Despite the government's efforts, the jobs in SW industry are not easily created and only many problems of unemployment have been pointed out, failing to solve the basic problem. Sustainable decent jobs were recognized as a national task. Emotional connection between things and people is the SW industry, which is a core industry of the 4th industrial revolution. In order to be globally competitive, SW job creation, manpower planning for generating core human resources and highly educated manpower is a necessary issue. Basic estimation of job creation using the Input Output Table by Bank of Korea has some limitations and did not consider the SW industry characteristics. This study proposes an assessment model of SW policies and the practices a case of assessment of 113 projects supported by the Korean government. We propose a flowchart that can divide the government budgets according to the portion of the direct investment for SW industry by introducing investment types. We use an adjusted Input Output Table for SW industry and the model also considers the effect of SW promotions and regulations effects. This model can be used practically and flexibly by adjusting the SW fusion areas portions. It also considers the characteristics of the project, supporting areas, project size, short-term and long-term types. 113 projects of 'MSIT', 'SMBA' and 'NIPA' were analyzed and classified into 'policy' and 'business' to reflect SW job creation effect model considering domestic SW characteristics. By analyzing the practical data, 47,254 jobs are expected to be created within five years in optimistic cases and 27,211 jobs would be created in pessimistic cases.
Background: This paper aims to demonstrate current health expenditure (CHE) and National Health Accounts of the years 2015 constructed according to the SHA2011, which is a new manual of System of Health Accounts (SHA) that was published jointly by the Organization for Economic Cooperation and Development (OECD), Eurostat, and World Health Organization in 2011. Comparison is made with international trends by collecting and analysing health accounts of OECD member countries. Particularly, financing public-private mix is parsed in depth using SHA data of both HF as financing schemes as well as FS (financing source) as their revenue types. Methods: Data sources such as Health Insurance Review and Assessment Service's publications of both motor insurance and drugs are newly used to construct the 2015 National Health Accounts. In the case of private financing, an estimation of total expenditures for revenues by provider groups is made from the Economic Census data; and the household income and expenditure survey, Korean healthcare panel study, etc. are used to allocate those totals into functional classifications. Results: CHE was 115.2 trillion won in 2015, which accounts for 7.4 percent of Korea's gross domestic product. It was a big increase of 9.3 trillion won, 8.8 percent, from the previous year. Government and compulsory schemes's share (or public share) of 56.4% of the CHE in 2015 was much lower than the OECD average of 72.6%. 'Transfers from government domestic revenue' share of total revenue of HF was 17.8% in Korea, lower than the other contribution-based countries. When it comes to 'compulsory contributory health financing schemes,' 'Transfers from government domestic revenue' share of 14.9% was again much lower compared to Japan (44.7%) and Belgium (34.8%) as contribution-based countries. Conclusion: Considering relatively lower public financing share in the inpatient care as well as overall low public financing share of total CHE, priorities in health insurance coverage need to be repositioned among inpatient care, outpatient care and drugs.
Background: In 2008, Korea implemented a new type of social insurance known as "long-term care insurance". We examined the association between ownership of long-term care facilities and the incidence of pressure ulcers after the implementation of "long-term care insurance". This study is a population-based retrospective cohort study from 2006 to 2013. Methods: We used medical claims data from the Korean National Health Insurance Corporate Elderly Cohort Database from 2006 to 2013. These data comprise a nationally representative sample. To avoid confounders, only patients admitted to one long-term care facility and who stayed for >70% of the follow-up time were included; as a result, 3,107 individuals were enrolled. The main independent variable was the operating entity of the long-term care facility (local government, corporate bodies, and private for-profit owners), and the dependent variable was the 1-year incidence of pressure-ulcers. Survival analysis (Cox proportional hazard model) was used as an analysis method. Results: Compared to patients admitted to local government long-term care facilities, patients admitted to private long-term care facilities had a significantly higher 1-year risk of pressure ulcers (hazard ratio [HR], 1.94; 95% confidence interval [CI], 1.29-2.91); the risk was especially high among patients who were cognitively dependent (HR, 2.34; 95% CI, 1.25-4.37). Conclusion: Patients admitted to private for-profit long-term care facilities were more likely to have pressure ulcers compared to those in local government and corporate body long-term care facilities. Appropriate assessment tools and publicly available information, as well as more restricted legal requirements, are needed to improve the care quality and outcomes of patients in long-term care facilities.
Korea government promote renewable energy as the core of their energy matrix to break the dependence and reduce greenhouse effects. This study analyzes the economic assessment of Solid Refuse Fuel project in urban area, considering the marginal external costs of air pollution in this area. Assessment index defined as costs (i.e., construction cost, operation cost) and benefit (margin, external cost) data which is located in Sudokwon landfill site. The result indicates that cost-benefit analysis of SRF is calculated as 1.0. In addition, SRF project is very sensitive about electric power selling price, operating cost and labor cost according to inflation rates. This study shows that the sustainability of SRF project is required the government financial support like investment funds as well as policy support. Variability analysis of SRF economic assessment due to renewable energy can be used for making policies in various fields such as waste and public energy field.
Background: The purpose of this study was to analyze the increase in Grade of Nursing Management Fee of medical institutions and establish a reasonable government policy by examining which factors affect the increase of nurse staffing. Methods: Analyzing data collected from the Health Insurance Review & Assessment Service resource management department with targets of 1,104 medical institutions. The study period was 5 years from June 30, 2008 to June 30, 2013. SAS ver. 9.2 (SAS Institute Inc., Cary, NC, USA) was used for statistical analysis. The data was analyzed by a chi-square test and also conducted muiltivariate logistic regression analyses for variables of basic characteristics, human resource characteristics, and material resources. Results: Adjusted odds ratio (AOR) of the rise in Grade of Nursing Management Fee among other hospitals compared to hospitals owned by government or universities was 0.264. The AOR in hospitals established after November 2006 compared to those before June 1995 was 2.383. The AOR in Gangwon, Chungcheng South, and Jeolla South Provinces compared to Seoul was 0.084, 0.036, and 0.194, respectively. The AOR in hospitals with more than 6.75 specialists per 100 beds compared to those with less than 6.75 specialists per 100 beds was 7.514. The AOR in hospitals with more than 17.48 nurse per 100 beds compared to those with less than 17.48 nurse per 100 beds was 3.300. The AOR in hospitals with 50% to 75% bed utilization, 75% to 90% bed utilization and more than 90% bed utilization compared to those with less than 50% bed utilization was 5.428, 9.884, and 10.699, respectively. The AOR in hospitals with one magnetic resonance imaging (MRI) and more than two MRI compared to those with no MRI was 2.018 and 2.942, respectively. Conclusion: This result has showed policies to induce the rise in Grade of Nursing Management Fee among old hospitals and the incentive system for local medical institutions are needed. Also we need to develop a governmental policy for medium-small hospitals with low operation rate of beds and insufficient medical personnel and number of equipment in hospitals.
Purpose This study provided empirical support for the model that explain the formation of privacy concerns in the perspective of Information Boundary Theory. This study investigated an integrated model suggesting that privacy concerns are formed by the individual's disposition to value privacy, privacy awareness, awareness of privacy policy, and government legislation. The Information Boundary Theory suggests that the boundaries of information space dependends on the individual's personal characteristics and environmental factors of e-commerce. When receiving a request for personal information from e-commerce websites, an individual assesses the risk depending on the risk-control assessment, the perception of intrusion give rise to privacy concerns. Design/methodology/approach This study empirically tested the hypotheses with the data collected in a survey that included the items measuring the constructs in the model. The survey was aimed at university students. and a causal modeling statistical technique(PLS) is used for data analysis in this research. Findings The results of the survey indicated significant relationships among environmental factors of e-commerce websites, individual's personal privacy characteristics and privacy concerns. Both individual's awareness of institutional privacy assurance on e-commerce and the privacy characteristics affect the risk-control assessment towards information disclosure, which becomes an essential components of privacy concerns.
In the Republic of Korea, the target project scope of the small-scale EIA is stipulated as the plan area above around 5,000~60,000m2 depending on a type of project and classification of land use. Whereas, the lower limit of the corresponding local government EIA project is generally located above the small-scale EIA's limits, and overlapping ranges exist. This situation has been enlarged since road construction and district unit planning were included as the target projects for small-scale EIA in the "Enforcement Decree of the Environmental Impact Assessment Act", which was partially revised in November 2016, and the current consultation system needed discussion in that small-scale EIA is allowed to be done without gathering review opinions at the local level. In fact, projects subjected to local government EIA but consulted as small-scale EIAs may seem insignificant because of a small number of total cases; however, it is worth paying attention to the fact that a local government may not add a target project due to the small-scale EIA. This study suggested the three policy measures for improving small-scale EIA to enhance the effectiveness of local government EIA: supplementing the institutional arrangements to incorporate the review opinion from the local region in small-scale EIA, giving priority to local EIA for conducing the projects in overlapping ranges with partial amendments on EIA law regarding exceptions to local government EIA, including small target projects (not to be small-scale EIA targets) to the ordinance that are deemed necessary to be conducted as local government EIA. Even though a positive function of small-scale EIA has been confirmed, efforts should be made to improve the situation in which many projects within local governments are consulted without review from the region.
Background & objective: The Korean government has expanded its benefit coverage to enhance patients' access to orphan drugs and cancer medicines. However, the number of new drugs whose indications were not applied to reimbursement in health insurance was increased. This study aimed to understand the perspectives of experts and various stakeholders on the introduction of a new funding program for cancer treatment and orphan drugs. Methods: We conducted email surveys comprising 19 questions, from September 9 to 26, 2016. We distributed questionnaires to members of the Pharmaceutical Benefit Appraisal Committee and Cancer Assessment Committee. We also conducted a qualitative study through group interviews with stakeholders, including pharmaceutical companies and some patient groups for diseases. Results: A total of 35 survey respondents recommended the introduction of a funding program for orphan drugs, whereas 66% recommended the launch of funding for anticancer drugs. In addition, most pharmaceutical companies and patient groups recommended the introduction of new funding programs targeting patients with cancer and rare diseases. However, some participants asserted that it would be more appropriate to modify the existing reimbursement scheme than launch new funding. Conclusion: This study concluded that introducing new funding needs a social consensus to relieve financial hardships at the patient level.
The purpose of this study is to classify the cities on sustainability assessment score studied in advance using cluster analysis, to present efficient management and policy direction based on analysis of sustainability index in 45 cities of all over Gyeongsangnam and Gyeongsangbuk-do. According to the results of cluster analysis, 45 cities were classed into 4 clusters by "livable-welfare city", "environmental -ecological city", "scientific-technological city", and "industrial-economic city". The livable-welfare cities must keep superior environmental sustainability, promote small and medium sized business on regional characteristic. The environmental-ecological cities have to change agriculture into future environmental industry such as ecotourism, bio-industry and landscape agriculture. The scientific-technological cities are going to need support of government scale such as income enlargement of citizen and stable job security. Finally, the industrial-economic cities must increase environmental management plants and improve quality of life through securing green spaces, maintaining public peace and applying UIS because of low quality of environment and life.
The Korean government's support towards the establishment of leading research hubs at universities began with the initiation of the Science/ Engineering Research Center in 1990. Such efforts to provide support to research organizations have continued for some twenty years in various forms, which implies that building research hubs was critical in acquiring global leadership in research. However, the effect of such research hub nurturing policies has never been properly evaluated, apart from an assessment of their validity. Therefore, this paper analyzes how major programs to form research groups by providing assistance to joint research by researchers at universities are operated, and the characteristics of such programs through comparative analysis with other programs. There are two major focal points in the analysis: the first is the evaluation of the level of differentiation between Research Organization Support Programs (ROP) and other R&D Programs from an efficiency perspective, and the second is an examination of the extent of systematization of research organizations that exist at universities and impact of Research Organization Support Programs on the activities of participating professors from an effectiveness perspective. The result showed that the ROP were no longer only relevant for the formation and maintenance of research groups. Other R&D Programs are growing increasingly larger in scale and conducted over longer periods of time. Thus, the ROP can no longer be differentiated from other programs in research period and size of funding. An analysis on the effect of ROP demonstrated that all activities by participating professors in organizations that were the beneficiaries of group research assistance were more active compared to their counterparts in organizations that received other research support, but there was little difference in the elements of systematization. This implies that the joint research conducted at universities is not systematized and that it is still research based on individual themes but conducted jointly. In addition, it also means that the ROP is failing to effectively lead the systematization of research. In other words, today, university research organizations are not operated as independent, long-term bodies, but are more relevant as a combination of research units of individual professors.
