The Korean government has provided various policy devices to boost technology transfers between academia and industry since the establishment of the Technology Transfer Promotion Act in 2000. Along with the enactment of the law, the Korean government mandated the establishment of a technology transfer office at national and public universities and encouraged technology transfer activities. Despite the quantitative expansion of technology transfer offices (TTOs), operational inefficiency was brought up. As a supplementary policy, the Korean government implemented a line of projects to support the labor and business expenses of leading TTOs. This research questions whether the project greatly affected the technical efficiency of TTOs. We analyze publicly available university panel data from 2007 to 2015 using a one-step stochastic frontier analysis. The results suggest that the program was marginally effective at shifting the technical efficiency distribution to the right on average, but it failed to maximize its impact by diversifying the policy means based on targets. The marginal effects of the program on technical efficiency differ according to the research capability and size of each school. We also compare technical efficiency against the licensing income at the start and end of the program. Technical efficiency increased for the leading TTOs, and both measures show improvements for unsupported TTOs. Our empirical results imply that diversifying the program for universities with different characteristics may have improved the effectiveness of the policy.
This paper proposed a methods to ATC calculation using energy function. In this paper, ATC was calculated as PTDF, LODF, RPF and Energy Function method and calculation results of each methods was compared. Contingency ranking method decided the overloading branches by PI-index. As a result, a study proved the fast and accurate ATC calculation method considering contingency suggested in this paper.
In this paper, a novel dynamic available transfer capability (DATC) has been computed for real time applications using three different intelligent techniques viz. i) back propagation algorithm (BPA), ii) radial basis function (RBF), and iii) adaptive neuro fuzzy inference system (ANFIS) for the first time. The conventional method of DATC is tedious and time consuming. DATC is concerned with calculating the maximum increase in point to point transfer such that the transient response remains stable and viable. The ATC information is to be continuously updated in real time and made available to market participants through an internet based Open Access Same time Information System (OASIS). The independent system operator (ISO) evaluates the transaction in real time on the basis of DATC information. The dynamic contingency screening method [1] has been utilized and critical contingencies are selected for the computation of DATC using the energy function based potential energy boundary surface (PEBS) method. The PEBS based DATC has been utilized to generate patterns for the intelligent techniques. The three different intelligent methods are tested on New England 68-bus 16 machine and 39-bus 10 machine systems and results are compared with the conventional PEBS method.
Knowledge management has recently emerged as an appealing subject in management literature. Although its history is short, it can benefit greatly from the long history of other related disciplines in building its theories. Innovation, organizational learning, knowledge creation, organizational capability building, technology transfer and network, information technology, organizational behavior, and intellectual capital are the disciplines that have accumulated theories related to knowledge management. This paper first presents a conceptual framework that integrates three dimensions: the characteristics of knowledge (tacit and explicit), knowledge process (acquisition, creation, diffusion, storing, measurement, and application of knowledge), and the unit of analysis (individual, organization, sector, and nation). The conceptual framework produces a number of cells that need to be filled by new theories in order to understand knowledge management better. It then reviews existing theories available in the related disciplines that may be used as building blocks in constructing new theories for these cells. Finally, based on the theories available in other disciplines, the paper suggests a set of future research directions for knowledge management at the level of individual, organization, sector, and nation.
In this study, the IAEA Benchmark problems far HTR-10 and HTTR RCCS were assessed in order to assess the applicability of MARS code, a thermal-hydraulic safety analysis code developed for water reactors. The calculated results were compared with those or THERMIX, THANPACST2 code, and available experimental data. The calculated results showed generally good agreements with those obtained by the THERMIX code and THANPACST2 code. Deviations were analyzed to be originated from the simplification of complicated geometry and from the modeling capability of heat transfer characteristics in the HTGR components such as water cooler and air tooler. Especially, it was found that the radiation heat transfer in the reactor cavity played an important role in the after heat removal in the RCCS. Thus, it is concluded that MARS code can be successfully applied to the calculation of the RCCS cooling capability of the HTGR in this study.
In this paper, we propose a method to classify the skeletal maturity with a small amount of hand wrist X-ray image using deep learning-based meta-learning. General deep-learning techniques require large amounts of data, but in many cases, these data sets are not available for practical application. Lack of learning data is usually solved through transfer learning using pre-trained models with large data sets. However, transfer learning performance may be degraded due to over fitting for unknown new task with small data, which results in poor generalization capability. In addition, medical images require high cost resources such as a professional manpower and mcuh time to obtain labeled data. Therefore, in this paper, we use meta-learning that can classify using only a small amount of new data by pre-trained models trained with various learning tasks. First, we train the meta-model by using a separate data set composed of various learning tasks. The network learns to classify the bone maturity using the bone maturity data composed of the radiographs of the wrist. Then, we compare the results of the classification using the conventional learning algorithm with the results of the meta learning by the same number of learning data sets.

This paper proposes two fast calculation methods of ATC. These two methods evaluate ATC with thermal constraints(Thermal ATC) and ATC with voltage stability constraints(Voltage ATC) respectively. The ATC with thermal constraints was based on the linear incremental power flow to account for the line flow thermal loading effects when the n-1 security constraints were included. The ATC with voltage stability constraints used two-bus equivalents of the system to find the maximum load at a load bus before reaching the voltage stability problem. The methods were tested on the IEEE 30bus systems and the results obtained were compared with those found by some other methods.
Korea Electric Power Corporation (KEPCO) is in charge of the operation and the maintenance for transmission lines and substations in Korean power system which is under the deregulation power market. KEPCO has a main constrain of transmission line toward SEOUL area which is a capital of KOREA because SEOIJL is a huge load of Korean power system. The Korea Electric Power Research Institute (KEPRI)), a division of KEPCO was tasked to study the ATC enhancement of transmission line toward SEOUL using a new line or/and FACTS. This paper summarizes the results of those studies, enhancing the ATC and evaluating the economics.
This paper presents a scheme to solve the congestion problem using phase-shifting transformer(PST) in power systems. Available transfer capability(ATC) is an important indicator of the usable amount of transmission capacity accessible by several parties for commercial trading in power transaction activities. This paper deals with an application of optimization technique for ATC calculation. Sequential quadratic programming(SQP) is used to maximize power flow of tie line subject to security constraints such as voltage magnitude and real power flow. The proposed method is applied to 10 machines 39 buses model systems to show its effectiveness.

This paper presents the framework for analysis of small-signal stability. In this framework the equilibrium points of system DAE model are traced using continuation method and instability points are determined on the solution path. Especially Implicit shift QR-modified Arnoldi method is utilized to calculated the rightmost eigenvalues. Small-signal stability is becoming one of the major factors that affect the ATC in the environment of deregulation. Stability limited ATC is easily evaluated in this stability analysis process.
