  • Four major river basin in Korea has been managed with Total Maximum Daily Load(TMDL) System. Water quality indicators as targeted pollutants for TMDL were BOD and TP. In order to satisfy water quality criteria, government allocation using public treatment facilities and its action plan has been used. However, the role to improve water quality were recently faced to its limitation. It is time to require the role of non-government allocation in private discharge facilities to control good water quality. This study investigated three different scenarios in reduction demands of non-government allocations about industry and private sewages. The three different scenarios were discharge under 1) legal water quality standard, 2) water quality level in 2011 and 3) current water quality level with maximum value in group. The results showed that reduction potential in water discharge for TP indicator was 1,118kg/day, under second scenario with 20% of deduction. This results arrived at 42% of whole reduction potential costs and 0.012mg/L improvement in water quality. In conclusion, to intrigue voluntary participation in non-government allocation, various benefits such as tax reduction, tax exemption, and water quality trading should be provided.

  • The major 24 tributaries in Nam-River mid-watershed were monitored for discharge and water quality in order to understand the characteristics of the watershed and to select the tributary catchment for improving water quality. According to the analytical results of discharge and water quality monitoring data of 24 tributaries, the mean value of discharge below $0.1m^3/s$ was 62.5% among the monitored tributaries and it mostly exceeded the water quality standards of Nam-river mid-watershed ($BOD_5$ = 3 mg/L, T-P = 0.1 mg/L over). According to the stream grouping method and the water quality delivery load density ($kg/day/km^2$) based on the results of tributary discharge and water quality monitoring, the tributary watersheds for improving the water quality were selected. In the Nam-River mid-watershed, tributaries in the GaJwaCheon, HaChonCheon catchment (Group D, $BOD_5$ = 3 mg/L over) and in the UirYeongCheon, SeokGyoCheon catchment (Group A, T-P = 0.1 mg/L over), which have a small flow (and/or large flow) and a high concentrations of water pollutants. The various water quality improving scheme for tributaries, in accordance with the reduction of potential point source pollution by living sewage and livestock wastewater, should be established and implemented.

  • This study analyzed the characteristics of stormwater runoff in the orchard areas and quantitatively estimated effluence of nonpoint source pollutants for the volume of runoff. Two target areas under vine cultivation were each $2,000m^2$ and $1,800m^2$, located in Gyeongju City. Since grape was the only crop on the target area, the characteristics of stormwater runoff at vineyard could be evaluated independently. A total of 51 rainfall events in the vineyard area during two years(2008-2009) was surveyed, and 19 of them became stormwater runoff, with rainfall ranging 16.5 - 79.7 mm and antecedent dry period of 1-13 days. The pollutant runoff loads by volume of stormwater runoff showed BOD ranging 19.5 - 45.3% in 30% of runoff volume. The average pollution discharge rate was 32.4%, indicating small first flush effect of BOD. The range of SS concentrations was 5 - 52.0% in 10% of runoff volume, showing the average 28.7% of discharge rate, about 3 times more than rainfall effluent. TOC and TN appeared to be similar to the results of BOD, the average discharge rate of 30.9% and 30.6% for TOC and TN, respectively, for 30% of stormwater runoff volume. Average discharge rate of COD and TP in the same runoff volume was 35.1% and 36%, respectively, showing comparatively high discharge ratio. As the targeted vineyard area was permeable land, the pollution load ratio against rainfall-runoff volume appeared to be 1:1, implying no strong first flush effect for all the survey items.

  • TPLMS (Total water pollutant load management system) that is the most powerful water-quality protection program have been implemented since 2004. In the implementation of TPLMS, target water-quality and permissible discharged load from each unit watershed can be decided by water-quality modeling. And NPS (Non-point sources) discharge coefficients associated with certain (standard) flow are used on estimation of input data for model. National Institute of Environmental Research (NIER) recommend NPS discharge coefficients as 0.15 (Q275) and 0.50 (Q185) in common for whole watershed in Korea. But, uniform coefficient is difficult to reflect various NPS characteristics of individual watershed. Monthly NPS discharge coefficients were predicted and estimated using surface flow and water-quality from HSPF watershed model in this study. Those coefficients were plotted in flow duration curve of study area (Palger stream and Geumho C watershed) with monthly average flow. Linear regression analysis was performed about NPS discharge coefficients of BOD, T-N and T-P associated with flow, and R2 of regression were distributed in 0.893~0.930 (Palger stream) and 0.939~0.959 (Geumho C). NPS Discharge coefficient through regression can be estimated flexibly according to flow, and be considered characteristics of watershed with watershed model.

  • As a result of analysis based on the observed data for BOD, COD and TOC in order to manage non-biodegradable organics in the Geumho River, COD/BOD ratio was analyzed as the occupying predominance proportion. In this study, the classification(changes in water quality measurement : increase, equal, decrease) and measurement of BOD and COD were analyzed for trends over the past 10 years from 2005 to 2014 in the Geumho River. The Geumho River is expected to need non-biodegradable organics management because BOD was found to be reduced 61.1% and COD was found to be increased 50%. As a result of the analysis of land use, the Geumho-A is a unit watershed area of $921.13km^2$, which is the most common area that is occupied by forests. The Geumho-B is a unit watershed area of $436.8km^2$, which is the area that is highest occupied by agriculture and grass of 24.84%. The Geumho-C is a unit watershed area of $704.56km^2$ accounted for 40.29% of the entire watershed, which is the area that is occupied by urban of 15.12%. Load of non-biodegradable organics, which is not easy biodegradable according to the discharge, appeared to be increased because flow coefficient of COD and TOC at the Geumho-B were estimated larger than 1 value. The management of non-point sources of agricultural land is required because the Geumho-B watershed area occupied by the high proportion of agriculture and field. In this segment it showed to increase the organics that biodegradation is difficult because the ratio of BOD and TOC was decreased rapidly from GR7 to GR8. Thus, countermeasures will be required for this.

  • The purpose of this study investigates the delivery characteristics according to the load of pollutants by calculating the delivery rate of targeted areas on pollutants in Sapkyo reservoir. The main rivers of Sapkyo reservoir are Namwoncheon, Dogocheon, Sapkyocheon, Muhancheon and Gokgyocheon. The delivery rate and their characteristics of five major rivers during rainfall season are investigated. As th result, biochemical oxygen demand (BOD), total nitrogen (T-N) and total phosphorous (T-P) of total delivery rate are calculated by 0.40, 0.34 and 0.08, respectively. The delivery rate of T-P compares to other water quality is investigated relatively low. Looked at the overall characteristics of the watershed, the delivery rate of T-N and T-P is little change in the rate of the year, too. The delivery rate of T-N is calculated from 0.2 to 0.3 in the dry season, and from 0.31 to 0.39 in a flood, respectively. The delivery rate of T-P is calculated to more than 0.3 in the dry season, and 0.11 in a flood. It is similar values which the average annual delivery rate of T-P is 0.08. Therefore, the measured delivery rate of Sapkyo reservoir can be applicable such as a delivery rate of similar features of the terrain and land use.

  • This paper address the characteristics of loading pollutants caused by the unit agricultural area to establish an efficient management method in NPS (non-point source). The relationship between rainfall and runoff shows good coefficient with 0.92, when the event which shows relatively long antecedent dry days is excepted. The impact of runoff volume on the runoff coefficient can be described by the rainfall intensity strongly. The pollutant EMCs (event mean concentrations) in runoff increased by the increase of antecedent dry days due to dry soil conditions. As the similar pattern of pollutant's loads such as TSS, BOD, COD, TN and TP, it is cleared that other pollutants can be removed when TSS is removed. Therefore the system using only runoff coefficients is not sufficient for the prediction of pollutant loads. It is necessary to consider soil conditions such as rainfall, antecedent dry day, antecedent rainfall etc. for the prediction system.

  • In this study, non-point source(NPS) contribution was investigated based on flow rates and water qualities of streams into the lake during rainfall events. Event mean concentration(EMC) and the pollution loads were calculated to establish a database for NPS control measurement in the survey area, and so on. The runoff characteristics of NPS were investigated and estimated on the basis of the ratio of an agricultural to forest area in the stream of sub-catch basin during rainfall events. Non-point source pollution loads were also calculated to establish a database for NPS control measure in the upstream lake Chinyang. At a rainfall event, BOD concentrations rise sharply at the early peak time of runoff, however, peaks of TSS concentration were observed at the similar time of peak flow. This was a phenomenon shown at the watersheds caused by forest and geological types. The discharged EMC range was 2.9-4.8 mg/L in terms of BOD. The discharged EMC range was 6.2-8.2 mg/L in terms of SS. The discharged EMCs of T-N and T-P were 1.4-2.5 mg/L and 0.059-0.233 mg/L, respectively. Total BOD loading rate through the 3 tributaries to the lake Chinyang was 1,136 kg/d during dry weather. The upper watershed area of the Nam-river dam in this study was divided into 14 catchment basins based on the Korean guideline for total maximum daily load(TMDL) of water quality pollutants. The higher the agricultural land-use ratio, the more NPS loading rate discharged, but the more occupied a forest area, the lower more NPS loading rate discharged. In an agricultural land-use area more than 20%, the increase of NPS loadings might be dramatically diffused by increasing the integrated complex-use like vinyl-house facilities and fertilizer use etc. according to the effective land-use utilization. The NPS loading rates were BOD 0.3 $kg/ha{\cdot}day$, SS 0.21 $kg/ha{\cdot}day$, TN 0.02 $kg/ha{\cdot}day$, TP 0.005 $kg/ha{\cdot}day$ under less than 10% agricultural land-use. In agricultural land-use of 20%-50%, these values were investigated in the range of 0.32 $kg/ha{\cdot}day$-0.73 $kg/ha{\cdot}day$ for BOD, 0.92 $kg/ha{\cdot}day$-3.32 $kg/ha{\cdot}day$ for SS, 0.70 $kg/ha{\cdot}day$-0.90 $kg/ha{\cdot}day$ TN, 0.03 $kg/ha{\cdot}day$-0.044 $kg/ha{\cdot}day$ for TP.

  • The total maximum daily load (TMDL) implemented in Korea mainly manages the mainstream considering a single common pollutant and river discharge, and the river system is divided into unit watersheds. Changes in the water quality of managed rivers owing to the water quality management in tributaries and unit watersheds are not considered when implementing the TMDL. In addition, it is difficult to consider the difference in the load of pollutants generated in the tributary depending on the conditions of the water quality change in each unit watershed, even if the target water quality was maintained in the managed water system. Therefore, it is necessary to introduce the total maximum load management at tributaries to manage the pollution load of tributaries with a high degree of pollution. In this study, the HSPF model, a watershed runoff model, was applied to the target areas consisting of 53 sub-watersheds to analyze the effect of water quality changes the in tributaries on the mainstream. Sub-watersheds were selected from the three major areas of the Paldang water system, including the drainage basins of the downstream of the South Han-River, Gyeongan stream, and North Han-River. As a result, BOD ranged from 0.17 mg/L to 4.30 mg/L, and was generally high in tributaries and decreased in the downstream watershed. TP ranged from 0.02 mg/L - 0.22 mg/L, and the watersheds that had a large impact on urbanization and livestock industry were high, and the North Han-River basin was generally low. In addition, a pollution source reduction scenario was selected to analyze the change in water quality by the amount of pollution load discharged at each unit watershed. The reduction rate of BOD and TP according to the scenario changes was simulated higher in the watershed of the downstream of the North Han-River and downstream and midstream of the Gyeongan stream. It was found that the benefits of water quality reduction from each sub-watershed efforts to improve water quality are greatest in the middle and downstream of each main stream, and it is judged that it can be served as basic data for the management of total tributaries.

  • This study was conducted to evaluate the influence of pollutant loads on the water quality in the Dongjin River area from January 2003 to December 2004. The average value of BOD and T-N showed the highest peak in Yongho, Dukcheon watershed among Dongjin River. Concentrations of BOD, T-N and T-P in Jeongeup watershed were 2.29 mg $L^{-1}$, 4.40 mg $L^{-1}$ and 0.27 mg $L^{-1}$, respectively. Concentration of BOD in Chilbo was 1.19 mg $L^{-1}$ which would be in the grade I according to water quality criteria by Ministry of Environment. The BOD level in Wonpeung and Sinpeung watershed ranged from 4.06 to 7.35 mg $L^{-1}$. The T-N effluent loads of non-point pollutants were high in Wonpeung, Gobu, Yongho Dukcheon, Jeongeup and Sinpeung watershed in order. The major sources of BOD, T-N and T-P effluent loads were Livestock. The T-P effluent load of non-point pollutant was 68 kg $day^{-1}$ in Wonpeung, 58 kg $day^{-1}$ in Yongho Dukcheon and 45 kg $day^{-1}$ Jeongeup watershed. The delivered loads of BOD was high in Gobucheon, while both T-N and T-P were high in Yongho Dukcheon. The delivery ratio of BOD and T-N at dry season was below 100% in all watershed of Dongjin River. The delivery ratio of T-N at raining season was high in Yongho Dukcheon and Chilbo watershed
