Legal Deposit in the Sultanate of Oman: The Law of Printing and Publishing and its Role in Building Oman's Culture of Democracy

  • Omani citizens participate in building the culture of democracy through the implementation of the legal deposit or the Law of Printing and Publishing. Legal deposit is the law that requires individuals and agencies who are responsible for printing and applying the law in Oman, whether they are publishers, printing houses or authors, to submit certain copies of their work or publications to a repository, usually a library. The present study aims to explore the reality of the Omani Law of Printing and Publishing and discover how the law defines the term "publications". In addition to the role of this law in building the Omani culture of democracy, the study uses an interpretive research paradigm of applied unstructured interviews and content analysis. Twenty-four printing houses were interviewed. The findings determined that definition of the term "publications", according to the law, is very general and covers different items, and the Law of Printing and Publishing plays an essential role in the building of Oman's culture of democracy. The study also found that all of the printing houses interviewed participated in creating the Omani culture by depositing the requested copies of their publications, although four of them had negative beliefs about the law of "Printing and Publishing". In addition, the study found (19=79.1%) of the sample interpreted the term "culture of democracy" in a positive way.

Dynamic Characteristics Analysis Considering the Effect of the Vortexes of Flux in a LIM for Railway Propulsion System (맴돌이 자속의 영향을 고려한 철도추진용 선형유도전동기의 동특성 연구)

  • In the case of a Linear Induction Motor (LIM), numerical analysis method like Finite Element Method (FEM) has been mainly used to analyze the travelling magnetic field problem which includes the velocity-induced electromotive force. If the problem including the velocity-induced electromotive force is analyzed by FEM using the Galerkin method, the solution can be oscillated according to the Peclet Number, which is determined by conductivity, permeability, moving velocity and size of mesh. Consequently, the accuracy of the solution can be low and the vortexes of flux can be occurred at the secondary back-iron. These vortexes of the flux occurred at the secondary back-iron does not exist physically, but it can be occurred in the analysis. In this case, the vortexes of the flux can be generally removed by using Up-Wind method which is impossible to apply a conventional S/W tool (Maxwell 2D). Therefore, in this paper, authors examined the vortexes of the flux occurred at the secondary back-iron of the LIM according to variations of the Peclet Number, and analyzed whether these vortexes of the flux affect on the dynamic force characteristics of the LIM or not.

Mathematical Models that Underlie Computer Simulation of the Trawl Doors for Mid-Water Trawls

  • This paper presents the coordinate systems used for trawl doors modeling, and provides matrix equations of connection between these systems. The projections of the forces acting on the door into axes of various coordinate systems were obtained, which were used in the door equilibrium equations. Six equilibrium conditions for the door as a solid were obtained: formulas that allow for the door area in plan to be determined; its weight in water; its mass; three moment equations for determining the position of the warp and backstrops fastening points to the door with triangular and quadrangular backstrop arrangements. It was found that the moment equilibrium equations of trawl doors are generally incompatible, which was not found by any of the authors who have previously conducted research into trawl doors. Using the Kronecker-Capelli theorem, the compatibility equation is obtained. This equation includes the coordinates of the backstrop fastening points to the door, which means that these points cannot be randomly selected. The technique of determining the warp and backstrops' fastening points position to the door is described. Conditions of directional (by angle of attack) and roll (in angle of roll) stability of the doors' equilibrium are presented. The equations presented in this paper comprise a mathematical model that allows, when designing the doors, to select optimal parameters, as well as to carry out adjustments for trawling purposes to ensure the stable movement of the doors and the entire trawl system.

A clinical case study of Acupuncture treatment for burned hand (수부(手部)의 표재성 2도(度) 화상(火傷)의 침치료(針治療) 1례에 관한 임상적(臨床的) 고찰(考察))

  • In general, the function limitation of the burned hand is determined by the thermal injury; however, infection, pressure necrosis, inactivity, poor positioning, subsequent scarring and contractures are intimately related to functional disability. The goal of treatment of the burned hand is the prevention of deformities and maintainance of function. Objective : This study of the Acupuncture therapeutic effect on the burned hand will suggest another treatment plan for the more effective therapy. Methods : To heal the burned hand, we used Acupuncture therapy as Banja-technic(半刺法) Moja-technic(毛刺法). Results & Conclusions : Authors reviewed 1 patient who had received only Acupuncture treatment for the burned hand. The burned hand of the patient was healed in about 11 days by only Acupuncture treatment.

Author Gender in American Documentation, 1950-1969 (American Documentation (1950-1969)에서 저자 성별 분석 연구)

  • The field of information science has been documented in several ways during its existence and in some ways has mirrored that of other scientific disciplines during the same period. This article examines variables related to author gender of information science articles in American Documentation (AD) during its entire run, 1950 through 1969. Published by the American Documentation Institute, AD was a primary information science journal of its time, changing its name in 1970 to the Journal of the American Society for Information Science (JASIS), corresponding with the change of the parent organization's name to the American Society for Information Science (1968). AD was preceded by an earlier "information science" publication, the Journal of Documentary Reproduction (JDR), 1938-1942, issued by the American Library Association. Studies indicate that females contributed about 8% for the entire run of articles in JDR (1938-1942) and about 22% for the first twenty-seven years of JASIS (1970-1996). The present study explores the nature of female contributions to AD for the middle period (1950-1969). It has been determined that for the entire run of the journal under the name AD, female authors comprised about 17% of the contributors, which places their publishing percentage for this period between the earlier and later periods, thus expectedly filling the gap.

THE EFFECT OF STERILIZATION OF GAMMA IRRADIATION ON ALLOGENEIC TISSUE MATERIALS (동종조직에서의 방사선 멸균효과에 대한 연구)

  • Allograft donations are commonly found to be contaminated. The most of tissue banks has promoted the use of ionizing radiation for the sterilization of biological tissues. The potential for transmission of human infectious diseases and contamination of microorganism has created serious concern for the continued clinical use of hard and soft-tissue allografts. Tissue banks have employed 15-25kGy for sterilization of hard and tendon allografts, which, according to the national standards, approaches the level at which the tissue quality is adversely affected for transplantation. The donations of allogeneic tissues to the Korea Tissue Bank over a 2-year period were reviewed, and the incidence and bacteriology of contamination were detailed. Clinical outcomes were determined for donors who had positive cultures at the time of retrieval and during the processing and they were compared with those of post sterilization. After exposure of the frozen block bone to 25kGy and the processed tissues to 15kGy of gamma irradiation, the authors were able to demonstrate complete inactivation of the bacteria. The aim of this study was to obtain the effects of gamma irradiation and the irradiation dose according to the type of tissue, through conventional microbiologic test without on influence of biocompatibility in allografts. The contamination rate after the final irradiation sterilization is 0% in the processed allografts. This may be due to the fact that the gamma radiation and processing steps are effective to control contamination.

Posttraumatic Stress Symptoms, Anxiety, and Depression after Stroke (뇌졸중 환자가 경험하는 외상 후 스트레스 증후, 불안 및 우울)

  • Purpose: The purpose of this study was to evaluate for the presence of posttraumatic stress disorder (PTSD)-related symptoms, anxiety, and depression after stroke. Eighty-four patients were enrolled between 2 and 12 months after their first ischemic or hemorrhagic stroke. Methods: PTSD symptoms were evaluated using the Impact of Event Scale (IES). The IES is a 15-item scale measuring intrusion and avoidance symptoms. The authors assessed mood alterations using the Hospital Anxiety and Depression Scale (HAD). The HAD is a brief, 14-item, self-reported questionnaire used to detect symptoms of anxiety (HADA) and depression (HADD). The survey data were analyzed using the SPSS 10.0 program. Frequency, mean, standard deviation, percentage t-test, and Pearson correlation coefficient were determined. Results: Twenty nine of the 84 (34.5%) patients scored higher than the cutoff for PTSD on the IES (IES>26). With use of the HAD scale, 44% of the patients reached the cutoff for anxiety ($HADA\;{\geq}8$). On the HSD scale, 44.1% of the patients reached the cutoff for depression ($HADD\;{\geq}8$). PTSD symptoms and anxiety were more frequent in women under age 39, without spouses, who had operations. Depression was more frequent in patients without spouses. There was a statistically significant correlation among posttraumatic stress symptoms, anxiety, and depression. Conclusion: There was statistically significant correlation among PTSD symptoms, anxiety, and depression in stroke patients. Therefore, it is necessary to develop nursing intervention for stroke patients with these clinical manifestations.

Central American Region Maritime Organization and their Role in the occurrence of maritime casualties

  • Since many years ago and in spite of the existence of national regulations and international conventions ratified by the countries that are conformed the Central American Region (CAR), the seagoing maritime sector of this Region, has developed its activity without any type of safety measures. Therefore, a large number of people are known to die, disappear and suffer from serious injuries each year. These maritime casualties devastate the families affected by these events, and severely impact the local social and economic well-being. While all these accidents occurred in this Region, non government or any other official records are available recording these casualties Due to the lack of any historical written reports about maritime casualties occurred in this Region, the compilation of this type of accidents information and data was carried out directly by the researchers in the field. Also, all the information about the CAR Maritime Organization Components was too compiled by the authors from the respective National Maritimes Authorities. From the compiled information was elaborated the CAR maritime casualties data base and from the analysis of the above data base were determined the main causes of the maritime accidents occurred in the CAR. The lack of safety measures onboard and the ignorance of the presence and influence of atmospheric phenomena were among main factors that had been caused the maritime casualties in this Region. By other hand, from the analysis of the CAR maritime organization components, the existence of one level of organization very similar among them was determinate. The objective of this research was to analyze the role of the CAR maritime organization in the prevention of the occurrence of maritime casualties. The results of this study provides general understanding of the causes of this type of accidents in the CAR and basis for support in improving safety navigation system and measures so that the number of fatalities and maritime accidents may be reduced in the future.

  • In this paper, computer simulations of the physical Phenomena occurring in the arc region before and after current zero were carried out to evaluate the thermal recovery characteristics of a Laval nozzle. A commercial CFD program "PHOENICS" is used for the simulation and the user-coded subroutines to consider the arcing phenomena were added to this program by the authors. The computed results were verified by the comparison with the test results presented by the research group of GE Co.(General Electric Company). In order to investigate the state of the arc region after current zero, the simulation was carried out with three steps. They are steady state arc simulation, transient arc simulation before current zero, and transient hot-gas flow simulation after current zero. The semi-experimental arc radiation model is adapted to consider the radiation energy transport and Prandtl's mixing length model is employed as the turbulence model. The electric field and the magnetic field were calculated with the same grid structure used for the simulation of the flow field. The post-arc current was calculated to evaluate the thermal recovery characteristics after current zero. Compared with the results obtained by GE Co., it has been found that the critical RRRV(ratio of rise of recovery voltage) will be determined previously by this study.his study.

The Study on the Electron ionization and Attachment Coefficients in $SF_6$+Ar Mixtures Gas ($SF_6$+Ar 혼합기체의 전리 및 부착계수에 관한 연구)

  • In this paper, we describe the results of a combined experimental theoretical study designed to understand and predict the dielectric properties of SF$_{6}$ and SF$_{6}$+Ar mixtures. The electron transport, ionization, and attachment coefficients for pure SF$_{6}$ and gas mixtures containing SF$_{6}$ has been analysed over the E/N range 30~300[Td] by a two term Boltzmann equation and by a Monte Carlo Simulation using a set of electron cross sections determined by other authors, experimentally the electron swarm parameters for 0.2[%] and 0.5[%] SF$_{6}$+Ar mixtures were measured by time- of- flight method, The results show that the deduced electron drift velocities, the electron ionization or attachment coefficients, longitudinal and transverse diffusion coefficients and mean energy agree reasonably well with the experimental and theoretical for a rang of E/N values. Electron energy distribution functions computed from numerical solutions of the electron transport and reaction coefficients as functions of E/N. We have calculated $\alpha$,η and $\alpha$-η the ionization, attachment coefficients, effective ionization coefficients, and (E/N), the limiting breakdown electric-field to gas density ratio, in SF$_{6}$ and SF$_{6}$+Ar mixtures by numerically solving the Boltzmann equation for the electron energy distribution.
