중증장애인의 생활편의 증진을 촉진하는 정보통신 보조기기 지원 법규 및 제도 -미국의 법규와 제도를 중심으로- (Laws and Regulation Regarding Technology for Promoting Daily Living and Rehabilitation of Persons with Severe Disabilities in U.S.)

  • 본 연구는 미국에서 중증장애인들에게 정보통신 보조기기를 지원하기 위한 다양한 법과 제도를 분석하여 우리나라 중증장애인에 대한 정보통신 보조기기 지원에 대한 법과 제도에 대한 시사점을 도출하는 것이다. 본 연구에서는 부시대통령의 New Freedom Initiative 정책, 재활법, 장애인법, 보조공학법 등에서 중증 장애인이 일상생활을 영위하는데 있어 편의를 증진케 하기 위한 법과 제도의 내용을 확인하고 그에 따른 실행과정을 분석하였다. 장애인의 생활편의 및 재활을 촉진시키기 위한 편의 증진과 효율적인 재활공학의 도입을 위해서는 우리나라 중증장애인의 정보통신 보조기기 필요도에 대한 요구조사, 정보통신 보조기기 프로그램 및 하드웨어 개발 업체의 지원 및 보급 시스템에 대해 전문가들의 역할 등의 연구 분석을 통한 제도와 전문 인력 배치 및 활용의 정립이 필요하다.

새로운 와이어 구동방식 외골격 보조기의 설계 및 제어 (Design and Control of a Novel Tendon-driven Exoskeletal Power Assistive Device)

  • Recently the exoskeletal power assistive equipment which is a kind of wearable robot has been widely developed to help the human body motion. For the elderly people and patients, however, some limits exist due to the weight and volume of the equipments. As a feasible solution, a tendon-driven exoskeletal power assistive device fur the lower body, and caster walker are proposed in this research. Since the caster walker carries the heavy items, the weight and volume of the wearable exoskeleton are minimized. The key control is used to generate the joint torque required to assist motions such as sitting, standing and walking. Experiments were performed for several motions and the EMG sensors were used to measure the magnitude of assistance. When the motion of sitting down and standing up was compared with and without wearing the proposed device, the $25\%$ assistance was acquired.

  • In this paper, an assistive device for a knee joint to help a disabled person to stand up by supporting power is presented. The device is designed and controlled by using damping characteristics of the MR (Magneto-Rheological) damper. The MR damper helps the person to sit slowly and safely. A DC motor supports muscle power in the case of standing motion. Thus the device helps the disabled person to sit down and stand up. Through the experiments, it is feasible that an assistive device can help the disabled person to standup according to the foot pressure change.

장애인 보조기구의 대여, 개조 및 맞춤제작 적용을 통한 보조기구 서비스 지원 사례 연구 (Case Study on Service Delivery from Rental, Modification and Customized the Applications of Assistive Devices for People with Disabilities)

  • 본 연구는 장애인의 장애특성, 환경, 활동 영역 및 보조기구를 고려하여 기존의 공적급여 전달체계를 개선함으로써 보다 질적으로 향상된 장애인보조기구 서비스를 제공하였다. 이에 정부주도의 장애인보조기구의 대여, 개조, 맞춤제작을 통한 보조공학 전달체계 서비스의 주요한 부분들을 파악하였고, 이를 개선함으로써 효율적인 서비스를 제공하게 되었다. 사례 연구로 2명의 장애인을 대상으로 개선된 절차 하에 보조공학 서비스를 제공하였고, 그들이 가지고 있는 어려움의 장벽들을 해소하기 위해 기존의 보조기구 무상교부의 절차와 다른 보다 전문적인 상담, 평가 및 회의 등의 과정을 통해 대상자의 요구를 충족시킨 후 그들의 활동 영역의 변화를 살펴보았다. 그 과정에는 상용화된 보조기구를 지원하기 전에 전문기관의 여러 가지 보조기구를 대여하여 사용하게 한 후 대상자의 환경에 가장 적합한 제품을 지원되게 함으로써 활용성을 높였다. 그리고 연구대상자의 특성 및 환경을 고려한 보조기구를 제작하여 제공하였다. 그 결과 장애에 적합한 보조기구의 사용은 보조기구의 보다 적극적으로 사용함으로써 활동범위는 증가하였고, 신체적 피로 및 보호자의 의존도를 경감하는 효과를 얻게 되었다. 하지만 연구대상자가 제한적이어서 과학적으로 효과를 검증하기에는 어려움이 있었다. 향후 전문기관의 보조기구 서비스 전달체계를 통해 더욱 다양한 사례의 수집으로 그 효과를 보다 명확하게 파악할 필요가 있으며 이러한 일련의 과정을 통해서 서비스 대상자의 문제점들을 해결하고 지속적인 사후관리가 필요함을 알 수 있었다.

지능형 발목 근력 보조 로봇의 개발 (Development of an Intelligent Ankle Assistive Robot)

  • This paper describes an intelligent ankle assistive robot which provides assistive power to reduce ankle torque based on an analysis of ankle motion and muscle patterns during walking on level and sloped floors. The developed robot can assist ankle muscle power by driving an electric geared motor at the exact timing through the use of an accelerometer that detects gait phase and period, and a potentiometer to measure floor slope angle. A simple muscle assistive link mechanism is proposed to convert the motor torque into the foot assistive force. In particular, this mechanism doesn't restrain the wearer's ankle joint; hence, there is no danger of injury if the motor malfunctions. During walking, the link mechanism pushes down the top of the foot to assist the ankle torque, and it can also lift the foot by inversely driving the linkage, so this robot is useful for foot drop patients. The developed robot and control algorithm are experimentally verified through walking experiments and EMG (Electromyography) measurements.

컴퓨터 비전 기반 시각 장애 지원 모바일 응용 (A Computer Vision-based Assistive Mobile Application for the Visually Impaired)

  • People with visual disabilities suffer environmentally, socially, and technologically. Navigating through places and recognizing objects are already a big challenge for them who require assistance. This study aimed to develop an android-based assistive application for the visually impaired. Specifically, the study aimed to create a system that could aid visually impaired individuals performs significant tasks through object recognition and identifying locations through GPS and Google Maps. In this study, the researchers used an android phone allowing a visually impaired individual to go from one place to another with the aid of the application. Google Maps is integrated to utilize GPS in identifying locations and giving distance directions and the system has a cloud server used for storing pinned locations. Furthermore, Haar-like features were used in object recognition.

족압패턴에 의한 보행보조기를 위한 입각기 감지기법 (Recognition of Stance Phase for Walking Assistive Devices by Foot Pressure Patterns)

  • In this paper, we proposed a technique to recognize three states in stance phase of gait cycle. Walking assistive devices are used to help the elderly people walk or to monitor walking behavior of the disabled persons. For the effective assistance, they adopt an intelligent sensor system to understand user's current state in walking. There are three states in stance phase; Loading Response, Midstance, and Terminal Stance. We developed a foot pressure sensor using 24 FSRs (Force Sensing/Sensitive Resistors). The foot pressure patterns were integrated through the interpolation of FSR cell array. The pressure patterns were processed to get the trajectories of COM (Center of Mass). Using the trajectories of COM of foot pressure, we can recognize the three states of stance phase. The experimental results show the effective recognition of stance phase and the possibility of usage on the walking assistive device for better control and/or foot pressure monitoring.

  • We have developed the power assistive leg called HAL (Hybrid Assistive Leg) which provide the walking aid for walking disorder persons or aged persons without nursing person. We developed HAL-3 by considering some problems of HAL-1,2 which had developed previously. The mechanism of HAL-3 actuator could be simplified and sophisticated by using the harmonic drive. As the control signal of HAL-3 EMG signal was used. We proposed a calibration method to identify parameters which relates the EMG to joint torque by using HAL-3. Information Communication Technology (ICT) use for information access by visually and physically impaired persons in public university libraries in Kenya

  • This article is a spinoff of a doctoral study that was completed at the University of KwaZulu-Natal (South Africa) in 2018 on provision of information services to persons with visual and physical impairments in public university libraries in Kenya. The article examined how ICTs such as internet, e-resources and e-databases, word processing, websites and more were being used in public university libraries to provide access to information by visually and physically impaired persons. Data were collected from the visually and physically impaired students, University Librarians, Systems librarians, staff from disability departments and library staff who provided services to visually and physically impaired persons. The findings revealed that the visually and physically impaired persons in most of the libraries could not access information owing to lack of the necessary assistive and adaptive technologies and weak institutional support and framework. The study recommend that the libraries improve assistive technology infrastructure, embrace new assistive technologies such as telepresence robots, virtual realities and more, and put in place enabling policies and capacity building programmes for library staff to enable them to provide services to persons with impairments.
