The purpose of this paper is to suggest a plan on succeeding together-Busan New Port & BJFEZ(that is, port hinterland development). This study deals with the terms of three connection growth factors which are a firm's subjective factors, a industrial environment factors, and a governmental policy factors. According to analysis results of the factors, a firm's subjective factors(4.11 score) are scored the most ones of connection growth factors of Busan New Port & BJFEZ, to be compared with a governmental policy factors(4.01 score). with a industrial environment factors(3.92 score). Therefore, first of all, Busan New Port & BJFEZ have to promote connection growth through as follows, a firm's subjective factors : (1) to procure competitiveness through establishment of connection growth model, (2) to promote concentrated marketing strategy & market response ability, (3) speedy meeting to customer's needs, (4) to procure reliability of Busan New Port & BJFEZ. And, the next, Busan New Port & BJFEZ have to promote connection growth through considering a governmental policy factors, a industrial environment factors.

This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

Due to have been more keen in East-North Asia Hub Port competition, to be accelerated Busan New Port development, and to result to supply excess position, Busan port has been confronted by many problems. Also, as facilities of North Port is old, it is impossible to secure 16m depth of water at North Port, and North Port redevelopment is being, container traffic of North Port is accelerated to shift at New Port. Therefore, it. is time to seek for connection growth plan of succeeding together-Busan North & New Port as soon as possible. Connection growth plan of succeeding together-Busan North & New Port is focused, as follows. First, it is required to set up model for connection growth plan of succeeding together-Busan North & New Port. It is valid to specialize for ULCC, to promote to global port at New Port, and it is effective to focus on feeder service and general cargo handling, and to include most space to North Port redevelopment. Second, through port function reorganization, it is required to create a synergy by port function clustering. Third, through effective connection traffic network expansion for moving T/S cargo effectively, it is required to develop Busan Port for T/S cargo-focused port. Fourth, it is required to develop port hinterland logistics zone for creating container traffic through connection development of New Port-BJFEZ. Finally, it is required to build SCM system for creating container traffic among shipper, carrier, freight forwarder and related institution.
