Collaborative Archiving Project with Citizens: A Case Study on the Paju Central Library (시민과 함께 하는 기록화 사업 :파주중앙도서관 사례)

  • With the objective of recording the life stories of Paju's long-time residents, the Paju Central Library has been implementing the "Human in Paju" project by forming the Citizen Oral History team since 2017. Building upon the success of this initiative, Paju Central Library became the first library in the country to establish a Records Management team. Subsequently, regulations were enacted, and a committee comprising citizens and officials was formed to ensure the continuous development of the archival project. Moreover, they emphasized public discourse and collaboration at every stage by creating a system to raise awareness of the importance of archiving throughout Paju and support citizens in becoming active participants in the project. This paper aims to present a case study of this exemplary local government library.

  • Life science is one of the most important fields which have direct influence on human life. Many domestic life scientists in the industries, educational organizations and research institutes have been producing important results in a variety of forms such as papers, research notes, presentation materials, books and teaching materials. Open Archiving Community has been constructed in order to share and exchange research information related to life science between researchers. The domestic life scientists can acquire valuable information through the community quickly and efficiently. In this study, the community system has been designed and implemented to provide free access to all data including metadata registry of the bibliographic information on life science and research results accumulated by researchers of their own accord. The community system also has been designed and implemented based on Web 2.0 and provides users with BBS by subjects.

A Study of Standard Model for Electronic Document Archiving (전자문서 아카이빙 표준모델 연구)

  • Requirements concerning production of electronic documents and storage are stipulated in the act on document management of public institutions revised in 2003. However, provisions or standards for long term preservation of electronic documents are insufficient and in need of strengthening. This study aims to provide standard factors for long term preservation of electronic documents and thus lay foundation for long term preservation related matters for the establishment of management strategy, ISO 15489 management factor is analyzed as a necessary framework for long term preservation of electronic record at a production stage. Preservation description information is derived from ISO 14721 which is suggesting document management systems to archival institutions. Through this case study, standard registry factors reflecting ISO 15489 and 14721's are suggested in an attempt to improve the act and system environment for long term preservation and archiving.

  • The purpose of this paper is to analyze and compare the existing digital media asset management systems and develop a prospective implementation model. As a result of conducting this research, it is recommended that the prospective system consists of an archiving server, a processing server, and an interface system. This result suggests important starting point to develop a resonable and reliable implementation model for digital media asset management system.

  • Zero client-based cloud storage technology is gaining much interest as a tool to centralized management of organizational documents nowadays. Besides the well-known cloud storage's defects such as security and privacy protection, users of the zero client-based cloud storage point out the difficulty in browsing and selecting the storage category because of its diversity and complexity. To resolve this problem, this study proposes a method of intelligent document archiving by applying an algorithm-based automatic topic identification technology. Without user's direct definition of category to store the working document, the proposed methodology and prototype enable the working documents to be automatically archived into the predefined categories according to the extracted topic. Based on the proposed ideas, more effective and efficient centralized management of electronic documents can be achieved.

  • This study is to investigate the contents and bibliography through data collection and data release produced in the Gwangju Student Independence Movement and the activities of the Reading Association, and to propose an efficient management plan for the formation of the Reading Association archive. This study was conducted using literature research and visits to institutions and organizations related to the independence movement, data research, and interviews. The results of the study were presented the significance of the Gwangju Student Independence Movement, three occurrences, the number of participating schools and students, the organization and activities of the reading society, the type of participation in the Independence Movement, the record information of the Gwangju Student Independence Movement, the characteristics of the records information resources, the current status of the management of records and information resources, a collection system and archiving of records and information resources, and the expected effect and utilization plan were presented.

  • In this study, the concepts and main ideas of the 'Management System for Records(MSR)' standards which is being prepared by ISO(TC46/SC11) are explained. And the implications and prospects of MSR standards are suggested for the development of records management practice in Korea. The MSR has the same frame with the ISO 9001(QA system) and its main procedures are consistent with ISO 15489. Its methodology of record management can help organizations to integrate their records management with their own management and system development strategies. The MSR can provide good solutions to improve the national archiving policy and to solve the current argument about the professionalism of record managers.

A Study on Developing a Name Access Point Control System to Improve the Performance of Information Retrieval from Institutional Repositories (기관 리포지터리의 검색기능 향상을 위한 인명 접근점제어 시스템 구축 연구)

  • This study developed a name access point control system for better performance of information retrieval from institutional repositories, which are equipped with authorgenerated metadata processes for self-archiving. In developing name access point control data for the system, the primary data were created from the existing authority. However, unlike the existing authority data, the primary data did not use any authority forms. Instead, the data utilized all the forms provided by the resources as access points. Specifically, field of activity(subject) and title information on authorship were used to distinguish between persons who have the same name. The result showed that the system improved the performance of the information retrieval. The system has been also expected to be utilized over other metadata provided by libraries, in addition to the institutional repositories, in order to provide better quality information.

Searching for Laws and Systems to Revitalize Private Archives (민간 아카이브 활성화를 위한 법·제도 모색)

  • From the beginning of the enactment and implementation of the Public Records Management Act, there has been a steady discussion on the establishment of local archives. Local archives include not only administrative records of local governments, but also private archives such as containing the lives of residents. Along with the academic discussion, there have been movements for local autonomy and decentralization. Currently, interest and discussion on private archiving are in the historical flow. In addition, private archiving has become a social concern because of the establishment of systems such as the Public Records Management Act and the Information Disclosure Act, the establishment of a digital environment, and the spread of the meaning and value of village community activities. There are several government agencies related to private archiving, and the grounds for performing their work are different, and there are many central administrative agencies to which they belong. Therefore, I propose that the National Archives take the lead and form a 'Consortium of Private archives Management Institutions'. The organization should promote first, cooperation of collection information and archives, second, coordination of tasks and functions between institutions, and third, establishment of a nationwide private archives management system. Now is our chance. Instead of reacting on an ad hoc basis, respond systematically with a long-term perspective.
