우리나라의 관세자유지역의 전망에 관한 연구 (A Study on the Prospect of Customs Free Zone in Korea)

  • There are several Customs Free Zone in Korea. Those are Susan Port, Kwangyang Port, Inchun Port. and International Airport Inchun. And there are several zone which will be appointed soon, Busan Port area, Kwangyang Port area, Inchun Port and International Airport Inchun area. But there are many problems to operate CFZ in Korea. This paper aim at pointing out for the problems and drawing up the plan. The problems are an unreasonable incentive standard, security of the behind site related to CFZ, present customs law not to process and assemble, and several similar system related CFZ. Globalization and regionalization are major trends in the international economic system recently. So we have to make desperate efforts to win the severe competition among many countries in economic aspect and make a good plan to solve the problems related CFZ in future.

인천경제자유구역 건축물의 친환경성 평가에 관한 연구 (Evaluating on the Environmental performance of Incheon Free Economic Zone constructions)

  • Incheon Free Economic Zone's Songdo Area is a newly constructed city built on land reclaimed from the seaside and the surrounding area. Yeongjong Area is made after Land reclamation between Yeongjong Island and Yongyou Island began in November 1992. The first phase linking these islands to create the Incheon International Airport (phase 1) and the Airport Town Square community was finished in March 2001. However, if we take a look at the overall status of the project as it is carried on at present, it is hard to deny that the project is trapped inside the same legal restrictions as are all other existing cities, which permits Songdo Area and Yeongjong Area to meet only very minimum standards. This study intends to analyze and assess the Incheon Free Economic Zone's Songdo Area and Yeongjong Area of environmentally friendly construction and to rate its current development status, exposing any problems and offering alternative solutions. In this paper, the current state of constructions in Songdo Area and Yeongjong Area were reviewed. Then a quantitative analysis and assessment for the Songdo Area and Yeongjong Area constructions of apartments, complex buildings, office buildings, school facilities, store and hotel facilities were conducted by using green building certification criteria. Finally the synthetic results of environmental performance evaluation for Incheon Free Economic Zone's Songdo Area and Yeongjong Area constructions and follow-up suggestions were described.

광양항 및 광양만권 경제자유구역의 활성화 방안에 관한 연구 (The development device of Gwangyang port and Gwangyang bay in accordance with its free economic zone)

  • With the globalization of economy, there is keen competition among rountries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Korea competing with Northeast Asia countries is also working out strategies in order to make Korea peninsula a logistics center of Northeast Asia taking advantage of its geographical strength. Gwangyang port has designated as Free Economic Zone together with Pusan and Jinhae, Incheon from October 24th, 2003. However, the introduction of Free Economic Zone in Korea lagged behind other major countries and it has a lot of operational problems. Approximately 600 areas worldwide are designated and operated as a Free Economic Zone and Gwangyang port and its surrounding area has several points to be settled as one of FEZ. First one is its limited functions and related laws. Next is imperfection on development, investment and management system of the hinterland. Lark of promotion activities could be one of the problems. This paper analyzes the above problems and presents various measures to activate Gwangyang Port and Gwangyang Free Economic Zone as follows Benchmarking to promote Gwangyang Free Economic Zone as follows Benchmarking other countries' system, governmental support, introduction & logistics functions, early development of the hinterland, supply of effective one-stop service, investment attraction into the area and diversified promotion & marketing activities.

공항 경제권 형성을 통한 허브 경쟁력 향상 방안에 대한 연구: 인천국제공항을 중심으로 (A Study on Ways to Improve Hub-Airport Competitiveness Through Forming Economy Zone: Focus on the Incheon International Airport)

  • 본 연구는 인천국제공항 중심 경제권 형성을 통한 허브 경쟁력 확보를 위해 향후 인천국제공항이 중점적으로 고려 및 개선해야 하는 요인을 도출하는 것을 목적으로 한다. 이를 위해 세계적 수준의 환승 공항을 이용한 승객이 작성한 온라인 리뷰를 대상으로 텍스트 분석을 실시하여, 승객이 중요하게 인식하는 환경요인을 도출하였다. 이후, 구체적인 인식 조사를 위해 도출된 환경 요인 중 15개의 세부평가 요인을 선행 연구에 기반하여 선정하였다. 해당 요인들은 전문가를 대상으로 중요도와 수행도를 확인하고자 설문조사 및 IPA 분석을 수행하였다. 분석 결과, 모든 요인에 있어, 중요도보다 수행도가 낮은 것으로 평가되었으며, 향후 인천국제공항이 중점적으로 개선해야 하는 상위 3개 요인으로 접근시설(편의성 및 다양성, 비용, 시간), 경제자유지역, 다양하고 우수한 쇼핑시설이 제시되었다. 본 연구는 텍스트 분석과 설문조사의 장점을 복합적으로 활용하여 승객의 인식을 이해했다는 점에서 의의가 있다. 본 연구 결과는 향후 허브 공항의 입지를 확고히 하기 위한 정책적, 전략적 방향성 수립에 활용될 수 있다.

인천경제자유구역 국제중재센터 설립 및 운영방안 (A Study on Establishment and Operation of International Arbitration Center within Incheon Free Economic Zone)

  • Northeast Asia is increasingly making a transition to distinctive and crucial region in the 21st Century and growing into one of world's top three economic spheres along with the EU and NAFTA. In 2003, Korean government announced the Northeast Asian economic hub country plan as an important agenda. As a means of coping with the changing global environment, Korean government designated Incheon in 2003 as the country's first Free Economic Zone ahead of Busan and Gwangyang Bay in the south of the country because Incheon has a geographical advantage linking North America and Europe with Incheon International Airport and Incheon Seaport. The purpose of this paper is to make research on establishment and operation of an arbitral body entitled ${\ulcorner}International Arbitration Center{\lrcorner}$ (IAC) within Incheon Free Economic Zone(IFEZ). For the purpose of this, the writer in this paper, reviewed the necessity of the IAC's establishment and its legal basis as well as the role and function of the Center. Also, the writer presented plans for how to operate the IAC and how to cooperate with the key arbitral organizations of foreign countries for the settlement promotion of commercial disputes including trade and investment. With development of the IFEZ, world-renowned enterprises will invest in the Incheon economic bloc and conduct economic activities, business operation, marketing, logistics, financing, etc. In this connection, diverse types of commercial disputes are expected to occur between foreign companies entering the IFEZ and Korean firms. In this connection, the Korean Commercial Arbitration Board(KCAB) has been operating its liaison office in the IFEZ since 2004. However, in view of the increasing arbitration demand, the IAC should be set up in the IFEZ in the near future by the positive support of the government in the respect of both administration and finance because the free economic zone-related law provides for the installation of arbitration organization. For the success of the IAC, the Center will have to provide not only good quality of arbitral services that can satisfy arbitration parties but also need to conduct researches and make efforts so that arbitration can be utilized well in the IFEZ. If the IFEZ can provide advantageous business environments to those multinational enterprises intending to the Incheon economic bloc, the IAC will also contribute to the settlement of commercial disputes arising from the Gaeseong Industrial Complex in North Korea in view of the geographical advantage and logistic benefit of the IFEZ. Finally, this paper also suggests a new model for a joint dispute resolution system by the initiative of Korean government and Korean arbitral organizations for the settlement of commercial disputes within Northeast Asia, for which the CAMCA(Commercial Arbitration and Mediation Center for the Americas) of NAFTA can be a good example.

물류중심지 광양항의 경쟁력 확보 방안에 관한 연구 (Strengthening the Competitiveness of Gwangyang Port as Logistics Hub)

  • The goal of the project on developing Korea as the logistics hub of Northeast Asia is to develop Busan Port and Gwangyang Port as international logistics centers by promoting and attracting more warehouses. As is well known, there is intense competition among ports located in major economic blocs to become the regional logistics hub. Gwangyang is second to none in terms of being favorably located at the center of Northeast Asia. Gwangyang Port, however, lacked in SOC construction and faced the poor government support politics hub of Northeast Asia. They are i) expanding the logistics infrastructuressuch as expressway and railroads between Yeosu Airport and Gwangyang Port, ii) Setting up new port hinterland and industrial complex in the vicinity of Gwangyang Port iii) securing high value-added fixed cargo traffic, and iv) improving laws and institutions.

백두산 화산재 확산 시나리오에 따른 항공산업의 경제적 피해 예측 (Estimation of Economic Impact on the Air Transport Industry based on the Volcanic Ash Dispersion Scenario of Mt. Baekdu)

  • 2010년 아이슬란드 화산재로 인해 유럽 전역에 항공대란과 많은 경제적 피해가 발생한 일이 있다. 최근 학계에서는 백두산의 화산폭발 가능성이 높다고 경고하고 있는데, 만약 백두산 화산이 폭발한다면, 특히 운항중단으로 인한 항공산업의 경제적 피해가 우려되고 있다. 본 연구에서는 백두산 화산재 확산 시나리오를 기반으로 시간과 위치에 따른 화산재 PM10 농도를 분석하고, 항공운항 기준에 따른 공항의 피해범위를 예상하였다. 항공산업의 경제적 피해액을 예측하기 위해 국내 항공사 및 공항공사의 매출규모를 항공사·공항·월 단위로 분류하고, 항공기 운항이 중단될 경우 항공사 및 공항공사의 직접피해액을 계산하였다. 그리고 산업연관분석을 통해 항공산업의 피해로 인해 발생되는 연관 산업의 생산·수입·부가가치에 미치는 파급효과로 인한 간접피해액을 계산하였다. 연구결과, 화산폭발지수가 VEI 1에서 VEI 5일 경우 공항의 직접피해는 나타나지 않았다. 그러나 VEI 6일 경우 강원도의 양양공항은 화산재 PM10 농도가 비행금지구역(NFZ)에 해당하여 항공기 운항이 전면 금지되며, 경상도의 김해공항, 울산공항, 포항공항은 시간제한구역(TLZ)에 해당되어 항공기 운항이 부분적으로 중단될 것이다. 만약 VEI 7일 경우에는 화산재가 강원도, 경기도, 충청도, 경상도 지역으로 확산되어 양양 공항, 김해공항, 대구공항, 울산공항, 포항공항은 항공운항이 전면 금지되며, 이때 항공사 및 공항의 총 경제적 피해액은 81억 원(직접피해액 35.5억 원, 간접피해액 45.7억 원)이 발생하는 것으로 예측되었다. 특히, 김해공항의 피해액이 92%를 차지하고 있어 화산재로 인한 피해가 가장 높은 공항으로 나타났다.

중국 정주시의 대외무역에 관한 연구 (The Effect of the Government Policy on Foreign Trade of Zhengzhou)

  • 중국은 1978년 개혁·개방 정책 이후 동·서부 지역의 경제가 중부 지역보다 빠르게 성장한 반면 중부 지역은 경제발전에서 소외되는 문제가 발생하였다. 이에 2000년대 들어 지역 경제 발전 균형 등의 차원에서 중부 지역의 발전이 국가 차원에서 거론되었다. 본 연구는 중국 정주시가 교통의 요지라는 점을 활용한 중국 정부의 정책이 정주시의 대외무역 발전에 미친 영향을 분석하였다. 중국 정부 정책의 일환으로 2013년 "정주시 항공항 경제종합 실험구 발전 계획(2013-2025년)"이 수립되었으며 일대일로(一帶一路, One Belt and One Road)이 건설되면서 5개 노선 중 2개 노선이 정주시를 관통하고 있다. 또한, 중국 정주시 수출입 총액은 2018년 622억 달러로 2009년에 비교하여 약 10배 증가하였다. 이에 따라 정주시는 중부 6개 성도(장사, 남창, 우한, 합비, 태이위안) 중 수출입총액이 2009년에는 가장 낮았으나 현재는 가장 수출입 규모가 크다. 또한, 정주시는 국내외 여객 및 화물수송량이 증가하고 있으며, 육로, 수로, 항공 등의 다양한 물류 시스템을 갖추어 나가고 있다. 주성분 회귀분석을 통한 분석에서도 정부 정책이 대외무역(수출입 총액)에 직접적으로 양(+)의 영향을 주는 것을 발견하였다. 이와 같은 정주시의 사례는 지역 특성을 살린 정부 정책이 지역발전에 있어 중요함을 보여준다는 점에서 그 의의가 있다.
