As we observed in Irag war, air force power is integral to military operations owing to its promptness and accuracy. In this regard, strong air force power has a deterrent effect on a war. Meanwhile, as aviation industry is a key-future industry, the importance of the industry in our economy is significantly growing. Therefore, to maximize a national interest in utilizing limited aviation resources, it is necessary to establish a new system in which civil aviation and military aviation system is closely related and consolidated. Thus, our task is to find a way to enhance civil aviation industry to the extent of guaranteeing effective military operations. At the same time, civil aviation resources shall be effectively utilized for the military purposes in the event of a war. The Reform Aviation Act of 2004 that which devided the basic aviation act and the act related aviation accident investigation announced in July 2004. The purpose of this study is to review standards and recommendations of Annexes for International Civil Aviation Convention and CFR of FAA in USA, Aviation Act of Japan, Civil Aviation Act of Australia, Aeronautics Act of Canada, Air Navigation Act of Singapore. and then after these review, we tried to compare them with Korean Aviation Law, Enforcement Decree, Regulations related their system. At the result of this study, we find out many advanced countries divided into basic Aviation act and accident investigation act. finally we have suggested mid and longtern plan and implementation which applicable to set up domestic aviation law system.

The purpose of this study is to review the changes in the aviation safety management system, how that system has evolved and what forces caused these changes to take place. Also included is an examination of the development process of the aviation safety management system in view of the new institutionalism, identifying the patterns of change. Based on the results of this study, I propose policy methods to design a desirable civil aviation safety system with a view toward raising the safety standards in the Korean civil aviation community. The major analysis variables are as follows: first, aviation accidents caused by external factors and international standards as independent variables second, environmental changes and political processes affecting aviation safety management system as major mediating variables and third, the aviation safety management legal system, the aviation safety management organizations and an expert participation system as dependent variables. The institutional changes and continuance of the aviation safety management system show that when specific circumstances arise, the continuance lasts depending on the path dependency, and in a certain circumstance, when immanent changing factors reach a critical point, the system suddenly changes by a punctuated equilibrium, which are all included in this study.

New aircraft category such as Light Sport Aircraft is introduced to prevent Ultralight Vehicle accidents and to promote aviation sports. Therefore, a new rule for airworthiness standard, certification, operation and maintenance of light sport aircraft is being created. The present study deals with LSA concept, development trend of LSA, airworthiness standards and certification policy. In particular, an aircraft type analysis of FAA certified LSA is conducted to establish performance requirements of Light Sport Aircraft designs.

The purpose of this study is provide better suggestions to utilize the small aircraft by examining current situations of those airports. Then, the results of this study should help explain about the Availability of the airports for small aircraft in view of airplane exhibition, air-sports activity fields for aviation sports population, aviation theme park, and aviation-related education facility. This study examines current situations of the small airports for small aircraft which have been limited in their utility and compares the airports at the same level abroad. By examining these airports, this paper can make suggestions for the Availability of the small airports. Significance of the study lies in providing businessmen planning to invest the small airports and owners of airports with profitable consequences. At the macro level, it is expected to have a more effective development of land and an increase of aviation market value.

In the changing glabal order, international aviation order is also challenged. Regionalism including EC integration press us to review and renew traditional international aviation legal order. Under such a significant circumstances, this paper examines the legal concept of freedoms of air and air cobotage and problems of their expanded applications. The papar particularly analyzes various concepts of cabotage and arguments in the interpretations of article 7 (cabotoge) of Chicago Convention and presents alternatives of future direction to accommodate problems which world aviation community faces today.

TSA needs to be more transparent with the new passenger screening system and its functioning to build the citizen trust. The system is needed to be not only effective but supported by Congress and the general public. Until this occurs, skepticism will underlie any discussion about its effectiveness in balancing the protection from terrorism with respect to individual liberties. CAPPS II can be a viable system if it is developed appropriately. The objectives of the study are to introduce the security program in the U.S. aviation security policy and to discuss privacy problems when it applies. Korea also needs to study a harmonious plan with the basis of global approach mind in the case of considering the transferring of passenger information from other states for the purpose of security.

A pilot logbook is an essential data for proving pilot's flight experience. the reason for maintaining this information is to fulfill the requirement for pilot certificates, manage internationally shared career placement. this study focuses on the instrument flight related items among other flight time items which are included in a pilot logbook. By comparing the way of flight time logging among Korean Aviation Law, Federal Aviation Regulation and Joint Aviation Requirements, this study concludes intensively how to define items for flight time, to amend the definition and to apply the policy in Korea with respect to the pilot logbook.

Domestic and foreign aviation industries showed steep growth along with rapid increase in aviation demand, but the industries got directly hit by COVID-19. Now, with the recovery of daily life, aviation demand is gradually increasing, too. However, the risk of aviation accidents also increases proportionally to the increasing demand for aviation. Although it is a point that safety management needs to be actively conducted to prevent safety accidents resulted from the growth of aviation industries, research on safety culture and organizations is not sufficiently done in terms of the depth and scope of it despite the importance of the discussion. Studies in various areas have reported that an organization's safety culture forms the group's safety atmosphere and then results in the workers' safety behavior. Accordingly, this study examined the effects of safety culture in an organization on the safety behavior of its members who are aircraft maintenance technicians. The results of this research can be summed up as follows: first, it has been found that the roles of the person in charge grounded on clear goals and guidelines for the organization's safety policy influence the technicians' attitudes. Second, the important factor in the technicians' safety observance is that the attitude to follow safety rules when performing aviation maintenance raises their awareness of safety, for instance, following standard operation procedures or wearing personal equipment for protection. Third, their attitudes have positive effects on safety participation, and consequently, their intention to comply with safety rules is shown as an active action to achieve the ultimate goal of safety behavior.

Age replacement policy is a commonly policy in maintenance management of spare part. It means that a spare part is always replaced at failure or fixed time after its installation, whichever occurs first. An optimal age replacement policy of spare parts concerns with finding the optimal replacement time determined by minimizing the expected cost per unit time. The age of the part was generally assumed to be a random variable in the past literatures, but in many situations, there are few or even no observed data to estimate the probability distribution of part's lifetime. In order to solve this phenomenon, a new uncertain age replacement policy has been proposed recently, in which the age of the part was assumed to be an uncertain variable. This paper discusses the optimal age replacement policies by dealing with the parts' lifetimes as different distributed uncertain variables. Several results on the optimal age replacement time are provided when the lifetimes are described by the uncertain linear, zigzag and lognormal distributions.
