Proposal of Minimum Housing Standard for Eup-Myun Area (읍.면 지역 최저주거기준 방향 설정 및 기준안 제시)

  • The federal government has been implemented several housing policies attempting to improve living quality at Eup-Myun area(rural area), but those were mostly fund supports to reconstruct or repair houses. Existing minimum housing standard is focused on urban apartments and indoor space, but the houses of Eup-Myun area are scattered and are different from urban's house space. Therefore, this study focused on these area, and intended to propose suitable minimum housing standard for Eup-Myun area. Based on literature reviews about housing standard of England, U.S., Japan and South Korea, questionnaire survey was given to 50 experts divided into 2 groups, professors of architecture and researchers on rural environment. This study proposed the direction of new minimum housing standard of Eup-Myun area, it could be added to 2 household composition, be divided into 2 groups, agricultural and non-agricultural residents into facility guideline, be added to outdoor facilities, for example warehouse and open yard, and finally be inserted water quality into environment standard. The results of this study provide insightful strategies for rural housing standard.

  • The purpose of the study is to establish the concept of residential standard, and at the same time to investigate the area of the minimum residential standard in the countries of the world through the preceding studies. In addition, it also aims at establishing the objective residential standard by comparing the residential standard of Korea with that of foreign countries, examining the problems and finding out the matters to be improved through the comparison of the residential standard in advanced countries with the minimum residential standard of Korea. The standard residential area, derived from the process of examining the minimum residential standard, will be used as the basic material for the calculation of the reasonable area in the surface plan for the study of low-cost housing development. The method of the study is to establish the concept of residential standard and at the same time to find out the problems in the minimum residential standard of Korea and improvement methods through the comparison of the residential standards in other countries. As the result of the studies focused on the area among the residential standards, it is found out that the Korea's residential area per capita is established as the least in comparison with that of advanced countries. The real area decided depending on the size of social space suitable for living can play a role in improving the degree of satisfaction in the person's living in the residential area. Therefore, it is urgently necessary to make a depth study on the surface area of the minimum residential standard, and it is also required to propose the residential standard and directions for the improvement of the qualitative level rather the quantitative expansion of residential structures.

A Study for Target Area Set-up Plan of Environmental Assessment (환경평가 대상지역의 설정방안에 대한 연구)

  • This paper seeks for the set-up plan in the reasonable target area of environmental assessment. Domestically, the target area of environmental assessment is set up by the adjustment of opinion collection about the assessment scope result of an environmental factor. In a foreign country, the boundary of the target area for a development project is established with the environmental, economical, and social viewpoint based on the standard for significantly environmental impact. Based on the analysis of the present condition at home and abroad, the first set-up plan for the reasonable target area of environmental assessment is the preparation of the detailed term definition related to the target area of environmental assessment. The second is the arrangement of the judgement standard for significantly environmental impact. The quantitative assesment item can apply the present standard or regulation, and the qualitative assessment item can establish the standard based on factual and objective data. The last is the preparation of the reference material or the guideline for deciding the initial target area by the judgement standard and determining the final target area by opinion collection in the stage of scoping.

Study on the Spatial Standard for Reading Rooms in University Libraries (대학도서관 열람실 공간기준에 관한 연구)

  • This research aims to establish the size standard of university library's user space, and present the standard and method to calculate total area required in the planning of new building construction and remodeling. Nine university libraries newly constructed or remodeled since 2000 were selected among the libraries of large scale universities with more than 10,000 enrolled students as the target libraries in this research. The target libraries were classified into A group (five cases partially remodeled) and B group (four cases newly constructed or fully remodeled) on the basis of the change of times. A university library can be divided into three spaces (user space, administration space and public space). This research classified the reading room in the user space into bookshelf zone, reading zone, information/office zone and hall/other zone, and analyzed area ratio according to each zone. B group's bookshelf zone decreased 12% more than A group, and B group's reading zone increased 10% more than A group. However, there was no big change in the area ratio of information/office zone and hall/other zone. This can be interpreted that university library changes from book and archive preservation-oriented space to user-oriented space. This research presented a proper reading room area calculation method, based on the capacity of books, by reflecting such a change. Each zone's standard was set up through classification of domestic and international standards, based on which, the calculation method of university library's total floor area required was presented. The reason why there was difference in university library's total floor area required according to domestic standard and international standard was that the number of enrolled students per seat in the reading room was different. The area calculation methods presented in this research can be utilized as useful data upon planning university library construction or remodeling.

Groundwater Contamination by Cation, Anion and Pesticides (지하수중 음이온, 양이온, 및 금속의 함량)

  • According to the increase of population and industrialization, the quality of our drinking water are becoming worse by the contamination of resources, production of THM and other halogenated hydrocarbons during the purifying process, the problem of corroded water supplying pipeline, and the water reservoir tanks, Many people choose groundwater to drink instead of city tap water, but sometimes we get report about groundwater contamination by wastes, swage, septic tank, etc. It is reported that in U. S. over 20% of population are drinking groundwater, but U. S EPA reported the groundwater contamination by pesticides, herbicides, fungicides, fertilizer, and various chemical substances. Craun, et at announced the groundwater contamination by bacteria which are related with poor installation of septic tank. Johnson and Kross mentioned aboutmethemoglobinemia by NO3-N originated from human and animal feces, organic chemicals, and fertilizer, and as the results the infant mortality could be risen. Some scientist also reported the high concentration of metals in groundwaters and some cation and anions, and volatile organic compou nds. Authors investigated 80 groundwaters in urban, agricultural, and industrial area during last 3 month(June - August) to check any drinking water quality parameters are exceeding the standards. The results were as follow. 1, The average value of ammonia nitrate were within the standard, but 11.76% of urban area were exceeded the 10 rpm standard, in agricultural area 42.3175 were exceeded, and in industrial area 20.2% were exceeded the drinking water standard of 10 ppm. the highest concentration was 29.37 ppd in industrial area. 2. The mean value of metals is not exceeded the standard, but there were some groundwater whose Mn value was 0.424 ppm(standard is 0,3 ppm) in urban area, 0.737 rpm in agricultural area, and 5.188 ppm in industrial area. The highest Zn value was 1.221 ppm (standard is 1.0 ppm)was found in industrial area. 3. The percentage of contamination by general bacteria was 8.82% in urban area, 15.38% in agricultural area, and 15.00% in industrial area. Escherichia coil group was also contaminated by 35.29% in urban area, 30.76% in agricultural area, and 30.00% in industrial area. 4, The pH value was within the standard which means there was no influence by acid or alkali chemicals, nor acid rain Through the above results, all the groundwater should be tested to check the safety for drinking water and should make some alternative methods suitable for drink.

A Study on the proportion of functional Areas in the ward of General Hospitals (종합병원의 병동부 기능공간 구성비율에 관한 연구)

  • This study proposes proportions of functional areas in the ward of general hospitals, which are derived from 5 big university hospitals in order to establish the ward area standard for hospital design. The results of this paper are as follows. First, functional areas of hospital ward are composed of bedroom area, nursing area, training area, service area, and common area. Of course common area can be divided into first common area and secondary common area. The first common area(inter departmental common area) includes lobbies, elevator lobbies, corridors, restroom, and mechanical shafts. The secondary common area means the common area within special department such as ward or radiology department. Second, a standard method of calculating ward areas has been proposed: the standard is based on the center line of the wall between functional areas. Third, the proportions of 6 functional areas in ward are suggested.

  • Purpose: Korea is expected to enter an aged society in 2018 and then a super-aged society in early 2025. The country's aging is progressing faster than any other country in the world. However, the foundation of the elderly friendly industry is weak, and measures at the government level are urgently needed. Especially, housing problems of the elderly are one of the most urgent measures to be taken. Korea does not have the minimum residential area standard for the elderly, and the current general minimum residential area standard is based on the survey of the housing situation without scientific evidence. Therefore, both standards need to be revised as soon as possible based on scientific evidence. Methods: The minimum residential area standard has been calculated following Karl H. E. Kroemer's Min or Max design also being called as-single cut and dual cut theory- as the maximum population value and minimum population value theory of Ernest J. McCormick. Therefore there is a need for a formula made using a few key factors, such as corresponding dimension, practical dimension, clearance, spare dimension, integrated dimension. These elements can be defined and used as formulas to calculate minimum residential area standards. Results: Assuming the results of the spatial variability in this study showed that it is possible to raise the standard of living in a terms of sustainable minimum size for the young, old and all residents. Implications: The government should set a minimum residential area standard with scientific grounds and set up a policy improving the life of people who live in an needy residential environment.

A Study on Application Methods of the Transfer of Development Rights - Focused on Residential Areas of Gwangju - (개발권양도제 적용방안에 관한 연구 - 광주광역시 주거지를 중심으로 -)

  • This study applied the value of floor-area-ratio standard calculation method to case areas and analyzed them to overcome the limits of previous studies in calculation methods for area standards and land price (value) standard development rights. The results are presented as follows: First, criteria to select sending areas and receiving areas are needed. Second, calculation methods based on the value of floor-area-ratio standard can be widely used as standardized criteria in various areas. Third, for the connection of sending areas with receiving areas, the connections of 1:1, n:1, 1:n, and n:n are available and the location of possible dealing areas should be considered. Also, the choice of connecting unions that meet the purpose of TDR presented by local governments is available. Fourth, for Gwangju, as receiving areas downtown provide higher profits than previous renewal projects, the application of TDR is available. Application methods to overcome problems are presented as follows: First, criteria to select sending and receiving areas should be prepared and implemented in an order of priority. Second, in calculating development rights, methods based on the value of floor-area-ratio standard should be used. Third, the standards and principles of sending and receiving areas should be designated and possible dealing areas should not be limited.

  • Currently, there is no facility standard for a city public health center. The facility standard of rural public health center is referred to architectural plan of city public health center. This study is about architectural plan of the city public health center and have been in 7 public health centers in Daegu investigated. Conclusions can be summarized as follows: 1) The Mother and child hygienic section, area ratio which is presented by the facility standard of rural public health center must be increased in case of city public health center since function-reinforcement of the mother and child hygienic section is required. 2) Business section, the area ratio which is presented by the facility standard of rural public health center must be diminished for city public health center because it has been excessively allocated.

A Study on the Standard of Estimate for Vitalizing the Natural Environment Restoration Industry (자연환경복원산업 활성화를 위한 표준품셈 연구)

  • The natural environment restoration industry has been newly included in the environment area of engineering technology. Accordingly, the enactment of a standard of estimate for determining the 'Cost plus Fixed Fee' method has become necessary for the implementation and vitalization of natural environment restoration projects. The purpose of this study is to determine the standards for which the prices for engineering projects are calculated with respect to the enactment of an engineering project standard of estimate in the natural environment restoration field. These include the scope of the technological work, standard area, manpower requirements by technical grade that are necessary for carrying out the technological tasks. Relevant laws and regulations, systems and precedent case studies were investigated and analyzed to establish a price calculation standard. The overall results of the analysis were used and applied to questionnaires, public hearings, and expert delphi techniques. The study showed the following results: The scope of the technological work was categorized into 'Biotopes', 'Eco-corridors' and 'Ecological restoration'. The standard area was set up as $1,000m^2$ for 'Biotopes' and $5,000m^2$ for 'Eco-corridors' and 'Ecological restoration'. The manpower requirements by technical grade that are necessary for carrying out the technological tasks were determined. The suitability of the costs, standard area, manpower requirements by technical grade of ordered engineering projects that are determined by applying the standard of estimate for natural environment restoration that may be enacted pursuant to this study may be effectively investigated and analyzed. Moreover, further studies on the calculation of standard prices that can ensure the stability of natural environment restoration projects will be necessary.
