This year marks the 20th anniversary of the enactment of legislation related to records in Korea. The Public Records Management Act of Korea deals with the entire process from production to classification, transfer, and utilization for all records. Recently, the National Archives of Korea is in the process of discussing amending laws to implement records management innovations. It is necessary to take a look at the cases of advanced countries abroad, which have a long tradition of Archival management and focus on preservation records. In this study, Germany's "Federal Archives Act" was targeted. Germany is regarded as a country with a long tradition of managing preservation records. Especially, we have something in common that has experienced the history of division like our country. For the research results, each clause of Germany's "Federal Archives Act" was to be analyzed to understand Germany's Archival Management System. As a country that has experienced the division of Germany and unification, it maintains Archival management after unification. Therefore, we drew on the characteristics of Germany's Archival management law and system and studied what implications could be given to our country.

Records Management Act of a country is the basis for understanding its archives management system. Germany is regarded as a country that achieved remarkable development of the system in the process of nationalism and unification based on romanticism in the 19th century. In addition, the federal and local governments enacted and operated their own laws based on the administrative system of the federal structure. Recently, the National Archives of Korea is discussing ways to improve its expertise and the system of operation in conducting national records management. Therefore, it is meaningful to analyze Germany's Records Management Act, which has a management system of long-standing historical records and examine its features. In this study, we analyzed and derived the characteristics of the Federal Records Management Act, which is the standard for the management of Federal Records in Germany.

This article intends to provide a direction for reconstructing the national regime of archival appraisal in electronic record environments. Functional appraisal, which inevitably carries out for appraising electronic records, has defects in aspect of selecting archives important in a national point of views. To do so, this article discusses defects of functional appraisal, and then suggests the necessity of archival appraisal strategies that complements functional appraisal. To investigate this archival appraisal strategies, it analyzes Australia's Whole-of-Government Functional Analysis, United Kingdom's Acquisition Policy and Appraisal Policy, Germany's Cooperative Cross-Archives Appraisal and Canada's Macro Appraisal. Ultimately, this analysis is able to establish a base of the regime of archival appraisal which will harmonize primary value at current stage with secondary value at non-current stage in a national point of views.

With an annual growth rate of about 30%, wind energy systems, such as wind turbines, represent one of the fastest growing renewable energy technologies. Continuous structural health monitoring of wind turbines can help improving structural reliability and facilitating optimal decisions with respect to maintenance and operation at minimum associated life-cycle costs. This paper presents an integrated monitoring system that is designed to support structural assessment and life-cycle management of wind turbines. The monitoring system systematically integrates a wide variety of hardware and software modules, including sensors and computer systems for automated data acquisition, data analysis and data archival, a multiagent-based system for self-diagnosis of sensor malfunctions, a model updating and damage detection framework for structural assessment, and a management module for monitoring the structural condition and the operational efficiency of the wind turbine. The monitoring system has been installed on a 500 kW wind turbine located in Germany. Since its initial deployment in 2009, the system automatically collects and processes structural, environmental, and operational wind turbine data. The results demonstrate the potential of the proposed approach not only to ensure continuous safety of the structures, but also to enable cost-efficient maintenance and operation of wind turbines.
