A simple approach for quality evaluation of non-slender, cast-in-place piles

  • This study proposes a conceptual framework of in-situ vibration tests and analyses for quality appraisal of non-slender, cast-in-place piles with irregular cross-section configuration. It evaluates a frequency index from vibration recordings to a series of impulse loadings that is related to total soil-resistance forces around a pile, so as to assess if the pile achieves the design requirement in terms of bearing capacity. In particular, in-situ pile-vibration tests in sequential are carried out, in which dropping a weight from different heights generates series impulse loadings with low-to-high amplitudes. The high-amplitude impulse is designed in way that the load will generate equivalent static load that is equal to or larger than the designed bearing capacity of the pile. This study then uses empirical mode decomposition and Hilbert spectral analysis for processing the nonstationary, short-period recordings, so as to single out with accuracy the frequency index. Comparison of the frequency indices identified from the recordings to the series loadings with the design-based one would tell if the total soil resistance force remains linear or nonlinear and subsequently for the quality appraisal of the pile. As an example, this study investigates six data sets collected from the in-situ tests of two piles in Taipu water pump project, Jiangshu Province of China. It concludes that the two piles have the actual axial load capacity higher than the designed bearing capacity. The true bearing capacity of the piles under investigation can be estimated with accuracy if the amplitude of impact loadings is further increased and the analyses are calibrated with the static testing results.

  • In this study, collecting data in real retail-premium market and the influencing factors were extracted explored the formation of retail-premium. This should identify the level of retail-premium through an objective estimate of expenses, revenues, etc. A hierarchical regression analysis was conducted focusing on how the operating profit affected the formation of retail-premium. Store operators will have to be accompanied by the management of the operating profit to keep the initial payment and in order to receive a raise retail-premium. Through this process, It is possible to prevent the gap between retail-premium calculated through the appraisal and market practices. Ultimately, I believe and achieve the objective, transparent, the advancement of retail-premium market.

  • A village appraisal is a study of the village, carried out by the people who live there as a basis for influencing its future. It is an exciting opportunity for a village to take a good look at itself, and it is a project in which everyone can be involved. It involves gathering factual information and the opinions of local people, so as to build up an overall picture of the village. An appraisal is a questionnaire survey carried out by and for the local community. It aims to identify local characteristics, problems, needs, threats, strengths and opportunities. It is a means of taking stock of the community and of creating a sound foundation of awareness and understanding on which to base future community action. Over the past 30 years more than 2,000 village appraisals have been undertaken in rural Britain. This research examined 48 village appraisals which had been carried out in England between 1985 and 1999. The suggested strengths and weaknesses of the village appraisals are: the target of the whole population in an area; the wide-ranging in its coverage of issues; well linked to a county-wide support agency; a good tool for identifying needs and wants, and local priorities; a good tool of local democracy and of increasing self-confidence in individuals and the whole community; not an exhaustive survey; very labour intensive; too little coverage of issues relating to the local economy; the lack of any input by professional planners and so forth.

  • The Public Noticed Land Price system was developed in order to establish a practical and consistent land price information system, where land prices are appraised and publicly noticed according to the Law Governing the Public Notice of Real Estate Prices and Appraisals.The appraisal process for evaluating and appraising the public noticed land price in conducted in phases, where the nation's land is divided into human and spatial portions according to administrative districts. Depending on the subjective judgement of the appraiser, it is therefore possible for discrepancies to occur in land prices for lots near the boundaries of administrative districts. There is the computerized support system to maintain the public noticed land prices balance between the boundaries of cities, counties, and districts (the units in which evaluation and appraisal are conducted to determine public noticed land prices). But, due to that system is divided into attribute and spatial data information, it is possible for discrepancies to occur in land prices for lots near the boundaries of administrative districts. The purpose of this study to suggest the reasonable methods on discrepancies in public noticed land prices through spatial analysis using GIS.

  • The economic appraisal of a port remodeling project must be transparent and persuasive to the public over the entire stage of the project. A project evaluator need to be familiar with the guidelines on evaluation, and to do his best to follow the guidelines to evaluate the given project. To make the right decision on investment, the evaluator must take into consideration not only economic efficiency, but also equity issues such as income redistribution and balanced development between regions. Port remodeling projects tend to produce externalities to the environment. However, these externalities are of qualitative nature, and hard to measure in monetary terms, so these are liable to be ignored in the process of project evaluation. Two different approaches - RP(revealed preference) and SP(stated preference) have been tried to assess the value of these non-market goods. Government authorities need to set minimum guidelines which project evaluators must follow in order to make the evaluation more reliable.

  • After the revision of the Enforcement Decree of the Public Records Act, the archives created a management standard table for data set records management and performed management and control. Therefore, in this study, the data set record identification procedure and evaluation index were developed for systematic data set record management of archives. By applying this, a management standard table was prepared after identifying the records of 8 datasets in kr's electronic procurement system, and the evaluation was carried out according to the evaluation index, and the retention period, transfer, and collection were determined. It is hoped that this case study will be of practical use to the archives at a time when concrete examples of procedures for the management of dataset records are lacking.

The Study on the Economic Appraisal of Fishing Port Investments (어항투자사업의 경제성 평가에 관한 연구)

  • From the economic point of view the fishing port is the complex of installations on land, organized to serve the fishing fleet and its cargo, and is the main link in the production chain of all components of the fishing industry, with the aim of achieving the planned targets with the minimum cost. Fishing port investment decisions have had significant impact on the development aims of Korean fisheries. Fishing port investments in Korea are made mostly by public or semipublic port authorities. Such investments should be judged not purely on the basis of financial profitability but rather on the extent to which they serve the development aims of the fishing industry. This makes the economic appraisal process more complex and presents certain problems in correctly quantifying the economic costs and benefits of the fishing port projects. This study concentrates more on the theoretical economic appraisal models than on the purely financial aspects of fishing port investments and points out the difference between the two approaches. In the result, there is clearly an element of judgment as to whether or not a shadow price needs to be used in estimating economic benefits and costs. From this viewpoint, some attempts are made to provide definitions of the possible economic benefits and costs, and methods for estimating and evaluating them in Part III and IV. Especially queueing theory is applied in the calculation of economic benefits. When a project is contemplated and analysis shows it to Lave a positive NPV, one question that arises is whether it should be implemented now or delayed. In this paper, the first year rate of return method is regarded as a more concise way of solving the timing of investment, At the end of Part IV, risk analysis of fishing port investments is considered. It can be handled in a number of ways, ranging from informal judgment to complex statistical analyses involving large-scale computer models, This paper recommends that evaluators of fishing port investments use the sensitivity analysis indicating exactly how much NPV will change in response to a given change in an input variable, other things held constant. Decisions regarding the amount of capacity to provide must be made in fishing port investments. Providing too much service would involve excessive capital costs. On the other hand, not providing enough service capacity would cause the waiting line of fishing vessels to become excessively long at times. Therefore, in Part V, the optimal number of berths and berth productivity in fishing port are defined as follows: Minimize E(TC) = E(WC)+E(SC) The minimum of this function is the solution and that is the optimal number of berth and berth productivity in fishing port.

Status of the Constitutional Court Records Management and Improvement (헌법재판소 기록관리현황과 개선방안)

  • This study aims, by paying attention to the special values of records of Constitutional Court, to discuss the characteristics of them and figuring out their present state, and to suggest some measures for improvement in the records management. First of all, I defined the concept of the records of Constitutional Court and its scope, and made an effort to comprehend their types and distinct features, and on the basis of which I tried to grasp the characteristics of the records. Put simply, the records of Constitutional Court are essential records indispensible to the application of Constitutional Court's documentation strategy of them, and they are valuable particularly at the level of the taking-root of democracy and the guarantee of human rights in a country. Owing to their characteristics of handling nationally important events, also, the context of the records is far-reaching to the records of other constitutional institutions and administrations, etc. In the second place, I analyzed Records Management Present State. At a division stage, I grasped the present state of creation, registration, and classification system of records. At an archives repository stage, I made efforts to figure out specifically the perseveration of records and the present of state of using them. On the basis of such figuring-outs of the present situation of records of Constitutional Court, I pointed at problems in how to manage them and suggested some measures to improve it in accordance with the problems, by dividing its process into four, Infrastructure, Process, Opening to the public and Application. In the infrastructure process, after revealing problems in its system, facilities, and human power, I presented some ways to improve it. In terms of its process, by focusing on classification and appraisal, I pointed out problems in them and suggested alternatives. In classification, I suggested to change the classification structure of trial records; in appraisal, I insisted on reconsidering the method of appropriating the retention periods of administration records, for it is not correspondent with reality in which, even in an file of a event, there are several different retention periods so it is likely for the context of the event worryingly to be segmented. In opening to the public and application, I pointed at problems in information disclosure at first, and made a suggestion of the establishment of a wide information disclosure law applicable to all sort of records. In application, I contended the expansion of the possibility of application of records and the scope of them through cooperation with other related-institutions.

  • This study explores that learning model that has been employed for many years in the description of and projection of system or process performance promises to be very useful in long-term forecasting, especially of technology or related productivity measures, in mineral and energy industries. This study also provides some empirical results on the measurement of the learning curve in U. S. petroleum resource assessment and demonstrates how the learning system can be used as an economic forecasting tool.

Membrane Technology for Waste Water Recovery

  • With the experience of the 1994 drought, and the shortage of water resources in Japan, it has been re-informed upon us ensure and maintain the stability of water resources. Accordingly, with each plant, a serious appraisal has begun looking at the re-use of waste water. Membrane technology is an important process for waste water recovery. Effluent kom waste water facilities changes the quality of water significantly. The conventional pre-treatment of RO is hard to supply good quality feed water to RO in the waste water recovery system. The microfiltration system as a pre-treatment of RO in the paper overcomes the fouling with the air backwash and is operated in direct flow mode at a low pressure producing a high flux. The paper will focus the waste water recovery using membrane technology and many examples will be given.
