A Comparative Study Between the Approved Maintenance Organizations for MROs of FAA and EASA (FAA와 EASA의 MRO 조직인증제도에 대한 비교연구)

  • In order to advance into the MRO industry, the Aviation maintenance organization with suitable for the standards for personnel, facilities and operations should be first approved by FAA and EASA. The purpose of study is designed to arrange the standards required for personnel, facility, operation rule for approval of Repair Station maintenance organizations certified by FAA PART 145 of the US Federal Aviation Regulation. Also to consider the following differences through the comparative analysis with domestic AMO certification of the information in the Management, Maintenance Process, and Quality System for approval of maintenance organization authorized, the additional EASA PART 145. As a comparative analysis on maintenance organization certification in the country between FAA and EASA, this study could show us that domestic maintenance organization, certified manual contents are used by applying just many of the FAA system. And we could know that as part of the EASA maintenance organization certification process, airmen personnel were relatively systematically segmented and controlled. For domestic maintenance organization certification, operational as policy implications we would like to present policy implications such as the implication of rating system of Aviation Mechanic License like EASA, the financial support of the training center to resolve the shortage of the FAA or EASA license holders, operational organization as "CAMO" for systematic aviation mechanic certified system should be required, continued construction of hangar or MRO for airworthiness repair under Governmental support, and varied application of DER system from FAA accordingly.

A Study of Document Creation and Management in Braille Libraries (점자도서관의 문서 생산과 관리에 관한 연구)

  • This study aims to present a Braille Library document creation and management status, and to identify ways to improve. This research field surveys and interviews were conducted three institutions, the quality requirements of the ISO 15489 standards. As a result, the Braille Library document management improvement plan is as follows. First, the policy and regulatory maintenance is needed. Copy of the regulations on the creation and management, access rights and related document management policies should be developed. Second, the document creation process needs to be improved. Electronic approval system responsible for the creation of persons who are visually impaired, visually impaired people can read documents created during document creation, and introduced measures and braille labels on the files attached to will have to be prepared. Third, the document management process needs to be improved. Changes in the creation copy of the records, and preserved along with the preservation of the original and the copy to have the same period, appointed to manage one set of all copies of the authentic copy of the plan is also required. Finally, for document management system should be introduced. Systematic document management system that can be introduced is required. This system will be designed to be accessible to the visually impaired, the search.

Substantial Fairness in the Administrative and Judicial Process of Medicine Price Cut in Korea (약가 인하 효력 발생 시점 차이에 따른 문제점과 그 해결방안)

  • This study analyzed the problem of the time difference of medicine price cut in Korea according to the administrative and judicial process and sought to present the amendment in the related law to achieve substantial fairness. We considered unfairness of medicine price cut caused by the administrative and judicial process in three situations, the approval-patent linkage system, realistic differences in the practice of administration and suspension of price cut execution. Based on it, we reasoned out the solution to get substantial fairness in the administrative and judicial process of medicine price cut in Korea. Although each step of the administrative and judicial process is lawful and reasonable, the time difference of medicine price cut according to the administrative and judicial process can result in damages or windfall to both of pharmaceutical company and National Health Insurance Service. In the present legal system of Korea, it is unable to be correct. Thus, we present the amendment to correct the damages and windfall when it happens.

Comparison of sampling method of phytoplankton for type approval of ballast water management system (선박평형수처리장치 형식승인을 위한 식물플랑크톤 샘플링 방법 비교)

  • This study aimed to compare the pretreatment methods of phytoplankton for type approval of the Ballast Water Treatment System (BWMS). The International Maritime Organization (IMO) and the United States Maritime Police (USCG) use two different test methods for this purpose. To compare the two methods, a test for concentration and non-concentration was performed with cultured and natural phytoplankton, and samples from the land-based BWMS test. The extent of damages caused by the process of concentration varied between cultured and natural species, indicating differences depending on the physiological and morphological characteristics of the species. In the land-based test, in the control water with a high biological population, the number of non-concentrated samples was about twice as high as that of the concentrated samples. There was no distinct difference between the two methods in the treated water with a low biological population. Thus, although there is a difference between concentration and non-concentration for phytoplankton sampling, the concentration method can be applied as a method of evaluating BWMS performance. However, a method for evaluating whether live species in treated water may be lost or damaged during the concentration process of sampling should be developed and validated.

  • Recently the urban railroad which is under plan and construction in domestic is under consideration Light Rail Transit mostly with the alternative against excess of working expenses of Midium Rail Transit(subway), inefficient transportation problem etc. It come to a conclusion that the application of the light rail transit is proper from reserve feasibility study and approval process of Master plan in Daegu urban railroad Line No.3 Based on hereupon, carried out the detail investigation for optimum system selection which suitable for Daegu urban circumstance in process of master plan can satisfy the working expenses decided in national expenditure support project.

  • Based on the safety of irradiated foods which was demonstrated from the toxicological, microbiological and nutritional points of view, irradiation has been identified as a viable technology for food preservation and processing, having a potential both of reducing storage losses by controlling spoilage organisms, sprouting and ripening, and of improving hygienic quality of raw and processed products. Research and development over decades in the field of food irradiation have led to the regulatory approval in 37 countries and of them 25 countries including Korea are commercially utilizing food irradiation process. Although progress towards acceptance of food irradiation by the industry is slow, actual market trials have shown that once consumers have understood this technology, they are willing to buy irradiated foods. Considering recent advances in food irradiation and restrictions in the use of chemical fumigants, it is expected that food irradiation is in the process of "taking off". This paper deals with up-to-date progress in food irradiation with particular reference to domestic activities in legislation, consumer perception, commercialization, and potential applications in the food industry.

  • Offshore Bridge Crane and Hoist which are used FPSO Ships that can move through self - power and have oil production, store and loading and unloading facilities are increasing demand. These equipments must use Crane safely by pitch and rolling of the high wave. For this, they have to be equipped with high durability and safety. So the advanced shipbuilding industries use a private design system which can be prompt in design and analyze in the first stage. For this study, It was developed a basic design system for "Bridge Crane and Hoist" used on FPSO ships. By developing this automated system for "Bridge Crane and Hoist" design, we will be able to make the design data easy to understand. This basic design system will help reduce the amount of working time it takes to design new systems, construct design databases and get approval for the finished design.

PoF based Fatigue Durability Analysis of Automobile Suspension Module (고장물리 기반 자동차 서스펜션 모듈 내구설계)

  • In the manufacture of automobile suspension modules at a company as parts supplier, the design process includes the detail design and the design modification via structural and fatigue durability analyses considering PoF(physics of failure) of their weldments that are repeated more than four times sequentially. The approval of the design and the release of final drawings follows. For the suspension modules, e.g. control arms and cross member, the man-hours per worker required in the process outlined above can reach as high as 1,414hours. Application of the developed integrated design system can reduce the man-hours of 1,004. In comparison with the conventional design process, this integrated design system reduces the required time by about 40%. If expense is taken into account, a savings of approximately $192,000 is estimated, assuming the design process accounts for 1.5% of total sales for the parts supplier

  • The global ship repair and modification market is expected to grow up to approximately $ 30 billion by 2025. Korea's shipbuilding industry is leading the world grounded on its international competitiveness in design and production technology. The reality, however, is that the ship repair and modification industry is centered on Gyeongnam, and there are only two to three ship repair workplaces that can repair large ships. Therefore, domestic ship repair companies target small and medium-sized ships mainly. This is because there are few workplaces equipped with a large dock in which large ships like LNG ships can be inspected regularly or repaired, complaints are severe for environmental problems, and related environmental regulations are so strict that it is very hard to obtain government approval for the extension of ship repair and modification workplaces or the opening of new shipbuilding sites. Besides, on account of the workers' high wages, few experts related, and higher ship repair price compared to that of Southeast Asia, most of the volume of repairing large ships including domestic LNG ships is being lost to Southeast Asian or Chinese markets. In this study, the work process and pre-work preparation process for ship hull (winch, windlass, hatch cover, ramp door, cargo gear, anchor chain) repair were analyzed and presented to foster domestic ship repair experts and revitalize related industries.

  • Consultation program for pharmaceutical development is a new system in which pharmaceutical companies meet and discuss scientific and/or regulatory issues with drug regulatory authority in the research process and before submitting new drug applications. This program helps pharmaceutical companies reduce uncertainties in the research and development and increase the possibilities of getting drug marketing approval. Developed countries such as US, EU, and Japan have implemented various forms of pre-submission meetings or consultation programs since the mid-1990s. The rapid development of technology in pharmaceutical R&D increases the importance of communication between drug development companies and drug regulatory authority in Korea, too. In designing the consultation program, it is desirable to focus on the stages of clinical trials which take the longest period of time and the biggest amount of money in the pharmaceutical R&D process. We suggested that results or recommendations by drug regulatory authorities in pre-submission meetings or consultations be formally documented and considered in review process. Explicit scientific reasons are required for changing the results from consultations.
