Research on Aircraft Lightning Protection Design and Certification of Fuel System in Composite Material (복합재항공기 연료시스템의 낙뢰보호설계 및 인증 연구)

  • Lightning protective design of an aircraft fuel system is closely related to the safety of the flight. Recently, composite material in building an aircraft becomes more important because it can reduce the weight of the aircraft. The composite materials decrease the protection against the effect of lightning. Lightning protective design of metal material aircraft has been researched for a long time and the design technique has been announced widely. However, research on the lightning protective design using composite material aircraft is very limited. In this study, lightning protective design for fuel tank structural component, access cover, fuel filler cap and drain valve in carbon fiber composite material aircraft have been presented. To show the compliance with FAA airworthiness standard regarding the presented protection designs, three steps, including lightning strike analysis, lightning environment analysis and certification test, were conducted in accordance with FAA AC 20-53.

  • The average probability of a lightning strike to transport aircraft operating in airline service has been estimated to be approximately one strike in every year (or one strike per 1,000 through 20,000 flight hours). The important thing is not the probability of a lightning strike to aircraft, but the fact that aircraft is struck by lightning. Therefore, lightning protection design for aircraft should be qualified and compliance with airworthiness standards related to lightning protection must be substantiated in the process of certification. In this paper, I studied means of compliance for lightning protection through analysis of some test cases, including the KC-100 airplane that firstly obtained civil type certificate in Korea. Based on this paper, it will be also necessary to study on the effect of lightning for space launch vehicles.

  • Most of the aerospace industries establish the SAE AS9100 Quality Management System, and acquire commercial certification by the 3rd party. Nevertheless, they repeatably have to cope with similar quality system evaluation by the airworthiness authority for the production certificate, parts manufacturer approval, and technical standard order authorization in accordance with the applicable regulations. The current quality system evaluation criteria of the airworthiness authority could be recommended for reforms in order to reduce duplication and correspond to the industrial development and environmental changes. In this paper, we propose measures to reform the authority's evaluation criteria through comparative analysis among the IAQG SAE AS9100, the FAA quality system codes, and the MOLIT ACSEP requirements.

  • The efforts to develop high performance aircraft engines are successively progressed with development of recent technology. The reliability of individual parts and the safety of engine systems are reduced if high efficiency components, high strength materials, and precise controls are applied to the engine with complexity to increase engine performance. In this paper, the regulation requirements and assessment technique for aircraft engine safety are considered, and the result of safety assessment on a turbine case cooling system of high efficiency turbofan engine is presented.

Airspeed Calibration of a Light Airplane via Flight Test (비행시험을 통한 경비행기의 속도계 보정)

  • This paper presents the flight test procedure and the results for the airspeed indicator calibration of a light airplane the name of ChangGong-91, which is the first type certified aircraft from Korean Ministry of Construction and Transportation, as a part of the flight test validation to get the certification. The flight tests for airspeed position error calibrations are conducted using tower fly by method in order to calibrate swivel head testboom which is attached to the right wing tip of the airplane. Also system to system method is applied in order to calibrate the airspeed indicator of the cockpit. The flight test is conducted at the basis of the 'Korean Airworthiness Standard' which is the regulation of Korean Ministry of Construction and Transportation. The airspeed error range for the testboom and the airspeed indicator are determined to $-0.75{\sim}+0.75$ knot and to $-4.0{\sim}+2.0$ knots, respectively. The calibration results are applied to ChangGong-91 Flight Operation Manual.

A Study on the Legislation for the Commercial and Civil Unmanned Aircraft System Operation (국내 상업용 민간 무인항공기 운용을 위한 법제화 고찰)

  • Nowadays, major advanced countries in aviation technology are putting their effort to develop commercial and civil Unmanned Aircraft System(UAS) due to its highly promising market demand in the future. The market scale of commercial and civil UAS is expected to increase up to approximately 8.8 billon U.S. dollars by the year 2020. The usage of commercial and civil UAS covers various areas such as remote sensing, relaying communications, pollution monitoring, fire detection, aerial reconnaissance and photography, coastline monitoring, traffic monitoring and control, disaster control, search and rescue, etc. With the introduction of UAS, changes need to be made on current Air Traffic Management Systems which are focused mainly manned aircrafts to support the operation of UAS. Accordingly, the legislation for the UAS operation should be followed. Currently, ICAO's Unmanned Aircraft System Study Group(UASSG) is leading the standardization process of legislation for UAS operation internationally. However, some advanced countries such as United States, United Kingdom, Australia have adopted its own legislation. Among these countries, United States is most forth going with President Obama signing a bill to integrate UAS into U.S. national airspace by 2015. In case of Korea, legislation for the unmanned aircraft system is just in the beginning stage. There are no regulations regarding the operation of unmanned aircraft in Korea's domestic aviation law except some clauses regarding definition and permission of the unmanned aircraft flight. However, the unmanned aircrafts are currently being used in military and under development for commercial use. In addition, the Ministry of Land, Infrastructure and Transport has a ambitious plan to develop commercial and civil UAS as Korea's most competitive area in aircraft production and export. Thus, Korea is in need of the legislation for the UAS operation domestically. In this regards, I personally think that Korea's domestic legislation for UAS operation will be enacted focusing on following 12 areas : (1)use of airspace, (2)licenses of personnel, (3)certification of airworthiness, (4)definition, (5)classification, (6)equipments and documents, (7)communication, (8)rules of air, (9)training, (10)security, (11)insurance, (12)others. Im parallel with enacting domestic legislation, korea should contribute to the development of international standards for UAS operation by actively participating ICAO's UASSG.
