization are in their lack of manpower, skill, and fund. Considering above issues, web hosting service is believed as a good measure to alleviate their problems. Hence, this paper suggests that utilization of the web-based ASP can be a viable solution for the currently revealed issues. Also, development of creative IT application(business) cases and their advertizement can lead small and medium finns to more productive IT investments, which requires more diverse IT performance measurements such as BSC(balanced scorecard), other than traditional ROI.

SCADA (Supervisory Control and Data Acquisition) System was first introduced to the Seoul Electricity Authority, which manages the transportation part among the three business fields that produce, transport and supply electric power in Korea. Has been using the data link with 1200 bps and 9600 bps in 5 protocols such as HARRIS 6000, BSC, HDLC, L & N and Toshiba by configuring 3 layers of EMS, SCADA and RTU computer equipments in 1: N radial form. This paper presents the OSI standard network packet flow, analyzing DataLink and Network Layer, and presents a KEPCO SCADA network model composed of X.25 high - speed communication network using 3 layers of network. We proposed a future SCADA communication structure that improved the current SCADA communication structure, defined the SCADA DB structure, introduced the concept of the remote SCADA gateway to the SCADA functional structure, applied the standard communication protocol, Multiplexing of surveillance and control in other local facilities and ensuring communication openness.

This study explores the limitation in making a causal model through an existing case and proposes an alternative plan to improve a theoretical system of causation modeling. To make a dynamic and actual model, several principles are needed such as reality based analysis of system structures and dynamics, consistent expression of causations, conversion of numerical formulas to causal relations, classification and arrangement of variables by size of concept, etc. However, it is hard to find cases to apply these considerations from existing models in System Dynamics. Therefore, this study verifies errors of derived models from literatures and proposes principles and guides that should be considered to make a sound dynamic model on a causal map. It contributes to making an opportunity for exciting public opinion to improve theory about causal maps, yet it has limitation that the study does not advance forward to the experimental step. For future study, it plans to make up by classifying and leveling causal variables, developing a dynamic BSC model.

Numerous small and medium-sized manufacturing companies have implemented or plan to introduce ERP for their own survival in the highly competitive global market. Despite of increasing number of companies implementing ERP, there has been few research on evaluation of ERP performance in small and medium manufacturers. Thus, in this paper, the impact of ERP implementation on the organizational performance based on Balanced Score Card is investigated and also critical success factors are discovered. The results of analysis show positive relationships between the ERP implementation and organizational performance. This paper suggests some practical implication on the ERP implementation to the practitioners.

The Back Bone of gearing portion between Core Network System which is used in wire and wireless system is No.7 Protocol. ISUP( ISDN User Part), INAP handling in Intelligent Network and MAP gearing method for linking each Network Element System in mobile network have use of No.7 signaling. Therefore, it is require for system to detect the problem - operating problem occurs in Core Network which use No.7 signaling or the existing problem that is not recognized - in shortest time. This paper study out analyzing and measuring system for No.7 protocol and analyzing out system whether out of order or not. It can abstract No.7 Signaling Message and analyze system performance and report it. This system is connected in system No.7 HW Module which is in charge of No.7 Signaling. It is not offer Emulator function and Simulation function for any scenario but offer monitoring No.7 signaling. This system perform the function about No.7 MTP, ISUP, INAP and MAP and is offered several wire and wireless network Operator. It can detect and correct SW system, HW system and operating system problem. From now on, this system may offer the function about A-interface which is gearing between BSC and MSC, so it will perform to analyze generally and prompt effective operating for Core Network system.

최근 중앙부처 및 지방자치단체 등 공공부문에서 성과관리의 중요성이 강조되면서 BSC(균형성과표)/SEM(전략적 전사관리) 등의 성과관리 시스템 구축이 활발히 진행되고 있다. 그러나 민간 부문과 달리 공공부문은 비영리 조직이라는 특성을 가지며, 다양한 이해관계자들이 존재하여 성과관리 시스템 구축 시 많은 어려움이 있다. 본 연구의 목적은 사례대상 공공기관의 전략적 성과관리 시스템에 대한 연구를 통해, 업무 특성을 고려한 전략적 성과관리 시스템 구축에 대한 선진 사례를 도출하여, 공공부문에서 BCS 등의 성과관리 시스템을 구축할 때 발생되는 문제점들에 대해 효과적으로 대처하고 벤치마킹 할 수 있는 방안을 제공하고자 한다. 사례대상 공공기관(정보통신부)의 성과관리에 대한 연구는 국내 공공부서에 적합한 성과관리 방법론 도입과 시스템 구축에 효과적인 지침서가 될 수 있을 것이며, 현재 공공부문 BCS(균형성과표)설계 및 시스템 구축 시 발생하는 문제들에 대하여 효과적인 방안을 제시할 수 있다는 데에 연구의 의의를 둘 수 있다.

에너지 산업 환경의 변화와 정부의 공기업 평가에 대한 대응책으로 시도된 대한석탄공사(KoCoal)의 균형성과관리(Balanced Scorecard, BSC) 프로젝트는 공기업의 가치제고와 조직원들에 대한 성과 평가의 신뢰성을 제고하기 위한 노력의 일환으로 추진되었다. 본 연구에서는 대한석탄 공사가 새로운 비전과 전략으로부터 균형 잡힌 성과 영역을 판별하고 각 성과영역의 주요성공요인(CSFs) 및 주요 성과지표(KPIs)를 개발하여 연계하는 과정을 제시하고, 균형성과관리 시스템을 조직구성원의 성과 평가와 연결하는 방법을 제안한다. 또한 대한석탄공사의 균형성과관리시스템의 기대효과를 제시하고 시행상의 문제점 및 개선방안을 모색한다.
