It is a critical problem of the Busan container cargo market that serious competition between the north port terminal and the new port terminal is weakening port of Busan's competitiveness. To avoid this serious competition, Busan Port Authority(BPA) has executed a cargo-rate approval system from last year. However if Busan's container terminal operators do not accept this system, the execution performance will be insufficient. Therefore, the purpose of this study is to test the effect of cargo-rate approval in the Busan container cargo market. To attain this research purpose, the current situation was analyzed and the existing papers were investigated. Therefore, cargo-stabilizing factors were extracted and the moderated effect between these factors and cargo-rate approval was tested. The results are as follows. First, three cargo stabilizing factors-(market structure, market behavior, and BPA)-appear to have a strong positive impact on the stabilizing effect; however, the factors that are handled by the operators can not influence the stabilizing effect. In particular, market behavior factors, such as cargo-rate dumping restriction, contributed to stabilizing cargo market. Second, The results appear to have a strong positive impact on the moderated effect as well as the cargo-rate approval. These research results show that the execution of cargo-rate approval is important in stabilizing the cargo market. Therefore, stabilizing the cargo market will contrubute to improving the image and bargaining power of the Port of Busan.
Background: Although working hours have decreased in Korea, they are still high compared to that of other countries. In Korea, cardiovascular and cerebrovascular diseases (CCVDs) related to overwork in Korea continually occur, and the social burden from overwork is estimated to be high. This study investigated the amendment of regulations affecting the approval rate of occupational CCVDs. Methods: The change in approval rate of occupational CCVDs and related regulations were investigated using the Act and public notice on the standards for recognition of occupational CCVDs and the yearbooks of the Ministry of Employment and Labor. The CCVD mortality was estimated using data on the number of deaths according to the cause of death, the number of employed people, and resident registration population aged 15-64 years. The cumulative mortality of CCVDs was estimated using the Kaplan-Meier method. Results: Since the establishment of the standards for recognition in Korea in 1982, the scope of occupational diseases has been expanded to include intracerebral hemorrhage, subarachnoid hemorrhage, cerebral infarction, myocardial infarction, and aortic dissection. In 2013, the concept of working hours was introduced in chronic overwork. The approval rate of occupational CCVDs was 44.7% in 2006, which decreased to 12.9% in 2011. After the improvement of related regulations, the approval rate increased to 41.3% in 2018. From 2000 to 2017, the CCVD mortality of both the unemployed and employed tended to decrease, and their cumulative CCVD mortalities were 549.3 and 319.7 per 100,000 people, respectively. Conclusions: CCVDs are recognized as occupational diseases in Korea. The amendments to the standards for recognition, the introduction of the Occupational Disease Adjudication Committee, the principle of presumption, and the reduction of working hours have changed the approval rate of occupational CCVDs. A strategic approach is needed to further reduce the incidence of CCVDs.
This paper analyzes the effects of the cut in the legal maximum interest rate (from 27.4% to 24%) that occurred in February of 2018 on loan interest rates, the default rates, and the loan approval rate of borrowers in the non-banking sector. We use the difference-in-difference identification strategy to estimate the effect of the cut in the legal maximum interest rate using micro-level data from a major credit-rating company. The legal maximum rate cut significantly lowers the loan interest rate and default rate of low-credit borrowers (i.e., high-credit-risk borrowers) in the non-banking sector. However, this effect is limited to borrowers who have not been excluded from the market despite the legal maximum interest rate cut. The loan approval rate of low-credit borrowers decreased significantly after the legal maximum interest rate cut. Meanwhile, the loan approval rate of high-credit and medium-credit (i.e., low credit risk and medium credit risk) borrowers increased. This implies that financial institutions in the non-banking sector should reduce the loan supply to low-credit borrowers who are no longer profitable while increasing the loan supply to high- and medium-credit borrowers.
This study develops an indicator to manage regional variations of approval rates for long-term care (LTC) service. We used LTC insurance data for grade assessment that include 433,155 applicants from 227 LTC centers across Korea in 2015. The approval rate for each center was defined as the proportion of the numbers of approved applicants out of all applicants. We assumed that the approval rates depended on the characteristics of applicants. We estimated the 'standard' approval rates from a multiple linear regression analysis using the characteristics of applicants as independent variables. The difference between the observed and the standard rates was then defined as an indicator for deviation. A center having a large difference could be considered as a center with a potential error in grade assessment. We also examined if the characteristics of investigators affected the approval rates. We found that the socio-demographic characteristics of applicants and reapplication rate for LTC grade were independent factors affecting the approval rates. Centers having the management indicator values falling outside the middle 95% of the distribution were identified as centers with an error in grading. We expect that this study will contribute to enhancing reliability and equity in LTC grading.
We compared and analyzed the relationship between vote intention, vote expectation, and party approval rate using the 19th Presidential Election and the 7th Nationwide Simultaneous Local Election (Regional Local Government Election) poll data. The case study provides an alternative method of predicting the winner using vote expectation and a party approval rate that can improve the accuracy of election forecasting.
This study examined whether children's self-esteem has a mediating effect upon the need for peer approval in terms of both depression and social competence. The participants of this study were 393 5th graders in Seoul and Gyeonggi-do. The children filled out questionnaires on the need for peer approval, self-esteem and depression. Teachers were asked to rate the levels of the children's social competence. Data were analyzed by means of structural equation modeling. Our results indicated that self-esteem mediated effects of the need for peer approvals on children's depression. Children who sought positive approval from peers had higher self-esteem, which in turn lowered the level of children's depression. Children who avoided negative approval from peers had lower self-esteem, which in turn contributed to children's depression. However, self-esteem did not have a mediating effect upon the need for peer approval in terms of children's social competence.

During the election period, many polling agencies survey and distribute the approval ratings for each candidate. In the past, public opinion was expressed through the Internet, mobile SNS, or community, although in the past, people had no choice but to survey the approval rating by relying on opinion polls. Therefore, if the public opinion expressed on the Internet is understood through natural language analysis, it is possible to determine the candidate's approval rate as accurately as the result of the opinion poll. Therefore, this paper proposes a method of inferring the approval rate of candidates during the election period by synthesizing the political comments of users through internet community posting data. In order to analyze the approval rate in the post, I would like to suggest a method for generating the model that has the highest correlation with the actual opinion poll by using the KoBert, KcBert, and KoELECTRA models.
Objectives : The purpose of this study was to obtain the community residents' support and approval on the water fluoridation program in Mokpo, Korea. Methods : Questionnaires of this were 1085 adults, over the age of 20, who resided in the Mokpo city for over the 1year. In order to analyze the factors that were related to the approval on administering water fluoridation program, the data analyzed using a chi-squared test and a multiple logistic regression analysis. Results : Respondents approving the implementation of water fluoridation were 50.5%. The general factors of approval were age, education, Monthly household income. The knowledge factors of approval were experience of hearing of this program, the knowledge of the purpose of this program, the knowledge of the some regions in South Korea had been implement water fluoridation. The results of multiple logistic regression analysis were the awareness of oral health and the knowledge level of water fluoridation were related with this program approval. Conclusions : In order to enhance the rate of approval on administrating the water fluoridation, it is necessary to publicize the purpose, effect, and stability of this program, through a diverse mass media and reinforce the health education program to oral health management.
Purpose: The purpose of this study was to investigate nurses' perceptions and attitudes towards euthanasia. Method: The subject consisted of 345 nurses from the four general hospitals above 500 beds. Measurement tools were the Ryu's perceptions towards euthanasia, and Park's attitudes toward euthanasia. The data were analyzed using descriptive statistics, t-test, and ANOVA by using SPSS WIN 10.0 program. Results: The approval rate of passive euthanasia was 62.6%. Main reason of approval for the passive euthanasia was that euthanasia was "act of mercy". On the other hand, main reason of opposition was that "life is invaluable". 81.2% of subjects responded saying that they would ask for passive euthanasia. The approval rate of active euthanasia was 15.7%. 54.8% of subjects responded saying that they will not ask for active euthanasia. General characteristics significantly related to attitudes to euthanasia were the units, nursing degree, and meaning of euthanasia. The mean score for attitudes to euthanasia was 2.36 and it was negative attitudes. Conclusion: Man has the right to live within his life with dignity. What is most important here seems to be the legalization of euthanasia which still remains unresolved.
As new types of medical devices are emerging through convergence with advanced technology, innovative technologies are becoming hot issues in health policy because of their disruptiveness. This study analyzed the innovative medical device management systems in the US, China and Korea. Innovative medical devices have been defined differently depending on the country's management system, but in common, they are defined as products that do not exist or have dramatically improved performance compare to existing products by applying innovative technologies. Innovative medical devices have been supported by regulatory authorities during product development and approval processes. While the US and China have more than 300 products designated as innovative medical devices with diverse functions, application fields, and manufacturing countries considering the initial situation of the implementation for the system, Korea has only 16 products, mainly radiology and diagnostic devices and made in Korea only as innovative medical device. In addition, Korea shows the highest market approval rate of innovative medical devices compare to the US and China, and it is necessary to prepare the approval process in consideration of product diversity.
