We analyzed the meteorological and radiation characteristics of Seoul metropolitan area using data from energy flux towers that were installed and operated by the Weather Information Service Engine (WISE). The meteorological and radiation variables included temperature, pressure, wind speed, wind direction, relative humidity, surface temperature, rainfall amount, upward and downward solar radiation, upward and downward longwave radiation, albedo and emissivity from 14 energy flux stations located in the Seoul metropolitan area from July 2016 to July 2017. According to the monthly data during the period, the albedo is low and emissivity is high at the Jungnang station in the urban and opposite at Bucheon station in the suburban area. For a station in natural state, the albedo was higher than urban stations because solar radiation reflects effectively. Relatively high temperatures were shown at stations located in urban area with low albedo and high emissivity, in general. However, temperature was high at Gajwa and Ttukseom stations, the albedo was relatively high due to the station environment surrounded by glass wall buildings and the Han river. In the station located in suburban area, both emissivity and temperature were low. Among these stations, Bucheon station had the highest emissivity values because the surface temperature was relatively lower than that of the suburban area. As a result, the albedo decreased and the emissivity increased at stations in urban areas. Additionally, Seoul metropolitan area had less than $100Wm^{-2}$ of net radiation, which implied that radiation energy could be absorbed in the atmosphere.

The importance of securing water resources and their efficient management has attracted more attention recently due to water deficit. In water budget analysis, however, evapotranspiration (${\lambda}E$) has been approximated as the residual in the water balance equation or estimated from empirical equations and assumptions. To minimize the uncertainties in these estimates, it is necessary to directly measure ${\lambda}E$. In this study, using the eddy covariance technique, we have measured ${\lambda}E$ in a mixed forest in the Seolmacheon catchment in Korea from September 2007 to December 2008. During the growing season (May - July), ${\lambda}E$ in this mixed forest averaged about 2.2 mm $d^{-1}$, whereas it was on average 0.5 mm $d^{-1}$ during the non-growing season in winter. The annual total ${\lambda}E$ in 2008 was 581 mm $y^{-1}$, which is about 1/3 of the annual precipitation of 1997 mm. Despite the differences in the amount and frequency of precipitation, the accumulated ${\lambda}E$ during the overlapping period (i.e., September to December) for 2007 and 2008 was both ${\sim}$ 110 mm, showing virtually no difference. The omega factor, which is a measure of decoupling between forest and the atmosphere, was on average 0.5, indicating that the contributions of equilibrium ${\lambda}E$ and imposed ${\lambda}E$ to the total ${\lambda}E$ were about the same. The results suggest that ${\lambda}E$in this mixed forest was controlled by various factors such as net radiation, vapor pressure deficit, and canopy conductance. In this study, based on the direct measurements of ${\lambda}E$, we have quantified the relative contribution of ${\lambda}E$in the water balance of a mixed forest in the Seolmacheon catchment. In combination with runoff data, the information on ${\lambda}E$ would greatly enhance the reliability of water budget analysis in this catchment.
A leak of fuel gas in partially confined area creates a flammable atmosphere and give rise to an explosion, which is one of the most common accident in domestic. Observations from accident in domestic suggest that some explosions are caused by a quantify of fuel significantly less than lower explosion limit(LEL) amount required to fill the room, which is attributed to inhomogeneous mixing of leaked gas. The minimum amount of leaked gas for explosion is highly dependent on the mixing degree in the area. For lighter gas, such as methane, a high concentration tends to build up in the space from ceiling of room. But heavy gas, such as propane, a high concentration tends to build up in the space from bottom of room. This paper presents a method for analysing the explosion hazard in a room with very small amount of leaked gas. Based on explosion limit concentration, the gaussian distribution model is used to estimate the minimum amount of leak which yields a specified explosion pressure. The results demonstrate that catastrophic structural damage can be achieved with a volume of fuel gas which is less than 0.5 percent of the total enclosed volume in domestic. The method will help analyzing hazard to develop new safe device as well as investigating accident.
$SnO_2$ films were prepared at room temperature under a $(CH_3)_4Sn-H_2-O_2$ atmosphere in order to obtain transparent conductive polymer by using ECR-MOCVD (Electron Cyclotron resonance -Metal Organic Chemical Vapor Deposition) system. The electrical properties of the films were investigated as function of process parameters such as deposition time, microwave power, magnetic current power, magnet/showering/substrate distance and working pressure. An increase in microwave power and magnetic current power brought on $SnO_2$ film formation with low electric resistivity. On the other hand, the effects of process parameters described above on optical properties were insignificant in the range of our experimental scope. The transmittance and reflectance of the films prepared by the ECR-MOCVD exhibited their average values of 93-98% at wave length range of 380-780 nm and 0.1-0.5%, respectively. The grain size of the $SnO_2$ films that are also insensitive with the process parameters were in the range of 20-50 nm. On the basis of experimental data obtained in the present study, electrical resistivity of $7.5{\times}10^{-3}ohm{\cdot}cm$, transmittance of 93%, and reflectance of 0.2% can be taken as optimum values.

Atmospheric ozone changes temporally and spatially according to both anthropogenic and natural causes. It is essential to quantify the natural contributions to total ozone variations for the estimation of trend caused by anthropogenic processes. The aims of this study are to understand the intrinsic natural variability of long-term total ozone changes and to estimate more reliable ozone trend caused by anthropogenic ozone-depleting materials. For doing that, long-term time series for Seoul of monthly total ozone which were measured from both ground-based Dobson Spectrophotometer (Beck #124)(1985-2004) and satellite TOMS (1979-1984) are analyzed for selected period, after dividing the whole period (1979~2004) into two periods; the former period (1979~1991) and the latter period (1992~2004). In this study, ozone trends for the time series are calculated using multiple regression models with explanatory natural oscillations for the Arctic Oscillation(AO), North Atlantic Oscillation(NAO), North Pacific Oscillation(NPO), Pacific Decadal Oscillation(PDO), Quasi Biennial Oscillation(QBO), Southern Oscillation(SO), and Solar Cycle(SC) including tropopause pressure(TROPP). Using the developed models, more reliable anthropogenic ozone trend is estimated than previous studies that considered only QBO and SC as natural oscillations (eg; WMO, 1999). The quasi-anthropogenic ozone trend in Seoul is estimated to -0.12 %/decade during the whole period, -2.39 %/decade during the former period, and +0.10 %/decade during the latter period, respectively. Consequently, the net forcing mechanism of the natural oscillations on the ozone variability might be noticeably different in two time intervals with positive forcing for the former period (1979-1991) and negative forcing for the latter period (1992-2004). These results are also found to be consistent with those analyzed from the data observed at ground stations (Sapporo, Tateno) of Japan. In addition, the recent trend analyses for Seoul show positive change-in-trend estimates of +0.75 %/decade since 1997 relative to negative trend of -1.49 %/decade existing prior to 1997, showing -0.74 %/decade for the recent 8-year period since 1997. Also, additional supporting evidence for a slowdown in ozone depletion in the upper stratosphere has been obtained by Newchurch et al.(2003).

Characteristics of snowfall and snow crystal habits have been investigated in the campaign of Experiment on Snow Storms At Yeongdong (ESSAY) using radiosonde soundings, Global Navigation Satellite System (GNSS), and a digital camera with a magnifier for taking a photograph of snowfall crystals. The analysis period is 6 to 14 February 2014, when the accumulated snowfall amount is 192.8 cm with the longest snowfall duration of 9 days. The synoptic situations are similar to those of the previous studies such as the Low pressure system passing by the far South of the Korean peninsula along with the Siberian High extending to northern Japan, which eventually results in the northeasterly or easterly flows and the long-lasting snowfall episodes in the Yeongdong region. In general, the ice clouds tended to exist below around 2~3 km with the consistent easterly flows, and the winds shifted to northerly~northwesterly above the clouds layer. The snow crystal habits observed in the ESSAY campaign were mainly dendrite, consisting of 70% of the entire habits. The rimed habits were frequently captured when two-layered clouds were observed, probably through the process of freezing of super-cooled droplets on the ice particles. The homogeneous habit such as dendrite was shown in case of shallow clouds with its thickness of below 500 m whereas various habits were captured such as dendrites, rimed dendrites, aggregates of dendrites, plates, rimed plates, etc in the thick cloud with its thickness greater than 1.5 km. The dendrites appeared to be dominant in the condition of cloud top temperature specifically ranging $-12{\sim}-16^{\circ}C$. However, the association of snow crystal habits with temperature and super-saturation in the cloud could not be examined in the current study. Better understandings of characteristics of snow crystal habits would contribute to preventing breakdown accidents such as a greenhouse destruction and collapse of a temporary building due to heavy snowfall, and traffic accidents due to snow-slippery road condition, providing a higher-level weather information of snow quality for skiers participating in the winter sports, and estimating more accurate snowfall amount, location, and duration with the fallspeed of solid precipitation.
Jangbogo station is located in Terra Nova Bay over the East Antarctica, which is often affected by individual storms moving along nearby storm tracks and a katabatic flow from the continental interior towards the coast. A numerical simulation for two strong wind events of maximum instantaneous wind speed ($41.17m\;s^{-1}$) and daily mean wind speed ($23.92m\;s^{-1}$) at Jangbogo station are conducted using the polar-optimized version of Weather Research and Forecasting model (Polar WRF). Verifying model results from 3 km grid resolution simulation against AWS observation at Jangbogo station, the case of maximum instantaneous wind speed is relatively simulated well with high skill in wind with a bias of $-3.3m\;s^{-1}$ and standard deviation of $5.4m\;s^{-1}$. The case of maximum daily mean wind speed showed comparatively lower accuracy for the simulation of wind speed with a bias of -7.0 m/s and standard deviation of $8.6m\;s^{-1}$. From the analysis, it is revealed that the each case has different origins for strong wind. The highest maximum instantaneous wind case is caused by the approach of the strong synoptic low pressure system moving toward Terra Nova Bay from North and the other daily wind maximum speed case is mainly caused by the katabatic flow from the interiors of Terra Nova Bay towards the coast. Our evaluation suggests that the Polar WRF can be used as a useful dynamic downscaling tool for the simulation and investigation of high wind events at Jangbogo station. However, additional efforts in utilizing the high resolution terrain is required to reduce the simulation error of high wind mainly caused by katabatic flow, which is received a lot of influence of the surrounding terrain.
In this study, we investigate the performance of Global Seasonal Forecasting System version 5 (GloSea5) in Korea Meteorological Administration on the relationship between El $Ni{\tilde{n}}o$ and East Asian climate for the period of 1991~2010. It is found that the GloSea5 has a great prediction skill of El $Ni{\tilde{n}}o$ whose anomaly correlation coefficients of $Ni{\tilde{n}}o$ indices are over 0.96 during winter. The eastern Pacific (EP) El $Ni{\tilde{n}}o$ and the central Pacific (CP) El $Ni{\tilde{n}}o$ are considered and we analyze for EP El $Ni{\tilde{n}}o$, which is well simulated in GloSea5. The analysis period is divided into the developing phase of El $Ni{\tilde{n}}o$ summer (JJA(0)), mature phase of El $Ni{\tilde{n}}o$ winter (D(0)JF(1)), and decaying phase of El $Ni{\tilde{n}}o$ summer (JJA(1)). The GloSea5 simulates the relationship between precipitation and temperature in East Asia and the prediction skill for the East Asian precipitation and temperature varies depending on the El $Ni{\tilde{n}}o$ phase. While the precipitation and temperature are simulated well over the equatorial western Pacific region, there are biases in mid-latitude region during the JJA(0) and JJA(1). Because the low level pressure, wind, and vertical stream function are simulated weakly toward mid-latitude region, though they are similar with observation in low-latitude region. During the D(0)JF(1), the precipitation and temperature patterns analogize with observation in most regions, but there is temperature bias in inland over East Asia. The reason is that the GloSea5 poorly predicts the weakening of Siberian high, even though the shift of Aleutian low is predicted. Overall, the predictability of precipitation and temperature related to El $Ni{\tilde{n}}o$ in the GloSea5 is considered to be better in D(0)JF(1) than JJA(0) and JJA(1) and better in ocean than in inland region.
Silicon carbide (SiC)-zirconium diboride ($ZrB_2$) composites were prepared by subjecting a 60:40 vol% mixture of ${\beta}$-SiC powder and $ZrB_2$ matrix to spark plasma sintering (SPS) in 15 $mm{\Phi}$ and 20 $mm{\Phi}$ molds. The 15 $mm{\Phi}$ and 20 $mm{\Phi}$ compacts were sintered for 60 sec at $1500^{\circ}C$ under a uniaxial pressure of 50 MPa and argon atmosphere. Similar composites were simulated using $Flux^{(R)}$ 3D computer simulation software. The current and power densities of the specimen sections of the simulated SiC-$ZrB_2$ composites were higher than those of the mold sections of the 15 $mm{\Phi}$ and 20 $mm{\Phi}$ mold simulated specimens. Toward the centers of the specimen sections, the current densities in the simulated SiC-$ZrB_2$ composites increased. The power density patterns of the specimen sections of the simulated SiC-$ZrB_2$ composites were nearly identical to their current density patterns. The current densities of the 15 $mm{\Phi}$ mold of the simulated SiC-$ZrB_2$ composites were higher than those of the 20 $mm{\Phi}$ mold in the center of the specimen section. The volume electrical resistivity of the simulated SiC-$ZrB_2$ composite was about 7.72 times lower than those of the graphite mold and the punch section. The power density, 1.4604 $GW/m^3$, of the 15 $mm{\Phi}$ mold of the simulated SiC-$ZrB_2$ composite was higher than that of the 20 $mm{\Phi}$ mold, 1.3832 $GW/m^3$. The $ZrB_2$ distributions in the 20 $mm{\Phi}$ mold in the sintered SiC-$ZrB_2$ composites were more uniform than those of the 15 $mm{\Phi}$ mold on the basis of energy-dispersive spectroscopy (EDS) mapping. The volume electrical resistivity of the 20 $mm{\Phi}$ mold of the sintered SiC-$ZrB_2$ composite, $6.17{\times}10^{-4}{\Omega}cm$, was lower than that of the 15 $mm{\Phi}$ mold, $9.37{\times}10^{-4}{\Omega}{\cdot}cm$, at room temperature.

PFC(Perfluorocarbon) decontamination process is one of best methods to remove hot particulate adhered at inside surface of hot cell and surface of equipment in hot cell. It was necessary to develop a particulate filtration equipment to reuse PFC solution used on PFC decontamination due to its high cost and to minimize the volume of second wastewater. Contamination characteristics of hot particulate were investigated and then a filtration process was presented to remove hot particulate in PFC solution generated through PFC decontamination process. The removal efficiency of PVDF(Poly vinylidene fluoride), PP(Polypropylene), Ceramic(Al$_{2}$O$_{3}$ filter showed more than 95$\%$. The removal efficiency of PVDF filter was a little lower than those of other kiters at same pressure(3psi). A ceramic filter showed a higher removal efficiency with other filters, while a little lower flux rate than other filters. Due to inorganic composition, a ceramic filter was highly stable against radio nuclides in comparison with PVDF and PP membrane, which generate H$_{2}$ gas in e-radioactivity atmosphere. Therefore, the adoption of ceramic filter is estimated to be suitable for the real nitration process.

제 19 조 (관할 법원)
