This study was carried out to estimate the emission reduction rates for the regional allowable emissions by special measures to achieve the target air quality in Seoul Metropolitan Area (SMA). A modeling system was designed to validate the details in enforcement regulations set up by local governments based on the current status and plans for air quality improvement. Modeling system was composed of meteorological model (MM5), emission model (SMOKE), and air quality model (CMAQ). Predicted results by this system show quiet well not only daily air pollutants concentration but also the tendencies of wind direction, wind speed and temperature. To achieve the target air quality in Seoul Metropolitan Area (SMA), emission allowances are estimated by seasons and regions. Referring to the base year 2002, it was estimated that emission reduction rates to achieve the intermediate goal in 2007 were 14.2% and 16.6% for NOx and $PM_{10}$, respectively. It was also estimated that 52% of NOx and 48% of $PM_{10}$ reductions from the base year 2002 would be required to accomplish the air quality improvement goal of 22 ppb for $NO_2$, and $40mg/m^3$ for $PM_{10}$ in year 2014. To improve $NO_2$ and $PM_{10}$ concentration through emissions reduction policies, it was found that emissions reduction for the on-road mobile sources would be the most effective in SMA.
Health benefits from implementing air quality control measures were assessed using the Environmental Benefits Mapping and Analysis Program (BenMAP). BenMAP developed by US EPA is a GIS-based software tool that estimates the health impacts and associated economic values connected with changes in ambient air pollution. Once a set of BenMAP-required data was collected, the health benefits from implementing Seoul Air Quality Management Plan (SAQMP), an official AQ improvement plan for Seoul Metropolitan Area, was assessed using BenMAP. The PM10 concentrations assuming the SAQMP implemented successfully were predicted with the MM5 (Mesoscale Meteorological model version 5)/CMAQ (Community Multiscale Air Quality) model. A PM 10 exposure related premature mortality function was adopted trom a well-known epidemiology study. Economic valuation functions driven from benefit transfer methods were utilized. Through the SAQMP, PM10 concentrations were estimated to be lowered by $15{\mu}g/m^3\;to\;75{\mu}g/m^3$ depending on air quality modeling grids. 5,569 premature deaths (95% CI $3,264{\sim}7,809$ deaths) could be avoided in the Seoul Metropolitan Area. The economic value of the deaths avoided was estimated to $13.2 billion $(95%\;CI\;$890\;million{\sim}$28.2\;billion)$ using the benefit transfer value. BenMAP could be a useful tool for developing effective air quality improvement policy, enabling the policy makers to anticipate the effects of regulatory changes on people's health and the economy.
Hanna - Gifford Model and Air Quality Display Model(AQDM) were validated in the simulation of $SO_2$ and TSP concentrations of Seoul City. The observed data which were measured at 16 sites of air monitoring system conducted by Seoul metropolitan city in 1984 were compared with the simulated data and the results were obtained as follows; 1. Several different meteorological data were examined: The particularities of meteorological data was not an influencing factor in the validity of simulation. The simulations of $SO_2$ by Hanna - Gifford model and by AQDM showed close correlation coefficients between the observed data and the simulated data (r = 0.71 - 0.78). 2. The simulation models showed different validities with the seasonal variation: The correlation coefficients (r) between the observed and the simulated by Hanna - Gifford Model for $SO_2$ and TSP were 0.86 and 0.80 in Spring, 0.63 and 0.66 in Summer, 0.76 in Autumn and 0.81 and 0.93 in Winter respectively. Those by AQDM were 0.73 and 0.68 in Spring, 0.56 and 0.79 in Summer, 0.77 and 0.76 in Autumn and 0.64 and 0.68 in Winter respectively. 3. The simulated data by two models had a close relationships: The correlation coefficients between them were 0.96 for $SO_2$, and 0.93 for TSP. With the above results, the application of models was discussed; Hanna - Gifford model was less valid in the simulation for the air quality of $SO_2$ and TSP in Seoul in Summer and AQDM also was not valid for $SO_2$ in Summer and in Winter and for TSP in Spring.
The air quality simulation models in wide use for air quality impact assessmetns are reviewed. After an intensive survey and comparative study upon the environmental impact assessment reports submitted to Ministry of Environment during 1990~1998, we could identify the major common problems with the air quality impact assessment procedures. Several remedies are presented here, including use of the screening models applicable to the complex terrain.
Gyeongju, which was the central city of the ancient civilization at Silla Kingdom, has various kinds of stone cultural properties. It is significantly important to preserve historical sources of Korea. However, recent air quality data measured in Gyeongju did not show good air quality level. In order to investigate variation of the concentration of the air pollutants with meteorological condition, an air quality monitoring and an aerosol sampling were conducted during the intensive monitoring period in Gyeongju. Impacts of the meteorological factors on the air pollutants were also analyzed based on the air mass pathway categories using HYSPLIT model and the local wind patterns using MM5 model. The prevailing air mass pathways were classified into four categories as following; category I affected by easterly marine aerosols, category II affected by northwesterly continental aerosols, category III affected by southwesterly continental aerosols, and category IV affected by northerly continental aerosols. The concentrations of the air quality standards were relatively lower during the fall intensive monitoring period. At that time, the easterly marine air mass pattern was dominated. The seasonal average mass concentration of $PM_{10,Opt}$, which optically measured at the monitoring site, was the highest value of $77.6{\pm}28.3\;{\mu}g\;m^{-3}$ during the spring intensive monitoring period but the lowest value of $20.1{\pm}5.3\;{\mu}g\;m^{-3}$ during the fall intensive monitoring period. The concentrations of $SO_2$ and CO were relatively higher when the air mass came from the northwestern continent or the northern continent. The concentrations of ${SO_4}^{2-}$ and ${NO_3}^-$ increased under the northwesterly continental condition. It was estimated that the acidic aerosols were dominated in the atmosphere of Gyeongju when the air mass came from the continental regions.
Air quality in a subway tunnel has been crucial in most of the subway environments where IAQ could be affected by many factors such as the number of passengers, the amount and types of ventilation, train operation factors and other facilities. A modeling approach has been introduced to manage the general IAQ in a subway station. Field surveys and $CO_2$ measurements were initially conducted to analyze and understand the relationship between indoor and outdoor air quality while considering internal pollution sources, such as passengers and subway trains, etc. The measurement data were then employed for the model development with other statistical information. For the model development, the algorithm of simple continuity was set up and applied to model the subway IAQ concerned, while considering the major air transport through staircases and tunnels. Monitored $CO_2$ concentration on the concourse and platform were correlated with modeling results where the correlation values for the concourse and platform were $R^2=0.96$ and $R^2=0.75$, respectively. It implies that the box modeling approach introduced in this study would be beneficial to predict and control the indoor air quality in subway environments.
The stochastic variance and structures of time series data on air quality were examined by employing the techniques of autocorrelation function, variance spectrum, fourier series, ARIMA model. Among the air quality properties of atmosphere, SO$_{2}$ is one of the most siginificant and widely measured parameters. In the study, the air quality data were included hourly observations on SO$_{2}$ TSP and O$_{3}$. The data were measured by automatic recording instrument installed in Kwanghwamoon during February and March in 1991. The results of study were as follows 1. Hourly air quality series varied with the domiant 24 hour periodicity and the 12 hour periodic variation was also observed. 2. The correlation coefficients between SO$_{2}$ and O$_{3}$ is -0.4735. 3. In simulating or forecasting variation in SO$_{2}$ ARIMA models are on a useful tools. The multiplicative seasonal ARIMA (1, 1, 0) (0, 2, 1)$_{24}$ model provided satisfactory results for hourly SO$_{2}$ time series.
This research has a purpose to achieve experimental data used for design of ventilation systems necessary for indoor air quality control and their operation and management. For the study, spatial concentration distribution of indoor air quality according to pollutant site in a simplified model chamber. In low flow ventilation, flow pattern of indoor air was mainly influenced by diffusion and additionally, spatial distribution was formed by convection. Distribution of ventilation efficiency according to each pattern of model chamber was evaluated. It was confirmed that diffusion patterns of a pollutant among sites were formed, centering around main stream areas of supply and exhaust outlets.
Receptor models have been rapidly developed to manage the ambient air quality and to establish effective emission reduction strategies. The models are used to identify various emission sources and apportion quantitatively the ambient pollutant mass based on various measured physico-chemical properties of the air pollutants at the receptor site. Many types of receptor models have been applied to estimate source contributions since those provide fundamental information when establishing reasonable environmental policies in Korea and Foreign countries. In this paper, we will introduce the basic concept and principal of the receptor model, various types of existing models with discussing strong and weak points for each model, and performance procedure of PMF model as the most popular model in the world. Further the trends of receptor modeling studies in Korea and other countries were provided. Finally, the improvement directions of the modeling works for the national and local air quality management were suggested in this paper.
This study was aimed to investigate the influence on the vicinity by air pollutant generated from facility of the district heating located in local small town. We selected the seven areas arround the surroundings of facility of the district heating, compared the air quality evaluated before and after operations of the facility, and estimated the diffusion of air pollutant exhausted from the facility using a ISC model. The result was that the concentration of TSP before and after operations of the facility was 89${\sim}$94${\mu}$g/m$^3$,and 72${\sim}$81${\mu}$g/m$^3$, respectively and the latter showed a decline in concentration. Also, there was no relationship between straight distance from the facility of the district heating and the concentration of TSP. This result was applicable to cases of PM-10 and SO$_2$. We also investigated the influence on the air around the neighbored area by air pollutant produced from facility of the district heating using ISCLT3 model. The adding-concentrations of TSP, SO$_2$,NO$_2$, and CO were 0.0019${\sim}$0.00183${\mu}$g/m$^3$, 0.0029${\sim}$0.5648ppb, 0.2924${\sim}$l.9837ppb,and 0.0087${\sim}$0.0590ppb, respectively. It is predicted that each concentration is added to pollutant exhausted from facility of the district heating and is about 1/100${\sim}$1/180,000 of present air quality. This has a tiny influence on general air quality. According to this analysis, the concentration of air pollutant is less effected to pollutants expected by the facility of the district heating than other pollutants emitted from mobil source or industrial complex, and etc.
