위험회피성향을 반영한 퇴직자산 지급방식 분석에 관한 연구 - Programmed Withdrawal 중심으로 (Analysis of Withdrawal Strategies in Retirement Assets Reflecting Risk Aversion Based on Programmed Withdrawal)

  • 현 퇴직연금제도는 퇴직후 연금 지급방식에 대한 규정이 없다. 이에 대한 대안으로 연금 선진국에서 보편적으로 적용되고 있는 'Programmed Withdrawal'을 고려할 수 있다. 'Programmed Withdrawal'은 출금액의 산출방법에 따라 대표적으로 정액 방식, 정률 방식, 최종연령 방식 그리고 기대여명 방식으로 구분되며, 각 산출방식에 따라 인출할 수 있는 금액이 달라진다. 따라서 현행 자본시장통합법에 근거하여 가입자의 위험성향에 따른 투자성과를 반영하기 위하여 국내 금융자산의 기대수익률 그리고 제 6회 경험생명표을 적용한 실증분석을 실행하였다. 그 결과, 연령별, 성별로 적합한 자산투자비율이 다소 달랐으며 이로 인해 지급방식별 부족리스크와 상속재원이 달라질 수 있음을 확인할 수 있었다.

  • 본 논문에서는 정전류 부하모델 교류 전기철도 AT 급전시스템을 회로망 해석법(Loop Equation Method)을 이용하여 실제 급전시스템과 유사하게 제약조건을 두고 여러 경우를 가정하여 모델링 하였다. 이 방법을 통해 앞으로 건설될 고속 전기철도 급전시스템의 전력품질에 영향을 줄 수 있는 전압강하에 주안점을 두고 정상급전의 경우뿐만 아니라 연장급전의 경우를 새롭게 확대 해석하였으며 이 결과를 동적 시뮬레이션 프로그램인 PSCAD /EMTDC를 이용하여 그 정확성과 실용성을 검증하였다. 또한 사례연구를 통해 전압 보상기를 설치하지 않는 경우와 STATCOM을 설치한 경우의 전압강하 보상효과를 PSCAD/EMTDC로 시뮬레이션 하여 검증하였다.

Antiviral Activity of Ascorbic Acid Against Herpes Simplex Virus

  • In order to explore the potential of ascorbic acid supplementation for the prevention and treatment of herpes simplex viral diseases, plaque reduction assays were performed. Ascorbic acid as well as copper chloride/ferric chloride were added to wells containing Vero cells infected with herpes simplex virus type 1 (HSV-1), and the infectivity of HSV-1 was determined. Since copper and iron are major transition metals in human plasma, near the normal human plasma concentrations of them were used for experiments. When Cu(II) and Fe(III) were applied, there were no significant differences between virus control and Cu(II)/Fe(III)-treated groups. But, when appropriate concentrations of ascorbic acid were added to wells, meaningful differences between control and ascorbate-treated groups were found. In the presence of Cu(II)/Fe(III) at $5.8/3.7\;{\mu}M$, 72-h treatment with ascorbate at $50\;{\mu}M$ reduced HSV-1 infections to $10.77%{\pm}4.25%$ (P < 0.001) and $500\;{\mu}M$ did to $3.06%{\pm}1.62%$ (P < 0.001). Moreover, the cytotoxicities for Vero cells at those concentrations were insignificant (P > 0.05). Current recommended dietary allowance (RDA) of ascorbic acid is 60 mg/day, and the oral intake of 60 mg/day of ascorbic acid yields plasma ascorbic acid at 45 to $58\;{\mu}M$ in a healthy adult man. Therefore, the results of this study suggest that the maintenance of appropriate level (more than $50\;{\mu}M$) of ascorbic acid in human plasma by appropriate amount (more than the RDA) of ascorbic acid supplementation may be helpful for the prevention and treatment of diseases caused by HSV -1 in an adult man. In addition, this study also suggests that ascorbic acid may be useful for the prophylaxis of fatal HSV-1 infections in neonates and the prevention of HSV-1 reactivation in immunocompromised hosts.

CMOS 마이크로 습도센서 시스템의 설계 및 제작 (Design and Fabrication of CMOS Micro Humidity Sensor System)

  • 본 연구에서는 $0.8{\mu}m$ 아날로그 혼합 CMOS 기술에 의한 2단 연산 증폭기를 가진 집적화된 습도센서 시스템을 설계 및 제작하였다. 시스템은 28핀 및 $2mm{\times}4mm$의 크기를 가졌으며, 휘스톤 브릿지형 습도센서, 저항형 습도센서, 온도센서 및 신호의 증폭과 처리를 위한 연산증폭기를 단일 칩에 구성하였다. 기존의 CMOS 공정에 트렌치형의 감지 영역을 형성하기 위해 폴리-질화 에치 스탑 공정을 시도하였다. 이러한 수정된 기술은 CMOS 소자의 특성에 영향을 주지 않았고, 표준 공정으로 동일 칩 상에 센서와 시스템을 제작할 수 있도록 하였다. 연산증폭기는 이득 폭이 5.46 MHz 이상, 슬루율이 10 V/uS 이상으로 센서를 동작하기에 안정된 특성을 보였다. N형 습도감지 전계효과 트랜지스터의 드레인 전류는 상대습도가 10%에서 70%로 변화할 때 0.54mA에서 0.68 mA로 변화하였다.

보건소 근무 한의사의 법.제도적 지위와 역할에 관한 연구 (A Study on the Legal and Institutional Position and Role of Korean Medicine Doctors working at Public Health Center)

  • Objective : We proposed fundmental rules of prospective on legal and institutional position and role of Korean medicine doctors working at public health center. Methods : By the result of this research on the current situation, the grade and allowance given to the Korean medicine doctors working at public health center were different every self-governing body. Results : The reason the Korean Medicine Doctor can't serve as a regular order of 5th grade is that the 'The Enforcement Regulation about Administrative Organization and the Standard of Pixed Number of person of Self-Governing Body(지방자치단체의 행정기구와 정원기준등에 관한 규정 시행규칙)' prescribes the number of regular order of 5th grade is regulated within 7% among the number of regular order officials. But not appointing to office as the regular order of 5th grade infringes on the Constitution, the highest law. The reason the Korean Medicine Doctors can't be appointed to office as the regular order officials by the self-governing body is that 'The Enforcement Order of the Law of Preservation of good health of Local Area(지역보건법시행령)' prescribes the Korean Medicine Doctors are not indispensable to Public Health Center. But in fact, the Korean Medicine Doctors can execute many kinds of work such as medical examination or instructing house nursing. Conclusion : The Korean Medicine Doctors working at Public Health Center serve at low positions as daily use or common use, not receiving a regular order. All laws including the Constitution(헌법), the Medical Services Law(의료법), the Law of Preservation of good health of Local Area(지역보건법), the National Public Service Law(국가공무원법), the Local Public Service Law(지방공무원법) and the Law of Higher Education Law(고등교육법) describe that the Korean Medicine Doctors and the Western Medicine Doctors are equal to their position and right.

영구임대주택 입주자의 관리비 및 임대료 체납 실태와 의식 (Issues and Perception on Management Fee and Rental Payment Overdue of Permanent Rental Housing Residents)

  • Permanent rental housing, the construction of which was strongly financed by the central government, is regarded as a social housing for those who fall within the lowest income bracket. Differing from "public rental housing", offered to tenants for sale after a five year rental period, this type of housing is intended for rental use on a long-tenn basis. At present, about 190,000 permanent rental housing units exist in Korea. According to a statistics, 15.6% of its residents did not pay their management fee and rental payment in 4 or more months in 2005, which places stress on the housing management. Based on the "eviction condition" stipulated in the tenancy agreement for permanent rental housing, a householder owning assets or a vehicle which is not used as his means of living, who is overdue with his management fee and rental payment for a long time, may be evicted from the house. However, there are many conflicts and problems between administrators/housing managers and residents in the process of enforcing this regulation. The purpose of this study is to explore the key issues associated with the present situation and the reasons why so many management fee and rental payment for permanent rental housing are overdue. For the purpose of research, data were collected from 10,990 permanent rental housing residents nationwide via a questionnaire survey in February 2007. One third of the respondents had an experience of more than 2 months overdue since they have moved in current residence. For further analysis, the respondents were divided into three groups, based on their working ability. The major finding showed that the group of respondents who have working ability required a more practical plan, such as employment, to have a sustainable life, while the other group of no labor force indicated a need for more housing allowance from the government. To suggest more specific alternatives for the subject of housing payment overdue, further comparison study should be performed between the residents of permanent rental housing and other low income tenants in private housing sector.

Determining attitudinal and behavioral factors concerning milk and dairy intake and their association with calcium intake in college students

  • BACKGROUND/OBJECTIVES: Average intake of calcium among college students is below the recommended intake, and knowledge surrounding the attitudinal and behavioral factors that influence milk and dairy intake, a primary food source of calcium, is limited. The purpose of this study was to evaluate college students' attitudes and behaviors concerning milk and dairy consumption and their association with calcium intake. SUBJECTS/METHODS: Participants were 1,730 undergraduate students who completed an online survey (SurveyMonkey) as part of baseline data collection for a social marketing dairy campaign. The online survey assessed attitudes and behaviors concerning milk and dairy intake, and calcium intake. Questions about milk- and dairy-related attitudes and behaviors were grouped into 14 factors using factor analysis. Predictors of calcium intake were then evaluated. RESULTS: Median calcium intake across all participants was 928.6 mg/day, with males consuming higher calcium intakes than females (P < 0.001). Adjusted for gender, calcium intakes were most strongly (and positively) correlated with associating milk with specific eating occasions and availability (i.e., storing calcium-rich foods in one's dorm or apartment) (both P < 0.001). Other correlates of calcium intake included: positive-viewing milk as healthy (P = 0.039), having family members who drink milk) (P = 0.039), and taking calcium supplements (P = 0.056); and negative-parent rules concerning milk (P = 0.031) and viewing milk in dining halls negatively (P = 0.05). CONCLUSIONS: Calcium intakes among college students enrolled in the current study was below the recommended dietary allowance of 1,000 mg/day, reinforcing the need for dietary interventions in this target population, especially females. Practitioners and researchers should consider the factors found here to impact calcium intake, particularly associating milk with specific eating occasions (e.g., milk with breakfast) and having calcium-rich foods available in the dorm room or apartment, as intervention strategies in future efforts aimed at promoting milk and dairy foods and beverages for improved calcium intake in college students.

우리나라 보건지소 조직, 기능 및 관리개선에 관한 연구 (A Study on the Organization, Function and Management of Health Subcenters in Korea)

  • This study is aimed both to reorient the Health net-works focused to Health Subcenters in times of development of local autonomy in Korea and to collect the fundamental data such as attitude and practice of the directors of Health Subcenter. The materials are collected from 134 out of 258 sampling directors of Health Subcenters with a questionaire by mailing(respond rate 51.9%). The major findings of this fundamental data are as follows. 1. Current average number of outpatients cared by a director of Health Subcenter is found to be 21.6. 2. The directors of Health Subcenter have little deducted hours for Public Health Programme. 3. Number of the Preventive Health Programme worked by a director of Health Subcenter is from 0 to 3. The most major group worked only 1 programme marked at 69.4%. 4. The directors of Health Subcenter express approval opinin marked at 80.2% that their qualification to appoint has to finish intern course. 5. The average diagnosis allowance a month is approximately twenty hundred thousand won. 6. Most of Health Subcenter(market at 94%) adopted a self-supporting account system. 7. The most complaining subject of directors of Health Subcenter is their working environment. The second complaining subject is governmental officier's interference. 8. The average number of outpatients cared by a director of Health Subcenter is found to be certain differentials by their marriage and the duration of employment. Some proposals of development on Health Subcenter based on the result of this research is as follows : 1. The reorganization on Health Subcenter under line of National Health Center Net-work 2. The psychological reorientation of directors of Health Sucenter and officers. 3. Autonomy management of Health Subcenter. 4. Reorientation of status on directors of Health Subcenter.

지리정보체계를 활용한 국내 폐기물 매립지 시계열 분석에 관한 연구 (A Study on Time Series Analysis of Domestic Waste Landfill Sites Using Geo Information System)

  • 폐기물을 처리하기 위해서는 매립, 소각, 재활용, 해역배출과 같은 방법이 있다. 이 중 매립하는 폐기물은 누적되기 때문에 이들을 수용하기 위한 폐기물 매립지는 한계가 있다. 이 논문에서는 폐기물 매립 실태를 파악하기 위해, GIS를 활용해 전국에 분포되어 있는 폐기물 매립지의 20여년간 매립 허용량의 시계열 분석 및 현황을 분석하였다. 그 결과 폐기물의 배출량은 점차 늘어나는 추세였고 배출량 증가에 따른 폐기물 매립량도 늘어났음을 알 수 있었다. 이를 수용하기 위한 폐기물 매립지의 매립현황은 50%이상의 매립량인 지역이 9개였으며 포화가 임박함에 따라 추가 매립지 확보의 기초자료 확보를 위해 기존 폐기물 매립지를 분석했다.

우리나라 공공의료의 쟁점과 해결책 (Issues Facing the National Health Insurance System in Korea and Their Solutions)

  • South Korea is not a wasteland of publicly funded health care-instead, it has a good medical social security system known as the national health insurance (NHI). The NHI of Korea has three unique features; (1) low premiums, low insurance fees, and low coverage; (2) obligatory designation of medical institutions; (3) and allowance of non-benefit services. These features have made hospitals and doctors interested in profit-seeking. However, the commercialization of medical institutions has taken place in both private- and public-established sectors. A basic problem of commercialization is the co-existence of the obligatory designation of medical institutions and non-benefit services. The problem became worse in the Kim Dae-Jung government because it officially permitted non-benefit services. Since 2000, the Korean government has consistently pursued benefit extension policies, but the coverage rates of the NHI have stagnated. In addition, premiums and current medical expenses have markedly increased because policy-makers have emphasized accessibility to the NHI, while ignoring important principles of medical social security such as a needs-based approach and patient-referral system. In order to resolve the commercialization problem, the obligatory designation of medical institutions to the NHI should be changed to a contract system, and non-benefit services should be prohibited at NHI institutions. We must re-establish the patient-referral system via a needs-based approach. We also need to build a primary healthcare system and public health policies. We should make a long-term plan for healthcare reform.
