Some road charges toll to finance the cost or to manage traffic congestion. With a growth of PPI projects, toll roads would be increase continuously. Tolls have a considerable influence on user's route choice, and sometimes can affect to the departure time and even to mode choice. For modelling toll roads, user's WTP or VOT has an important role and it is general that VOT is equivalent to the wages of workers. The current way of modelling technique yields various toll price elasticity from low to high. When there exist few alternative routes, unrealistic result that all traffic assigned to some shortest path may occur. The toll price elasticity can be influenced by alternative route and congestion level, but some result shows nearly unrealistic patterns. The model to forecast more realistic toll road demand is very essential for estimating toll revenue, choice of optimal toll level & collecting location and establishing toll charge strategy. This paper reviewed some literatures about toll road modelling and tested case study about the assignment technique with different VOT. The case study shows that using different VOT yields more realistic result than the use of single VOT.

This study provides comprehensive design improvements covering technical issues concerning life safety matter In case of fire train stoppage in the middle of a tunnel. Recently Government announced that most of subway platforms will have screen doors in 3 years. Therefore, many fire safety engineers considered that they may contribute on life safety on train stoppage in tunnel. Especially The screen door can protect platform from smoke along tunnel ceiling when fire train stopped in tunnel. The study showed that platform ventilation ducts and the a tunnel ventilation chimney in the middle of tunnel in exiting subway tunnel could not guarantee life safety ability in terms of RSET vs. ASET comparison. Furthermore during evacuation process many peoples may be threatened from the smoke spread from the origin of fire. Although only additional vertical route can be installed in tunnels In order to decrease RSET, it will costs high or no spaces remains in outside on the road. The study suggested that increase of ASET can be best solution without additional escape route, therefore alternative design methods suggested on the base of simulation results. Finally the study shows alternative methods can give good result in terms of evacuation performance evaluation. The evacuation performance evaluation helps the decision-maker to determine the preferred alternatives or upgrades to existing tunnel infrastructure and other measure to meet safety objectives. Finally, the study details the effectiveness of measures the can be taken to reduce the risk of incidents in subway tunnels.

This study suggested a new method for the solidification of molten salt waste generated from the electro-metallurgical process in the spent fuel treatment. Using binary material system, sodium silicate and phosphoric acid, metal chlorides were converted into metal phosphate in the micro-reaction module formed by SiO$_{2} particles. The volatile element in the reaction module would little vaporized below 1100$^{circ}$C After the gel product was mixed with borosilicate glass powder and thermally treated at 1000$^{circ}$C, li exists as Li$_{3}$PO$_4$ separated from glass phase and, Cs and Sr would be incorporated into an amorphous phase from XRD analysis. In case of the addition of ZrCl$_{4}$ to the binary system, the gel products were transformed into NZP structure considered as an prospective ceramic waste form after heat-treatment above 700 $^{circ}$C. From these results, the gel-route pretreatment can be considered as an effective approach to the solidincation of molten salt waste by the confirmed process or waste form and this also would be an alternative method on the ANL method using zeolites in USA by the confirmation of its chemical durability as an future work.

In the worst maritime accidents, people should abandon ship, but ship structures are narrow and complex and operation takes place on rough seas, so escape is not easy. In particular, passengers on cruise ships are untrained and varied, making evacuation prospects worse. In such a case, the evacuation management of the crew plays a very important role. If a rescuer enters a ship at distress and conducts rescue activities, which zones represent the most effective entry should be examined. Generally, crew and rescuers take the shortest route, but if an accident occurs along the shortest route, it is necessary to select the second-best alternative. To solve this situation, this study aims to calculate evacuation routes using Q-Learning of Reinforcement Learning, which is a machine learning technique. Reinforcement learning is one of the most important functions of artificial intelligence and is currently used in many fields. Most evacuation analysis programs developed so far use the shortest path search method. For this reason, this study explored optimal paths using reinforcement learning. In the future, machine learning techniques will be applicable to various marine-related industries for such purposes as the selection of optimal routes for autonomous vessels and risk avoidance.
The types and quantities of Hazmat and Hazmat transportation are gradually increasing, keeping pace with industrialization and urbanization. At present the safety management for Hazmat transportation only considers reducing accident probability, but even when an accident involving Hazmat-carrying vehicles occurs, that is not regarded as a Hazmat-related accident if the Hazmats do not leak out from the containers carrying them. Thus the methods to reduce risk (Risk=Probability$\times$Consequence) have to be developed by incorporating accident probability and consequence. By using Geographic Information System (GIS), a technical method is invented and is automatically able to evaluate the consequence by different types of Hazmat. Thus this study analyzed the degree of risk on the links classified by the Hazmat transport pathways. In order to mitigate the degree of risk, a method of 7-step risk management on Hazmat transportation in railway industries can be suggested. (1st step: building up GIS DB, 2nd step: calculating accident probability on each link, 3rd step: calculating consequence by Hazmat types, 4th step: determination of risk, 5th step: analysis of alternative plans for mitigating the risk, 6th: measure of effectiveness against each alternative, and 7th step: action plans to be weak probability and consequence by the range recommended from ALARP). In conclusion, those 7 steps are used as a standardization method of optimum transportation routing. And to increase the efficiency of optimum transportation routing, optional route can be revise by verification.

Within the frame of the MERCOSUR (South Common Market), one of the most important goals to achieve by its member states is a better cost effective international cargo transportation system. For this purpose the project of developing a commercial waterway linking the east region of Uruguay with the south of Brazil has been under study for a number of years now. Because of the high costs involved on the development of such waterway, the project has been indefinitely delayed. It is our intention to show an alternative way to reduce the present obstacles by using a budget oriented approach in order to determine the vessel best suited to use on the proposed waterway. So far, every study related to the project has been focused on the amount of work needed to modify the environment in order to accommodate the hardware already available in the region. The conclusions show that the cost of opening and maintaining the required navigation channel is high enough to discourage investment; the added responsibility to take care of any environmental damage incurred during the building and/or operation of the waterway makes searching for a less costly and hazardous option an interesting challenge. The proposed terminal on the Cebollat? River would be located at the heart of the Uruguayan rice growing region. Uruguay exports 90% of its rice production, being Brazil its biggest buyer. Wood chips and clinker are the other types of cargo considered to use the proposed waterway in route to either Brazil or to overseas destinations through the deep water port of Rio Grande. Through the analysis of local data by a Geographical Information System, international regulations regarding inland waterways and shallow draught vessel characteristics, we seek to propose a cost efficient alternative to apply on this particular scenario.
Mobile ad hoc networks suffer from the re-construction of the routing path as a node on the path moves away and/or fails. In this paper we propose a multipath routing scheme, designed for the network based on the directional antennas, in which a new path is quickly recovered by do-touring to an alternative neighbor called braid. Simulations are conducted in random networks with 50 nodes uniformly deployed in a $1,000m{\times}1,000M$ area where, all nodes have a transmission range of 250m and the average node moving speed varies from 0 to 10m/s. The proposed approach under the ideal antenna with K(>1) directional sectors achieves better results compared with the case of K=1, the omnidirectional antenna model, in terms of the metrics: packet delivery ratio and average number of hops for the routing paths. As further study, a scheme to alleviate the heavy amount of latency accompanied by the rout setup is urgently required.
One of the most exciting areas for the development of alternative fuels is the production of biodiesel. To reduce the cost of biodiesel production, in situ trans-esterification has been introduced to simplify the production process by enabling extraction and trans-esterification to occur at a single stage in the presence of a catalyst. In this study, we investigated the feasibility of using non-corrosive and environmentally receptive flying jet plasma as an alternative catalytic route for in situ tran-sesterification of castor bean seeds (CBS). Upon optimizing the reaction conditions, it is elucidated that applying a low ratio of methanol to seeds (≤6:1) has resulted in hindering the in situ trans-esterification and leading to insignificant conversion. The yield of esters has increased from 80.5% to 91.7% as the molar ratio rose from 9:1 to 12:1. Excess alcohol beyond the ratio of 15:1 was shown to have a negative impact on the yield of the produced esters, attributed to an increase in the biodiesel portion prone to dissolving in the co-product (glycerol). An increase in the reaction bulk temperature from 40 to 55 ℃ led to a higher ester content by 50%. Further increases in the bulk temperature beyond 55 ℃ did not affect yields. Regarding the reaction period, the results have shown that 3 h of reaction is adequate for a higher biodiesel yield. The quality of the biodiesel obtained has demonstrated that all physicochemical properties meet the ASTM D6751 specifications.
The objective of this paper is to think about what structural reforms of the Korean government S&T development management system might be. Korean society is currently experiencing a drastic socio-economic transformation. The results of this transformation should be reflected on the determining process of the directions and breadths of structural reforms of government S&T development management system. Because the government system design will be based on the premises of socio-economic conditions under which administrative activities perform and also this socio-economic changes can influence on changes of the premises of government management system design. Moreover, S&T development management system is a subsystem of government system so that the directions of structural reform of those subsystems should be considered in the broad framework changes in the development management system of the government. For the last forty years, the Korean government S&T development management system has been based on the premises including transformation from an agrarian society to an industrial society, authoritarianism and centrally controlled institutions, and exteremely small portions of private investments for science and thechonology R & D of the total. Recently, however, the premises of Korean government S&T development management system have rapidly changed. the characteristics of these changes are including tranformation from an industrial society to a knowledge and information intensive society, globalization, localization, and relatively large portion of private investments for science and technology R & C of the total. The basis of government reforms in Korea was the realization of the performances and values through the enhancement of national competitive capacity, attainment of lean government, decentralization and autonomy. However, the Korean government has attached a symbolic value of strategic organizations representing strong policy intentions of government for the science and technology based development. Most problems associated with the Korean government S&T development management system have grown worse during 1990s. Many people perceive that considerable part of this problem was generated because the government could not properly adapt itself to new administrative environment and the paradigm shift in its role. First of all, the Korean government S&T development management system as a whole failed to develop an integrated vision under which processes in formulating science and thechology development goals and developing consistent government plans concerning science and technology development are guided. Second, most of the local governments have little organizational capacity and manpowers to handle localized activities to promote science and technology in their regions. Third, the measure to coordinate and set priorities to invest resources for the development of science and technology was not effective. Fourth, the Most has been losing its reputation as the symbol of ideological commitment of the top policy maker to promote science and technology. Various ideas to reform government S&T development management system have been suggested recently. Most frequently cited ideas are as follow : (ⅰ)strengthen the functions of MoST by supplementing the strong incentive and regulatory measures; (ⅱ)create a new Ministry of Education, Science & Technology and Research by merging the Ministry of Education and the MoST; (ⅲ)create a new Ministry of Science & Technology and Industry ; and(ⅳ)create a National Science and Technology Policy Council under the chairmanship of the President. Four alternatives suggested have been widely discussed among the interested parties and they each have merits as well as weaknesses. The first alternative could be seen as an alternative which cannot resolve current conflicts among various ministries concerning priority setting and resource allocation. However, this alternatives can be seen as a way of showing the top policymaker's strong intention to emphasize science and technology based development. Second alternative is giving a strategic to emphasize on the training and supplying qualified manpower to meet knowledge and information intensive future society. This alternative is considered to be consistent with the new administrative paradigm emphasizing lean government and decentralization. However, opponents are worrying about the linkages and cooperative research between university and industry could be weakening. The third alternative has been adopted mostly in nations which have strong basic science research but weak industrial innovation traditions. Main weakness of this alternative for Korea is that Korean science and technology development system has no strong basic science and technology research traditions. The fourth alternative is consistent with new administrative paradigms and government reform bases. However, opponents to this alternative are worried that the intensive development of science and technology because of Korea's low potential research capabilities in science and technology development. Considerning the present Korean socio-economic situation which demands highly qualified human resources and development strategies which emphasizes the accumulations of knowledge-based stocks, I would like to suggest the route of creating a new Ministry of Education, Science & Technology and Research by intergrating education administration functions and science & technology development function into one ministry.
Due to the recent public awareness of global warming and sustainable economic growth, there has been a growing interest in alternative clean energy sources. Hydrogen is considered as a clean fuel for the next generation. One of the technical challenges related to the use of hydrogen is safe monitoring of the hydrogen leak during separation, purification and transportation. For detecting various gases, chemiresistor-type gas sensors have been widely studied and used due to their well-established detection scheme and low cost. However, it is known that many of them have the limited sensitivity and slow response time, when used at low temperature conditions. In our work, a sensor based on Schottky barriers at the electrode/sensing material interface showed promising results that can be utilized for developing fast and highly sensitive gas sensors. Our hydrogen sensor was designed and fabricated based on indium oxide (In2O3)-doped tin oxide (SnO2) semiconductor nanoparticles with platinum (Pt) nanoclusters in combination with interdigitated electrodes. The sensor showed the sensitivity as high as $10^7%$ (Rair/Rgas) and the detection limit as low as 30 ppm. The sensor characteristics could be obtained via optimized materials synthesis route and sensor electrode design. Not only the contribution of electrical resistance from the film itself but also the interfacial effect was identified as an important factor that contribute significantly to the overall sensor characteristics. This promises the applicability of the developed sensor for monitoring hydrogen leak at room temperature.
