유럽 25개국의 유기농업 현황과 전망 -유기농장의 재정보조 정책을 중심으로- (Current Status and Future Prospect of Organic Farming in 25 European Countries with Special Reference to Increasing Number of Organic Farms and Financial Support Policy)

  • The number of organic farms are increasing in European countries during last 10 years. Most European governments are giving subsidies for organic farmers as well as converting organic farms from conventional farming method. The price level of most organic products are higher than price level of conventional products in general. However, there are certainly some market demand problems in organic products in some countries. Organic farms will be increased in 2005 and 2010 for 10∼20% of the total agricultural area in some European countries. Government subsidy payment is also increasing. Therefore, many farmers are going to change into organic farming method from conventional farming. However, there will be certainly some market demand problems in future because of national economic growth problems. At the same time, the quality of soil can be improved and status of health of urban consumers should be improved by consuming organic products.

Improvement plan for vegetables by introducing the production and shipment stabilization policy

  • This paper investigated the effects of a government production and shipment stabilization policy and the improvement plan for vegetables in Korea. In this study, a simulation focused on the changes in farm income for Chinese cabbages & radishes using scenarios. The result shows an increase in farm income according to the government policy. In the short-term, demand and supply are fixed, and the policy effect is positive due to the price support effect of the project. However, for mid- to long-term, the price decreases due to the expansion of supply by business beneficiaries, which is likely to be adversely affected by an unstable supply and demand. This increases the burden of government and local government subsidies. This phenomenon is expected to be amplified as the ratio of production and shipbuilding stabilization programs and items expand. When expanding items and adjusting and setting the percentage of participation in the project, it is desirable to set and operate the appropriate business ratio taking into consideration the demand. To improve the effectiveness of the policy, the following remedies were suggested. First, national supply and demand guidelines should be set up, and the autonomous supply and demand control of the producers should be guided by the different preservation according to the implementation of the supply and demand control obligation. As for detailed equipment, it is necessary to establish the reproduction price for each item, set the base price for each wholesale market, increase the incentive for the producers to participate, and fund a business budget to secure business stability.

영국의 농업정책이 지리적 전문화에 미친 영향 연구 (Agricultural Policies and Geographical Specialization of Farming in England)

  • 본 연구는 농업의 산업화 과정에서 국가의 농업정책이 지역적 전문화(specialization)에 어떠한 영향을 미쳤는가를 영국을 사례로 하여 분석한 논문이다. 1950년대 이후 영국은 영농규모의 집중화(concentration), 보장 가격의 설시, 조건불리지역 사업을 통해 농업의 산업화를 촉진하는 정책을 실시하였으며 이로 인해 농업의 지역적인 전문화가 발생하였다. 작물의 전문화는 밀과 보리 및 종유(oilseed)를 중심으로 나타났다. 밀의 경우 EU 가입이후 상대적으로 부족하면서 공동농업정정책(Common Agricultural Policy)에서 높은 보장가격을 지지받음에 따라 동부 잉글랜드 지방의 토양이 비옥한 지역을 중심으로 전문화가 이루어졌다. 보리의 경우 사료작물로 재배되면서 가축사육지원정책의 영향을 받아 가축사육의 전문화가 이루어진 지역에서 집중 재배되었다. 종유의 지역적 전문화는 식품가공업이 발달과 함께 품종 개발, 가공 및 저장기술의 발달로 남부지역에서 북부지역으로 확산되었다. 가축 사육은 작물 재배보다 전문화가 뚜렷하였다. 특히 1970년대부터 실시된 조건불리지역 사업은 영농조건이 불리한 영국 서부 구릉지 지역에 전문화를 유발시키면서 환경보전론자들의 비판을 받기도 하였다. 또한 1980년대 중반이후 우유생산량을 줄이기 위한 쿼터제도에서 농민들간에 쿼터량을 거래할 수 있게 함으로서, 동부지역의 농민이 서부지역에 이를 양도함으로서 전문화는 더욱 촉진되었다. 이와 같은 연구 결과는 농업정책이 현시적으로 혹은 암묵적으로 공간적인 측면을 지니게 되어 농업의 지역적 분화를 유발함을 의미한다.

화성시 농촌전통테마마을 운영성과와 발전 방안 (Effect and Development Strategies of a Village Development Project Using It's Traditional Specific Items in Hwaseong City)

  • The purpose of this study was to suggest development strategies of a village of Hwaseong-si where several programs using it's traditional items have been operated since 2003 according to the policy of Rural Traditional Thema Village Development implemented by Rural Development Administration(RDA). The village is located in Yodang-ri, Yanggam-myun, hwaseong-si in Gyounggi province. The village is called as 'Eunheng Namu Maeul' which means 'ginkgo tree village' since the tree is almost 350 years old and beautifully huge. Including this big tree there are much more traditional items such as organic dairy farming, hand-made cheese, legends and traditional plays. Using this items and government subsidies, the village has managed various tour programs and other income increasing projects. This study analyzed the strengths, weaknesses, opportunities and threats of the current situation of the village with the related materials and data to find out development strategies for the village-based programs and projects. This study recommended the followings as a major result of this study. The huge ginkgo tree at the village could be a better traditional attractive item when paths and wood of ginkgo trees will be built up especially utilizing the original huge one around the village. Like this, the item of hand made cheese could be a much more valuable traditional item when there will be an advanced facility for the people's working together. The social actives of the village have been weakened because of few young dwellers living there, therefore there needs a special subsidizing project for the village to hire a young manager having some social skills and knowledges. The situation being urbanized in front of the village needs precisely checking and implementing the Hwaseong-si's urbanization policy so that the urbanization could be harmonized with the maintenance and development of the traditional items of the village.

학교 영양(교)사의 학교급식지원센터 이용에 대한 만족도 및 니즈 (School Dietitians' Satisfaction with and Needs for School Meal Service Support Centers)

  • The purpose of this study was to investigate school dietitians' satisfaction with and needs for School Meal Service Support Centers. A web-based on-line survey was conducted with 1,102 nutrition teachers or school dietitians using four School Meal Service Support Centers during the summer of 2011. The data from 578 respondents (52.5%), consisting of 165 (44.4%), 334 (53.4%), 41 (67.2%), and 38 (86.4%) dietitians using Seoul, Gyeonggi, Suncheon and Gyeongju centers, respectively, were analyzed. The main reason for using the centers was subsidies from local governments. The dietitians using the metropolitan centers, which were Seoul and Gyeonggi centers, tended to buy agricultural products through the centers only, and those using local centers, which were Suncehon and Gyeongju centers, bought those products from the private suppliers as well as from the centers. The dietitians' overall level of satisfaction with the centers was not high showing 3.3 out of 5 points; it was significantly associated with the operating system and services of the centers such as system efficiency, delivery accuracy, communication, and information provision rather than the agricultural products provided by the centers. The dietitians preferred joint operation of the centers by local governments and producers' groups. They wanted School Meal Service Support Centers to be evaluated every year. It was suggested that efforts should be made to improve the operation system and service of School Meal Service Support Centers for improving dietitians' satisfaction with the centers. In addition, an evaluation system for School Meal Service Support Centers should be implemented soon based on school dietitians' needs.

초본계 바이오매스 활용 석탄발전소 연료전환 모형 경제성분석 연구 (An Economical Analysis on Fuel Switching Model of Coal Power Plant using Herbaceous Biomass)

  • The project to utilize kenaf as thermal power plant fuel has a positive effect on the unused energy utilization, greenhouse gas reduction, and farm income. However, it is analyzed that it is difficult to secure economical efficiency because the fuel cost of kenaf is higher than that of power by thermal power plant and Renewable Energy Certification (REC). The project of power generation using kenaf is meet the government's major policies, while government support is essential for securing economical efficiency. As a result of the sensitivity analysis on the ratio of the government subsidies, to secure economical efficiency, the power generation prices using kenaf through the direct financial support of the government indicate that 47% and 76% of kenaf fuel cost are supported by government in case of the Saemangeum reclamation and Gangneung-si, respectively. In the case of the government indirect policy support, if kenaf is included as a renewable energy source of Renewable Energy Portfolio Standard and REC is granted, the economic efficiency of Saemangeum reclamation and Gangneung-si is obtained when REC secured at 1.05 or more and 2.43 or more, respectively. The results of this study are meaningful in that the direct and indirect effects of the government on the development of the herbaceous energy crop, kenaf, were evaluated economically. These results are to suggest the need for demonstration study, but economics analyze and evaluate are necessary based on operational data through the demonstration phase in the future.

농업 R&D투자의 형평성 분석: 농가단위 효율성에 미치는 영향의 소득계층별 차이를 중심으로 (The Heterogeneous Impacts of Agricultural R&D on Farm Efficiencies by Farm Income levels)

  • 공공의 영역에서 공공의 이익과 관련된 정책이나 사안에 대한 사회적 차원의 접근에 있어서'효율성'과 함께'형평성'은 반드시 고려해야 할 양대 축이라 할 수 있을 것이다. 이러한 맥락에서 본 연구는 공공 R&D 투자사업 중 하나인 농업 R&D 투자에 대한 형평성 측면에서의 평가의 일환으로서, 과연 농업 R&D 투자로 인해 창출된 혜택이 농가의 소득계층 별로 균등하게 분배되고 있는지, 특히 농가의 경영 효율성에 고르게 영향을 미치고 있는 지를 확인하기 위한 분석을 시도하였다. 분석결과 표면적으로는 공공재원이 투자된 농업 R&D의 혜택은 비교적 고르게 배분되고 있으며, 그 중에서도 하위 30~40%가 상대적으로 많은 편익을 누리고 있는 것으로 나타났다. 그러나 농가마다 이질적인 지식 흡수 활용능력을 통제하였을 경우, 그 혜택이 상대적으로 저소득층 농가에 비해 고소득층 농가에 집중되는 경향이 발견되었다. 이는 형평성 차원에서 농업 R&D투자는 매우 역진(逆進)적인'보조금'으로서 기능을 하고 있음을 의미하게 된다. 그러나 이러한 농업 R&D 투자의 역진성은 농가들이 지닌 기술적'필요(needs)'의 이질성에 기인한 것일 수도 있음을 확인할 수 있었는데, 전통적인 관행농업 중심의 저소득층 농가들에 비해 지식영농을 지향하는 고소득층 농가들이 농업 R&D의 결과에 대한 수요가 높아 자연스럽게 혜택도 역시 집중된 것으로 보인다.

위탁영농회사의 사업실태 및 경영성과 분석 (An Analysis of Business Management in the Farming Service Company)

  • This study was carried out to find out the possibility of continuity of the Farming Service Company (FSC), which has been founding since 1991 by the public administration to obtain the scale economy in the rice production, through the only financial analysis of the FSC. The results obtained were as follows. 1. The FSC's business is forward to the off-farm business rather than farm business. Based on the profit ratio, the profit ratio of off-farm business is more than that of farm business. It may cause the difficulty of policy to obtain the scale economy in the farming through the FSC. 2. Without subsidies the average net profit of the FSC was negative, which may provide the motives to the FSC to seek out the way to survive through the off-farm business, unless the FSC's could break up. 3. After all, the possibility of continuity of the FSC through the only financial analysis seems to be very little. Therefore the public administration should reconsider the present policy which is to found the more FSC continuously. If government wants to support the FSC continuously, government should focus on the conglomeration of farm land to increase the productivity of farming and on the subsidy of off-farm business to increase the profit ratio of the FSC.

Comparison of forest road status and policies between Korea and United States

  • Forest roads are essential for forest resource management. This study investigated and compared forest road and road policy data in Korea and the United States to improve future forest road policies in Korea. As compared to the United States (9.5 m/ha), Korea has much lower forest road density (3.19 m/ha) and has been actively constructing new forest roads. The Korea Forest Service leads forest road policy in Korea by providing subsidies for new road construction in non-national forests. The budget for forest roads accounted for 9.1% of the total Korea Forest Service budget in 2010 - 2015 and 73.5% of it was used for new road construction. Korean forest road policies have been distinctively changed over the past decades; e.g., an increase in forest road mileage in the 1990s, an increase in forest road standards in the 2000s, and an increase in the mileage of higher standard roads in the 2010s. In comparison to Korea, the United States has focused on road maintenance and road decommissioning since 2001. The budget for forest roads accounted for 2.9% of the total USDA Forest Service budget in 2011 - 2016 and 82.2% of it was used for operations and maintenance. Our study results suggest that forest road policies in Korea should start focusing on road maintenance and decommissioning, if needed.

공적(公的)관리에서의 참여형 관개관리(PIM) 모델 (A Study on the Participatory Irrigation Management under Public Irrigation Management System)

  • There was a transition from participatory irrigation management (PIM) to public irrigation management (PubIM) in Korea when Korea Rural corporation and Community (KRC) merged with Farm Land Improvement Associations (FLIAs), which had managed 60 % of irrigation areas. While making a number of achievements, some problems occurred in the public irrigation management, such as lack of farmers' participation, increased amount of water usage, and elevating operating costs. Accordingly, this paper suggested ways to increase efficiency in water usage and reduce operating costs under the public management through the motive power of farmers participation. First, WUGs replaced the discarded water management committee should be reorganized to revive the concept of PIM in the form of autonomously reinforced one and the roles and functions of WUGs and the board of representatives should be strengthened. The member of new type of WUGs should participate in the national and regional water management committees as a stakeholder of irrigation water user. And also new type of WUGs initiates not only the management of irrigation water but also the management of irrigation water quality and non-point source pollution in the watersheds. Those additional activities of WUGs should be properly compensated. Second, subsidies (direct payments) should be provided to faithful farmers as an incentive for their labor supply. Third, water fees could be charged to large scale agriculture companies. Fourth, professional managers could be hired, management targets would be adjusted, and incentives should be offered. These efforts are expected to improve the irrigation management by encouraging farmers' participation under public system.
