Asymmetric Regulation of Mobile Access Charges and Consumer Welfare with Price Regulation

  • Asymmetric regulation as applied to mobile termination rates refers to regulatory arrangements in which different mobile operators charge different termination rates, even though the services provided are essentially identical. The asymmetric regulation has been frequently used as a regulatory tool to support new entrants to a mobile market. This paper examines the economic effects of asymmetric regulation of mobile termination rates using a theoretical model and its simulation. The result shows that when there is no noticeable difference in brand loyalty between mobile operators with the high degree of substitutability between services provided by mobile operators, and the costs of new entrants are low, a reduction in the asymmetry of mobile access prices results in an enhancement of consumer welfare. These findings provide positive evidence for the argument that in certain situations asymmetric pricing of mobile access services may be counterproductive for consumer welfare.

  • 본 연구는 광고에서 규제의 형평성에 대한 심층적 연구이다. 본 연구는 광고의 비대칭 규제에 대해 면밀히 살펴본 후 광고 규제의 형평성을 높이는 방안을 제안한다. 연구결과로 규제의 형평성을 높이는 방법으로 수평적 규제와 규제 기관의 통합을 제안한다. 다양한 형태로 등장하는 새로운 형태의 매체에 대한 광고 규제의 형평성을 보장하기 위해서는 내용이나 서비스의 성격에 따라 광고 규제 정책을 결정하는 수평적 규제가 바람직하다. 또한 광고에서 규제의 형평성을 강화하기 위해서는 통합적 광고 규제 기구에 의해 규제 시스템이 운용되는 것이 바람직하다. 새로운 기술의 출현과 방송통신융합에 따라 새로운 형태의 광고가 등장하고 성장하는 오늘날의 광고 환경에서 광고 규제의 형평성은 개별 광고뿐만 아니라 전체 광고 산업의 지속적 성장을 위해서도 필요하다.

Investigation of PID Fuzzy Controller for Output Voltage Regulation of Current-Doubler-Rectified Asymmetric Half-Bridge DC/DC Converter

  • This paper investigates a PID fuzzy controller for output voltage regulation of a current-doubler-rectified asymmetric half-bridge (CDRAHB) DC/DC converter. The controller is a PD-type fuzzy controller in parallel with a linear integral controller. The PD type fuzzy controller is for providing the varying gain at the different operating conditions to regulate the output voltage. The linear integral controller is for removing the steady-state error of the output voltage. In order to show the outstanding dynamic characteristics of the proposed controller, PSIM simulation studies are carried out and compared to the results for which the conventional loop gain design method is used.

  • This paper considers the problem of regulating the output voltage of a current doubler rectified asymmetric half-bridge (CDRAHB) DC/DC converter via fuzzy integral control. First, we model the dynamic characteristics of the CDRAHB converter with the state-space averaging method, and after introducing an additional integral state of the output regulation error, we obtain the Takagi-Sugeno (TS) fuzzy model for the augmented system. Second, the concept of parallel distributed compensation is applied to the design of the TS fuzzy integral controller, in which the state feedback gains are obtained by solving the linear matrix inequalities (LMIs). Finally, numerical simulations of the considered design method are compared to those of the conventional method, in which a compensated error amplifier is designed for the stability of the feedback control loop.

  • From the perspectives of regulation and convergence, several debates on the industrial definition of smart TV service in the Korean broadcasting and communications market are currently in progress. The most heated controversy mainly depends on whether smart TV is controlled under broadcasting regulations or under communications regulations. This Korean- specific problem is summarized in regulation fairness or asymmetric regulations between smart TV and IPTV operators. Although both operators utilize very similar technology and share the same business model, the regulations for only smart TV operators are unfettered. This would be an intrinsic cause that prohibits fair competition in the new converging market. Currently we confront the matter of asymmetric regulations between smart TV and others including IPTV or ISP. The purpose of this study, thus, is to provide the strategic, regulatory guidance and theoretical definitions on smart TV service, as one of converging services, based on a qualitative approach through subjectivity methodology. The study identifies three issues net neutrality, regulation fairness and new media and new market and proposes desirable promotion plans regarding those issues. The study draws lessons learned through a Korean smart TV case and provides directions to strategic-policy studies for future emergent converging services.

방송편성규제의 경로의존성 비판과 개선방향 : 편성비율규제를 중심으로 (A Criticism of Path Dependence in the Broadcasting Programming Regulation : Focusing on Regulation of Programming Quotas)

  • OTT와 VOD 서비스의 활성화로 시청행태는 급격하게 변화하고 있지만, 편성규제는 과거와 동일한 방식의 비율 규제에서 벗어나지 못하고 있다. 이에 본 논문은 현행 편성비율규제의 정책적 타당성을 검토하고 이를 바탕으로 개선방향을 제시하는 것을 목표로 한다. 이를 위하여 국내편성비율규제 도입 당시의 정책적 목표와 배경을 고찰하고 이를 현재의 방송시장 현황과 비교하여 살펴보았다. 그 결과, 본 연구는 현재 편성비율규제가 도입 당시의 비대칭규제라는 논리적 틀이 그대로 적용되기 어려운 시장 환경에 놓여 있음에도 불구하고, 비대칭규제를 기반으로 형성된 여러 이해관계자들의 상호관계 속에서 기존의 틀 속에서 미세한 비율의 조정만을 반복하는 경로의 존성의 전형적 모습을 보이고 있다고 지적하였다. 이를 바탕으로, 본 연구는 편성규제가 규제의 목적에 따라 공익적 목적에 의한 규제와 산업적 목적에 의한 규제로 구분하여, 시청자의 공익에 해당하는 직접적 규제로 한정되어 적용될 필요가 있으며, 규제와 진흥의 분리, 그리고 비대칭규제의 해소를 제안하였다.

Takagi-Sugeno Fuzzy Integral Control for Asymmetric Half-Bridge DC/DC Converter

  • In this paper, Takagi-Sugeno (TS) fuzzy integral control is investigated to regulate the output voltage of an asymmetric half-bridge (AHB) DC/DC converter; First, we model the dynamic characteristics of the AHB DC/DC converter with state-space averaging method and small perturbation at an operating point. Control of asymmetric cell division in early C. elegans embryogenesis: teaming-up translational repression and protein degradation

  • Asymmetric cell division is a fundamental mechanism for the generation of body axes and cell diversity during early embryogenesis in many organisms. During intrinsically asymmetric divisions, an axis of polarity is established within the cell and the division plane is oriented to ensure the differential segregation of developmental determinants to the daughter cells. Studies in the nematode Caenorhabditis elegans have contributed greatly to our understanding of the regulatory mechanisms underlying cell polarity and asymmetric division. However, much remains to be elucidated about the molecular machinery controlling the spatiotemporal distribution of key components. In this review we discuss recent findings that reveal intricate interactions between translational control and targeted proteolysis. These two mechanisms of regulation serve to carefully modulate protein levels and reinforce asymmetries, or to eliminate proteins from certain cells.

Bidding, Pricing, and User Subscription Dynamics in Asymmetric-Valued Korean LTE Spectrum Auction: A Hierarchical Dynamic Game Approach

  • The tremendous increase in mobile data traffic coupled with fierce competition in wireless industry brings about spectrum scarcity and bandwidth fragmentation. This inevitably results in asymmetric-valued long term evolution (LTE) spectrum allocation that stems from different timing for twice improvement in capacity between competing operators, given spectrum allocations today. This motivates us to study the economic effects of asymmetric-valued LTE spectrum allocation. In this paper, we formulate the interactions between operators and users as a hierarchical dynamic game framework, where two spiteful operators simultaneously make spectrum acquisition decisions in the upper-level first-price sealed-bid auction game, and dynamic pricing decisions in the lower-level differential game, taking into account user subscription dynamics. Using backward induction, we derive the equilibrium of the entire game under mild conditions. Through analytical and numerical results, we verify our studies by comparing the latest result of LTE spectrum auction in South Korea, which serves as the benchmark of asymmetric-valued LTE spectrum auction designs.

Regulation of Stereoselectivity and Reactivity in the Inter- and Intramolecular Allylic Transfer Reactions

  • The preparation of enatiomerically enriched homoallylic alcohols through asymmetric addition of chiral allylic transfer reagents and allylating reagents with chiral catalysts to the carbonyl functionalities represents an important chemical transformation. Excellent progress has been made over past decade in the development and application of catalytic asymmetric allylic transfer reactions. In this account, our efforts for the various intermolecular allylic transfer reactions such as allylation, propargylation, allenylation, and dienylation utilizing accelerating strategy and sequential allylic transfer reactions to achieve multiple stereoselection mainly using transition metal catalysts are described.
