The strengthened aviation security measurements caused by increased terror threat all around the world have air passengers annoyed by uneasy treatment and some delayed process. The service level of air travel and competitiveness of airlines industry has been weakened also. The aviation security process is mainly conducted at an airport. The threat level of airport is not usually same airport to airport, and the quality of aviation security activity is neither same. However, ICAO requires every international airport to conduct similar process to ensure aviation security without considering situational difference of each airport. The paper has objectives to develop reasonable security measurements based on risk management concept. It studied the ways of achieving target level of security of an airport, considering the threat situation of the airport and its ability to conduct security procedures.

This paper performs a historical review on aviation threats through a statistical survey. The impact factor, as a criterion to measure the seriousness of the threats occurred, is introduced and evaluated based on annual totals of hijacking and fatalities against aircraft 1948 through 2004. Also, the paper suggests processes of evaluating the level of threats and key functions for an effective management of the aviation security.

The terrorism threat against aviation industry is increasing after 9/11 incidents. As the way of preventing the future threat, this study is to review current status and make practical suggestions on Incheon International Airport security screening. The Library research method is utilized for this study. Chapter 1 is an introduction part and describes the general instruction. Chapter 2 describes the importance of aviation security and cases of aviation terrorism. Screening history is described in chapter 3 detailing operations and equipment. Status of IIAC(Incheon International Airport Corporation) security screening and prevention measures are described in chapter 4 and chapter 5 describes the final conclusion. In conclusion, if the introduction of state-of-the-art security equipment and modification of inadequate regulations come in first, whatever the threat exists, aviation terrorism can be prevented with the positive prevention efforts.

Terrorists have been attacking in the vulnerable points of aviation sector with the diverse methods of attacks. Recently, Vulnerability is increasing because the Modus Operandi of Terrorism is carried out by exploitation of people in the form of employee working in aviation sector whose role provides them with privileged access to secured locations, secured items or security sensitive information. Furthermore, cases of insider threat are rising across the world with the phenomenon of personal radicalization through internet and social network service. The government of ROK must respond to insider threat could exploit to acts of unlawful interference and the security regulations should be established to prevent from insider threat in advance refer to the acts of unlawful interference carried out in foreign countries and the recommendations by USA, UK and ICAO.

Normal Operations Safety Survey (NOSS), a methodology for capturing safety data during normal Air Traffic Control (ATC) operations. The NOSS methodology is based on the Threat and Error Management (TEM) framework, and is a safety management tool to monitor safety during normal aviation operations. Monitoring safety in normal operations is an essential activity within the safety management systems of Air Traffic Services (ATS) providing organizations, and NOSS is proposed as a suitable way to do this. The airline industry has been growing steadily since 2016 with more than 100 million air passengers, renewing the largest number of air passengers every year. Increasing air demand leads to an increase in air traffic in limited airspace, increasing the likelihood of accidents between aircraft. Due to the massive human and material damage caused by a single mistake, aviation safety is being heavily focused around the world to efficiently use limited airspace. Studies related to various human factors are underway as most of the aviation accidents are found to be caused by human factors, but research on human factors by controllers is insufficient while they are active in terms of control and operation. Given that 82% of air accidents caused by controllers are caused by human error, the importance of management of human error and changes in perception are urgently needed. This study aims to understand the seriousness of the controller's human error by analyzing the accident cases caused by the controller's human error using TEM to identify threats and errors and derive common human factors.

The flight deck crew must manage complexity during daily flight operations. The Airline may obtain data regarding threats and errors through LOSA(Line Operations Safety Audits) on normal flights as predictive safety tool in Safety Management System of the Airline to actively improve the systems such as SOP(Standard Operation Procedure), training, evaluation and the TEM(Threat and Error Management) for the flight deck crew. The flight deck crew make errors when they fail managing threats. The crew mismanage around ten percent of threats and commit errors. The major mismanaged threats are aircraft malfunction, ATC(Air Traffic Communication), and wether threats. The effective countermeasures of TEM for manageing threats are leadership, workload management, monitor & cross check, Vigilance, communication environment and cooperation of the crew. It is important that organizations must monitor for the hazards of threats and improve system for the safer TEM environments.

The passenger security screening is a mandatory procedure for boarding the aircraft according to ICAO standard as well as national law of each country. The enhanced threat of terrorism have had the security procedure strengthened since 9/11 events. However the effectiveness of passenger screening is not satisfactory and the service level for passenger is getting worse because of tightened security measurements. This research studied the responsibility issue for the enhancement of the effectiveness and service quality in passenger security screening. The study concluded that a desirable responsibility assignment for passenger screening is to the airport authority at normal time and to the government authority at the time of high threat.

The International air transportation industry provides a vital communication link which brings prosperity to many states in our modern age. This invaluable link has been threatened by terrorism. Airlines have been one of the most attractive targets in the eyes of terrorists for several reasons, including particularly the international and symbolic nature of aviation, and the potential of multigovernmental involvement which can inevitably generate wide publicity. Terrorist attacks against civil aviation have been committed since the earliest days of civil aviation history. The first attack against civil aircraft dates back to the early 1930s. Since then, aircraft hijacking and other forms of attack against air transport operations have become one of the most serious challenges to the safety of flying. In recent years, a new form of threats against civil aviation has appeared. Man-portable air defense systems (MANPADS) in the hands of criminals, terrorists, and other non-state actors pose a serious potential threat to passenger air travel, the commercial aviation industry, and military aircraft around the world. The purpose of this study is to provide some countermeasures against such attacks. In order to foster a better understanding of the problem, an introduction of MANPADS and a brief history of attacks using MANPADS are presented. It also examines the level of threats, trends of attacks using MANPADS and the possible countermeasures to be taken by the international community.
