Even with the sizable Foreign Exchange (FX) holdings and good credit ratings of its top assets, Asia remains vulnerable to various shocks. This paper highlights the limited cross-border asset pledgeability as a significant factor for the lingering vulnerability in Asia. The dichotomy in asset holdings between pledgeable FX and non-pledgeable domestic assets in major economies in Asia has been the source of increasing stabilization costs as well as weakened market momentum in the region. Specifically, the peculiar feature of asset holdings in Asia reflects seriously deficient cross-border asset pledgeability that is left unaddressed. Asset pledgeability contributes toward financial stability via three channels: 1) capital market development by recognizing the role of collateral, 2) increased shock absorption capacity via collateral management, 3) and the newly activated safe asset provision. Therefore, it is crucial to go beyond the usual market development strategy and expand the overall asset pledgeability in the region that has remained unduly depressed.

This paper is a proposal of Sentinel Asia for Environment (SAFE). The essential to this project is to help environmental agencies in Asia to set up an environmental monitoring system with satellite observation data. It is focused on an environmental issues originated from anthropogenic events detected as land cover and land use change in Asians' daily human life including; agriculture, global warming gas, urban environment and forest resources. It is leaded by Japan Aerospace Exploration Agency (JAXA) along with University of Tokyo and Asian Institute of Technology in Thailand under the umbrella of Sentinel Asia which is dedicated to disaster monitoring issues. It is expected to initiate a information outgoing through WWW for Asian countries to set up their national land information system focusing on environmental changes.

A gauge-adjustable system can be used for the fast and safe transportation in the railways with different gauges instead of transshipment or bogie-changing. The system will be necessary to connect the trans-Korean railway with the transcontinental railway effectively. In this paper, the technical requirements for the gauge-adjustable system used for the north-east asia network were studied and the conceptual design of the system was performed. For the purpose, the specification was made and the QFD and TRIZ methods are used.

본 논문은 국내 창업초기 투자활성화를 위해 도입된 SAFE 투자방식이 창업초기투자의 대표적 투자형태로 활성화되며 시장에 안착하는데 필요한 정책적 방안을 제시하는데 목적을 두었다. 특히, SAFE와 컨버터블 노트 방식과의 비교를 통해 SAFE가 컨버터블 노트에 비해 창업초기기업에 대한 투자 활성화에 보다 적합한 측면이 있음을 분석하였다. 또한, 본 연구는 SAFE 관련 선행연구들이 SAFE 활성화의 가장 중요한 문제로 SAFE의 법률적 지위확보문제, 세제관련문제 그리고 후속투자 유치 실패 및 만기불확실성 문제를 주요 쟁점으로 다루고 있는 점을 참조하여 한국형 SAFE 활성화의 정책적 대안을 제시하였다. 첫째, SAFE 회계처리 관련, 선행연구들을 참조로 SAFE의 부채와 자본으로서 처리방안의 대안을 제시하며, 특히 SAFE 도입을 주도하는 벤처투자법의 내용을 토대로 SAFE를 자본으로 처리하는 방법에 대한 대안을 제시하였다. 둘째, 세제지원 관련, 현재 개정이 추진되고 있는 벤처기업 인증제도를 토대로, SAFE 투자가 벤처기업인증을 위한 투자로 인정되어야 SAFE 투자관련 세제지원 문제를 해결하는 방안임을 제시하였다. 셋째, 후속투자 유치 실패 관련, 해외주요사례 벤치마킹 연구들을 토대로, SAFE의 한국형 계약방식 즉, 계약조항 문구를 만들 때 후속투자유치 실패에 대한 안전장치와 만기일 및 그 이후에 대한 이벤트 협상 등의 내용을 담는 수정문구를 반영하는 방법으로 문제해결 방안을 제안하였다. 본 논문은 SAFE 투자가 국내 창업초기 투자방식으로 활성화되기 위한 방식으로 이 제도의 도입 법적근거인 벤처투자법과 제도의 주무부서인 중소벤처기업부의 보다 강한 역할을 중심으로 제안하였다. 이를 통해 본 논문은 기존 선행연구들의 내용을 보다 정책실행적인 관점에서 문제 해결 실행대안을 제시하였다.

It is a proven fact with the opening of the Seoul metro line number 1 in 1974 traffic congestion on the roads has decreased and the efficiency of people transportation in general has greatly been enhanced in the downtown and surrounding areas of Seoul. Even today construction of new subway lines are under way and many more are being planned due to the easy access to stations, short waiting and average travel times, compared with personal vehicles, contributing to the efficiency of the public transportation systems that are linking the downtown areas and also the intercity systems in moving passengers during rush hour and times of special event. Since the labour costs of the train operator in any large city based subway system accounts for a major part of the operating costs per kilometer and to ensure cost efficient operations, especially during non-peak hours, it is necessary to implement an unmanned(auto-driven) subway system. In order to implement such a system it is imperative that the on-board and wayside signalling control systems be fully automated as well. Only through proper examination of safety procedures not only by the AUGT(Automated Urban Guided Transport)system but also by ail the international standards organizations involved can safely and stability be ensured.

The Internet provides a new way of doing business, but ease of copying and of sharing valuable digital information illegally across the Internet undermine many viable business models. This paper investigates the Digital Rights Management(DRM) as a means to provide safe protection and proper delivery of digital contents through the Information highway. First, we briefly summarize the current endeavor of DRM technical development and standardization process held in key technical working groups. Then, the paper provides a generic architecture for a DRM framework and shows the implementation of a prototype of DRM system incorporating key conceptual and technical standardization development. This study emphasizes the importance of developing the DRM architecture that provides the proper protection and safe transformation of digital contents in electronic commerce.

Background: Reduction malarplasty is one of the most popular facial contouring surgeries in east Asia for making patients' faces smaller. Currently in Korea, reduction malarplasty surgeries are performed mostly at plastic surgery clinics, but few cases are done at oral and maxillofacial surgery clinics. The reason might be because of post-operative complications after reduction malarplasty, such as undercorrection, overcorrection, asymmetry, cheek drooping, malunion, pain and noise. Those complications should be uneasy to be handled by oral and maxillofacial surgeons, however, they can be prevented by knowing the effective and safe reduction malarplasty techniques. Therefore, in this article the author as an oral and maxillofacial surgeon, would like to suggest safe and effective surgical methods for reduction malarplasty customized for Korean patients. Method: L- shape osteotomy of zygomatic body was performed with intraoral approach via vestibular incision, and the zygomatic arch was osteotomized with extraoral approach via sideburn incision. Then zygomatic complex was separated and rotated mesio-superiorly without removal of a bony strip and fixed with miniplates and microplates without making a bony gap. Conclusion: Surgical results were favorable and satisfied by the patients without cheek drooping, malunion, undercorrection and asymmetry.

This research is to survey the possibility of developing Yoryang coral cave as the local tour site uitable for local self-government era of Kangwon province, with relation to the tour development of Odaesan and Tebagsesan. This cave is only coral one founded in Asia and has very high speleological, and academic values. The people in the mining village can live a safe and rich life by getting two more jobs through developing the tour site in Yoryang coral cave round. The tour train running between Kangnung and Wonju makes coral cave as the local tour site, the beneficial condition of developing Yoryang.
