A Study on Standard Testing Method for Type Approval of DSC Using MF/HF (MF/HF용 DSC의 형식검정을 위한 표준 시험방법)

  • This paper is a study on standard testing method for type approval of DSC which is the main structure of the terrestrial communication. As authority inspecting offices and producers have no experience for type approval of relative equipments as adapting GMDSS. In this paper, it is to be improved the understanding for type approval ; a system, standard of technic and testing methods, etc and make better quality of relative equipments. Additionally it could help quality and quantity improvement in all radiocommunication parts. Of course, the regulation for type approval had made but most makers didn't know it correctly, so the method of solution have been studied. By result of this study, with comparision and analysis of structure and a condition of efficiency with adapting GMDSS is could help some problems slove in the field and gave testing method of machinery and tools, electrical conditions, came out measurement and did ways standard efficiency.

  • Electronic navigation system onboard have have been developed with recent technology based on new concept such as electronic chart date. The most valuable system of revolution in electronic navigation equipment is ECDIS, which have been developed in order to reduce work load of mariner and give an integrated information by simple means, especially to improve the safety of ship's navigation. In order to be sure the function of ECDIS is satisfied, The international standard have regulated the performance in the standard, so ECDIS should be type approved by the marine equipment authority of each government. There are three basic documents, IEC61174, IEC61162, IEC60945 issued by IMO(International Maritime Organization) which should be used for type approval system of each authority. IEC 61174 include the method of test and required results for operational and functional performance of test equipment. IEC61162 is for sensor interface and IEC60945 is related to the test of environmental condition for general marine radiocommunication equipment. In this paper, we investigate international standard in detail and current approval system of general marine equipment. After that, we present the possible structure of type approval of ECDIS and important considerations of approval system such that ECDIS should be tested as one system not be separated between S/W and H/W.

Technical Specifications for Manufacturer Approval in Railway Safety Law (철도안전법의 제작자 승인 기술기준에 대한 연구)

  • The amended law of railway safety in Korea has recently come into effect in order to strengthen the railway safety management system. The new law, which took effect March 1, 2014, will implement stricter oversight of railway companies. As a result, a company that manufactures railroad system or components for domestic use must obtain an approval in accordance with the technical specifications of manufacturer approval. Although Korea had established the legal system in enforcing railway safety, the government wants the companies continue to develop the more improved safety systems until they gain competitive edge on the world class railway manufacturers. This paper presents an in-depth analysis of the technical specifications for manufacturer approval in International Railway Industry Standard (IRIS), which is the global standard. This paper also proposes measures and guidelines that would help Korean manufacturers those who want further develop their safety management systems, as a prerequisite for them to obtain the manufacturer approval.

  • ISO 9000 Series International Standard have been established in 1987 and world trading patterns have changed into the request of ISO 9000 series approval. About 1100 domestic companies have currently obtained ISO 9000 series approval from domestic or foreign certification bodies. This paper presents the current status of ISO approval of domestic industries, a case study of a valve manufacturing company in Pusan, procedures for obtaining ISO approval, predictable effects as a result of approval, and recommendations.

Contribution of thermal-hydraulic validation tests to the standard design approval of SMART

  • Many thermal-hydraulic tests have been conducted at the Korea Atomic Energy Research Institute for verification of the SMART (System-integrated Modular Advanced ReacTor) design, the standard design approval of which was issued by the Korean regulatory body. In this paper, the contributions of these tests to the standard design approval of SMART are discussed. First, an integral effect test facility named VISTA-ITL (Experimental Verification by Integral Simulation of Transients and Accidents-Integral Test Loop) has been utilized to assess the TASS/SMR-S (Transient and Set-point Simulation/Small and Medium) safety analysis code and confirm its conservatism, to support standard design approval, and to construct a database for the SMART design optimization. In addition, many separate effect tests have been performed. The reactor internal flow test has been conducted using the SCOP (SMART COre flow distribution and Pressure drop test) facility to evaluate the reactor internal flow and pressure distributions. An ECC (Emergency Core Coolant) performance test has been carried out using the SWAT (SMART ECC Water Asymmetric Two-phase choking test) facility to evaluate the safety injection performance and to validate the thermal-hydraulic model used in the safety analysis code. The Freon CHF (Critical Heat Flux) test has been performed using the FTHEL (Freon Thermal Hydraulic Experimental Loop) facility to construct a database from the $5{\times}5$ rod bundle Freon CHF tests and to evaluate the DNBR (Departure from Nucleate Boiling Ratio) model in the safety analysis and core design codes. These test results were used for standard design approval of SMART to verify its design bases, design tools, and analysis methodology.

Fire-fighting Pump Approval Standard for Fire-fighting Trucks with an Additional Positive Displacement Pump (용적형 펌프를 추가한 소방자동차용 소방펌프의 성능 인정기준에 관한 연구)

  • Positive displacement pumps with high pressure and water capacity are used large fires in various high-rise buildings. This study provides information for a performance approval standard of fire pumps for fire trucks based on centrifugal pump standards enacted in 2012. An experiment was conducted with a positive displacement pump for three levels of performance from the approval standard (V-1, 2, and 3). The efficiency of the pump was included in the reference, which requires the approval of 65% performance, the same as a centrifugal pump. The water pressure is between 1.5 and 2.5 MPa, and the required flow rate was established as at least $0.31m^3/min$ and up to $3.0m^3/min$. A relief valve was added to adjust the shut-off pressure due to the structural characteristics of the positive displacement pump. A strainer was also installed to prevent damage to the inside of the pump due to foreign matter. However, the strainer includes a difference from the positive displacement pump to operate without a vacuum pump and the centrifugal pump. This is due to the additional approval standard portion of the positive displacement pump, which is expected to be selected for more variety of fire-fighting equipment and proactive responses to fire suppression in a high-rise buildings and large fires. In conclusion, this approval standard was enacted in January 2016.

Development of test methodology and detail standard for ECDIS (선박항해용전자해도시스템 인증 기준 및 시험기술 개발)

  • The marine electronic system for safe navigation such as ECDIS has been contributing to increase the safety of navigation, decreasing the mariner's load of navigation. The ECDIS should be developed and approved by international standard of IMO for performance standard and IEC for type-approval method and required results. However, these standards have some ambiguities for us not to directly adopt them for real approval system, so we should analyze them for more clear meaning and prepare our own detail standard for type-approval system. The first thing to do for the goal of this research was to analyze the standard in detail and make ambiguity be cleared in our own standards, considering each test item in view of test methodology. For the result of analysis we could develop more evident and detail type-approval standard for each test item with test technology needed. Especially, we developed the colour differentiation test process of ECDIS monitor, which include the colour differentiation formula derived from CIE colour scheme. Several test items require sensor informations of navigation equipment compatible with IEC 61162. We also developed the signal simulator for general messages of IEC 61162 that must be provided. Additionally, the type-approval processes and standards for Back-up arrangement and RCDS mode were developed.

  • Aircraft parts are considered as a significant element for the continued airworthiness of the certified aircraft well as a partial component consisting of the new aircraft design. US FAA established the certification system of Parts Manufacturer Approval in 1965, which is contributing to the continued airworthiness of the aircraft in operation and to the expansion of worldwide market of aircraft parts. In this paper, we compared the differences of the certification systems between FAA Parts Manufacturer Approval and EASA European Part Approval, and proposed the rulemaking items to improve Korean Parts Manufacturer Certification System and to contribute to growth of aircraft parts industry.

An indicator for managing the regional variations in approval rates of long-term care (LTC) service (지역별 장기요양 인정의 차이 관리지표 개발)

  • This study develops an indicator to manage regional variations of approval rates for long-term care (LTC) service. We used LTC insurance data for grade assessment that include 433,155 applicants from 227 LTC centers across Korea in 2015. The approval rate for each center was defined as the proportion of the numbers of approved applicants out of all applicants. We assumed that the approval rates depended on the characteristics of applicants. We estimated the 'standard' approval rates from a multiple linear regression analysis using the characteristics of applicants as independent variables. The difference between the observed and the standard rates was then defined as an indicator for deviation. A center having a large difference could be considered as a center with a potential error in grade assessment. We also examined if the characteristics of investigators affected the approval rates. We found that the socio-demographic characteristics of applicants and reapplication rate for LTC grade were independent factors affecting the approval rates. Centers having the management indicator values falling outside the middle 95% of the distribution were identified as centers with an error in grading. We expect that this study will contribute to enhancing reliability and equity in LTC grading.

  • This paper is to analyze business activities of approval/permission (A/P) and to describe its problems. To conduct the A/P business activities currently, there are many problems such as complex business process and different business policies among the each organization. In order to solve the problems, this paper suggests the A/P system of highway construction CALS (Commerce at Light Speed). CALS, a top down vision of complete computing integration, promises to support electronic data exchange. The A/P system is designed to classified documents based on CALS standard and store them to database. The data register to the A/P system by the Internet, and each construction company can use the A/P system by Internet also. Benefits of the A/P system is reduction in junk documents for approval/permission actives, improvement in conduct and services life cycle support.
