This Paper examines analytic studies of the evaluation system used for evaluating government-supported R&D Institutes (GSRIs), and designs a new model for analyzing the evaluation system's effectiveness. The analytic models in existing studies use the meta evaluation and balanced scorecard (BSC) models. However, theses studies focused on the structure and elements of the evaluation system for examples, the appropriateness of the elements within the evaluation system and the balance of the evaluation index. Accordingly, the effectiveness of the GSRI evaluation system, that is, the evaluation's influence on GSRI performance improvement was not analyzed. This study uses the institution theory and contingency theory perspectives as related to government organization management to develop an analytical model of GSRI evaluation system effectiveness. The new model proposes an analytical approach for improving the effectiveness of the GSRI evaluation system in an institutionalized environment.

This paper proposes the interated and balanced project management system for software and IT by considering BSC, MBNQA, ISO 9001, Six Sigma, CMM and SPICE. This system can be extended to assess the various project management practices.

본 연구는 기존의 평가방법 및 평가시스템의 문제점을 지적한 후, 영리조직의 성과측정 방법론인 균형성과표(BSC: Balanced Scorecard) 접근을 채택하여 지자제 웹 사이트 성과측정 프레임워크를 제시한다. 또한 본 연구에서는 이 프레임워크를 지원하는 정보시스템을 설계하고, 프로토타입을 개발한 후, 군단위 지방자치단체의 사례를 보여줌으로써 본 프레임워크 및 시스템의 적용 가능성을 보인다.

From the mid 1990's, the scale of IS had been growing, which resulted in increasing number of failure projects. As a result, the measurement of IS performance was a growing concern. Moreover, the need for research on the relation between IT investment and performance that isfd the concern of CEOs has been raised. In this study, the correlation between the IS functionality and investment was discovered based on the IS success model suggested by DeLone & McLean(1992), a business information system evaluation model by Lee Kuk Hie(1992), a balanced score card by Kaplan & Norton(1992). As a result of the LISREL analysis, the investment in the IS has a positive impact on the quality of both information systems and information. In turn, the quality of both information systems and information have a positive impact on the end-user satisfaction, the end-user satisfaction on the financial performance, customer satisfaction, and internal business processes. Recently, BIM(Building Information Modeling) is on the rise as a customized solution for construction environment, but construction companies rarely introduce and apply BIM in the construction site. Due to such issues, the fact that empirical data for evaluating the quantitative effect of BIM application is insufficient might be an another main reason. In the end, construction companies cannot assure investment effect of BIM and therefore don't make an investment actively. To activate BIM application, the evaluation system that quantitatively assess usability of BIM needs to be developed. This study aims to suggest a methodology that evaluates the usability quantitatively according to introduction and operation of BIM by construction companies. Accordingly, this study analyzes applicability of 4D CAD by developing an evaluation index and its model with BSC(Balanced Score Card) for 4D CAD, which have high practical use among BIM techniques, and verifies the usability as the entire evaluation index of BIM. Therefore, it is expected that the developed assessment model will be utilized as the critical decision-making information in order to introduce related techniques by identifying the usability and operational issues of 4D CAD.

If the control system that works important job fails, economical loss occurred. Hence, to guarantee high reliability, it must be duplicated. In the case of traditional duplication mechanism, dedicated operating system with duplication functions were built. This required much development and maintenance cost. They can be saved, if we use commercial operating system and its development environment.This paper proposes a duplication mechanism for the system based on commercial 0S. The system that explained in this paper is BSC(Base Station Controller). The duplicated BSC system uses concurrent write memory for synchronization and VxWorks as an operating system. We propose how the task supporting duplication functions is executed without delay and preemption, how to synchronize standby's memory with active' s, and how to use concurrent-write memory easily with VxWorks' s partition. We also describe the takeover procedure when the active detects its hardware fault and when the standby recognizes the failure of the active.

이 논문에서는 IMT-2000(International Moblie Telecommunication-2000)시스템에서의 멀티미디어 트래픽을 전송하기 위한 핸드오프 처리절차를 제안하였다. 이 절차에는 기본 코드채널(Fundamental Code Channel)과 부가 채널(Supplemental Code Channel)을 제어하기 위한 핸드오프관련 메시지들이 포함되었다. 부가 채널코들를 사용하기 위한 협상은 전송되는 트래픽의 크기에 따라 핸드오프 초기화 동안 수행된다. 그리고 MS(Moblie Station), BTS(Base Station transceiver Subsystem) 및 BSC(Base Station Controller)사이에서의 핸드오프 처리를 위한 호 흐름도와 상태천이도 (State Transition Diagram)도 설계하였다.

정보기술의 개발 및 도입을 위하여 많은 투자가 이루어지고 있으나 IT가치평가의 독특성과 IT가치의 다양성으로 계량적이고 객관적인 IT가치평가가 용이하지 않다. 이 연구에서는 IT의 가치를 평가하고 IT가치전략을 분석하기 위한 새로운 IT가치평가방법을 제시하고자 한다. 이 방법론은 경영 전반의 관리 및 성과 평가를 위한 Balanced Scorecard(이하 BSC)의 평가요소를 이용해 새로운 프레임워크를 제시함으로써 가능하다.

This study proposes the methodology of analyzing the expected performance of the Integrated Computing Environment(ICE) on the assumption that the ICE of the agencies and the affiliated organizations under Ministry of Culture and Tourism is constructed and operated. The main objectives of the study are as follows : 1) deriving the performance criteria divided into the operational expected value and the strategic expected value of constructing and operating the ICE for Culture and Tourism informatization, 2) proposing the ways of extracting the detailed criteria for four performance areas(the degree of jnformatization efficiency, the degree of public service, the innovation and development of IS organization, the culture and tourism value creation) to evaluate the operational expected value based on the BSC(Balanced Scorecard) Perspective by using the CSF(Critical Success Factors) methodology, and 3) developing the detailed performance criteria and measures for the economic evaluation of the informatization efficiency from the TCO(Total Cost of Ownership) perspective and suggesting the practical evaluation method by applying them to the case of Culture and Tourism informatization.

대부분의 CEO들은 대규모 투자가 선행되는 정보시스템의 화폐적 가치에 확신을 가지고 싶어 한다. 지금까지 MIS 연구자들은 정보시스템의 조직적 성과에 관한 여러 가지 간접적인 증거를 보여주었으나 경영자들이 요구하는 정보시스템에 대한 화폐적 확신을 주는데 실패하였다. 본 연구는 최근 각 기업들이 도입하고 있는 BSC의 성과지표 중 정보시스템 관련 지표를 활용하여 기업의 계량적 및 비계량적 성과측정을 활용함으로써 조직의 정보시스템 성과를 화폐가치로 환산할 수 있는 방법을 제시하고자 한다. 이때 사례기반추론 시스템을 활용하면 사례베이스로부터 유사사례를 도출하고 이를 통하여 정보시스템 도입에 필요한 주요 정보를 추론할 수 있게 되어 조직에서 도입할 정보시스템의 잠재적 화폐가치를 어느 정도 가늠할 수 있다. 본 연구는 정보시스템의 화폐적 가치분석을 위하여 실물옵션 가격결정모형을 활용하였고 객관적 화폐가치 추론을 위한 웹 사이트 구축을 목표로 한다.
