Purpose - With rapid population aging in Korea, changes in the population structure will result in a rise in the fiscal burden. This paper investigates the effects of population aging on fiscal spending based on Korea's province data and country panel data from the OECD. Research design, data, and methodology - We use province-level fiscal data from Local Finance Integrated Open System and the Korean Statistical Information Service and also collect country panel data from the OECD. To investigate the relationship between population aging and fiscal expenditures, our analysis uses the fixed effects model. Results - The empirical analysis based on Korean local finance and country panel data show that population aging has a positive impact on social welfare expenditures and it also has a positive impact on spending related to children and the elderly, implying that population aging may lead to an increase in fiscal spending via an increase in social welfare expenditures and spending related to children and the elderly. Conclusion - These empirical results suggest that countries like Korea that expect to experience rapid population aging need to pay more attention to prepare for the expected increase in age-related spending in the near future.

The Korean population is aging rapidly and a disproportionate share of older people(aged 65 and older) lives in rural areas. The rural population is aging more rapidly than the population in urban area. However, the majority of studies on aging population focuses on an urban area rather than a rural area. Rural areas have been alienated from the priority of the national policy. For these reasons, this study is to show the level of population aging and to analyze the spatial spillover patterns of aging population in rural areas for the establishment of localized policy on population aging. The main findings of this study can be summarized as follows. First, the level of population aging varies in different localities such as socio-economic and locational characteristics. Secondly, there are distinct differences between hot spot region(clustering of high aging index) and cold spot region(clustering of low aging index) in spatio-temporal spillover patterns. This study intends to suggest an useful information to establish the area-specific policy on aging population through the results of analysis.
Purpose: In korea, Aging in Place is underway as an alternative to elderly housing for the aging population. Currently, research is being actively conducted mainly for the baby boomer generation and older generation. There is not much research on various ages that will be needed continuously in elderly housing and aging in place in the future. Therefore, this study suggests aging in place of urban elderly housing through analysis of urban preference of all ages. Method: An analysis of prior studies related to elderly housing, Field interpretation about Aging in Place, An analysis of the city preference through the survey of the elderly, Existing Literature Survey, Housing Survey, Future Population Projection, Survey of the elderly and confirmed the necessity of the Aging in Place of urban elderly housing. Result: As there are many generations living in the city and many people prefer it, studies on urban elderly housing should be actively conducted and should be studied as Aging in Place that can be used for all ages. In addition, it is necessary to study the advantages and disadvantages of using Aging in Place in the city through domestic or overseas case analysis.
Population aging has been one of the serious problems in Korea. Aging can affect social and economic features including energy consumption. This paper analyzed how population aging makes an effect on residential electricity demand. Yearly data from 1965 to 2010 were collected. The long and short-run demands for residential electricity were estimated with respect to Korean aging index. The results show that population aging reduces residential electricity demands in the short run significantly, but the effect decreases in the long run. However, population aging still negatively affects residential electricity consumption in long run. If population keep aging as Korean government expected, then the residential electricity demand per capita will grow less than 3%.
Korean population has been rapidly aging. Most of people regard the aging population as future crisis due to the rate of change and agree to prepare for a soft-landing on aging society in South Korea. Particularly, the aging population growth in rural areas is much faster than urban areas. Also rural areas relatively have poorer social and economic conditions so the countermeasures for population aging considering related social and economic indices are required. Moreover, each rural region has the different preparedness level for rural aging based on regional socio-economic characteristics. In this study, we analyzed correlations of the rural aging rate and local characteristics and developed an evaluation index to show the regional preparedness status for rural aging. To test the applicability of developed indicators, we applied them to 161 rural regions and assessed regional preparedness level for rural aging. This study would provide basic data for establishing policies for rural aging.
Aging phenomenon is an important issue in Korea national policy. This aging phenomenon depends on the social and environmental characteristics of regions. Also aging phenomenon and regional characteristics have spatial dependency. The purpose of this study is to discover the spatial changes in aging population rate and to find local factors of regional aging phenomenon considering spatial autocorrelation. For spatial analysis of ageing phenomenon, local Moran's I and Geographically Weighted Regression (GWR) were applied. As the results, the most significant changes of aging phenomenon appeared between 2000 and 2005, and most of hot-spot regions (aged regions) were distributed in Jullanam-do and Jullabuk-do. The results of GWR (R-square: 0.681) shows that total fertility rate, the number of doctor per 1,000 people and forest area rate have positive relation with aging population rate, but the number of private academy per 1,000 people has negative relation.
Korea is the most rapidly aging country in the OECD countries, becoming 'an aging society' in 2010, when over 12% of the population had reached the age 65 and beyond. Along with the population aging, problems of the elderly have become a social issue. Also, the elderly population in most farming villages is increasing due to the cityward concentration of younger generation and the rapid urbanization centered around the capital area. Yet no definite success in revitalization of these villages has been reported despite the acknowledgement of the problems arising from such phenomena. Therefore, by examining "marginal villages" (communities whose joint social activities are difficult to maintain as over 50% of the population is 65 years or older) in Japan, which at this point has entered "the ultra-aged society" before Korea, this study intends to compare and analyze the countermeasure plans for the population decrease in these villages. The case study has been done with the focus on the literary references published in Japan such as papers, various reports, statistics, newspapers, and journals.
Before considering health promotion programs carried out in Japan, I would like to explain a summary of today's health conditions of Japan for a while. Current major concern in public health world as well as political or economic world is an aging society. To say more precisely, it would be an aging society with relatively small children's population. Estimated total population is 126,166,000 in 1997. Among these, almost 10% population loves in Tokyo Metropolitan Area. (omitted)
The price-volume in land by land categories is evaluated with dynamic approaches in the era of aging society This research tries to investigate in the respect of major factors such as real estate, macro-economics, and population that is simulated by land categories. The system dynamics approaches on price-volume in land are forecasted until 2020 using the data in the period of 2000-2014. In regard to methodologies, this research adopted system dynamics to evaluate the relationships between price-volume in land and aging society. The meaningful results have been found during the last over 10 year's analysis as the dynamic relations with major factors. Regarding land categories, this research tries to overcome former research limitations. As an implication from the price-volume in land, it confirmed that the multifaceted aspects show that system dynamics approach effectively simulated them by price-volume in land with the population of aging society.
Korea is entering the class of aging population nations. This paper investigates the extent demographic factors and the aging population affect the saving rate, using an extended life-cycle/permanent-income hypothesis on saving. The results of the tests with Korean household survey data from 1977 to 2002 reveal that real saving rates increase when the duration of lifetime and per household real disposable income rise, and decrease when the growth rate of income and net worth-to-GDP ratio rises. The growth rate of per household real disposable income has negative effects, suggesting that households calculate their life cycle income in a forward looking manner. The elasticities with respect to a change in the lifetime horizon and the growth rate of per household income are 0.58 and -0.03, respectively. A one percent rise in the net worth to GDP ratio reduces the saving rate by 0.3 percent. A one percent rise in per household income increases it by 0.33 percent. The younger-age and the elder-age dependency ratios have insignificant effects on the household saving rate behavior. When Korean life expectancy rises, the private saving rate declines modestly and the government saving rate declines substantially. The economy's real net saving rate declines from 33 percent in 2002 to 30 percent by the year 2030.
