Over the past 10 years, AIDS has grown to become one of the major health problems in Korea. This paper reviews the current status of the prevalence of AIDS, AIDS law and policy in Korea. This paper also suggests some proposals for policy to reduce HIV transmission from the view point of personal rights and welfare. Korea needs more effective national AIDS prevention and control programs applicable to the current situations of health policy in Korea. The activities of NGOs would be as important as those of government.

We have been designing human interactions for some learning support system or education system. The design is based on a symbol grounding model. The model is applicable to many learning domains using virtual reality technology. The design policy is simple and compact. In order to realize the policy we use/reuse some devices from the viewpoint of virtual reality. This paper introduces basic ideas and explains several example cases based on the idea.

Cultural contents industry is a kernel industry based on knowledge. This study is to suggest some complements by watching and analyzing cultural industry policy and status of especially animation America, England, France and Japan and that of Korea to aim at American market. I described financial resources, creation and technology, development of human resources, export method, improvement of legal system for the supplementary method of animation export strategy. As measures for protecting users and ensuring security of electronic financial transactions, such as online banking, financial institutions in South Korea have implemented network segregation policies. However, a revision of such domain-centered standardized network segregation policies has been increasingly requested because of: 1) increased demand for remote work due to changes resulting from COVID-19 pandemic; and 2) the difficulty of applying new technologies of fintech companies based on information and communications technologies (ICTs) such as cloud services. Therefore, in this study, problems of the remote work environment arising from the network segregation policy currently applied to the financial sector in South Korea and those from the application of new ICTs such as fintech technology have been investigated. In addition, internal network protection policies of foreign financial sectors, such as those of the United States, United Kingdom, European Union, and Russia, and internal network protection policies of non-financial sectors, such as control systems, have been analyzed. As measures for the effective improvement of the current network segregation policy, we propose a policy change from domain-based to data-centric network segregation. Furthermore, to resolve threats of hacking at remote work, recently emerging as a global problem due to COVID-19 pandemic, a standard model for remote work system development applicable to financial companies and a reinforced terminal security model are presented, and an alternative control method applicable when network segregation is not applied is proposed.

Nanomaterials, which have the issues related to toxicity, environmental exposures, and human health, have been focused on significance of their safety management. Regarding their higher applicability for multiple sectors from chemicals to consumer products, the most important thing is to consider international policy cases categorized by regulatory intensities, applicable sectors, and substance types for establishing of convincing safety management system on nanomaterials. For minimizing the nanomaterials' risk potential, developing the system that underlines a precautionary principle is also needed. Regulatory system on nanomaterials should be applicable to the status quo and be a proactive approach to rapidly changing international trends.

Over the past two decades, smart cities have been attracting attention as a means of solving urban problems and as a model for securing urban sustainability. Many studies have been conducted in various fields such as conceptual definitions, classification, new technologies, case analysis, and civic participation of smart cities. In particular, applicable technologies and their importance have been highlighted so far. However, since a city is a complex and meta-systematic space, it is the overly optimistic prospect that technology, one of the smart city components, will lead to successful smart cities. This study elucidates the impediments to driving smart cities as a case study of South Korea, a leading country in smart technology and digital transformation. We examined three comprehensive national plans for promoting smart cities and conducted focus group interviews with experts in smart cities to analyze the obstacles to carrying smart cities. We classified the thirteen impediments into technological, industrial, governmental, and social factors as a result. Some of them are generic issues in policy establishment and enforcement, while others are specific to smart cities.

All countries are fostering and developing RFID/USN Technology as a key growth industry due to not only the possibility of application to all industries but the expected profits through it. However, in case of RFID/USN domestic companies, as most of them are small or medium sized, with a weakness of technology and services, promotion policy and strategies are necessary to be established. In this study, we try to contribute to establishing the Policy for the RFID/USN industry promotion by analyzing the world companies which lead RFID/USN and by presenting the strategies which is optimized for overseas expansion and which can be applicable to the industry.

This paper aims at developing communication module and application prcgram for client management module and developing database management module and managing wireless communication facilities for server systems. The rise of latecomer countries across the world directs academic attention to their catching-up and innovation processof seizing technological opportunities and combining internal and external knowledge. Different from the developed economies as well as the newly industrialized economies, China presents a special innovation environment, wherein its technology regime, market opportunities, and institutions are complex and the globalization trend affects competition in a broader way. In thiscontext, we clarify and extend the framework of "secondary innovation". This framework describes the dynamics of those with relatively poor resources and capabilities in their efforts to capture the values of mature/emerging technology or business models by acquiringthem from across borders and then adapting to catching-up contexts. Such processes, differentiated from original innovation that involves the whole process from R&D to commercialization, has become a prevailing regime during paradigm shifts. In particular, unlike the traditional catch-up literature that focuses more on technology, the secondary innovation framework inclusively contains both technology and business model innovation, and puts forward the co-evolution between the two elements, which is more applicable to China's context. In accordance, we also provide implications towards fulfilling the goal of building an innovation-driven nation.

In this paper. we consider the multi-view video technology. The technology, which is a field of 3-Dimensional video processing, enables the user to watch the various view-point of video. We expect that the technology will be applicable to a lot of video services. The economic effects of new technology are very important concern for the technology developer and the technology development policy makers. We, therefore. propose a general method for the economic repercussion effects of the multi-view video technology. The method is based on the expert opinion and input-output analysis. The results for the multi-view video technology are included.
