A Study on the Standard for Automatic Exchange of Financial Account Information (정기 금융정보교환을 위한 조세조약 이행규정 고찰)

  • Countries around the world have been engaging in automatic exchange of information to tackle tax evasion. The same goal became the basis of the enactment of the Foreign Account Tax Compliance Act (FATCA) by the United States Congress. In order to establish a common approach to counter tax evasion among different countries, the Organization of Economic Cooperation and Development (OECD) released the Standard for Automatic Exchange of Financial Account Information in Tax Matters which consists of the Competent Authority Agreement (CAA) and the Common Reporting Standard (CRS). Specifically, the automatic exchange of information is the exchange of financial account information between Tax Authorities in relevant countries. The law requires this information to be collected by financial institutions around the world for reporting to Tax Authorities. Automatic exchange of Information is made up of two information sharing frameworks: The Foreign Account Tax Compliance Act (FATCA) and The Common Reporting Standard (CRS). Under the automatic exchange of information, all financial institutions must identify accounts held by customers who are foreign tax residents or entities connected to foreign tax residents. Financial institutions must report these to the relevant Tax Authority who will then automatically exchange the account information with the relevant foreign Tax Authorities. Korean government has enacted domestic laws to require financial institutions to collect and report this information and has entered into international agreements to exchange the information with other governments. This paper analyzed the FATCA and CRS rules overall and proposed solutions for the legal and practical issues. This paper contributes to the existing literature on the automatic exchange of information by considering two information sharing frameworks.

In particular, Must be made the regional & concentrational of the position reporting information. The division of region is considered to the circumstance of radio wave, fishing area, quantity of fishery ship and communication traffic etc., which is capable to the DB of VMS by be concentrated in oeadquarters, which is acquisition the position reporting information of respective region. In this study have designed for building of fishery information network and automatic transmission of the position reporting information from a fishery ship.

  • AIS(Automatic Identification System) is a radionavigation equipment for exchanging safety related information between ships as well as ship and shore station, introduced by SOLAS convention and widely used especially in vessel traffic service. The dynamic data of AIS is transmitted at intervals of 2 second to 3 minutes depending on ship's navigational status and speed. However, so often times it happens that some AIS data can not be received due to increasing AIS traffic and it's time slot confliction. In this paper, a revised reporting intervals of AIS dynamic data is proposed in order to decrease AIS data link load.

  • The Wolmi Eunha-Rail in Incheon is connecting Wolmido and Incheon Station with an elevated monorail road supported by piers. This railroad system is characterized by driverless automatic operation and moving-block based control. The main technology applied to this signal-controlled system is CBTC (Communications-Based Train Control) which based on wireless communications. The CBTC system is simple in that composition so that can minimize field facilities and lowers costs of construction and maintenance. This CBTC system is emerging as a major signal-controlled system in the future metro market.

  • In this paper, the feasibility of ORBCOMM satellite-based automatic identification system (SAT-AIS) is evaluated in the context of ship AIS slot collision probability depending on reporting rate, We evaluate detection probability evaluation of ORBCOMM satellite-based AIS considering link budget, SOTDMA protocol and satellite's swath width. The simulation determines the total number of vessels served by ORBCOMM satellite according to satellite's swath width, AIS slot allocation and reporting rate. By simulation results, the ORBCOMM satellite-based AIS slot collision is increased directly proportional to the total number of vessels and the more detection probability evaluation of ORBCOMM satellite-based AIS degrader, the more sip AIS reporting rate shorter.

  • The digital forensics are new kinds of security that investigate and verificate fact relation about activities based on digital data. In this paper, we implemented digital forensic tool that can be used in collecting, analyzing, and reporting evidences. This tool support intuitional GUI that everybody can analyze easily. And a simple operation can collect and analyze active data. Also, we can decrease much time and endeavor by using this forensic tool that support reliable data.

  • This paper introduces the development of automatic system for estimation of digital relay performance. We have developed an automatic estimation system "HRV2004(Himap Relay function Verifier 2004)" for digital relay in 2004 and it has been verified in the field for one years. This paper describes the development details and field experience of HRV2004. HRV2004 can perform a series of jobs required for the relay testing in one environment and could handle most of all models of protective relay currently produced by Hyundai Heavy Industries. The functionality of this program consists of GUI of relay setting for beginner, fault record analysis and relay performance estimation. The core of this system is an automatic reporting of estimation test. If user is only click a button for relay estimation and one will received testing report to deliver customer. Additional benefit is fast response than the manual estimation. For example, the manual estimation takes spending 6 hours but this system is about 15 minutes.

  • AIS-ASM is a one of the study to provide a variety of maritime safety information as well as ship's position and navigational information that is their own function since 2004. This study aims to reduce the marine officer's workload through automating marine officer's mandatory reporting items using the one of the next maritime digital communication technology (ASM2.0). For this purpose, we designed and experimented of the ASM2.0 protocol through analyzing a domestic regulation about passenger flight and AIS-ASM message.

An Analysis of Future Ship Operation System under the e-navigation Environment

  • It is clearly understood that e-navigation is beneficial to prevent collision and grounding of ships. The purpose of this study is to define and present a future ship operation system under the e-navigation environment in order to provide clear direction for the design of Korean e-navigation system. The future ship operation system consists of shipboard navigational system, shore supporting system and maritime communication system. To achieve the objectives of this study, the ship operation system was discussed separately into SOLAS ships and non-SOLAS ships in this study. In SOLAS ships, mariners become a system manager, choosing system presets, interpreting system output, and monitoring vessel response. In small ships and fishing vessels, mariners may enjoy their navigation by using the automatic tracking of ship's position on the portable electronic chart display. The improved bridge design, integrated and harmonized navigational system and single window reporting will reduce significantly the administrative and physical workload of mariners. Mariners can concentrate their attention more on navigational duty under the e-navigation environment. To build an effective Korean e-navigation system, the essential navigational functions and e-navigation services for small ships and fishing vessels must be identified and developed taking into account user needs.
