In the situation that crime is diversified qualitatively and quantitatively, the mutual cooperation system between police and private security is very important to cope with the change of policing environment properly. The primary purpose of this study is to suggest the method to improve the policing service quality of police and advance sound security industry by analyzing the case of close mutual cooperation system between police and private security of USA, which can be called the best country in the field of private security. When considering the cases of USA synthetically, we can know that as the most basic characteristic, the discussion over actual cooperation method is performed on the basis of positive recognition over mutual existence of police or private security. It means that the mutual relationship is based on the basic recognition over partner relationship to meet citizen's desire for safety. While reviewing the cases of USA, Korea shall refer to the fact that social safety activities of advanced countries display effects because of many factors such as various mutual cooperation programs between police and private security, efforts of local government, high quality of private security, reliance of citizen and general understanding of police, private security and citizen to solve crime problem. As shown in the review of USA cases, when considering the fact that the mutual cooperation between police and private security is performed in the level of autonomous police, Korea shall perform autonomous police system to provide better policing service, which is close to citizen.

In recent, autonomous navigation techniques to avoid obstacles have been studied by using unmanned aircraft vehicles(UAVs) since the increment of UAV's interest and utilization. Particularly, autonomous navigation based UAVs are utilized in several areas such as military, police, media, and so on. However, there are still some problems to avoid obstacle when UVAs perform autonomous navigation. For instance, the UAV can not forward in the corner of corridors even though it utilizes the improved vanish point algorithm that makes an autonomous navigation system. Therefore, in this paper, we propose an obstacle avoidance technique based on immune algorithm for autonomous navigation of Quadrotor. The proposed algorithm is consisted of two steps such as 1) single color discrimination and 2) multiple color discrimination. According to the result of experiments, we can solve the previous problem of the improved vanish point algorithm and improve the performance of autonomous navigation of Quadrotor.

In 2021, the Korean National Police Agency is facing a critical time as it meets a period of drastic changes such as the introduction of autonomous police system, the reform of its criminal investigation system, and its great transformation to a truly responsible investigative agency in keeping with the inauguration of the National Office of Investigation. This study carries out PEST analysis, which is a macro environmental analysis technique, and examines the current situation of operating the libraries of metropolitan-city and provincial police agencies and affiliated institutions, in order to suggest the role and function of the Korean National Police Agency's libraries in the fourth industrial revolution era. Based on the findings, this study classifies the essential components of a library into facilities, books, and librarians, i.e. spatial composition, book composition, and human resources, in addition to library operational governance establishment and future-oriented library services; and proposes the future-oriented roles of the National Police Agency's libraries in the fourth industrial revolution era.

Foreign scholars pointed out that the root of the Korean economic crash was A Study on Corporate Social Responsibility and Moral Management due to the government's excessive regulations, the harmful effects of government finance, and the high-cost political structure. Despite the need to ease the rigidity of governmental finance and various regulations and operate the financial system through autonomous market mechanisms, it was argued that various bribes, express fees, and collusive lobbying funds were inevitably generated due to discretionary acts of bureaucrats with licenses and permits, complicated administrative procedures and systems, and regulatory changes in government policies. The pinnacle of rapidly changing and advancing maritime transportation technology is expected to be the Maritime Autonomous Surface Ship (MASS). The implementation of various services within the MASS is likely to be feasible through the ship-centric network known as the S2X communication system. However, existing communication systems face issues such as service traffic saturation and failure to meet demanded functionalities, necessitating the proactive introduction of additional communication technologies. In this study, the concept of S2X communication for the MASS was redefined, deriving required functionalities and ultimately selecting frequencies suitable for utilization. Candidate frequency groups suitable for the derived communication requirements were identified, and communication frequencies prioritized for the initial application were chosen through expert consensus. It is anticipated that through further research, including experimentation to validate these frequencies, they could be utilized in implementing services for autonomous ship navigation in the future.

The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.

The drone is an unmanned aerial vehicle which has no human pilot. Drones can be classified into military drones, commercial drones, and personal drones by usage. Also, drones can be classified from large-sized to nano-sized drone by size and autonomous, remote controlled drone by control type. Especially, military drones can be classified into low-altitude drones, medium-altitude, and high-altitude drones by altitude. Recently, the drone industry is one of the fast growing industries in the world. As drone technologies have become more advanced and cost-effective, Korean government has set its goal to become a top-level country in drone business. However, the government's strict regulation for drone operations is one of the biggest hurdles for the development of the related technologies in Korea and other countries. For example, critical problems for drone delivery can be classified into technical issues and institutional issues. Technical issues include durability, conditional awareness, grasp and release mechanisms, collision avoidance systems, drone operating system. Institutional issues include pilot and operator licensing, privacy rules, noise guidelines, security rules, education for drone police. This study analyzes the trends of the drone industry from the viewpoint of technology and regulation. Also, we define the business areas of drone utilization. Especially, the drone business types or models for public sector are proposed. Drone services or functions promoting public interests need to be aligned with the business reference model of Korean government. To define ten types of drone uses for public sector, we combine the business types of government with the future uses of drones that are proposed by futurists and business analysts. Future uses of drones can be divided into three sectors or services. First, drone services for public or military sectors include early warning systems, emergency services, news reporting, police drones, library drones, healthcare drones, travel drones. Second, drone services for commercial or industrial services include parcel delivery drones, gaming drones, sporting drones, farming and agriculture drones, ranching drones, robotic arm drones. Third, drone services for household sector include smart home drones.

Through this incident, it reminds me of the idea that personnel appointments are everything once again. Public officials should try to be good at ethics and conduct. If a public official fails to fulfill his or her role as a public official, how can the public trust him or her? You should know that the country does not exist under that official. Looking back on the constitutional history after liberation, it is undeniable that the collusion between politicians and businessmen shocked the people with many suspicions and distrust, and the various irregularities they caused disrupted healthy democracy and the national economic order. In this respect, this paper focuses on Korean political reform measures, but also examines ways to improve public officials' ethics. This paper focuses on that political reform should move in the direction of revitalizing the function of the National Assembly and allowing autonomous and independent parliamentary activities. Parliamentary activities should not be too dampened, and it should not end in a brief promotion in consideration of election votes. The ruling and opposition parties should seriously consider and implement this political reform plan. As one of the people, I hope that this privilege reform plan can be a touchstone for the advancement of political culture. This paper was studied as follows. First, the purpose and justification of political reform were identified. Second, it emphasized the need to improve public service ethics. Third, the problems and improvement measures of political reform were considered.

Emergency numbers, such as 112 and 119, are used in many countries to connect people in need with emergency services such as police, fire, and medical assistance. We describe development directions of intelligent response technology for emergency calls. The development of this technology refers to enhancing the efficiency and effectiveness of response systems by using advanced methods such as artificial intelligence, machine learning, and big data analytics. We focus on a system that assists the receptionist of an emergency call. In the future, the recognition rate and decision-making accuracy of intelligent response technologies should be improved considering characteristics of public safety and emergency domain data. Although the current technology remains at the level of assisting a receptionist, a fully autonomous response technology is expected to emerge in the future.

Recently, people in cities of developed countries are exposed to unfortified damages of crime and disaster due to urbanization, industrialization and information-oriented era caused by congestion of population in terms of hardware and various social pathology phenomena and frequent and large scale of disaster caused by crime and disorder, which occur in the course of going through nuclear family, a gap between rich and poor and aging society in terms of software. In this regard, demand for security upon individual life and property has been increased but the police that are responsible for the public security does not effectively reduce damage in life and property because their activities are mainly oriented in coping with security accidents more than prevention. Shortage of manpower and budget, retarded equipment, and heavy overwork are the reasons. In order to confront with this kind of situation, we should utilize CCTV system with the purpose of declining possible chances of crime, not for eliminating cause of crime as crime prevention activities to predict danger in advance as a way of prevention and we may expect a role of damage prevention by installing CCTV in places where security accident may possibly happen. In conclusion, there are invasion of privacy, misuse of the system, insufficiency of overall monitoring office management, lack of citizens' understanding and economical allotment of the system installation costs in installation of CCTV system. However. it is necessary to install the CCTV system for effective prevention of crime and prevention activities of security accidents and accurate PR of purposes of installing CCTV to local residents, establishing relevant laws about system misuse, allotment of equipment costs and fees by R&D of the system machinery, cost reduction method of storage, management and replacement, saving costs from co-operative attitude of government, and local autonomous entities and local residents should be involved.
