Consequence-Based Engineering (CBE) is a new paradigm proposed by the Mid-America Earthquake Center (MAE) to guide evaluation and rehabilitation of building structures and networks in areas of low probability - high consequence earthquakes such as the central region of the U.S. The principal objective of CBE is to minimize consequences by prescribing appropriate intervention procedures for a broad range of structures and systems, in consultation with key decision makers. One possible intervention option for rehabilitating unreinforced masonry (URM) buildings, widely used for essential facilities in Mid-America, is passive energy dissipation (PED). After the CBE process is described, its application in the rehabilitation of vulnerable URM building construction in Mid-America is illustrated through the use of PED devices attached to flexible timber floor diaphragms. It is shown that PED's can be applied to URM buildings in situations where floor diaphragm flexibility can be controlled to reduce both out-of-plane and in-plane wall responses and damage. Reductions as high as 48% in roof displacement and acceleration can be achieved as demonstrated in studies reported below.
Studies of the causes of cancer, early detection, prevention or treatment need accurate, comprehensive, and timely cancer data. The clinical laboratory provides important cancer information needed for physicians which influence clinical decisions regarding treatment, diagnosis and patient monitoring. Poor communication between health care providers and clinical laboratory personnel can lead to medical errors and wrong decisions in providing cancer care. Because of the key impact of laboratory information on cancer diagnosis and treatment the quality of the tests, lab reports, and appropriate lab management are very important. A laboratory information management system (LIMS) can have an important role in diagnosis, fast and effective access to cancer data, decrease redundancy and costs, and facilitate the integration and collection of data from different types of instruments and systems. In spite of significant advantages LIMS is limited by factors such as problems in adaption to new instruments that may change existing work processes. Applications of intelligent software simultaneously with existing information systems, in addition to remove these restrictions, have important benefits including adding additional non-laboratory-generated information to the reports, facilitating decision making, and improving quality and productivity of cancer care services. Laboratory systems must have flexibility to change and have the capability to develop and benefit from intelligent devices. Intelligent laboratory information management systems need to benefit from informatics tools and latest technologies like open sources. The aim of this commentary is to survey application, opportunities and necessity of intelligent clinical laboratory as a tool to increase cancer care management productivity.

Reaction intermediates PCP/BZA (PBI) and tetramethylene bis(orthophosphate)(TBOP) were synthesized from polycaprolactone (PCP) and benzoic acid (BZA) and from pyrophosphoric acid and 1,4-butanediol, respectively. Benzoic acid modified polyesters containing phosphorus (APTB-S, -10, -15) were synthesized by polycondensation of the prepared PBI (containing 5, 10, 15wt% of benzoic acid), TBOP, adipic acid, and 1,4-butanediol. Network structured PU flame-retardant coatings (APHD) were prepared by curing the synthesized benzoic acid modified polyesters containing phosphorus (APT B - 5 , -10, -15) with hexamethylene diisocyanate (HDI)-timer. From the TGA analysis of APTBs, it was found that the afterglow decreased with the amount of BZA content at the high temperatures. With the introduction of BZA, the film viscosity and film hardness of APHD decreased. With the introduction of caprolactone group, the flexibility, impact resistance, accelerated weathering resistance of APTBs increased. Flame retardancy of the coatings was tested. In a vertical burning method, APHD shows 210$^{\sim}$313 seconds, which indicates that the coatings are good flame-retardant coatings. Moreover, the amount of afterglow and flame retardancy of the coatings are decreased with increasing BZA content.
To build autonomous agents who can make a decision on behalf of humans in time-critical complex environments, the formulation of operational knowledge base could be essential. This paper proposes the methodology of how to formulate the knowledge base and evaluates it in a practical application domain. We analyze threat data received from the multiple sensors of Aircraft Survivability Equipment(ASE) for Korean helicopters, and integrate the threat data into the inductive model through compilation technique which extracts features of the threat data and relations among them. The compiled protocols of state-action rules can be implemented as the brain of the ASE. They can reduce the amounts of reasoning, and endow the autonomous agents with reactivity and flexibility. We report experimental results that demonstrate the distinctive and predictive patterns of threats in simulated battlefield settings, and show the potential of compilation methods for the successful detection of threat systems.

Tactical networks are evolving into an All-IP based network for network centric warfare(NCW). Owing to the flexibility of IP based network, various military data applications including real-time and multi-media services are being integrated in tactical networks. Because each application has diverse Quality-of-service(QoS) requirements, it is crucial to develop a QoS provisioning method for guaranteeing QoS requirements efficiently. Conventionally, differentiated services(DiffServ) have been used to provide a different level of QoS for traffic flows. However, DiffServ is not designed to guarantee a specific requirement of QoS such as delay, loss, and bandwidth. Therefore, it is not suitable for military applications with a tight bound of QoS requirements. In this paper, we propose a multi-layer network virtualization scheme that allocates traffic flows having different QoS requirements to multiple virtual networks, which are constructed to support different QoS policies such as virtual network functions(VNFs), routing, queueing/active queue management(AQM), and physical layer policy. The experiment results indicate that the proposed scheme achieves lower delays and losses through multiple virtual networks having differentiated QoS policies in comparison with conventional networks.
PES (Programmable Electronic System) is used by software development for the train control system. PES has been widely used in real world and consists of hardware, firmware and application software. The PES are easily apply to many applications because its implementation has high flexibility. Many safety critical functions are realized through software in safety critical system. Normally, it is difficult to detect failures for PES system because the PES is too sophisticated to identify sources of the failure. So, the reliability analysis is needed by using software fault tolerance techniques. Currently, there are the recovery block, distributed recovery block, N-version programming, N self-checking programming in fault tolerance techniques. In this paper, the models of recovery block and N-version programming in software fault tolerance techniques are suggested by using the Markov model. Also, the reliability in the train control system is analyzed through changing time. The fault occupancy rates of the program, adjustment test and voter are stationary. So, the relation between time and reliability is presented by using Matlab program. In the result of reliability, the reliability of recovery block is more high than N-version programming in case of the same number of substitution block.
There have been many solar tracking systems developed for the high accuracy in solar tracking. One of the key components of any motion control system is software. LabVIEW offers an ideal combination of flexibility, ease-of-use and well-integration with other I/O pieces for developing solar tracking system. Real-time solar positions which vary with GPS's data are used simultaneously to control the solar tracker by a chain of operating modes between the open and closed loops. This paper introduces a step by step procedure for the fabrication and performance assessment of a precision solar tracking system. The system developed in this study consists of motion controllers, motor drives, step-motors, feedback devices and application. CRD sensors are applied for the solar tracking system which play a primary role in poor conditions for tracking due to a gear backlash and a strong wind. Mini-dish was used as a concentrator for collecting sun light. The solar position data, in terms of azimuth and elevation, sunrise and sunset times was compared with those of KASI(Korea Astronomy & Space Science Institute). The results presented in this paper demonstrate the accuracy of the present system in solar tracking and utilization.
The ring rolling process is one of the best known ring production method. The present model based control system was designed for rings with rectangle cross-section yet. An Adaptive Fuzzy Control for Closed-Die Ring-Rolling was developed in order to enhance the flexibility of the radial-axial ring rolling machine and to produce the rings with highly complex cross-section profile, roller bearing rings. A fuzzy method was implemented because of its simple application and to utilize the known process knowledge. The quality of the control system was estimated by die filling grad, which is strong dependent on the rising time of the controller. The rolling process parameters were also varied to determine their influence on filling of the ring profile. Die filling met the requirement of the industry.
The natural frequencies of a long span bridge vary during its construction and it is thus difficult to apply traditional tuned liquid column dampers (TLCD) with a fixed configuration to reduce bridge vibration. The restriction of TLCD imposed by frequency tuning requirement also make it difficult to be applied to structure with either very low or high natural frequency. A semi-active tuned liquid column damper (SATLCD), whose natural frequency can be altered by active control of liquid column pressure, is studied in this paper. The principle of SATLCD with adaptive tuning capacity is first introduced. The analytical models are then developed for lateral vibration of a structure with SATLCD and torsional vibration of a structure with SATLCD, respectively, under either harmonic or white noise excitation. The non-linear damping property of SATLCD is linearized by an equivalent linearization technique. Extensive parametric studies are finally carried out in the frequency domain to find the beneficial parameters by which the maximum vibration reduction can be achieved. The key parameters investigated include the distance from the centre line of SATLCD to the rotational axis of a structure, the ratio of horizontal length to the total length of liquid column, head loss coefficient, and frequency offset ratio. The investigations demonstrate that SATLCD can provide a greater flexibility for its application in practice and achieve a high degree of vibration reduction. The sensitivity of SATLCD to the frequency offset between the damper and structure can be improved by adapting its frequency precisely to the measured structural frequency.
This study focused on the investigation of compressive and flexural strengths development, and bond strength of latex modified concrete in order to validate the feasibility of application into concrete bridge deck overlay. Pull-out bond test was used for evaluating the bond strength of latex modified concrete to substrate. The main experimental variables were latex-cement ratio, surface preparation and moisture levels. The compressive strength of latex modified concrete decreased slightly and the flexural strength increased as the latex content increased from 5% to 20%. This might be due to the flexibility latex filled in voids and interconnections of hydrated cement and aggregates by a film of latex particles, respectively. In general, increasing the amount of latex will produce concrete with increased tensile and flexural strength and lower modulus of elasticity. Significant improvements in bond strength between new and existing concrete were achieved through the modification of the new concrete bridge deck overlay by latex polymers. The effect of surface preparation on bond of latex modified concrete to conventional concrete were significant at the conditions by sand paper and wire brush. A better bond could be achieved by rough surface rather than smooth. The saturated condition of surface is the most appropriate moisture level among the considered followed by dry condition and wet condition.
