This study was conducted to estimate the design flood by the determination of best fitting order for LH-moments of the annual maximum series at fifteen watersheds. Parameters of GEV distribution and flood flows of return period n years were derived by the methods of L, L1, L2, L3 and L4-moments. Frequency analysis of flood flow data generated by Monte Carlo simulation was performed by the methods of L, L1, L2, L3 and L4-moments using GEV distribution. Relative Root Mean Square Error (RRMSE), Relative Bias (RBIAS) and Relative Efficiency (RE) using methods of L, L1, L2, L3 and L4-moments for GEV distribution were computed and compared with those resulting from Monte Carlo simulation. At almost all of the watersheds, the more the order of LH-moments and the return periods increased, the more RE became, while the less RRMSE and RBIAS became. Consequently, design floods for the applied watersheds were derived by the methods of L3 and L4-moments among LH-moments in view of high confidence efficiency.
To provide a operation rule curve for reservoir with low ratio of watershed area to paddy field area, Duckyong reservoir with watershed area of $15.8km^2$ and paddy field area of 1,071ha was selected, in which 4 meters are being heightened and full water levels will be increased from EL.26.0m to EL.30.0m, total water storages from 365.6M $m^3$ to 708.0M $m^3$. There was no operation rule curve that satisfied over 90% reliability of water supply in reservoir with watershed area of 1.48 times of paddy field area. The differences between observed and simulated reservoir daily water storages were minimized to determine parameters for simulating reservoir inflow in case of paddy field area of 550ha from 1991 to 2010. A operation rule curve was drawn to have a maximum storage with total water storage, which was in paddy field area of 700ha with ratio of 2.3 between watershed area and paddy field area. This case showed that annual irrigation water supply was 668M $m^3$ and instream flow of 57M $m^3$, water supply reliability of 55.6% in normal operation, and annual irrigation water supply was 605M $m^3$ and instream flow of 38M $m^3$, water supply reliability of 95.6% in withdrawal limited operation. Water supply reliabilities showed 35.6% without flood regulation and 17.8% with flood regulation in existing reservoir before heightening.

L-coefficient of variation, L-skewness and L-kurtosis were calculated by L-moment ratio respectively. Parameters were estimated by the Methods of Moments and L-Moments. Design floods obtained by Methods of Moments and L-Moments using different methods for plotting positions in GEV distribution were compared by the relative mean and relative absolute error. It was found that design floods derived by the method of L-moments using weibull plotting position formula in GEV distribution are much closer to those of the observed data in comparison with those obtained by method of moments using different formulas for plotting positions in view of relative mean and relative absolute error.

A series of physical oceanographic investigations of the circulation in the Kwang Bay' were carried out seven times from May 1974 to May 1975 every other month. The average water transports through the southern entrance of the' Kwang Yang Bay were approximately $1,014{\times}I0^6m^3$/half-tide in ebb current and $278{\times}10^6m^3$$405.6{\times}I0^6m^34/half-tide in ebb current, and $282{\times}10^6m^3 $/half-tide in flood current, at the maximum current intensity. 국립재난안전연구원의 재난안전 신기술 공적개발원조(ODA) 사업의 일환으로 2019년 라오스 볼리캄싸이주 남싼강유역의 보리칸을 대상으로 홍수예경보시스템을 구축하였다. 미계측 중소하천유역인 대상 지역에 강우량와 유출량의 실시간 관측을 위한 관측소 및 경보국을 설치하였으며, 실시간 자료 관리와 홍수예경보 기능 등을 수행하는 소프트웨어도 개발되었다. 홍수경보 기준 설정 및 홍수예측을 위한 nomograph 개발을 위해 대상 지역의 30년 치 연도별 최대 일강우량자료와 하천측량성과를 바탕으로 수리·수문분석을 수행하였다. 본 논문은 시스템 구축 과정과 방법론을 소개하고, 시스템 설치 후 2020년 실시간 관측 수집된 자료들을 바탕으로 수행한 시스템의 적용성 검토 결과를 제시하였다.
현재까지는 연중 하천유량의 관리기간은 홍수기와 비홍수기로 구분하고, 관리해야 할 유량의 범위는 갈수량에서 홍수량까지로 폭넓게 규정하고 있다. 본 연구에서는 4대강 8개 지점의 장기간 일평균유량 자료를 이용하여1년을 유량의 분산과 평균이 동질한 기간들로 구분하고, 기간별 유량의 평균과 표준편차를 이용하여 유량의 관리범위를 설정하는 방안을 제시한다. 연구결과, 연중 관리기간은 지점에 따라 차이는 있으나 홍수기 이전, 홍수기, 홍수기 이후로 구분할 수 있었으며, 기간을 세분화하면 최소유량에 대한 최대유량의 비도 낮아지는 것을 알 수 있었다. 또한, 연중 일평균유량이 갈수량 이상 홍수량 이하가 되도록 기간별 일평균유량의 관리범위를 기간별 일평균유량의 평균 ±표준편차로 설정하는 방안도 제시하였다.

Parametric method of flood frequency analysis involves fitting of a probability distribution to observed flood data. When record length at a given site is relatively shorter and hard to apply the asymptotic theory, an alternative distribution to the generalized extreme value (GEV) distribution is often used. In this study, we consider the beta-P distribution (BPD) as an alternative to the GEV and other well-known distributions for modeling extreme events of small or moderate samples as well as highly skewed or heavy tailed data. The L-moments ratio diagram shows that special cases of the BPD include the generalized logistic, three-parameter log-normal, and GEV distributions. To estimate the parameters in the distribution, the method of moments, L-moments, and maximum likelihood estimation methods are considered. A Monte-Carlo study is then conducted to compare these three estimation methods. Our result suggests that the L-moments estimator works better than the other estimators for this model of small or moderate samples. Two applications to the annual maximum stream flow of Colorado and the rainfall data from cloud seeding experiments in Southern Florida are reported to show the usefulness of the BPD for modeling hydrologic events. In these examples, BPD turns out to work better than $beta-{\kappa}$, Gumbel, and GEV distributions.
