The Relative Analysis of the Civil Helicopter Accident (민수용 헬리콥터의 사고 비교분석)

  • The safety should be primarily considered for air vehicle, such as helicopter, which is not easy to cope with when out of order or loss of control that followed catastrophe. The U.S National Transportation Safety Board (NTSB) investigated and analyzed for 34 years rotorcraft accidents that occurred from 1963 through 1997. This paper handles intensively the relative investigation and analysis of recent 10 years domestic civil helicopter accidents to those of the United States in order to increase the safety of helicopter transportation and to consider the main design parameter before we develop Korean Civil Helicopter. To understand the overview of civil turbine helicopter accident, it uses the NTSB's accident investigation results and the overall accident trend for U.S civil single and twin turbine engine helicopter according to category, cause, activity, and phase of operation.

  • The international community has done a lot of effort to improve the aviation safety. The new high technologies, systems and development of navigation equipments considerably improved the level of aviation safety. However, the aviation accident rate has been showing unchanged status without the decline since 1980. It means it is difficult to secure enough safety by the existing efforts to improve the aviation safety, eventually needs new methods for the accident prevention. With this in mind, the nations interest new methods that can consider a countermeasure by realizing potential risk factors before fatal accidents. In other words, that is to analyze and share the safety information collected from accidents by establishing aviation safety information system. To establish international aviation safety information system, each country's aviation accident incident reporting systems are need to be established. Also aviation safety data taxonomy is need to be standardized. Then, aviation users will communicate the information efficiently. This study investigates and considers each country's aviation accident incident database taxonomy for the analysis of the aviation data and the necessary prevention activity. This will contribute to a better international aviation safety and strengthen the country's aviation diplomacy.

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)'. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

  • Purpose - In this study, the safety related tasks for low cost carriers' were examined and measures to improve them were suggested. As the air demand increases rapidly, number of passenger has mushroomed in Korea and in order to keep with the demand low cost carriers have played a role. However, low cost carriers' safety related tasks are not reliable level so far. Thus, in this study, the low cost carriers' current situations in terms of safety are investigated, especially regarding how well the ICAO's new safety policies are applied. Research design, data, and methodology - The results of the Ministry of Land, Infrastructure and Transportation' investigation are introduced and field study results are analysed. Current status of retaining experts, staffs, administrators in terms of aviation safety tasks of low cost carriers is compared to those of major airliner and low cost carriers' aviation safety culture is also analyzed by examining the systems and questioning staffs. Especially the culture regarding aviation safety is very important because the culture surrounding the safety tasks plays a major role in every respect of conducting the tasks. Results - Overall the current status of low cost carriers' aviation safety tasks is below standard. Especially retaining experts and staffs is basically below the required level. Also, system and organization to conduct safety tasks are not satisfactory. In particular, aviation safety culture is not settled to operate appropriately. Conclusions - The International Civil Aviation Organization (ICAO) and member states are continuing to launch new safety policies in response to the surging demand for air travel worldwide. The most urgent and important issue among the various safety policies is to reduce air accidents. In order to reduce the number of accidents, ICAO decided to reduce the number of accidents by using the Reactive Safety Management. ICAO has to ensure that each member country can implement proactive safety management for aviation safety. A safety management system (Safety Management System) is a system in which each member state implements a fulfillment standard. The current situation and problems of the safety management system for each airline are suggested and proposed for improvements.

Investigation of Regulations and Bird Strike Problems (조류충돌 문제와 관련 규정의 고찰)

  • Bird strike is big issue in aviation. Because a bird strike causes not only an aircraft damage but also a fatality, aviation societies are gearing up to prevent a bird strike. However, the accidents is not going down yet. Annal average of bird strikes in Korea is 1.15 accidents per ten thousand of flight, which is lower than the other country, for example 1.84 accidents in France and 2.38 accidents in Switzerland, 1.15 accidents. In the U.S.A, there are 89,727 accidents for the 19 year(1990-2008). Also flight delay is total 637,692 hours. The cost is total 350,258 billion dollar and 18,435 billion dollar per year. In related with those data's, this research is about the current and legal status of the bird strike. Also it will be useful to establish aviation safety policy and manage the bird strike.

Survey of International GNSS Organizations (국제 GNSS 기구 동향 조사)

  • In this paper, we survey recent trends of International Global Navigation Satellite System (GNSS) organizations such as the International Committee on GNSS (ICG), International Civil Aviation Organization (ICAO), International Maritime Organization (IMO), and International Telecommunication Union (ITU), and investigate their impact on the maritime and aviation sectors. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. ICG develops a variety of satellite navigation enhancement systems. ICAO establishes international aviation regulations and standards to enhance aviation safety and security. IMO establishes international shipping conventions and rules to protect and regulate the shipping environment. Lastly, ITU establishes international communication regulations and standards. Investigation of such international organizations plays an important role in increasing the efficiency and reliability of GNSS systems. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. In the future, interoperability and compatibility with new satellite navigation systems and other GNSS and satellite navigation enhancement systems must be secured, so and thus investigation of international organizations must be conducted first.

  • The number of civil aviation aircraft registered in Korea has continuously increased. Accordingly the accidents accompanying loss of human or economic resources occurred repeatedly. But the analysis of flight data recorded in FDR was not done by ourselves in the accident investigation because of lack of analysis technology. Therefore, this study is performed to secure the safety of civil aviation by establishing systematic analysis ability of Flight Data Recorder. Through this study, download flight data to personal computer, editing interface file to convert from binary data to engineering data, three dimensional graphical analysis and numerical analysis are performed. For the analysis, the flight of B747-400 model aircraft between Narita(Japan) and Gimpo(Korea) was selected.

  • The Lion Air JT610 accident in Indonesia in October 2018, along with the Ethiopian Airline ET302 accident in March 2019, is an significant aircraft accident that detects defects of the B737MAX aircraft. Shortly after the accident, the FAA prohibited operation of the aircraft. This action has affected the market environment of airlines and aircraft manufacturers around the world. In October 2019, Indonesian Traffic Safety Committee released an accident investigation report for Lion Air JT610, which concluded that the causes of the accident were MCAS design defects, lack of education and training, and errors in the repair process. This paper summarizes the flight control system of the B737MAX aircraft, the causes of the accident based on the final accident investigation report, and provides considerations for aircraft design and retrofit.

  • This study was conducted with respect to the causal factors revealed through the investigation of the recent airlines aircraft crash accident which occurred while aircraft was on the climb-out or on the final approach. This study also highlighted the importance of flight deviation and exceedance occurrences in consideration of Flight Operational Quality Assurance Program(FOQA). Twenty airline pilots participated in the flight experiment to perform ten(10) sets of simulated approaches and landings. As a result, Twelve(12) kinds of deviation events were discovered. In this respect, The FOQA program must be fully implemented to prevent any flight safety incident under the auspices of the Korea domestic aviation community as well.

An Investigation of Human Error Analysis Techniques in Various Industries with Implications for the Korean Railway Industry (인적오류 분석기법의 국내외 활용 현황 및 국내 철도 산업에의 적용 방안)

  • Since human errors are being recognized as one of the primary issues in railway safety, there is a definite need for human error analysis techniques that can identify the types of errors and their causes and derive effective countermeasures to help reduce their future probability. But, for some reasons, there are not yet systematic procedures or techniques for analyzing human errors in the Korean railway industry. This paper introduces several techniques that have been developed and utilized for analyzing human errors in Korean and overseas nuclear power aviation railway, offshore oil industry, etc., and summarizes the strengths and weaknesses of each technique. Based on the Investigation of the techniques, the paper also discusses the implications for the development of a human error analysis system for the Korean railway industry.
