  • With the popularization of autonomous driving technology, safety has emerged as a more important criterion. However, there are no assessment protocol or methods for AES (Autonomous Emergency Steering). So, this study proposes AES assessment protocol and scenario corresponding to collision avoidance Car-to-Car scenario of Euro NCAP in order to prepare for obstacles that appear after the emergency steering of LV (Leading Vehicle) avoiding obstacles in front of. Autoware-based autonomous driving stack is developed to test and simulate scenario in CARLA. Using developed stack, it is confirmed that obstacle avoidance is successfully performed in CARLA, and the AES performance of VUT (Vehicle Under Test) is evaluated by applying the proposed assessment protocol and scenario.

세계 주요국의 자율주행차 정책 및 기업전략에 관한 통합적 연구 (Integrative research on industrial policy and corporate strategy of autonomous car)

  • This study conducted comparative study on autonomous car's industry policy and corporate strategy of US, China, Germany, Japan and Korea. By analyzing core technologies and industry paradigm shifts of autonomous car industry, I was able to figure out autonomous car has high potential to be dominant transportation in the future and it is important to construct core competency in technology area. The meaningful findings by analyzing various primary and secondary data are as followings: First, in case of US, Google was leading autonomous car industry by developing its own OS and Platform. US government has been actively supporting and interacting with private firms and Universities for stimulating industry/technology convergence and establishing standard. Second, in case of Germany, autonomous car development was leading by several auto makers such as Mercedes, BMW in Hardware and manufacturing area, and German government was focusing on deregulations for private company. Third, in case of Japan which quite similar with German situation, they were both independently developing technology and expanding alliances with MNCs. And Japanese government was supporting triple helix system construction between local companies and universities. Fourth, in case of China, autonomous car industry was leading by IT companies, and various cooperations between IT companies and automakers were established. Chinese government was regulating foreign companies and supporting domestic companies both in market and technologies Last, in Korean case, the active and extensive alliances were lacking in Korean companies while strategic and strong government supports were missing in public sector. For competing with other countries and players, more active collaboration between different countries and strong policy supports are needed in Korean auto industry.

Research on improvement of law for invigorating autonomous vehicle

  • The Korean government announced its goal of commercializing autonomous vehicle by year 2020. With such changes, it is expecting to decrease car accident mortality by half. To commercialize autonomous car, not only worries on safety of autonomous vehicle has to be solved but at the same time, institutional system has to be clear to distinguish legal responsibilities in case of accident. This paper will present the legal improvement direction of the introduction of autonomous vehicles as follows. First, it is necessary to re-establish concept of 'driver' institutionally. Second, it is appropriate to focus on Level 3 autonomous vehicle which is about to be commercialized in year 2020 and organize legal responsibility. Third, we should have a clear understanding on how level 3 autonomous vehicle will be commercialized in the future. Fourth, it is necessary to revise The Traffic Law, Act on Special Cases concerning the Settlement of Traffic Accident, and Automobile Accident Compensation Security Law in line with level 3 autonomous vehicle. Fifth, it is necessary to review present car insurance system. Sixth, present Product Liability Law is limited to movable products (Article 2), however, it is necessary to include intangible product which is software. Seventh, we should review on making special law related to autonomous car including civil, criminal, administrative, and insurance perspectives.

  • 자율주행자동차는 기술적 측면에서 많은 발전이 이루어져왔으나 자율주행자동차의 상용화가 가능하도록 다양한 법적 문제를 해결하는 작업은 매우 더디게 진행되고 있다. 본 논문에서는 자율주행자동차에서 대표적인 법적 이슈인 도로 주행 근거를 분석하고 현행 법/규정상의 문제점을 파악하며 이에 대한 개선 방안을 제시한다. 자율주행자동차에서 기술 개발과 법/규정 정비는 상호 협력적으로 이루어져야 하며, 이러한 법적 이슈를 이해하는 것은 자율주행자동차를 개발하는 기술자에게도 큰 도움이 될 것으로 여겨진다.

  • 최근 기술의 발전과 더불어 자율주행 자동차가 상용화가 되어 가고 있다. 하지만 자율주행 자동차에 대한 사고가 발생하고 있어 자율주행 자동차의 안전성 문제가 화두가 되고 있다. 또한, 현재 명확한 법률과 보안윤리에 대한 구체적인 가이드라인이 정해져 있지 않는 문제점이 있다. 이러한 가이드라인이 정해지려면 많은 정보와 경험이 필요하다. 본 연구는 과거에서 현재까지 사고 사례를 바탕으로 기본적으로 시나리오 기반의 모델을 정한다. 본 연구는 미래 자율주행 자동사 사고 시 보안윤리에 대한 사고 시나리오 사례를 통한 보안 고려 요소에 대한 모델을 제안 한다.

제조물 책임 면책 수단으로서의 ISO 26262와 ISO/PAS 21448 (ISO 26262 and ISO/PAS 21448 as Exemption Clauses of Product Liability)

  • 제조물 책임은 자동차 산업에서 매우 중요한 규제 요소로 작용하고 있으며, 이에 대한 면책 수단으로 제정된 것이 ISO 26262 국제 표준이다. 자율주행자동차에서는 제조물 책임의 중요성이 더욱 높아지기 때문에 추가로 ISO/PAS 21448이 제정되었으나, 이 역시 주로 센싱 단계에만 적용이 가능하기 때문에 제조물 책임을 어느 정도 면책시킬 수 있으나 완전한 면책은 어렵다. 이에 따라 자율주행자동차의 상용화를 위해서는 완전한 면책수단으로서 새로운 국제 표준이 개발될 때까지 한시적으로 법체계의 개선이 반드시 필요하다.

자율주행차 충돌시나리오 파라미터 분석과 차대차 충돌해석 DB 구성 (A Parametric Study of Crash Scenario of Autonomous Vehicle and Database Construction)

  • Research on the safety of autonomous vehicle is being conducted in various countries, including the European Union, and computer simulation techniques so called 'Virtual Tool Chain' are mainly used. As part of the crash safety study of autonomous vehicle, 25 car to car collision scenarios were provided as a result of a real accident-based accident reproduction analysis study conducted by a domestic research institution, and a vehicle crash analysis was performed using the FE car to car model of the Honda Accord. In order to analyze the results of the car to car simulation and to construct a database, major crash parameters were selected as impact speed, angle, location, and overlap, and a method of defining them in an indexed form was presented. In order to compare the crash severity of each scenario, a value obtained by integrating the resultant acceleration measured by the ACU of the vehicle was applied. The equivalent collision test mode was derived by comparing the crash severity of the regulation test mode, 30 deg rigid barrier mode, in the same way.

해킹으로 인한 자율주행자동차 사고 관련 책임 법제에 관한 연구 -민사상, 형사상, 행정책임 중심으로- (Civil liability and criminal liability of accidents caused by autonomous vehicle hacking)

  • 최근 4차 산업혁명이 화두로 등장하면서 자율주행자동차의 중요성과 관심이 높아지고 있다. 전 세계적으로 시험 운행이 늘어나면서 자율주행자동차와 관련된 사고도 발생하고 있으며, 이에 대한 사이버 해킹 위협 가능성도 높아지고 있다. 미국, 영국, 독일을 포함한 여러 국가들은 이러한 추세를 반영하여 자율주행자동차의 사이버 해킹에 대응하기 위한 가이드라인을 만들거나 기존의 법률을 개정하고 있다. 국내의 경우 자율주행자동차의 제한적인 임시운행이 이루어지고 있으나, 자율주행자동차 해킹으로 인한 사고 발생 시 적용할 법제가 미흡한 상태이다. 본고에서는 기존의 관련 법률 체계를 분석하고 이를 바탕으로 자율주행자동차 사이버 해킹으로 인한 민사, 형사, 행정 책임 문제를 살펴보면서, 자율주행자동차 특성에 맞는 사고 책임 관련 법률체계를 제안하고 각 법제의 구성요소에 대해서 분석하여 이슈사항을 도출하며, 추가적으로 간략한 개선방안도 제시한다.

고정벽을 활용한 차대차 경사충돌 재현 (Utilization of Rigid Barrier to Simulate Car to Car Crash of Two Identical Vehicles)

  • Commercial use of autonomous vehicles is to come soon. So far most of responsibility of the accident is on the human driver with conventional vehicles whereas that will be on the car OEM and transportation related organizations with autonomous vehicles, which asks car OEM's and government to do vast study of car crash in various conditions. Test protocols need amendment and to be newly enacted to reflect new findings from the study aforementioned. Rigid stationary barrier and moving or stationary deformable barrier as well as car to car test which is same as actual accident can be utilized to simulate the crash happening on the road. Among those 3 test methods, rigid stationary barrier is most economic and has good repeatability. Limitation as well as advantage of the rigid stationary barrier is studied through comparison between car to car crash and oblique rigid barrier crash.
