Agricultural drought is a natural phenomenon that is not easy to observe and predict and is difficult to quantify. In South Korea, the amount of agricultural water used is large and the types of use are varied, so even if an agricultural drought occurs due to insufficient precipitation, the drought actually felt in the irrigated area is it can be temporally and spatially different. In order to interpret the general drought in the past, drought disasters were evaluated using single indicators such as drought damage area, precipitation shortage status, and drought index, and a comprehensive drought management system is needed through drought diagnosis survey. Therefore, we intend to conduct research on agricultural drought assessment and diagnosis using re-evaluation of agricultural facilities and irrigation water supply network due to changes in various conditions such as climate change, irrigation canal network, and evaluation of water supply capacity of agricultural facilities. In this study, agricultural drought diagnosis was conducted on two agricultural reservoirs located in Sangju, Gyeongsangbuk-do, with structural or non-structural evaluations to increase spatiotemporal water supply and efficiency in terms of water shortages. The results of the agricultural drought diagnosis evaluation can be used to identify irrigated areas and canal network vulnerable to drought and to prioritize drought response.

This paper addresses methodology in order to consider CHP (Combined Heat and Power) capacity in the Basic Plan of Long Term Electricity Supply & Demand and presents effects on it. The method performs state in extent that do not change maximum in the Basic Plan of Long Term Electricity Supply & Demand. For analysis that occurs some advantage this method compares with Basic Plan of Long Term Electricity Supply & Demand. It includes EES (Expected Energy Served), Fuel consumption, amount of $CO_{2}$ emission reduction.

It is important to introduce a local adaptive water supply system for upper mountainous regions, which provide a margin of water supply. This can be done through the process of securing a water source, planning for optimal use, and combining it with a water source that can be linked. In particular, in a mountainous region located at the uppermost part of the watershed, an approach should be found to utilize the groundwater discharge supplied through valley water and lateral discharge. This study sought to improve the water supply system using sand dams in drought-prone areas in Chuncheon, in Gangwon Province. Our approach involved virtually installing a sand storage tank under the existing water source to perform modeling in consideration of the current water intake and calculating the amount of water that can be taken from the sand dam. When the sand dam was applied at a size four times larger than the existing water source, it was found that the groundwater drainage increased significantly with changes in water surface slope and hydraulic conductivity.

In the past, the domestic water supply benefit of dam has been estimated by replacement dam cost approach. But it is logically inappropriate that we use the second priority dam as a replaced facility. Therefore, this study aims to suggest the estimation method of the domestic water supply benefit by using demand function, which is deduced from Willingness-To-Pay (WTP) of consumers. For this purpose, a survey concerning the marginal WTP is carried out according to the change of water use amount used, targeted 1,000 households in metropolitan area. And by using the marginal WPT, we estimated the demand function of a family. Finally, the monthly benefit equation is derived. The approach is demonstrated and discussed for an example, the Song-Li-Won dam project which is now renamed Young-Ju dam. From the example study, the total benefit for the durable years (50 years), was about 90 billion won. The method proposed herein is expected to be practical and useful in the economic analysis of the domestic water supply project including dam construction, as well as in further studies.
In situ electrical conductivity measurements on $V_2O_5WO_3/TiO_2$ catalysts were carried out at between 100 and $300^{\circ}C$ under pure oxygen, NO and $NH_3$ to investigate the reaction mechanism for ammonia SCR (selective catalytic reduction) de NOX. The electrical conductivity of catalysts changed irregularly with supply of NO. It was, however, found that the electrical conductivity change with ammonia supply was regular and the increase of electrical conductivity was mainly caused by reduction of the labile surface oxygen. The electrical conductivity change of catalysts showed close relationship with the conversion rate of NOx. Variation of conversion rate in atmosphere without gaseous oxygen also showed that labile lattice oxygen is indispensable in the initial stage of the de NOx reaction. These results suggest that liable lattice oxygen acts decisive role in the de NOx mechanism. They also support that de NOx reaction occurs through the Eley?Rideal type mechanism. The amount of labile oxygen can be estimated from the measurement of electrical conductivity change for catalysts with ammonia supply. This suggests that measurement of the change can be used as a measure of the de NOx performance.

As a result of rapid aging speed in our society, many problems related to elderly people have happened in many parts of our society. Among them, supply for elderly housing is one of the biggest problems. To solve these problems, 'long-term care insurance' has been put in operation from July 2008. By the time of the insurance operation, Ministry of Health and Welfare is increasing facilities every year according to '10-year expending plan of Care service infra' from 2002. As a result, the supply rate of elderly facilities has been raised. But the differences of facility supply rate between regions are very high in some cases. Therefore older people who need care sometimes cannot get proper care services in some areas. In that case, the frail older people have to use other care facilities of other regions. This is not a proper situation from the point of "Aging in Place". In order to prevent that case, it is necessary to set up proper 'Daily Living Spheres' and establish elderly care plan for it. Considering the points above, this study proposes the size of 'Daily Living Spheres' for the elderly, the kind and amount of elderly care facilities in it for the construction of Community Based Elderly Care System.

The purpose of this study is to conduct a comparative analysis between Korea and the United States of the supply process of unit modular housing at both the factory production phase and the transportation and lifting phase, as part of an attempt to invigorate the unit modular housing market in Korea. Unlike the practice in the United States, one of Korea's unique characteristics is that the floor is constructed with reinforced concrete and hot water heating system. To do this, the wet method in Korea is used that includes concrete placement, curing and constructing hot water floor heating system at the factory production phase, which results in a longer production time and also requires the lifting of heavier loads. In the United States, interior and exterior finishing works of modular housing are performed by different companies, and the distance between the unit module factory and the construction site is quite far. This kind of dualized production structure may cause confusion when it comes to schedule management, procurement management, and stock management. Moreover, problems caused by external environmental factors such as wind and rainfall were reported in the course of long-distance transportation. The results of this case comparison are expected to provide fundamental data that will reduce the amount of trial and error in the unit module production, transportation and lifting work in Korea, which has a comparatively small number of unit modular housing cases.
While there has been a substantial amount of studies on public rental housing of Korea, most have focused on housing policy changes, international comparisons, and current characteristics and future prospects. This article aims to examine the evolving roles of the national and local governments, and the private sector in provision of Korea's public rental housing. The findings suggest that one, although the wave of neoliberalism and financial crisis have prompted the national government to reduce its role and to encourage engagement of other actors by utilizing incentivizing tools, it has continued to assume a central position in formulating and implementing housing supply plans. Two, local governments have played a marginal role throughout the history of public rental housing supply, although they have expanded their participation through redevelopment projects and utilization of existing housings. Three, private sector actors have expanded their role to delivering public benefits of making housing available for a wider range of populace leveraging various incentives that make projects financially more feasible. The study poses a question on how responsibilities and risks can appropriately be allocated among three key actors to achieve housing welfare going forward.
In this study, the exergy which could be reflected on energetic and economic value was used to assess on heat tariff of district heating system instead of enthalpy. Exergy is difficult to apply directly to present heat charge system because of complex calculation. Therefore, the difference between supply and return temperature was converted to the exergy temperature difference for easily calculating the amount of heat. As a result of exergy analysis for a DH substation, the exergy temperature difference were not affected on surrounding temperature and pressure loss. Supply temperature, maximum difference between supply temperature and return temperature had a main effect on the exergy temperature difference. The new heat charge of a DH user was slightly reduced in winter compared with previous heat charge. Heat charges in other seasons were almost same. It is thought that heat tariff using exergy will be appropriate in terms of both DH supplier and consumer.
