Applying policy and health effects of air pollution in South Korea: focus on ambient air quality standards

  • Objectives South Korea's air quality standards are insufficient in terms of establishing a procedure for their management. The current system lacks a proper decision-making process and prior evidence is not considered. The purpose of this study is to propose a measure for establishing atmospheric environmental standards in South Korea that will take into consideration the health of its residents. Methods In this paper, the National Ambient Air Quality Standards (NAAQS) of the US was examined in order to suggest ways, which consider health effects, to establish air quality standards in South Korea. Up-to-date research on the health effects of air pollution was then reviewed, and tools were proposed to utilize the key results. This was done in an effort to ensure the reliability of the standards with regard to public health. Results This study showed that scientific research on the health effects of air pollution and the methodology used in the research have contributed significantly to establishing air quality standards. However, as the standards are legally binding, the procedure should take into account the effects on other sectors. Realistically speaking, it is impossible to establish standards that protect an entire population from air pollution. Instead, it is necessary to find a balance between what should be done and what can be done. Conclusions Therefore, establishing air quality standards should be done as part of an evidence-based policy that identifies the health effects of air pollution and takes into consideration political, economic, and social contexts.

Estimation of Air Pollution by Lichens in Chongju (地衣類에 의한 精州市 大己汚染度 評價)

  • The lichen is generally used as a bio-indicator for the estimation of air pollution. The purpose of this research is to diagnose the level of air pollution by means of lichen Chongju region, relative to the direction of the dominant Wind(WNW) and the distance from the air pollution source. As a result it reveals that the industrial estate, its surroundings and inner city are confronting lichen desert phenomenon, According to the I.A.P index the average SO$_2$density in Chongju city in estimated above 0.03 ppm. However, the number of lichen species and its coverage are increased as the distance becomes further from the pollution source.

  • Objective to know about pollution of ventilated system in super market and hotel's air condition in Kunming. Methods to take out 28 ventilated system from super markets and hotels in Kunming in march 2004. To check dirt amount in pipelines and microorganism in dirt. Testing result is appraised under 'Public hygiene standard of ventilated system in air condition'. Results pollution problem exist in different degree in all the super markets and hotels that have been investigated. There is 32.14% which means 8 hotels and 1 super market, pollution is serious, The others (67.86%) is medium. Conclusion pollution problems exist in air condition system in all super markets and hotels of Kunming. Discussion aim at Kunming's special weather, and present condition of public ventilated system, discussing ways of management in hygiene of air condition system.

Evaluation of Passive Sampler as a Useful Tool for Environmental Education (환경교육의 도구로서 간이 측정기의 활용에 관한 연구)

  • Since 1980's during which environmental pollution became serious enough to urge various types of environmental educations in many areas. But, most emphasis has been put on theoretical education. Even field education training mostly focused on water pollution. Therefore, simple air pollution monitoring system was needed for better field education in air pollution. In this study, we evaluated Passive Sampler as an useful tool for teaching air pollution in field. Students have found passive sampler very effective tool. Recent comparative study of auto-monitoring and passive sampler networks suggested a potential use of passive sampler as an useful tool for environmental education. In this study, the correlation between two sets of values appears very high judging from the regression slope of 0.92 and correlation coefficient of 0.91 However, inexpensive Passive sampler with easy-to-operate colorimeter, has not been used in environmental education partially because large scale fluctuation in time and space characteristic to air pollution has been overlooked so that the sampler has not been tested for an effective educational tool. Passive sampler certainly deserves further in depth research as an effective air monitoring system, and better attention to its usefulness to teach students and public.

  • Air Pollution is increasing in Korea due to recent factory and environmental pollution and desertification in China. People are said to be wearing masks or reducing outdoor activities, but there is little effect on quarantine. Therefore, in order to clean up Air Pollution that has an adverse effect on the body, the government is planning to design a Prototype, an Air Pollution measuring system based on the Internet of Things.

  • The aim of this study was to evaluate the influence of air pollution level in industrial and residential district of Ulsan on resident's evaluation and cognition for indoor environment. The evaluation of air pollution materials (as $SO_2$, $NO_2$, $O_3$, CO, PM10) were investigated to understand the distributional characteristics in survey area, and air quality monitoring data from 2007 to 2009 were used. The data was applied in a realtime measurement of industrial and residential area respected to difference of the pollution level in Ulsan. The questionnaire of this survey for resident's cognition was to find out characteristics on perception of indoor environment and outdoor air quality recognition based on the distinct characteristics of the areas. The results of this study shows that resident's satisfaction at clean level outdoor air and indoor environment were different whether it was residential area or industrial area and outdoor air pollution level has direct influence on resident's satisfaction in indoor environment.

An Assessment of the Effectiveness of Cloud Seeding as a Measure of Air Quality Improvement in the Seoul Metropolitan Area (서울에서의 미세먼지 저감을 위한 인공강수 가능성 진단)

  • Cloud seeding experiment has been proposed as a way to alleviate severe air pollution problem because, if successful, artificially produced precipitation through cloud seeding could scavenge out some portion of air pollutants. As a first step to verify the practicality of such experiment, seedability of the clouds observed in Seoul is assessed by examining statistical characteristics of some relevant meteorological variables. Analyses of 9 years of Korea Meteorological Agency Seoul station data indicate that as PM10 mass concentration increases, cloud amount, liquid water path, and ice water path decrease, but the difference between temperature and dew point temperature tends to increase. Such finding suggests that cloud seeding becomes less feasible as air pollution becomes more severe in the Seoul metropolitan area, at least in a statistical sense. For some individual severe air pollution events, however, seedable clouds may exist and indeed cloud seeding experiments can be successful. Therefore, detailed investigation on cloud seedability for individual severe air pollution events are highly required to make a concrete assessment of cloud seeding as a way to alleviate severe air pollution problem.

  • Scientific evidence shows that ambient air quality is one of the major environmental issues related to human health. The aim of this paper was to provide quantitative data on the short-term impact of air pollution on the mortality and morbidity of people living in Suwon city. There are some studies that have conducted health impacts of the air pollution in Seoul, Korea. However, there are few studies of the health effects on air pollution conducted in satellite cities of the Seoul Metropolitan area. For this reason, we investigated the health effects of air pollution in Suwon city, one of the highly populated satellite cities of Seoul. In order to estimate the short-term mortality impact of air pollution, this study applied the approach suggested by the World Health Organization (WHO), using AirQ2.2.3 software. Daily concentrations of $PM_{10}$, $O_3$, $NO_2$, and $SO_2$ were used to assess human exposure and health effects, in terms of attributable proportion of the health outcome, annual number of excess cases of mortality for all causes, and cardiovascular and respiratory diseases. Among the four considered air pollutants, $PM_{10}$ had the highest health impact on the 1,118,000 inhabitants of Suwon city, causing an excess of total mortality of 105 out of 4,254 in a year. Sulfur dioxide had the least health impact. Ozone and nitrogen dioxide each caused 42.7 and 81.3 excess cases of total mortality in a year. The results are also in line with those of other international studies that apply AirQ software.

Temporal distribution, influencing factors and pollution sources of urban ambient air quality in Nanchong, China

  • The $PM_{10}$, $SO_2$ and $NO_2$ mass concentrations were obtained over five years from monitoring stations across Nanchong, a southwest city in China. Changes in urban air quality over time, as well as the factors influencing that change, were evaluated based on air pollutant concentrations, the Air Pollution Index (API), and the Comprehensive Pollution Index (P). The results showed that the total annual mean $PM_{10}$, $SO_2$ and $NO_2$ concentrations over the five years studied were $61.1{\pm}1.1$, $45.0{\pm}3.9$ and $34.9{\pm}4.9{\mu}g{\cdot}m^{-3}$, respectively. The annual mean concentrations displayed a generally decreasing trend; lower than the annual mean second-level air quality limit. Meanwhile, the annual mean API values were in a small range of 52-53, the air quality levels were grade II, and P values were 1.06-1.21 less than the slight level ($P{\leq}1.31$). Total monthly mean $PM_{10}$, $SO_2$, $NO_2$ concentrations, and API and P values were consistently higher in winter and spring than during autumn and summer. The results of a correlation analysis showed that temperature and pressure were the major meteorological factors influencing pollution levels. Pollution sources included industrial coal and straw burning, automobiles exhaust and road dust, fireworks, and dust storms.

  • There are two ways of reducing air pollution. One is the approach of the pollutant source control and the other one is the traffic demand decreasing approach. This study is focusing on the approach of land use planning and optimal location of urban facilities because those are the basic cause to generate transportation demands. So, the purpose of this study would be to analyze the changes of NOx and CO distribution on environmental air by functional hierarchy of urban roads and to make evaluation model of 'Transportation-Land Use -Air Pollution'. It will contribute to improve the air pollution level at same actual traffic generation according to different location.
