Convention on Biological Diversity has authorized national sovereignty over biological resources so that legislative framework should be established. In biological resources management, the access to biological resources and the benefit sharing arising out of their utilization are two most important steps. Bonn guidelines adopted by the 6th COP of the Convention on Biological Diversity contain MAT (Mutually Agreed Terms) and PIC (Prior Informed Consent) indispensable to implement the access and benefit-sharing process. MAT is contractual agreement between provider countries and use entities while PIC is a specific measure associated with consent prior to access to biological resources. Moreover, the guidelines include the responsibilities of national focal point and competent national authority, incentives and so on. Our laws related to access to biological resources have no items on benefit-sharing and intellectual property rights. The role of the competent national authority is very important to coordinate the organization controlling information availability, opening to the public, and intellectual property rights with other stakeholders. But, the national regulations must not interfere with academic studies on biological diversity and disobey the two objectives of the Convention on Biological Diversity, the conservation of biological diversity and its sustainable use.

This study aims to propose guideline for uniform title of legal works. To achieve this objective, this study (1) reviewed the uniform title and authority access points of legal works targeting RDA, NCR, KCR2 and KCR5, (2) analyzed the actual application methods by investigating the guideline and bibliographic data for uniform title for legal works targeting LC, DNB, and university libraries, (3) examined the scope of application of uniform title in the bibliographic data of the National Library of Korea and suggested points to consider when developing guidelines for uniform title. Based on this, (4) a draft guideline for creating uniform title for legal works was formulated. The draft was revised after review by a librarian and consultation with experts, and then the final draft was proposed. The data were obtained through literature reviews and case studies, and additional data were obtained through e-mail interviews and expert advice.

This study is to suggest the considerations in constructing BIBFRAME by analyzing change feature of BIBFRAME 2.0 under recognizing the needs of the detailed methods for BIBFRAME construction in Korea through literature review as research methods. First, it is to add or to describe expression level as the core entity in BIBFRAME 2.0. Second, it is to extend classes and properties as BIBFRAME vocabulary to reflect the RDA elements by testing the various materials. Third, preferred title and preferred name is to be described in BIBFRAME and Korean Cataloging Rules related to authorized access point is to be regulated. This study could contribute to develop BIBFRAME development and revision under revising BIBFRAME vocabularies ongoing.

The Government presented improvement plans such as "Traffic Accident Frequent Point" and "Hazardous Roads" to reduce traffic accidents on the increase after 1980s. In case of the hazardous roads, they are expressed by grades which are marked by geometric elements such as width, radius, grade. sight distance. and other environmental factors. As each business for improving roads goes by only focusing on improvement of geometric elements, excessive expense can be invested too much nowadays causing economical waste. Therefore, as improvement plans approached by economic access are needed, this paper shows the cost-effective improvement of the business to keep safety related to traffic accident and economical waste. The hazardous roads which authorized by Gwang-ju National Road Preservation Office of Construction and Transportation Ministry in 1995 for business for improvement of roads, were investigated before 1999. First of all, estimating traffic accident models are presented by using existed data statistically. The models help to maximize traffic accident decrease through control of the presented factor. Secondly, optimum construction cost of improvement is presented to prevent overcapitalization. However, this paper is limited because it was difficult to sort the data with various areas and to approach various ways.
