The Role of a Local Authority of Multi-Family Housing Management upon the Revision of Housing Act (주택법개정에 따른 공동주택관리영역에서의 지방자치단체의 역할)

  • The Ministry of Construction & Transportation revised the full text of 'The Act for Promoting Housing Construction' that concentrated to the quantitative supply of houses into 'Housing Act' in order to improve the quantity as well as quality of housing construction and management, such as housing welfare, management or improvement of previous houses, in October 2002. Accordingly, local authority need to play more critical roles in the area of multi-family housing management and remodeling. The desirable roles of local authority called for the need are like followings: 1. Local authority should provide professional knowledge for education, direction and consultation of multi-family housing management rather keeping the previous role to control, manage and regulate it. 2. The multi-family housing management should be changed from administration and punishment to incentive-centered institutions. 3. It is necessary to consider neglected people, such as occupants of rental apartment or of a small-sized multi-family housing, who have been excepted from the subject of obligatory management under the current law. 4. For harmonious and professional housing management, local authority need to support the establishment or special companies for housing management and to strengthen the audit on trust management companies. 5. It calls for the studies on management guideline of multi-family housing, standardization of management specifics, reasonable standard for special mending appropriation amount, etc. 6. They should lead the composition of a community by residents harmoniously and support the encouragement of community consciousness to live together.

Analysis of Authority Control System in Collecting Repository -from the case of Archival Management System in Korea Democracy Foundation- (수집형 기록관의 전거제어시스템 분석 - 민주화운동기념사업회 사료관리시스템의 사례를 중심으로 -)

  • In general, personally collected archives, manuscripts, are physically badly conditioned and also contextual of the archives and information on the history of production is mostly collected partly in the manuscripts. Therefore they need to control the name of the producers on the archives collected in various ways effectively and accumulate provenance information which is the key element when understanding the production background in the collecting repository. Here, the authority control and provenance information management must be organized from the beginning of acquisition and this means to collect necessary information considering control process of acquisition as well. This thesis is for verifying the necessity of the authority control in collecting repository and accumulation of the provenance information and for suggesting the things to be considered as collecting Archival authority system. For all these, this thesis shows that it has checked out the necessity of the authority control in archival management and archival authority control and researched the standard of archival authority control, work process and accumulation process. Archival provenance information management and authority control in the archival authority control system are organized through the whole steps of the archival management starting from the lead file to the name of the producers at archival registration and archival description at acquisition. And a lot of information is registered and described at the proper point of time and finally all the information including authority control which controls the Heading in the authority management must be organized to use them as an intellectual management of archives and Finding Aids. The features of the Archival authority system are as follows; first of all, Authority file type which is necessary at the archival authority control of democracy movement is made up of the name of the group, person, affair and terminology(subject name). Second of all, basic record structures and description elements in authority collection of Korea Democracy Foundation Archives apply in the paragraph 1 of ISAAR(CPF) adding some necessary elements and details of description rule such as spacing words and using the periods apply in the paragraph 4 of KCR coping with the features of the archival management system. And also the way of input on the authority record is based on EAC(Encoded Archival Context). Third of all, it made users approach to the sources which they want more easily by connecting the authority terms systemically making it possible to connect the relative terms with up and down words, before and after words variously and concretely expanding the term relations rather than earlier traditional authority system which is usually expressed only with relative words (see also). So the authority control of archival management system can effectively collect and manage the function of various and multiple groups and information on main activities as well as its own function which is controlling the Heading and express the multiple and intermediary relationship between archives and producers or between producers and it also provides them with expanded Record information service which satisfies user's various requests through Indexing service. Finally applying in this international standard ISAAR(CPF) through the instance of the authority management like this, it can be referred to making Archival authority system in Collecting repository hereafter by reorganizing the description elements into appropriate formations and setting up the authority file type which is to be managed properly for every service.

Strategies for the Efficient Management of the Port Authority System in Korea: Focused on Incheon Port Authority (항만공사제도의 효율적 운영방안 - 인천항만공사를 중심으로 -)

  • In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

  • The current legislation of the Port Authority which empowers the central government to control finance, personnel management, business of the Port Authority should be amended to allow the Port Authority to exercise its authority over port management and operation by gaining authority from the central government. In addition, to enhance Busan port's competitiveness and for a successive activation of the Susan Port Authority, it is necessary for the BPA to develop its new business and for the Busan Metropolitan City to establish both the department of Port Logistics and relevant regulations. The central government should also support and cooperate with the BPA rather than controlling the Authority.

Planning and decommissioning of a disused Theratron- 780 teletherapy machine and the dose assessment methodology for normal and radiological emergency conditions

  • The present work represents a technical guideline for decommissioning a disused teletherapy machine model Theratron-780 and contains category one 60Co radioactive source. The first section predicts the dose rate from the source in case of normal and radiological emergency situations via FLUKA-MC simulation code. Moreover, the dose assessment for the occupational during the whole process is calculated and compared to the measured values. A suggested cordoned area for safety and security in a radiological emergency is simulated. The second section lists the whole process's technical procedures, including (preview, dismantle, securing, transport and storage) of the disused teletherapy machine. Results show that the maximum obtained accumulated dose for occupational were found to be 24.5 ± 4.9 μSv in the dismantle and securing process in addition to 3.5 ± 1.8 μSv during loading on the transport vehicle and unloading at the storage facility. It was found that the measured accumulated dose for workers is in good agreement with the estimated one by uncertainty not exceeding 5% in normal operating conditions.

The Comparison and Analysis of Interoperability between Archival Authority and Library Authority (기록관과 도서관 전거체계 비교 및 상호운용성 분석)

  • This study suggested the interoperability of authority scheme between archives and libraries having an international authority schemes. First, this study examined the standard of archival authority ISAAR (CPF) and EAC-CPF and the library authority model FRAD, analyzed the similarities and differences between them. Finally, this study ascertained the interoperability between authority control schemes. In each area, Archives and libraries have announced the proposal to develop authority control, but the directions of two institutes was identical by and large. The direction of development of authority scheme included extending the relationship between entities, sharing the records at the international level, and actively conducting the exchange of information within other organizations.

  • This study aims to suggest some idea for construction of headings in authority records to improve conventional method for authority control. The reference structure between established form and other forms was replaced by the link structure based on access points and adopting standard authority numbers was considered. Additional elements such as work information to distinguish homonym and notational system of the headings to promote sharing of authority records were also addressed. Authority records management system was constructed to test structure of headings suggested in this study, too. Through this research, we confirmed that management, identification, and sharing of authority records were considerably improved compared with the conventional authority control system.

  • The KORMARC format for authority data defines the ales and conventions (tags, indrators, subfield codes and coded value) that idenbfy the data elements in KORMARC authority records. This document is intended for the use of personel involved in the creation and maintenance of authority records as well as those involved in the deslgn and maintenance of systems for the communication and praxsmg of authority records. The format is developed on the basis of USMARC f o m t for authority data. And for the compatibility, the KORMARC format for bibliographc data is taken into account.

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.
