This study analyzed and evaluated the effect of agricultural water reduction by introducing automated agricultural water management using alternative cost approach. The approach is possible to evaluate none market property as an asset. The saved agricultural water was evaluated as none market property. As the alternative goods, Seongju and Donghwa dam, typical irrigation dams in domestic, were employed. The economic benefit from water saving effect of an automated agricultural water management was calculated as depreciation expense and maintaining cost of construction agricultural dam per saved agriculture water. As a result, the saved agriculture water was 8.5 million ton per year, and the economic benefit of it was $1.3{\sim}2.1$ million won.

The purpose of this study and report is to provide, to the MND, an independent cost analysis of modernizing software of F-16 fighter fleets to support the use of several weapon system options, including JDAM, AIM-9X and HARM Targeting System etc. The study analyzed each options with software sizing, software cost, enabling hardware cost, flight test cost, system engineering cost, and 3 strategies. And the study proposed and analyzed some alternative strategies: strategy1 is to modernize software only within existing electronic processing capability; strategy2 is a full upgrade of weapons avionics with plug compatible electronics; strategy3 is an approach defined to mirror the USAF Common Configuration Implementation Approach (CCIP). The recommended alternative is strategy2.

This paper presents a concurrent design approach that deals with manufacturing cell formation and cellular layout in Cellular Manufacturing System. Manufacturing cell formation is to group machines into machine cells dedicated to manufacture of part families, and cellular layout problem determines layout of the manufacturing cells within shop and layout of the machines within a cell. In this paper, a concurrent approach for design of machine cell and cellular layout is developed considering manufacturing parameters such as alternative process plans, alternative machines, production volume and processing time of part, and cost per unit time of operation. A mathematical model which minimizes total cost consisting of machine installation cost, machine operating cost, and intercell and intracell movements cost of part is proposed. A hybrid method based on genetic algorithm is proposed to solve the manufacturing cell formation and cellular layout design problem concurrently. The performance of the hybrid method is examined on several problems.

This paper tries to suggest a rational proposal for the distribution of compensation of common property fisheries damages caused by a large scale coastal reclamation. For the purpose the paper introduces the approach of alternative cost of the use of fishing ground. The background of the paper is the legal conflict between tenants and non-tenants, both of whom are common owners of seaweed cultivation ground, in the distribution of compensation for damages. In principal, so far as the seaweed cultivation right is a common property of the fishing association, the compensation is also a common property of it. Therefore the distribution method of the compensation entirely depends on the decision of the association. But in case that the numbers of non-tenants is larger than those of tenants, the distribution of the compensation is usually unfavorable to the tenants even though the latter is the key contributor to the realization of present value of the common property. The paper aims to show an appropriate distribution method based on the economic principle of optimal distribution. In others words, the value added to the economic value of alternative use of the fishing ground should be distributed to the tenants. the value amount of alternative use of the fishing ground should be equally distributed to the members of the association.

It is the sensitivity and confidentiality of nuclear power plant decommissioning cost that prevent detailed cost information to be released to the public, which causes some limitation to analyze and reuse the costs. This limitation to access cost information means that the lessons learned from preceding cost estimating may not systematically feed back into following cost estimates. As an alternative, decommissioning cost estimation framework is indispensable to reflecting available experience and knowledge for decommission costs. This study provides the cost estimation framework including data flow and structuralization based on engineering and bottom up approach to enhance decommissioning cost estimation.

The purpose of this paper is to present how to prepare pro forma manufacturing cost, and profit and loss statements using the historical data of the industry to which the project under consideration belong to. This approach is proposed because it is relatively simple compared with possible alternative methods. The approach proposed here can be used in countries other than Korean if relevant historical data is available. An example is shown.

Having previously presented an article entitled "Further approximate optimum inspection intervals" in this Journal, here the author derives an alternative set of general explicit formulae using Cardan's solution to a cubic equation and presents a modified heuristic algorithm for solving Baker's model. The examples show that this new alternative approximate solution procedure for determining near optimum inspection intervals is as accurate and computationally efficient as the one suggested in the previous article. Through the examples, the author also indicates the relative merits and demerits of the two algorithms.

Accurate initial cost estimates are essential to effective management of construction projects where many decisions are made in the course of project management by referencing the estimates. In practice, the initial estimates are frequently derived from historical actual cost data, for which standard distribution-based techniques are widely applied in the construction industry to account for risk associated with the estimates. This approach assumes the same probability distribution of estimate errors for any selected estimates. This assumption, however, is not always satisfied. In order to account for the probabilistic nature of estimate errors, an alternative method for measuring the risk associated with a selected initial estimate is developed by applying the Bayesian probability approach. An application example include demonstrates how the method is implemented. A hypothesis test is conducted to reveal the robustness of the Bayesian probability model. The method is envisioned to effectively complement cost estimating methods that are currently in use by providing benefits as follows: (1) it effectively accounts for the probabilistic nature of errors in estimates; (2) it is easy to implement by using historical estimates and actual costs that are readily available in most construction companies; and (3) it minimizes subjective judgment by using quantitative data only.

Currently, alternative medicine is highly utilized in the western countries. The public as well as health care practitioners have been paying a considerable attention to alternative medicine. This rapid growth in alternative medicine in many western countries suggests a high degree of public dissatisfaction with the limitations of orthodox medicine and concern over the side effects of chemical drugs. There is also a widespread recognition of the growing financial, social and personal cost for orthodox medicine. In addition, there is a growing need for a less fragmented, more participative and humane approach compared with contemporary medicine. Alternative medicine, which is based on holistic approach and lead to less expensive health care, may have the potential to playa significant role in overcoming the limitations of orthodox medicne in the western country. In this context, this study explores the recent trends of research on alternative medicine in western countries, particularly U.S.A. The study can provide us with valuable information on the types, training and education, utilization, insurance coverage, and regulation of alternative medicine in the western countries, thus offer important policy implications for the improvement of the korean health care system.

Value Engineering(VE) has been recognized by many companies as a powerful and innovative technical approach for cost down and improvement in function of product and service. VE is a discipline which use an organized, creative approach to achieve the required function at the lowest cost. For the Purpose of developing new product, at this paper used the method of 2nd look VE developing bike helmet, in the order of selecting target, function analysis and writing alternative. The development of Helmet by the process of VE job plan, achieve the cost reduction of 27 million won for developing new product with customer's need.
