The study was aimed to recommend the ways for improving regulatory system of quasi-drugs in governmental authority by comparing with other countries. According to the regulations, the scope of quasi-drugs includes 3 categories of 1) the health aids made of textile, rubber and paper, 2) the health aids which have very minimal effects or no any effects on humans, and 3) disinfectants and pesticides. In US, these quasi-drugs in Korea are classified into 5 categories of medical device, cosmetics, OTC drugs, dietary supplements and pesticides. To improve quasi-drugs administration in Korea, it is concluded that several measures should be implemented : 1) establish clear criteria for classifying into quasi-drugs and more detailed guidelines on designation of quasi-drugs, 2) reform current regulations to meet 3-categories characteristics, supplement detailed guidelines on quasi-drugs administration for effective application process, and update relevant regulations for efficacy, safety and quality, 3) update quasi-drug monographs, 4) re-evaluate current classification of individual quasi-drugs, 5) develop comprehensive list by ingredients, 6) reform post-marketing management system for safety and quality, 7) strengthen the review agency function by increasing the number of experts, 8) develop the database for quasi-drugs for effective information management.
Traffic accident risk of young drivers(less than 25) is reported to have 8 times as high as that of middle aged drivers(between 30 and 49). Despite the rise of traffic accident risk, few have been attempted to take a look into driving characteristics of young drivers. The purpose of this paper is to analyze age-specific risks of young driver by means of database of insurance and vehicle inspection, thereby collecting data such as age, vehicle mileage, injuries and so on. We conducted Data-Mining(CART) and Portfolio analysis according to age groups(every 10 years). The conclusions which can be drawn from this empirical study are as follows: (1) Despite the fact that young drivers have low vehicle mileage, the rate of fatality is relatively high. (2) Being concerned of vehicle mileage, 24,000km of driving experience is thought to be critical in differing in fatality rate. Having annual average mileage fewer than 24,169 km, accident frequency is relatively lower than that exceeding 24,169 km(1,571 cases). Backed upon these, some recommendations about driver's license system for young driver to improve are given.
The representative research institutes in North Korea are the Academy of Science and the laboratories of major universities. The National Academy of Science consists of headquarters, Academy of Medicinal Science, Academy of Forestry Science, and Academy of Agricultural Science. Under the authority of the National Academy of Science, Central Information Agency for Science and Technology (CIAST) has built up a database system integrating all the science technology data to provide scientific and technological information. The major universities of North Korea include Kim Il-sung University, Kim Chaek University of Technology, Pyongyang Agricultural College, and Wonsan Agricultural College, and an agricultural college is situated in each province. Out of 3,860 plant species in North Korea, 158 species which amounts to approximately 4% of the total are rare and endangered, and deforestation is under a critical situation. The Oriental Medicine (Koryo Medicine) has been well developed using medicinal plants, and practical researches on biotic pesticide are largely conducted as an alternative to tackle the shortage of farming materials. Hereafter, a South-North joint research on the amount of plant resources and the methods of its conservation is needed and the North Korean research areas of biotic pesticide are worth adopting to the South Korean eco-friendly organic agriculture.
Recently, in spite of fast development of smartphone, recording technology has saved, listened and searched in server based on PSTN and wired network. We introduce a mobile transcript recording system for mobile office environment. All calls using smartphone are automatically saved on memory in mobile device with this system. Thereafter, recording files are encrypted and uploaded to recording server by user authority. Beside recording data in database on web server is saved and managed efficiently and economically through web application. This system is able to be used in legal corroborative facts and the prevention of crime such as voice phishing.

In this paper, a hybrid fuzzy-based method is suggested for determining India's best system for power generation. This suggested approach was created using a fuzzy-based combination of the Giza Pyramids Construction (GPC) and Recalling-Enhanced Recurrent Neural Network (RERNN). GPC is a meta-heuristic algorithm that deals with solutions for many groups of problems, whereas RERNN has selective memory properties. The evaluation of the current load requirements and production profile information system is the main objective of the suggested method. The Central Electricity Authority database, the Indian National Load Dispatch Centre, regional load dispatching centers, and annual reports of India were some of the sources used to compile the data regarding profiles of electricity loads, capacity factors, power plant generation, and transmission limits. The RERNN approach makes advantage of the ability to analyze the ideal power generation from energy data, however the optimization of RERNN factor necessitates the employment of a GPC technique. The proposed method was tested using MATLAB, and the findings indicate that it is effective in terms of accuracy, feasibility, and computing efficiency. The suggested hybrid system outperformed conventional models, achieving the top result of 93% accuracy with a shorter computation time of 6814 seconds.

Research outputs of science and engineering fields including Earth Science were analyzed using KOSEF's Database. A total $312(1.5\%)$ Geoscientists participated in KOSEF's Database, and the number of articles they published in SCI (Science Citation Index) journals and Non-SCI journals during the last five years (1999 to 2003) was $1,026(0.2\%)\;and\;3,265(0.5\%)$, respectively. The average number of articles per capita published in SCI journals during the last five years was 3.3 in Geoscience, 4.0 in Mathematics, 57.6 in Physics, 60.4 in Chemistry, and 33.4 in Biology. The average number of articles per capita published in SCI journals within Geoscience was 9.6 in Environmental Geology, 4.6 in Stratigraphy and Sedimentology, 4.2 in Geochemistry, 3.6in Hydrology, 3.5 in Oceanography, and 3.2 in Mining Geology. The results of this survey will be used as a reference in comparing research outputs of Earth Science and other sciences, both in quality and quantity.

The SNPWG(Standardization Nautical Publications Working Group) from the IHO is working to implement in computer systems all those elements of interest for Hydrography and Navigation Concerning nautical publications' digitization process, the SNPWG has defined three types of nautical publications: Type 1 : Hard copy(NP1), Type 2 : Digital version, A slight modification of type 1(NP2), Type 3 : Digital version for ECDIS(NP3). Nautical Publications is essential with nautical charts as reference information to navigate. Development of digital nautical publications is needed for liaison with the chart production system, up-to-dateness of hydrographic information, improvement of service. But, Korean status is positioned in NP1. In our study, we surveyed the present status of nautical publications for development strategy of digital nautical publications. We build database of south coast of sailing direction, develop a manager program, convert the contents to KML( Keyhole Markup Language), develop a user program.

Korea Aerospace Research Institute (KARI) have gained experience with Helicopter Vibration Health Monitoring (VHM) System technology with the help of UK GKN-WHL. GKN-WHL have had many years of experience with the research and development of vibration analysis techniques to improve the health monitoring of helicopter transmissions. This activity was targeted at transmission rig testing at first, but the techniques have been progressively developed where they are now used as a part of integrated Health and Usage Monitoring (HUM) systems on many types of in-service and new helicopters. The technique development process has been considerably aided by an ever expanding database of transmission monitoring experience from both the rig testing and aircraft operations. This experience covers a wide range of failure types from naturally occurring faults to crack propagation studies and covering a wide range of transmission configurations. Primarily based on accelerometer signals GKN-WHL's vibration analysis methods have also been applied to a variety of other sensor types. The transition from an experimental environment to operational VHM systems has been a lengthy process, there being a need to demonstrate technique reliability as well as effectiveness to both regulatory (Airworthiness Authority) and commercial organizations. Another important feature of this process has been the development of close relationships with a number of VHM system hardware and software suppliers. Such an experienced GKN-WHL provides various raw vibration data which was acquired from transmission ground test rig and allow KARI to develop it's own analysis program. KARI made a program and then analyzed the data to coma pre with the results of GKN-WHL. The KARI's results both time domain signals and statistical values show comparable to GKN's.

This paper proposes a new offline electronic payment (e-payment) system that satisfies the major security requirements of e-payment, i.e. anonymity, unlinkability, unforgeability, double spending control, conditional traceability, and fraud prevention. The central idea is the use of Hwang et al.'s RSA-based untraceable blind signature (BS), which disables the link between the e-coin and its owner and ensures the anonymity of both the customer and the merchant. It attaches an expiration, a deposit and the transaction dates to each e-coin in order to manage the database of the bank effectively, to correctly calculate the interest on the e-coin and to aid arbitration if a dishonest customer attempts to double-spend the coin. It also ensures the anonymity of the customer as long as the coin is spent legitimately. Only when a fraudulent e-coin transaction is detected can the bank, with the help of the central authority (a trusted entity), determine the identity of the dishonest customer. The system is referred to as offline since the bank does not need to be concurrently involved in transactions between a customer and a merchant. Finally, analyses of the performance of the prototype and the primary security requirements of the proposed system are also presented.
