China's Public Diplomacy towards Africa: Strategies, Economic Linkages and Implications for Korea's Ambitions in Africa

  • Recent years have witnessed renewed interest in Africa and public diplomacy has emerged as the vital tool being used to cultivate these relations. China has been leading in pursuing stronger economic partnership with Africa while middle powers such as Korea are also intensifying engagement with the continent. While previous studies have analyzed the implications of China's activities in Africa on advanced powers, none has examined them from the paradigm of middle powers. This study fills this gap by assessing China's activities in Africa, their economic engagement and implications for Korea's interest in Africa. The analysis is qualitative based on secondary data from various sources and literature. The study shows that China's public diplomacy strategy involves a high degree of innovation and has evolved to encompass new tools and audiences. China has institutionalized a cooperative model that permeates many aspects of governance institutions in Africa, enabling it to strengthen their relations. This could also be helping China to adjust faster leadership transitions in Africa. Whereas the US is still the most influential country in Africa, China is influential in economic policies and has outstripped the US in infrastructure diplomacy. This could be because African policy makers align more with China's economic model than the US' mainstream economics. Chinese aid to Africa has been diversified to social sectors that are more responsive to the needs of Africa. Trade and investment relations between China and Africa have deepened, but so does trade imbalance since 2010. China mainly imports natural resources and raw materials from Africa. But this product portfolio is not different from Korea and the US. China's energetic insertion in Africa using various strategies has significant implications for countries with ambitions in Africa. Korea can achieve its ambitions in Africa by focusing resources in areas it can leverage its core strengths-such as education and vocational training, environmental policy and development cooperation.

Prevalence of Accident Occurrence Among Scientific Laboratory Workers of the Public University in Lebanon and the Impact of Safety Measures

  • Background: Workers are exposed to several risks in academic laboratories due to the presence of potentially hazardous substances. The main objective of this study was to assess the prevalence of accident occurrence and associated risk factors among laboratory workers at the scientific laboratories of the public university in Lebanon and the impact of safety measures training and availability. Methods: In this observational study, a survey was conducted for one year in scientific laboratories at faculties of the public university. Results: Among the participants (N = 220), 45.0% have had accidents; the main cause was exposure to chemicals (73.7%) and more specifically by inhalation (45.4%). Females (85.9%) were more exposed to accidents than males. Laboratory workers with a master's degree, a full-time schedule, and more than ten years of experience were significantly more exposed to accidents (p < 0.05). A significant association was found between accident occurrence and training on management of hazardous products (p = 0.044), risks related to workplace (p = 0.030), eyewash and emergency shower (p < 0.001), first aid (p = 0.012), and facial protection availability (p = 0.019). In spite of the lack of safety culture and efficient training on laboratory safety, participants have shown a very good perception regarding safety measures to be applied in case of work accidents. Conclusion: Based on our findings, the prevalence of accident occurrence is elevated among lab workers at the public university. The impact of regular training on laboratory safety preventive measures is of great importance to ensure the efficiency of occupational health and safety in scientific laboratories.

Physiological and transcriptome analysis of acclimatory response to cold stress in marine red alga Pyropia yezoensis

  • Red macroalga Pyropia yezoensis is a high valuable cultivated marine crop. Its acclimation to cold stress is especially important for long cultivation period across winter in coasts of warm temperate zone in East Asia. In this study, the response of P. yezoensis thalli to low temperature was analyzed on physiology and transcriptome level, to explore its acclimation mechanism to cold stress. The results showed that the practical photosynthesis activity (indicated by ΦPSII and qP) was depressed and pigment allophycocyanin content was decreased during the cold stress of 48 h. However, the Fv/Fm and non-photochemical quenching increased significantly after 24 h, and the average growth rate of thalli also rebounded from 24 to 48 h, indicating a certain extent of acclimation to cold stress. On transcriptionally, the low temperature promoted the expression of differentially expressed genes (DEGs) related to carbohydrate metabolism and energy metabolism, while genes related to photosynthetic system were depressed. The increased expression of DEGs involved in ribosomal biogenesis and lipid metabolism which could accelerate protein synthesis and enhance the degree of fatty acid unsaturation, might help P. yezoensis thallus cells to cope with cold stress. Further co-expression network analysis revealed differential expression trends along with stress time, and corresponding hub genes play important roles in the systemic acquired acclimation to cold stress. This study provides basic mechanisms of P. yezoensis acclimation to cold temperature and may aid in exploration of functional genes for genetic breeding of economic macroalgae.

Correlations between the Clinical and Ultrasonographic Parameters of Congenital Muscular Torticollis without a Sternocleidomastoid Mass

  • Objective: To determine whether ultrasonography at initial presentation can help assess the clinical severity of congenital muscular torticollis (CMT) in infants without a sternocleidomastoid muscle (SCM) mass. Materials and Methods: This retrospective study included 71 infants aged less than 12 months (4.1 ± 2.3 months) with non-mass CMT. The clinical severity was divided into three grades (groups 1-3) based on the degree of lateral head bending or cervical rotation. The difference (SCM-D) and ratio (SCM-R) between the maximal thickness of the affected and non-affected SCMs were obtained using transverse and longitudinal ultrasonography. The sonographic echotexture and echogenicity of the involved SCM were reviewed. Results: A significant difference was observed in the SCM-D (0.42 ± 0.30 mm in group 1; 0.74 ± 0.50 mm in group 2; 1.14 ± 0.85 mm in group 3; p = 0.002) and SCM-R (1.069 ± 0.067 in group 1; 1.129 ± 0.087 in group 2; 1.204 ± 0.150 in group 3; p = 0.001) among the groups when measured along the longitudinal but not along the transverse ultrasonography plane. The areas under the curves of the SCM-R and SCM-D measured by longitudinal ultrasonography were 0.731 (p < 0.001) and 0.731 (p < 0.001) for group 1 versus groups 2-3. The proportions of heterogeneous echotexture or hyperechogenicity in the involved SCM did not differ significantly among the three clinical groups (all p > 0.05). Conclusion: Ultrasonography can aid in assessing the clinical severity of CMT in infants without an SCM mass at the time of initial diagnosis. The SCM-R and SCM-D helped grade the clinical severity when obtained by longitudinal scan.

A Study on Predicting Student Dropout in College: The Importance of Early Academic Performance (전문대학 학생의 학업중단 예측에 관한 연구: 초기 학업 성적의 중요성)

  • This study utilized minimum number of demographic variables and first-semester GPA of students to predict the final academic status of students at a vocational college in Seoul. The results from XGBoost and LightGBM models revealed that these variables significantly impacted the prediction of students' dismissal. This suggests that early academic performance could be an important indicator of potential academic dropout. Additionally, the possibility that academic years required to award an associate degree at the vocational college could influence the final academic status was confirmed, indicating that the duration of study is a crucial factor in students' decisions to discontinue their studies. The study attempted to model without relying on psychological, social, or economic factors, focusing solely on academic achievement. This is expected to aid in the development of an early warning system for preventing academic dropout in the future.

A Study on the Contents Analysis of Safety Education in Elementary School : Focusing on Comparison with the Needs of Students (초등학교 안전교육 내용분석연구)

  • The objective of this study is to give basic materials for selection and improvement of contents of safety education, which is substantially helpful to elementary students, by analysis of contents of safety education in some subjects and assessment of the needs of elementary students for safety education. For this purpose, this study was analyzed the contents of safety education in five subjects for elementary school and conducted the survey of 883 students in some elementary schools in Seoul from April 7 to 22, 2000. The results were as follows; 1. As a result of analysis of the proportion of contents regarding safety-related education in some subjects, Physical Education occupied the highest proportion (14.09%), and that was followed by Practical Subject (9.55%) and Moral Education (9.34%). However, the proportions in Social Study and Natural Science were very low, 1.85% and 1.31% each. In total lines of these five subjects, the numbers of line regarding safety education was contained by 5.78%. 2. Analyzing the proportion of domains of safety education in five textbooks, the Meaning of Safety and Basic Principles occupied the highest portion (29.5%), and that was followed by the Home Safety (24.0%), the Safety in School (17.1%), and the Play and Leisure Safety (14.0%). The Coping with Accidents and First Aid, the Safety from Fire and Explosion, and the Traffic Safety occupied relatively low portion, 6.9%, 5.7%, and 2.8% each. 3. As a result of analysis of the proportion of the safety education domain in each subject, the Meaning of Safety and Basic Principles occupied the highest portion (23.6%) in Moral Education, the Home Safety (12.7%) in Practical Subject, and the Play and Leisure Safety (10.9%) in Physical Education. 4. Most of the participants in this survey experienced the Home Accidents (71.1%). And also, they experienced the Play and Leisure Accidents (57.9%), the Accidents in School (49.7%), the Traffic Accidents (45.3%), and the Fire and Explosion Accidents (24.7%) in order. 5. In the average proportion of the needs of participants for safety education in each domain, the Coping with Accidents and First Aid has the highest point (4.05). And, that was followed by the Home safety (3.79), the Safety from Fire and Explosion (3.73), the Meaning of Safety and Basic Principles (3.65), the Play and Leisure Safety (3.50), the Safety in School (3.37), and the Traffic Safety (3.35). The average proportion of the needs for safety education of total domains was 3.66. 6. In the needs for safety education regarding the feature of participants, it showed higher scores in female students than male ones (p〈0.001), in lower grader than higher grader (p〈0.05), and in the students born to wealth than those born poor (p〈0.05). Also, the children who recognize the necessity of safety education showed higher scores of the needs for safety education (p〈0.001). And it also showed the same results of high score to the children whose parents did the safety education (p〈0.00l) and to the children and their parents who have the higher degree of practicing safety (p〈0.001), and these differences were statistically significant. 7. In the extent of preference for methods of safety education, it showed high score to the Field Learning, followed by the Audio- Visual Education, the Discussion, and the Instruction of teacher. In the extent of preference for subjects regarding the contents of safety education by each domain, it showed high score to the subject of Safety for 4 domains - the Meaning of Safety and Basic Principles, the Traffic Safety, the Safety from Fire and Explosion, and the Coping with Accidents and First Aid. And also, they preferred Moral Education for 2 domains - the Home safety and the Safety in School, and Physical Education for a domain of the Play and Leisure Safety. 8. While 27 of 36 detail items was contained the contents of safety education, the proportion of needs of participants for safety education showed more than average 3.00 score in 34 of 36 detail items. However, none of 9 detail items was included in five textbooks. Also, 2 detail items - the Coping with Disasters and the Safety from Poisoning - were included together 2 parts; One part had the higher ranked 7 items acquired by analysis of the needs, and the other had the higher ranked 7 items acquired by analysis of the contents. But, except those 2 items, none of items were matched with each part.

A Study on the knowledge and attitude of AIDS In college students (일 대학 학생들의 AIDS에 대한 지식, 태도의 관한 연구)

  • Purpose : This study is a descriptive correlation study to offer the basic materials for developing the preventive program of continuously increasing AIDS in the young people by examining the knowledge and attitude of AIDS in college students. Methods : The period of data collection was from May 1 to 15, 2009, 300 freshman, sophomore and junior students who understood the purpose of the research and agreed to participate in the questionnaire were randomly sampled, structured questionnaire was distributed to them and their responses were collected. Instruments used for this study included those used by Kim and Lee and revised and complemented by this researcher to measure the knowledge of AIDS and those by Yun and Lee revised and complemented by the researcher to measure the attitude of AIDS. For data analysis, it measured technical statistics, t-test, ANOVA, and Pearson's correlation coefficient using SPSS/PC 12.0. Results : The results of this study are summarized as follows. 1. The whole knowledge of AIDS the subjects had scored 58.9 and their average attitude scored $3.78(1{\pm}25)$. 2. In the degree of knowledge of AIDS depending on general characteristics and health-related characteristics of the subjects, it was found that the students at the department of emergency medical showed higher knowledge(t=3.638, p=.001) and positive attitude of AIDS(t=3.330, p=.001) compared to students at other majors. 3. In the degree of knowledge of AIDS depending on AIDS-related education, subjects who had experienced AIDS education(t=1.973, p=.050), those with the experience of theory education(F=4.057, p=.008), those who felt the necessity of AIDS education(t=4.588, p=.000), and those who were willing to take part in AIDS education(t=2.898, p=.004) showed higher know1edge of AIDS. In the attitude of AIDS, subjects with theory-oriented AIDS education(F=3.012, p=.032), those who felt the necessity of AIDS education(t=2.445, p=.015), and those who were willing to take part in AIDS education(t=2.379, p=.018) showed positive attitude of AIDS education. 4. As the knowledge of AIDS the subjects was higher(r=.329, p=.000), they showed more positive attitude of AIDS and it meant that there was positive correlations. Conclusion : Consequently, systematic, concrete and continuous education of AIDS suitable to the requirements of college students is needed to induce changes of their knowledge and attitude of AIDS and for this, AIDS education program which can be used properly by the developmental stages of college students who belong to late adolescence should be developed in the field of school and if possible, curriculum of sex education including AIDS education should be established in all departments of college.

Exemption from Civil Liability in the Good Samaritan Law ('선한 사마리아인 법'에 따른 민사책임의 감경 - 응금의료에 관한 법률 제5조의2을 중심으로 -)

  • In this paper the good Samaritan civil liability is argued. In many cases some damage could be caused by an emergency medical service. In such situations the degree of duty of care taken by the service provider would be alleviated depending upon the degree of emergency. Then the service provided by anyone not carrying any duty to do so could be generally ruled by the 'Korean Civil Act' Article 735. This article is related to the management of affairs in urgency. The application of this article means the mitigation of civil liability of the service provider. If the service provider not carrying any duty to provide it "has managed the affairs" of the service "in order to protect the" victim "against an imminent danger to the latter's life", the provider "shall not be liable for any damages caused thereby, unless he acted intentionally or with gross negligence". Korea has another rule applied in such a situation, that is the Korean 'Emergency Medical Service Act' Article 5-2. This article is established for the exemption from responsibility for well-intentioned emergency medical service. It could be referred to as the Good Samaritan law. It provides: "In cases where no intention or gross negligence is committed on the property damage and death or injury caused by giving any emergency medical service or first-aid treatment falling under any of the following subparagraphs to an emergency patient whose life is in jeopardy, the relevant actor shall not take the civil liability ${\cdots}$" In this paper the two articles is compared in the viewpoints of the requirements for and effects of the application of them respectively. The 'Korean Civil Act' Article 735 is relatively general rule against the the Korean 'Emergency Medical Service Act' Article 5-2 in the same circumstance. Therefore the former could be resorted to only if any situation could not satisfy the requisites for the application of the latter. In this paper it has suggested that the former article be more specific for the accuracy of making decision to apply it; and that the latter be revise in some requirements including the victim, the service provider, and the service.

  • This study aims to know the deferences of hair fashion feeling group in accordance with hair styling activities, general characteristics, life styles objecting to capital area university women students and aid to hair fashion design. So the results are as belows. 1. Frequency Analysis of Categories A. Hair fashion feeling - Natural, sexy, romantic pretty, sophisticate, ethnic are 90% in total hair fashion feeling variables in sequence of frequency, so it can be said these are in vogue. B. Hair styling activities - The objections visit the hair salon once 1-2months, spend about 42,000 won a month, perform cut & wave perm to sentimental reasens & hair style changes, determine the hair style well coordinated in her image and managed easily. In her home, they manage her hair style 12 minutes a day, spend 17,000 won to buy hair aids, do hair blow dry or pin or pony tail mainly in the morning, scarcely use the hair styling aids but if use, essence or wax mainly. And the degree of interest to hair style is high. C. General Characteristics - The objections's average age is 21.1, residence is seoul kangnam 23.3%, seoul kangbook 18.4%, other capital areas 58.4%, the degree of education is university students 94.9%, graduated student 5.1%, marriage is married 96%, unmarried 2.8%, family who live with is married are mainly man & woman and living with father & mother in low in man's, unmarried are mainly live alone & nuclear family, personal expenses a month is 300,000 won in average, income of home is 4,000,000 won a month. D. Life style - The objections are not in interest of physical exercises but if are, do yoga & health, like drama & comedies program, watch TV or meet friend in leisure time, like balad & dance music, fashion magazine, meet friend in cafe or college. 2. Relationship of hair fashion feeling & other variables Using the $x^2$-test, level p<0.05, Hair styling activities(frequency of hair salon coming in and out, ordinary time representing hair style, preferred hair styling aids, the amount of hair style interest), General Characteristics(age), Life style(leisure time) variables are meaningful.

The Development of a Natural Seasoning Using the Enzymatic Hydrolysate of Fish Skin (어피의 효소적 가수분해물을 이용한 천연조미료의 개발)

  • A study on the optimum hydrolysis conditions of fish skin through the aid of enzymes and the development of a natural seasoning using the hydrolysate has been carried out for the effective utilization of fish skin. Using the "pH-drop" techniques the collagenase and pronase were identified as most suitable for this purpose. The $K_m$ and $V_{max}$ values of pronase were 1.82 mgN/ml and 0.06 mgN/mL/min, respectively. The hydrolysis conditions of the cod skin for the pronase were as follows: reaction temperature, $50^{\circ}C$; reaction time, 3hrs; pH 6; enzyme concentration, 0.03%. The degree of hydrolysis at these conditions was 76.8%. But after hydrolyzing cod skin with collagenase for 1hr, when the pronase was treated, the degree of hydrolysis was 83.13%. The molecular weight of the hydrolysate was 8,000 daltons. Among the amino acids in the hydrolysate, glycine(27.95%), glutamic acid(10.94%), proline(7.39%), aspartic acid(9.47%) and serine(7.39%) were responsible for 64.23% of the total amino acids. But valine, methionine, isoleucine, leucine, phenylalanine and histidine having a bitter taste were only 13.05%. From the results of the sensory evaluation, the imitation sauce which was made of 20% fermented soy sauce prepared from the hydrolysate was at least similar to the traditional soybean sauce in product quality. The complex seasoning containing 31.7% of the hydrolysate was nearly equal to complex seasonings on the market, too.
