무인항공기 인증제도에 관한 연구 (A Study on the Certification System of the Unmanned Aircraft)

  • Nowadays, the demand of civil application of an UAV has been being increased all over the world. And many projects are going on to develop a new regulatory system for an UAV to access a national airspace. Especially, to fly UAV over the non-restricted airspace as a standard airworthiness standard, many authority funded research institutes and associations are studying regulatory environment. For the UAV to access civil airspace, the certification system of the aviation regulation have to allow this. FAA of US, CASA of Australia and European authorities are now issuing an experimental airworthiness certificate to a civil UAV. This is the first step of issuing a standard airworthiness certificate. And many people believe that civil UAV can fly over a NAS if some technical issues are resolved. In this study, I would like to present an international trends of a civil UAV regulation system, reliability trend of unmanned aerial system and would like to bring up a our regulatory environment and suggest an UAV regulatory policy.

  • "The FAA's Next Generation Air Transportation System" is a comprehensive overhaul of U.S National Airspace System to make air travel more convenient and dependable, while ensuring the flight is as safe, secure and hassle-free as possible. At its most basic level, NextGen represents an evolution from a ground-based system of air traffic control to a satellite-based system of air traffic management. This evolution is vital to meeting future demand, and to avoiding gridlock in the sky and at U.S airports. NextGen will open worldwide's skies to continued growth and increased safety while reducing aviation's environmental impact.

  • For the airplane manufacturing industry, to decide the sloe of developing airplane is very important because it affect the developing costs, the type of production industry like national independence production or international cooperation production, etc.. And the decision must be made by the base of national aviation industry, status of technology, economic factors and national and international demand, etc. This paper was studied to present a model for the application of AHP to the decision of optimum size of Korean developing airliner. For this study, a questionnaire was developed In respect to the criteria of developing airliner and given to 50 of professors, researchers and experts who participated in this part. The AHP software developed by Korean Advanced Institute of Science Technology (KAIST) was used to analyze the data.

KASS 비행시험 및 검사 시 고려사항 분석 (Considerations on In-Flight Validation for KASS)

  • 최근 운항경로 단축, 연료 절감, 운항시간 지연 축소, 항로 수용력 증대 등의 공역 혼잡해소 및 미래수요 대처에 대한 방안수립이 요구되어지고 있으나, 현재의 재래식 항행시설장비만으로는 한계가 있어 GNSS를 이용한 위성항법 광역보강시스템인 SBAS(satellite based augmentation system)가 고려되어지고 있다. ICAO는 2025년부터 SBAS를 활용한 항공기 운항을 권고하고 있으며, 우리나라도 이에 발맞추어 한국형 위성항법보강시스템인 KASS (Korea augmentation satellite system)를 개발 중에 있다. 본 논문에서는 KASS 개발이 완료되는 시점인 2022년 이전에 KASS 비행시험 및 검사 절차를 수립하기 위하여 SBAS 비행검사 관련 ICAO 및 FAA 규정을 분석하고 도출된 기준 항목들은 향후 KASS 비행시험 및 검사과정에 참고 될 수 있을 것으로 기대된다.

신공항(新空港)의 허브공항화(空港化)에 관한 소고(小考) (An Essay on the Possibility of New Seoul International Airport as a Regional Hub)

  • The construction of New Seoul International Airport is under way despite much controversy. Among much discussed, but not well-formulated controversy is the possibility of the airport as a hub in the North Asia Region. This paper specifies the factors which render it possible for an airport to be a regional hub. Then each factor is applied to the new airport to see whether it can function as a hub airport. Also examined is the qualitative cost and benefit calculation related to the hub function. The usual discussion has missed one big point of cost side of hub function in the belief that the hub only produces benefits to the national economy where the airline and airport industry belong; earlier-than-expected congestion and the necessity to expand the airport sufficiently enough to accommodate the increasing air demand. An airport as a hub is determined by several factors; geographical location ; economic status of the country where the airport belongs ; bilateral air service agreements according to which the airlines can exercise the route rights; the airport charges which directly influence the cost structure of the carriers ; international aviation and airport related policies of each country in the region ; airport capacity etc. The tentative implications of this paper are the followings; first, the new airport is able to function as a regional hub in the transpacific routes which connect Asian countries and North America. That is, directional hubbing by the airlines is implicated; second, the main benefits may be accrued to american airlines exercising all the route rights in the Asian region; third, the governmental effort to make the new airport a regional hub must take caution in optimizing the hubbing level (% of transitting passengers and freight) between the benefits and the costs. Further Studies may include optimal level of hubbing for the new airport and, quantification of the impact of the new airport on the national economy depending on the degree of hubbing.

고속철도 개통이 항공여객 수요변화에 미치는 영향 분석 - 서울-제주간 노선을 중심으로 - (Analysis on the effect of the opening of high speed rail way on the change in the air passenger's demand - Focused on Seoul and Jeju line -)

  • Competition between air transportation and railways has grown fiercer in major countries around the world with the rise of high-speed railways. In South Korea, air passenger travel has been rapidly decreasing since the initial launch of the Seoul-Pusan KTX line in 2004 and second opening that followed in 2010. Further expansion of the high-speed railway is expected. At present, research efforts to verify the validity of constructing an underwater express railway tunnel between Ho-nam and Jeju Island are taking place. Considering the possible high speed railway connection between Seoul and Jeju Island, this thesis has analyzed the choice behavior of existing passengers of the major and low-cost carriers. For this, Stated Preference (SP) research has been performed for three variables, including fare, travel time and the number of runs, to estimate the substitution rate of each of the three variables. Binomial Logit Model has been estimated with the obtained data. The estimation of the model has found that airline passengers of major and low-cost carriers are willing to pay approximately 7,200 KRW and 5,000 KRW, respectively, to reduce travel time by one hour. If the number of runs in one day increases, it has been estimated that the passengers are willing to pay additional fares of about 390 KRW and 30 KRW, respectively. On the other hand, the substitution rate between the number of runs and the travel time was found to be somewhat insignificant. If the construction of the Seoul-Jeju line progresses in the future, this study could be used as preliminary data for determining fares, travel time and the number of runs.

  • 이 연구의 목적은 언론에서 바라보는 객관적이고 거시적인 시선인 빅데이터 분석을 통해 청원경찰제도의 발전적 방향과 학문적 시사점을 제시하는데 목적을 두고 있다. 연구방법은 '청원경찰'에 대한 분석 및 키워드 트렌드와 연관성이 높은 키워드를 시각해 보여주는 연관어 분석을 실시하였다. 또한 1990년대, 2000년대, 2010년대로 구분하고 해당하는 기간의 매년 관련 기사 건수를 도출하여 흐름을 파악하였다. 연구결과에 따른 청원경찰의 언론보도 인식은 청원경찰의 채용, 관련 사건·사고에 대한 것으로 긍정적인 청원경찰의 채용에 대한 관심과 부정적인 청원경찰 관련 사건·사고에 대한 이미지가 공존한다는 것을 볼 수 있다. 하지만 결과적으로 청원경찰에 대한 필요성과 수요는 증가하고 있으며, 이를 통해 청원경찰을 국가의 안전을 책임지고 사회질서유지를 위한 한 축으로써의 윤리적 책임과 안전을 책임지는 역할에 대한 고민하고 청원경찰의 업무에 임해야 할 것이다.

동남권 경제구역 중소제조업 경제활성화 방안에 관한 연구 -항공부품산업을 중심으로- (A Study on the Economic Activation Plan of Small and Medium Manufacturing Industries in the Southeast Economic Zone in Korea -Focused on the Aviation Parts Industry-)

  • 동남권 경제구역은 중소·중견 제조업 중심이었으나 산업변화와 코로나19로 지역경제 침체의 원인이 되었다. 본 연구는 동남권 지역경제 활성화를 위해 항공특화산업과 연관 기업들의 애로사항 제시 및 지역 경제 활성화 방안을 제시 하였다. 첫째, 항공특화부품 기업들은 수동적인 산업의 구조적 문제를 개선하기 위해 다양한 지원이 필요하다. 둘째, 동 산업 분야는 국제적 표준에 부합하는 제품과 기술을 개발하고 체계적 프로젝트 수행을 위해 전문 인력을 양성하여 안정적인 인력 수급을 지원하도록 국제적 인증 교육을 수행하는 체계적 교육시스템이 필요하다. 셋째, 동 산업분야는 고도의 표준화 기준을 충족시킬 수 있는 기술 및 제품 개발을 위해 정부의 재정적, 행정적 지원이 필요하다. 이외에도 중소·중견기업들의 거래처 발굴과 확대, 원가절감을 위한 투자지원 등 기업이 안고 있는 한계와 애로사항을 체계적으로 개선하기 위한 지원이 필요하다.

  • In a seminal judgment of November 2002 (Case C-476/98) relating to the compatibility with Community laws of the 'nationality clause' in the 1996 amending protocol to the 1955 U.S.-German Air Services Agreement, the European Court of Justice(ECJ) decided that the provision constituted a measure of an intrinsically discriminatory nature and was thus contrary to the principle of national treatment established under Art. 52 of the EC Treaty. The Court, rejecting bluntly the German government' submissions relying on public policy grounds(Art. 56, EC Treaty), seemed content to declare and rule that the protocol provision requiring a contracting state party to ensure substantial ownership and effective control by its nationals of its designated airlines had violated the requirement of national treatment reserved for other Community Members under the salient Treaty provision. The German counterclaims against the Commission, although tantalizing not only from the perusal of the judgment but from the perspective of international air law, were nonetheless invariably correct and to the point. For such a clause has been justified to defend the 'fundamental interests of society from a serious threat' that may result from granting operating licenses or necessary technical authorizations to an airline company of a third country. Indeed, the nationality clause has been inserted in most of the liberal bilaterals to allow the parties to enforce their own national laws and regulations governing aviation safety and security. Such a clause is not targeted as a device for discriminating against the nationals of any third State. It simply acts as the minimum legal safeguards against aviation risk empowering a party to take legal control of the designated airlines. Unfortunately, the German call for the review of such a foremost objective and rationale underlying the nationality clause landed on the deaf ears of the Court which appeared quite happy not to take stock of the potential implications and consequences in its absence and of the legality under international law of the 'national treatment' requirement of Community laws. Again, while US law limits foreign shareholders to 24.9% of its airlines, the European Community limits non-EC ownership to 49%, precluding any ownership and effective control by foreign nationals of EC airlines, let alone any foreign takeover and merger. Given this, it appears inconsistent and unreasonable for the EC to demand, $vis-{\grave{a}}-vis$ a non-EC third State, national treatment for all of its Member States. The ECJ's decision was also wrongly premised on the precedence of Community laws over international law, and in particular, international air law. It simply is another form of asserting and enforcing de facto extraterritorial application of Community laws to a non-EC third country. Again, the ruling runs counter to an established rule of international law that a treaty does not, as a matter of principle, create either obligations or rights for a third State. Aside from the legal problems, the 'national treatment' may not be economically justified either, in light of the free-rider problem and resulting externalities or inefficiency. On the strength of international law and economics, therefore, airlines of Community Members other than the designated German and U.S. air carriers are neither eligible for traffic rights, nor entitled to operate between or 'free-ride' on the U.S. and German points. All in all and in all fairness, the European Court's ruling was nothing short of an outright condemnation of established rules and principles of international law and international air law. Nor is the national treatment requirement justified by the economic logic of deregulation or liberalization of aviation markets. Nor has the requirement much to do with fair competition and increased efficiency.

MPLS 트래픽 엔지니어링을 위한 간섭 예측 기반의 online 라우팅 알고리듬 (Interference-Prediction based Online Routing Aglorithm for MPLS Traffic Engineering)

  • 인터넷 규모의 확장과 트래픽의 증가로 인해 발생하는 망 혼잡 상황을 해결하기 위해 본 연구는 망 제어 기술의 일환책으로서 간섭 예측 정보를 이용한 online 라우팅 알고리듬을 제안한다. 차세대 통합망은 사용자 서비스별 요구 수준에 따라 종단간의 QoS를 보장해야 한다. 이를 위해 동적 대역폭 할당이 효율적으로 이루어져야 하며, 망 전체 성능을 고려한 경로 설정 알고리듬이 필요하다. 본 논문에서 제안한 알고리듬은 현재 라우팅 요청이 요구하는 대역폭의 양이 미래의 잠재적인 트래픽을 간섭하는 정도를 예측하여, 이를 최소화시키는 방안을 제시한다. 망 전체 성능을 최대화하고, 한정된 자원이 낭비되는 것을 방지하기 위해 제안 알고리듬은 요구 대역폭, link 상태정보, 그리고 ingress-egress pair 정보 등을 복합적으로 고려한다. 또한 간섭을 예측하는 것은 동적으로 변화하는 망 상황에서 보장된 대역폭을 제공하게 함으로써 사용자의 요구를 최대한 수용할 수 있게 한다. 본 논문에서는 Internet traffic engineering에 적합한 최적 경로 설정 알고리듬을 제안하기 위해 라우팅 알고리듬이 갖추어야 할 요구 조건과 최근 연구동향을 분석하였으며, QoS 라우팅의 대표적인 연구사례를 분석하였다. 그리고 이를 기반으로 기존의 알고리듬의 문제점을 파악하고 최적의 해결 방안을 제시한다. 개선된 사항은 시뮬레이션을 통해 기존 알고리듬과 비교 및 분석되었다.
